THE COMPANY
1. Introduction to Company

APISORELIA is an romanian company which operates and carries out complex and diverse activities
in the field of hazardous and non-hazardous industrial waste management at National level and also in other
European Union member states.
The company was founded in 2004 due to the desire to solve the environmental pollution issues
generated by the large quantities of generated wastes, which requires special ways of collection, transport
and final disposal in order to not affect the environmental factors.
The collection, transportation and final disposal of hazardous and non-hazardous wastes is a multistep
activity. Note that these steps are taking place under the Documentation elaboration Waste collection Waste transport

present below a summary of these steps:
❖ Site visit on the customer’s location, to check,
together with customer’s representatives, the waste
state, their packaging modality, correct waste code
assignment, stocks etc.; Final disposal Temporary storage
❖ Elaboration of Dangerous Waste Transportation Approval Form (for hazardous waste only),
which has to be signed by all the competent authorities;
❖ Notification to fire-fighters prior to transportation (for hazardous waste only);
❖ Elaboration of transport documents (expedition note, weighing note, expedition/transport note);
❖ Loading of waste to the vehicle, using proper loading equipment. The packages have to be in
good condition and labeled; no leaks are allowed;
❖ Transportation of waste, using authorized vehicles and licensed drivers;
❖ Final disposal of waste, based on their characteristics, by companies authorized for disposal
activities, to which APISORELIA has signed contracts.
APISORELIA has the ability to collect and transport non-hazardous wastes (textiles, plastics, paper
and cardboard) with mobile compactors. This waste collection system was already implemented and it is
working fine at Euro Auto Plastic Systems Ltd. from Mioveni, Arges county (on Renault-Dacia site). The
non-hazardous wastes are temporary stored and compacted in these mobile compactors and, when they
are filled, the compactorsare transported by a special truck to the final disposal site. We are working with
several compactors so that at any time we have at least one on the site.For dangerous industrial wastes,
we can use compactors provided with retention vats and gaskets to prevent leakages.
In most cases, our customers have a limited space for the temporary storage of the waste they are
producing, no matter what type of waste there is. Furthermore, the waste is diverse and, generally, in
small quantities. Taking these facts in consideration, we can provide waste collection using small containers
(4-10 cubic meters), easy maneuverable and in sufficient numbers for a more intense rhythm of collection.
This makes possible an efficient usage of storage spaces, covers the diversity of the waste and ensures
their fast disposal.
In exceptional circumstances, when our customers are asking, we can primary process some types

of recyclable waste by baling on the customer’s site. We can provide compactors for different types of
waste and these compactors can be operated by our personnel or by customer designated personnel.
We have two subsidiaries in the southern part of Romania: one in Craiova city and another one
near Pitesti city. This way we have local means of temporary storage and handling of waste, close to the
collecting points. We also have vehicles assigned to the area and contact persons in the area, who can
provide assistance when needed.

2. Business Description
The industrial waste management is a complex activity, which requires a high degree of professionalism,
good knowledge and understating of the law and a carefully market watch. The competition in this field is
fierce.

The entire activity is carried out following a few rules:

correct and legal way in which the wastes were eliminated;

Requests analysis, the preparation of the working method, the coordination and the development of
the whole activity is carried out by the trained and specialized personnel represented by persons with
superior training (engineers and master chemists, biochemists, biologists, engineers, car engineers,
professional drivers trained and authorized by ADR) and also persons with medium studies.
The activities are carried out according to the Environmental Authorization issued by the National
Agency for Environmental Protection no. 4/15.03.2012, revised on 23.07.2019.
The transport of hazardous industrial waste is done in full compliance
with the law on the transport of dangerous goods. We have a license for road
freight (license no. 0181711, valid until 06.06.2022). The transport of the
waste is carried out with the means of car provided, according to the provisions
of H.G. no. 1061/2008 regarding the transport of hazardous and non-
hazardous waste on the territory of Romania, but also in compliance with the
legislation of the European Community.

The fleet consists in 70 vehicles of different capacities, authorized for the transport of hazardous, non-
hazardous and recyclable industrial waste. The diversity of the fleet allows the collection and transport of
waste regardless of their quantities and distance to the final eliminators.

The managerial team, representing the management with executive responsibility of the organization,
declares its total commitment to:
• fulfillment of the policy and objectives in the field of quality, environment, safety and occupational
health, while complying with all legal obligations and requirements of the organization, by establishing the
specific objectives of each sector of activity of the organization;
• direct and permanent supervision of compliance, by all the personnel of the organization, of all the
provisions and dispositions contained in the Integrated Manual and of the internal regulations in force;
• the concern to permanently evaluate the stage of implementation and effectiveness of the Integrated

The responsibility that the provisions and requirements established for Integrated Management
Systemis mandatory for all employees of the organization, from their functions by job description, resulting
from responsibilities under internal regulations in force (procedures and specific instructions).
Responsibility for service quality, environmental protection and compliance requirements on
occupational safety and health is incumbent on all employees through full engagement inwork activities.

5. Compliance with the legislation and certifications
All the activities of the company and of its specialized personnel are based on a solid knowledge of
the legislation in the field of the waste management. The requirements of the legislation in force are correctly
implemented starting from the elaboration of price offer and finalizing with documents provided to the
competent authorities which shows the modalities of final collection, transport and disposal are in full
compliance with the legal requirements, namely:
❖ Law no. 201/2001 regarding the regime of wastes;
❖ Government Decision no. 1061/2008 regarding the transport of hazardous waste on Romania
teritory;
❖ Government Decision no. 856/2002 regarding the evidence of waste management;
❖ Government Decision no. 349/2005 regarding the waste disposal;
❖ Ministerial Order no. 95/2005 regarding the criteria for accepting waste in landfills;
❖ Government Decision no. 1408/2008 regarding the classification, packaging and labeling of
dangerous substances;
❖ Law no. 249/2015 regarding the management of packages and waste of packages;
❖ OUG no. 156/2005 regarding the environmental fund.
APISORELIA openly declares its readiness to adapt permanently to the new requirements and
changes that have arisen in the legislation in its field of activity, both at the level of Romania and at European
level.
The activity of collection, transport and final disposal of industrial waste is carried out in an
integrated management system quality-environment-safety & occupational health, certified according to the
requirements of SR EN ISO 9001, SR EN ISO 14001 and SR OHSAS 18001.

6. Activities description
Principal activity is represented by the industrial waste management which is represented by the
collection of waste from generators, the transport to the point of recovery or final disposal, the temporary
storage. As well, another important activity is represented by the elaboration of all the related
documentations, these one is also a complex activity which requires a high degree of professional training,
a good knowledge and understanding of the legislation in the field.
a) An important activity is carried out in the category of the industrial hazardous and non-hazardous
wastes. It can be mentioned a number of 6975 ongoing contracts with recognized companies from various
fields of activities, with a quantity of 220000 tones of waste taken off and transported to final disposal
(reference year:2018).
APISORELIA Company is recognized for the manner to honor clients requests and for the relations
with the final eliminators to which the wastes are transported. Also is well known for the specific
documentations provided to the clients (the documentation necessary to demonstrate in front of the control
authorities the proper management of the waste).
b) The company offers flawless services in the area of collection, transportation and final disposal
of the medical waste, these operations being carried out by authorized agents which fully comply with the
clients requirements and which take over this category of waste within the time period regulated by
legislation. The used cars are equipped according to the transport of this type of waste that present biological
risk.
We work in this area with a large number of medical
cabinets, medical centers, laboratories, polyclinics and hospitals
To support these affirmations we can mention a number of
approximately 2900 ongoing contracts and the fact that just in
the last year new collaborations with 335 units that generate
medical waste were started. Also we can mention a quantity of
medical waste taken off and also transported to final
neutralization by incineration quantified by the value of 522
tones (reference year:2018).

c) Bioremediation activities
Bioremediation refers to the use of microorganisms to degrade contaminants that pose environmental
and human risks.
Both in situ (in place) and ex situ (removal and treatment in another place) remediation approaches
are used.

The versatility of microbes to degrade a vast array of pollutants makes bioremediation a technology
that can be applied in different soil conditions .
Bioremediation depends on the various interactions between three factors:
• substrate (pollutant),
• organisms
• environment.
Physiological requirements, or set of conditions required by organisms to carry out bioremediation
in the environment, include nutrient availability, optimal pH, and availability of electron acceptors, such
as oxygen and nitrate. Also, the environment needs to be habitable for organisms involved in bioremediation.
As stated previously, bioremediation involves various microorganisms that are able to degrade and
reduce toxicity of environmental pollutants .
Apisorelia has experience in bioremediation of hydrocarbon contaminated soil in Romania and other
European countries. The climatic conditions specific to the deserted area of Kuwait, the nature of
hydrocarbons, the characteristics of the sandy soil have led to the applica tion of a new bioremediation
solution.

The research in this field developed in Apisorelia


laboratories has led to the development of advanced
bioprocessing technology to reduce pollutant toxicity and
also to obtain new useful substances.
These effective catalysts are called ENZIME (from the
Greek "Enzyme" = yeast). The number of enzymes is of the
order of the thousands, because in the living world, every
organic molecule that exists here must correspond to at least
one enzyme that participates in its synthesis and / or its
degradation.
➢ A large number of enzymes from bacteria in general have been reported to have involved in the
biodegradation of toxic organic pollutants.
➢ Bioremediation is a cost-effective biotech and natural process, fed by microbial enzymes.
➢ The research in this field developed in Apisorelia laboratories has led to the development of
advanced bioprocessing technology to reduce pollutant toxicity and also to obtain new useful substances.
➢ The use of enzymes in bioremediation has considerable advantages over conventional
bioremediation of bacteria along with nutrients.
Conditions in the case of bioremediation with enzymatic compounds:
1. The working temperature can be even up to 50 degrees
2. Soil moisture can be least – (20-30%)
3. Soil pH can be between 5-8
4. Not necessary to add additional nutrients to soil (phosphorus, potassium)
5. The remediation time decreases from 6 months to 20 -30 days depending on the hydrocarbon load
APISORELIA has the ability to carry on various remediation and decontamination activities, both
on the customer's site and on its own site. Such activities include:
❖ Cleaning and decontamination of tanks with chemical products (petroleum products, acids, bases
etc.) and collection of resulted chemical waste for transportation to the final disposal site;
❖ Cleaning and decontamination of basins containing industrial chemical waste and collection of
resulted chemical waste for transportation to the final disposal site;
❖ Cleaning and decontamination of auto and railroad tanks containing various chemical products and
collection of resulted chemical waste for transportation to the final disposal;

❖ Dehumidification of sludges from various industrial activities, wastewater treatment plants, by
modern specific procedures and with a reduction of water content up to 90%;
❖ Separation of water from petroleum products emissions;
❖ Disassembly and decontamination of oil and fuel filters;
❖ Disassembly of brake pads;
❖ Neutralization with lime compounds of waste resulting from the operation of thermal power plants.
APISORELIA has the equipment and qualified personnel to conduct such remediation and
decontamination activities under the best possible conditions, with full compliance to the established
deadlines and full compliance with the law.

d) Recyclable materials recovery


Our company is aware of the importance of recycling materials
worldwide, in order to save natural resources. The recycling process is the key
step of the waste management strategy, along with the process of reducing
consumption and reusing resources. Recycling often involves reuse, being a
broader concept. The recyclable materials come from the industrial
environment, offices or homes and consist of paper, plastic, glass, metal and
textile materials.
Apisorelia S.R.L. is authorized to collect from various generators, legal entities or state institutions,
non-hazardous recyclable waste (paper and cardboard, plastics, textile waste), which they sort by categories,
then transport them to the authorized companies that carry out the actual use. of these recyclable wastes,
with which service contracts are concluded. In this way, we ensure the recycling and re-entry into the
production stream of paper and cardboard waste, plastic waste, textile waste or other recyclable waste.

e) RDF (refuse derived fuel) and fluff production


RDF is an alternative fuel for the cement industry produced by shredding municipal and/or industrial
solid waste.
Municipal solid waste cannot be fed to the cement production line as it is at the disposal site. It has
to be pre-processed at the disposal site or in some cases in the cement plant back yard. There are various
methods of preparing municipal waste materials to suit the input demand of the cement production line. It
is a common practice nowadays to treat raw municipal solid waste, for use in cement industry, with a well
established method such as the Mechanical Biological Treatment (MBT) in-site at the disposal area. During
this procedure (see Figure 1 below), the raw solid waste volume is separated by special screeners to recover
discrete recyclable materials such as metals, plastics, sizable cardboards, aluminum cans, and other material
which can be re-used in the original industry that come from at the first place. The remaining material which
consists largely of organic components of municipal waste such as plastics and biodegradable waste is
shredded to desirable sizes producing thus the refuse derived fuel.

The MBT procedure for RDF production
At present, the challenge in the cement industry is the substitution of traditional fossil fuels with
alternative ones, which otherwise would be classified as wastes and dumped into the landfills. At this effort
of the cement industry to reduce energy costs, the use of refuse derived fuel has been an attractive solution.
Use of cement kilns to co-process refuse derived fuel has a dual positive effect since not only there is the
energy gain from a quantity which used to be rated as a waste stream but also solves the problem of space
and environmental impacts if this waste had been disposed in landfills. At this effort of the cement industry
to reduce energy costs, the use of refuse derived fuel has been an attractive solution. Use of cement kilns to
co-process refuse derived fuel has a dual positive effect since not only there is the energy gain from a
quantity which used to be rated as a waste stream but also solves the problem of space and environmental
impacts caused by the industrial wastes.
RDF processing facilities are normally located near a source of municipal solid waste. Ideally, a co-
processing facility such as a cement plant or an incinerating dedicated installation is normally close to the
processing facility.
Typically, RDF may substitute primary fossil fuels used in cement plants around the world by 15-
20%.
Our product can be used for energy recovery and it is generally used for the following thermal
conversion processes:

• Co-combustion in coal fired boilers;


• Co-incineration in cement kilns;
• Co-gasification with coal or biomass.

RDF is made up of organic components of municipal waste such as plastics and biodegradable
wastes that are processed in order to obtain a product with a high calorific value. The material is treated in
respect of the European Law Regulation and Guidelines, but also to satisfy the end-users’ specific
requirements.
The use of RDF has the following advantages:
• Permits to manage and valorize municipal waste and it is a valid alternative to dumping and
landfill. Statistical data report that EU Countries still dump around 233Kg per person of
municipal refusals.
• Use of RDF in industrial processes offers more flexibility than the simple incineration of waste.
Its use permits to reduce the emission of CO2 since the plants can partially replace the use of
fossil fuel.
• According to the national environment policies, the use of RDF permits to obtain a tradable
commodity as white and green certificates. These certificates respectively prove that a specified
amount of energy saving has been achieved and that certain electricity is generated using
renewable energy sources.

f) Emulsions treatment
Emulsions are mixtures of two or more liquids components that are immiscible. This type of products
often result from mechanical activities and due to the large quantities which results from these activities it
is preferred to treat them on site or off site.

Apisorelia Company offers also a good alternative of treatment for emulsions using a treatment
installation which give very good results.

The following types of emulsions can be treated using the installation:

• Aqueous waste from alkaline degreasing;


• Cooling lubricants;
• Cooling water for surface treatments;
• Aqueous waste with oil content;
• Washing water containing organic substances and heavy metals;
• Water from floor cleaning;
• Emulsions from pressure casting;
• Other types identified.

Statement regarding the authority and the policy of implementing the integrated
management system

The management of the organization APISORELIA SRL is committed to providing services that fully
meet the demands and expectations of its clients, while maintaining the profitability criteria, based on a
performance-based eco-management focused on integrating into a unique process of economic decisions,
those related to environment and occupational safety and health.
The managerial team, representing the management with executive responsibility of the organization,
declares its total commitment to:
• fulfillment of the policy and objectives in the field of quality, environment, safety and occupational
health, while complying with all legal obligations and requirements of the organization, by establishing the
specific objectives of each sector of activity of the organization;
• direct and permanent supervision of compliance, by all the personnel of the organization, of all the
provisions and dispositions contained in the Integrated Manual and of the internal regulations in force;
• the concern to permanently evaluate the stage of implementation and effectiveness of the Integrated
Management System, by optimizing all the processes in the organization, training, involving and motivating
the staff at all levels;
• continuous improvement of the integrated management system through the implementation of new
solutions and at the same time through actions to prevent the occurence of some non-conformities of the
service or of the product;
• increasing the quality of the services offered to the clients;
• creating an appropriate working environment within the organization to meet the set goals;
• adopting the measures required to protect the environment;
• permanent action in order to prevent occupational risks and environmental pollution;
• compliance with all legal requirements, especially regarding environmental protection and occupational
health and safety;
• progressive reduction of costs and maintaining a healthy and safe working environment for its workers
and partners;
• assessing the degree of satisfaction of clients requirements and of the legal requirements, through
periodic evaluations.
The responsibility that the provisions and requirements established for Integrated Management
Systemis mandatory for all employees of the organization, from their functions by job description, resulting
from responsibilities under internal regulations in force (procedures and specific instructions).
Responsibility for service quality, environmental protection and compliance requirements on
occupational safety and health is incumbent on all employees through full engagement inwork activities.
The line managers are responsible for the compliance of services delivered to customers.
The design of the integrated management system and the coordination of the activity of implementation,
maintenance, improvement and certification is the responsibility of the integrated management
representative (RMI), in collaboration with the relevant managers. RMI informs periodically the
organization management looking at the evolution and at the function of the Integrated Management System
