(See Clause2.1)
Development of the Project Highway shall included sign and construction of the Project
Highway as described in this Schedule-B and in Schedule-C. The alignment plans of the
Project Highway are specified in Annex-III of Schedule – A. The proposed profile of the
Project Highway as indicated in the Annex-III of Schedule – A. The Contractor shall design
the alignment plans and profiles of the Project Highway based on Site/design requirement
mentioned in Schedule – D with approval from the Authority’s Engineer within the
available Right of Way.
The Project Highway shall be designed and constructed in conformity with the
Specifications and Standards specified in Annex-I of Schedule-D.
Annex-I
(Schedule-B)
1.1 The Project Highway shall follow the horizontal alignment shown in the alignment plan
specified in Annex–III of Schedule-A, unless otherwise specified by the Authority.
Geometric deficiencies, if any, in the existing horizontal and vertical profiles shall be
corrected as per the prescribed standards for plain/rolling terrain to the extent land is
available. The same shall not constitute a Change of Scope, except any variations
arising out of a Change Of Scope expressly undertaken in accordance with the
provisions of Article 13.
The Project Highway starts at Km. 280+080 & ends at Km. 375+450 in the State of
Karnataka. The Design length of Project is 95.370 Km. The Project Highway partly
completed four lane upto Pavement Quality Concrete and partly completed the Service
Roads / Slip Roads along with few structures.
1.2.1 Four-lane divided carriageway with paved shoulders shall be undertaken. The paved
carriageway shall be provided in accordance with Clause 2.11 [Typical Cross Section
(TCS)] of this Annex-I of Schedule B:
1.2.2 Except as other wise provided in this agreement, the linear dimension and width of the
paved carriageway and cross–sectional features shall conform toclause1.2.1above&
Cross Sections given at Schedule –D, Annexure - II. Invert levels of the longitudinal
drains shall be decided as per adjoining draining area and properties.
1.2.3 Locations of built-up areas are specified as under. The cross section of carriageway to
be adopted in the built –up areas shall be as indicated in the table below:

1.2.4 The entire cross-sectional elements shall be accommodated in the available/ proposed
ROW. If required, suitable retaining structures/ guide walls shall be provided to
accommodate the highway cross section within the available/ proposed ROW and the
same shall not constitute a Change Of Scope.

Note: 1. Pavement Quality Concrete (PQC) was completed upto a length of 54.324 Km as
against 95.370 Km of Project Highway.
2. Cracks have been developed for a length of 7.636 Km on LHS Carriageway and
8.968 Km on RHS Carriageway and the locations are mentioned under Clause 5.2
of Annex-I of Schedule – B. Rectification / full depth repair has to be taken care
as per IRC: SP: 83-2018 and the length/ locations mentioned in clause 5.2 of
Annex-I of Schedule – B are not limited to and any other required locations shall
be finalized in consultation with Authority’s Engineer.
2.1 General:
Geometric design and general features of the Project Highway shall be in accordance
with Section 2 of the Manual.
Special Note: Plan & Profile given in RFP document shall be strictly followed. For the
sake of clarity change in Plan & Profile shall not be permitted.
The Vertical and horizontal profile shall be properly matched geometrically with the
existing project stretches already completed.
The design speed shall be the minimum design speed of 80km/hr. for plain/ rolling
terrain.

2.3 (ii) Bypasses: There are four bypasses in the Project Highway. The details of bypasses to
be provided are given below:

2.3 (iii) Realignments: There are three major realignments in the Project Highway. The
details of realignments to be provided are given below:
a. In built up sections paved shoulder of 2.0 m with shall be provided with footpath shown
in TCS-2.

The footpaths shall be designed as per IRC: 103 – 2012 and Pedestrian Facilities duly
incorporating the Guidelines issued in Ministry’s Circular No. RW/NH-
33044/28/2015/S&R(R) dated 17th June 2015.
e. Wherever habitations existing in the entire Project Highway, the cover slab shall be
provided at the level of drain, so that it can be utilized as footpath. The drain covers
should be strong enough to withstand the weight of light commercial vehicles, where
ever required.
g. Design and specifications of paved shoulders and earthen shoulder shall conform to the
requirements specified in paragraphs 5.10 and 5.11 of the Manual.

Note 1. The locations, orientation of the above-mentioned structures are tentative and may
vary as per the actual site condition. For cross road in skew the proposed
structure shall be provided in skew only.
4. Adequate lighting, ventilation, provisions for protection again rain, etc. shall be
made in consultation with Authority’s Engineer/ NHAI.
5. Pumping arrangements including pumping station, sump etc. for dewatering the
underpass shall be provisioned as per the requirement in addition to efficient
natural drainage system.
Typical cross sections of Project Highway shall be constructed to four lane divided
carriageway configuration for the Entire Project Length. Typical Cross Sections
required for the development in different segments of the Project Highway are
appended at Annex-1 of Schedule-B.
All intersections and grade separators shall be as per the provision of relevant Manual.
Existing inter sections which are deficient shall be improved to the prescribed
standards. Properly designed intersections shall be provided at the locations and of the
types and features given in the tables below:

Note:
Type of Junctions to be improved as per manual and MOST type design for Intersection on National
Highways.
(a) Hume Pipe Culverts shall be provided across intersection roads/ all junctions as per the
manual to maintain the continuity of flow as per site condition.
(b) The Contractor shall take up “Detailed Engineering Study” to ascertain further details of all
intersections and treatment of the intersections shall be designed in accordance with the
latest guidelines mentioned out in Section 3 of Manual. The same shall not constitute a
Change Of Scope.
(c) Junction improvement, cross road shall be regarded and strengthened to have a crust as
same of Main Carriageway for a length shown in the Ministry’s type designs intersection
along with IRC Manual under grade separators with proper entry / exit to cross roads and
slip/service roads.
(d) Rumble Strips: The cross road junctions as mentioned above shall be provided with Rumble
strips at the approach of junctions as per IRC: 99 - 2018
(e) It is clarified that if any other deficient junctions with cross BT/CC roads / any other
category is identified during development period in addition to those mentioned above shall
be improved as per standard set forth in Manual and inconformity with NHAI issued Policy
Guidelines No. 10.1.26/2021 dated 11/01/2021. Any increase in the junction specified in
this Clause of Schedule B shall not constitute a Change Of Scope.
5 PAVEMENT
5.1 Rigid Pavement is proposed for main carriageway & service roads / Slip roads as under:

Note:
The above locations are tentative and the actual locations of longitudinal & transverse
cracks developed on Pavement Quality Concrete in the Project Highway shall be
identified by the Bidders before bidding for taking up rectification/ full depth repair
and any variation in length/ affective panels/ type of cracks shall not constitute
Change of Scope.
Any increase in the thickness of crust layer mentioned above due to design shall not
constitute a Change of Scope.
6 ROADSIDE DRAINAGE
Drainage system including surface and sub surfaced rains for the Project Highway
shall be provided as per the provision of the relevant Manual. The following are the
locations of Road Side RCC Pucca Drains.
In remaining section of project highway unlined drain shall be provided wherever required.
Notes:
1. Above length of the lined drains are indicative and minimum specified; the actual length
of the lined drain shall be determined by the Contractor keeping in view of the drainage
location and in accordance with the manual requirements with approval from the
Authority’s Engineer. Any increase in the length and width of drain as specified in above
location shall not constitute a Change Of Scope.
2. The design of connecting drain shall be based on discharge of existing channel.
3. The following measures shall be adopted conforming to Manual & IRC: SP: 42-2014:
a) Chute drains along with shoulder drains in high embankment (3m and above);
b) Median drains at super elevated sections with proper outfall connections;
c) In all built up areas RCC covered drains with footpath shall be provided. Suitable
crossing/depressed slab shall be provided at approaches to properties etc. Invert
levels and height of drains shall be decided based on ground slopes of adjoining
properties and open grounds and as per calculated runoff.
d) In cutting portions RCC open drain of suitable size shall be constructed in consultation
with Authority’s Engineer.
e) Implementation of drainage plan on entire project highway other than shown in TCS
shall be carried out in accordance with the NHAI Policy Guidelines issued vide Circular
reference NHAI/Policy Guidelines/Miscellaneous/2020 No. 18.48, dated 08/07/2020.
7 DESIGN OFSTRUCTURES
(i) General
(a) All bridges, culverts and structures shall be designed and constructed in accordance
with the provisions of the relevant Manual and shall conform to the cross-sectional
features and other details specified therein.
(b) Width of the carriageway of new bridges and structures shall be as given in para 7(iii)
of this Schedule-B.
(c) All new Major & Minor Bridges shall be provided with foot path as shown in Typical
Cross Sections.
(e) The following structures shall be designed to carry utility services specified in the
table below:
(f) Cross-section of the new culverts and bridges at deck level for the Project Highway
shall conform to the typical cross-sections for the Project Highway.
(ii) Culverts
(a) Overall width of all culverts shall be equal to the roadway width of the approaches.
All culverts in such sections having Main Carriageway and Service Road be provided in
full width.
(b) Reconstruction of existing culverts:

(i) All existing culverts which are not to be reconstructed shall be widened to the
roadway width of the Project Highway as per the typical cross section given in the
provision of relevant Manual. Repairs and strengthening of existing structures where
required shall be carried out.

Note:
If any culvert found to be designed for over burden other than specified in
the list has to be designed and constructed with no extra cost to the
Authority.
In addition to above Culverts, on cross roads culverts shall be provided
at
the location of Major junctions/ Minor Junctions.
The locations of culverts with the span configuration action specified as
above is tentative and shall be finalized in consultation with Authority’s
Engineer.
Any additional requirement of culverts found during the project implement
action stage, the same shall be deemed to be covered within the scope of
work.
The exact location/orientation of culverts shall be finalized as per site
condition and location of stream along the project highway.
All Repairs shall be carried out as per present site conditions. The repair
works to be carried out as per IRC standards and in consultation with
Authority’s Engineer and NHAI, the extent of repair requirements to be
assessed at the time of construction.

Note: The piles done for new bridges major bridges have to be tested for the integrity & load test
before going for own design. For the testing of the existing piles no additional cost will be
paid by the Authority. The risk of the quality of the piles is the responsibility of the
Contractor, once he is satisfied after testing.

Note:
1. ROB shall be constructed strictly as per approved GAD. Any change in proposed span
arrangement, if required due to site constraints, as per consultation with Railways, shall
not be treated as Change in Scope of work, save except any variations in the length arising
out of a Change Of Scope (COS) expressly undertaken in accordance with the provisions of
Article 13.
2. ROB crossing shall be designed, constructed and maintained as per the requirement of
Railway authorities. The construction plan shall be prepared in consultation with the
concerned Railway Authority.
3. The ROBs shall be constructed by the Contractor in consultation with Railways &
Authority.
4. Instrumentation in the Railway Superstructure across Railway Bridge Portion shall be
carried out regular monitoring of health of bridge to meet its serviceability and
functionality requirement during the post construction maintenance period as per NHAI
Circular No. NHAI/GM/ROB-RUB/2012, Dated 25/04/2016.
5. Steel railing of 2.5m height having minimum weight of 35 Kg/m shall be provided at ROB
viaduct location on Both side and shall not constitute any COS.
6. The finished road level at ROB crossings to be followed as per approved GAD and in
discussion with Railways / Concerned Authorities.
Road under-bridges(road under railway line) shall be provided at the following level

The grade separated structures shall be provided at the locations and of the type and length
specified in paragraphs 2.9, 2.10 and 3 of Annex-I of Schedule-B.

Note: The length and number of structures and bridges specified hereinabove shall be
treated as an approximate assessment. The actual length as required on the basis of
detailed investigations shall be determined by the Contractor in accordance with the
specifications and standards. Any increase in the lengths / numbers specified in this
Schedule – B shall not constitute a Change Of Scope.
The actual length of retaining structures required to accommodate the highway cross
section within the available/ proposed ROW shall be assessed by the Contractor in
accordance with the Manual requirements with approval from the Authority’s Engineer. Any
increase in the length shall not constitute a Change Of Scope unless change of scope
expressly undertaken in accordance with the Provisions of Article 13.
b) Traffic control devices and road safety works shall be provided in accordance with
Schedule – C and Section9 of the Manual.
c) Traffic road signs include roadside signs, overhead signs and kerb mounted signs along
the entire Project Highway as specified in IRC: 67.
d) Road marking shall cover road marking for the entire Project Highway as specified in
IRC: 35 – 2015.
e) Retro-reflective sheet shall be pasted on road side/ median crash barriers. Reflective
Traffic Safety Products / Round tree reflectors shall be provided on tree for high
visibility during night. Reflective sheeting shall be provided in accordance with Section 9
of the Manual and in conformity with the IRC: 67 – 2012.
h) Crash Barrier: The New Jersey Concrete Crash barrier shall be provided at Built-Up and
W Metal Beam Crash Barrier shall be provided at High Embankment & Bridge approaches
and curve locations where radius is less than 450m. The locations for these provisions
shall be as per Clause 9.7 and finalized in consultation with Authority’s Engineer in
addition to the table below:

Note:
1. The road side safety crash barrier shall be provided as per manual of specifications
(IRC:SP: 84 2014)
2. The length of new jersey crash barrier and W beam crash barrier given in above table
is minimum and any increase in length as specified shall not constitute as a Change
of Scope.
5. Further, it is to notify to the Contractor that the primary criteria for the approval of
the crash barrier is that it must have been successfully crash tested and result
evaluated in accordance with EN 1317 part-2 and/ or MASH.
9. ROADSIDE FURNITURE
a) Roadside furniture like Road boundary stone, Km stone, Hectometer stone, Railing,
Traffic Impact attenuators, Delineators and other Roadside furniture shall be provided in
main carriageway and service/ slip road in accordance with the provisions of Section 9
of the Manual and other relevant provisions of Latest IRC Standards.

b) Overhead Traffic Signs: Cantilever and Gantry sign locations and their sizes shall be
finalized in consultation with Authority’s Engineer.
The minimum numbers of 30 Cantilever sign and 32 Nos Gantry Signs shall be provided
along the Project Highway. The locations for these provisions shall be finalized in
consultation with Authority’s Engineer / Road Safety Expert and NHAI. Any increase in
the number specified in this Clause of Schedule – B shall not constitute a Change Of
Scope.
c) Pedestrian facilities: The pedestrian facilities shall include the provision of the
following:
10 COMPULSORY AFFORESTATION
Landscaping and tree plantation shall be provided as per Manual and as given at Schedule
C.
11 HAZARDOUS LOCATION
Metal Beam Crash Barriers shall be provided in high embankments, sharp curves where
radius is less than 450m,approach to the bridges, underpasses and built-up locations in
accordance with section 9 ofIRC:SP:84-2014.

13 CHANGE OF SCOPE
The length of Culverts, Structures & Bridges specified herein above are minimum. The actual
lengths as required on the basis of detailed investigations shall be determined by the
Contractor in accordance with the Specifications and Standards. Any variations in the lengths
specified in this Schedule – B shall not constitute a Change of Scope.
14 PROTECTION WORKS
The following measures shall be adopted conforming to Manual, latest provision of IRC:
56-1974 & IRC: SP: 42-2014 and Schedule – D:
(i) Side slope of embankments 3m high or more shall be protected by pitching or geo-
meshes/geo green or geo-nets or geo-grids or geo synthetics in consultation with
the Authority’s Engineer.
(ii) Embankments less than 3m in height shall be turfed as per MoRTH Specifications.
(iii) Embankments of height more than 3m, and the slope of embankment passing
through / adjacent a water tank shall be protected for slopes by protection
measures and restricted with provisions of Toe Wall / Retaining Wall as per site
requirements and in consultation with Authority/ Authority’s Engineer.
15.1 Bear passes: As per requirement of Wild life authorities of Daroji Bear Sanctuary, Bear passes
shall be provided in the form of Box Culvert as detailed at 7 (ii) (b) & (d) of Schedule – B.
15.2 Chain Link Mesh/ Fencing: Chain link mesh of 3m height with angular iron frame work of
adequate stiffness fixed in cement concrete foundation at required intervals on both sides of
ROW edge as per requirement of wild life authority.

The arrangement of traffic during construction and maintenance shall conform to the
requirements of IRC: SP: 55, Clause 112 of MoRTH specifications and provisions of the
Concession Agreement. During the Construction period, the Concessionaire shall maintain
at its cost, the existing lane(s) of the Project Highway or divert the traffic on to an
alternative route-diversion road so that the operating width and safety Standards shall be
equal to those of existing lanes for each direction. The Contractor shall also prepare and
submit to Authority Engineer detailed construction methodology to meet aforesaid
requirement including temporary drainage plan of existing road & construction zone.
18 RAINWATER HARVESTING
As per Ministry of Environment and Forests Notification, New Delhi dated 14.01.1997
(as amended on 13.01.1998, 05.01.1999, 6.11.2000, 05.09.2013 and 03.09.2019), the
construction of Rainwater harvesting structure is mandatory in and around Water Crisis
Area, notified by the Central Ground Water Board. The provision of rainwater
harvesting shall be executed as per requirement of IRC SP: 42-2014 and IRC SP: 50-2013
and in conformity with the provision specified vide MoRTH Circular RW/NH-
33044/14/2003-S&R(R), dated 03/09/2019.
19 UTILITY SHIFTING
A Electrical Utility
1. The above details are as per Detailed topographical, site inventory surveys and subject
to change and certified by the Authority Engineer then shifting may be taken by
contractor with joint site inspection with the concerned department.
2. The type/spacing/size/specifications of poles/towers/lines/cables to be used in shifting
work shall be as per the guidelines of Utility Owning Department and it is to be agreed
solely between the Contractor and the Utility Owning Department. No change of scope
shall be admissible and no cost shall be paid for using different type/spacing/
size/specifications in shifted work in comparison to those in the existing work or for
making any overhead crossings to underground as per requirement of Utility Owning
Department and/or construction of project highway. The Contractor shall carry out
joint inspection with Utility Owning Department and get the estimates from Utility
Owning Department. The assistance of the Authority is limited to giving forwarding
letter on the proposal of Contractor to Utility Owning Department whenever asked by
the Contractor. The decision/approval of Utility owning Department shall be binding on
the Contractor. No COS or no cost shall be eligible on any account.

Utility Owning Department as per the norms and practice and, in that case the amount
of credit for dismantled material may be availed by the Contractor as per the estimate
agreed between them.
5. The utilities shall be handed over after shifting work is completed to Utility Owning
Department to their entire satisfaction. The maintenance liability shall rest with the
Utility Owning Department after handing over process is complete as far as utility
shifting works are concerned.
20 MAINTENANCE
During the Construction Period the Contractor in accordance to Clause 10.4 of the Contract
Agreement shall maintain, at its cost the entire project Highway from Km 280+080 to Km
375+450 from the appointed date for the works executed by the previous agency M/s
Gammon India Ltd. as shown in Schedule-A.
The Contractor after completion of Project Highway shall maintain the entire project
highway from Km 280+080 to Km 375+450 during the maintenance period of 10 years in
accordance to provisions under Article-14 of the Contract Agreement.

Notes:
1. The status of Project Highway showing existing / partly completed structures,
partially completed / completed road works and other features have been
shown in Schedule-A. However the Contractor after complete and careful
examination irrespective of the status shown should made an independent
evaluation to complete the project highway as per design / drawing in
sections as per typical cross sections of the requirement at site and confirm
that it shall have no claim whatsoever against the Authority in this regard.
