Malaki ang dulot ng pagbabago sa kalakaran ng edukasyon magmula nang lumaganap ang pandemya sa Pilipinas. Kasabay ni
ang pag-usbong ng problemang kinakaharap ng mga mag-aaral. Bago pa ‘man magsimula ang mga mag-aaral na pumasok sa vi
set-up, ang ilan sa kanila ay nagkaroon ng mga teknikal na problema kagaya na laman
Internet connection at pagkaantala ng mga cellphone, laptop, o anumang device na gi
amit sa pag-aaral. Hindi rin lahat ng estudyante ay may kakayahan na makipagsabaya

din na 38 porsyento sa kanila ay naapektuhan naman ang mental health, kasama rito ang emotional stress, anxiety,
depression, at panic attacks. Nakasalansan rin ang mga isyu, lalo’t sa mga ‘di kayang tamuhin ang mga kinakail-
angan upang makapag-aral, tulad ng kakulangan sa device na gagamitin, kahinaan ng internet, pagkabuhol ng
komunikasyon sa pagitan ng mag-aaral at guro, at ang kawalan ng maayos na learning environment na ultimo’y
nagpadagdag sa mental distress ng mga estudyante na nagsanhi sa pagtaas ng dropouts at nagpababa sa kapabil-
idad ng mga mag-aaral na makapag-aral. Inaasahang malulunasan ang lahat ng problemang ito sa pagbabalik ng
traditional set-up.
Maaasahan rin ba ng mga estudyante ang sapat na bilang ng mga gusali at silid-aralan sa pagbabalik ng face-to-
face classes? Simula noong 2020 ay iilang proyekto na rin ang naisagawa sa pamantasan, tulad ng graduate school
at open learning college building, newly-renovated Department of Physical Science building, College of Criminal
Justice building, at ang pagbubukas ng naitayong gymnasium noong 2019. Magsisilbi itong mga silid-aralan upang
mapaunlakan ang mga estudyante, dahil bago pa ‘man magka-pandemya, may iilang klase na nananatili sa ilalim
ng sikat ng araw, o kaya ay sa mga bukas na espasyo tulad ng softball field, grandstand, at bleacher para lang
makapag-aral.
Noong nag-anunsyo ang CHED ukol sa pagbabalik-eskwela, ibinahagi ng maraming estudyante sa social me-
dia ang kanilang saya, pananabik, maging ang mga pangamba patungkol na rin sa pagbigat ng trapiko, taas ng
pamasahe, at ang pananatili ng COVID-19. “Bukod pa sa pwede mong kumustahin at kausapin ang kapwa kaklase

ekonomiya ng bansa. May responsibilidad din ang paaralan na bigyan ng
sapat na rekurso ang mga estudyante na makapag-aral. Maisasantabi na ang
mga teknolohiyang nakapag-paginhawa sa edukasyong ibinigay ng distance
learning, at maaari sana na gawin muli ng mga institusyon ang mga maiinam
na hakbangin tungo sa ikauunlad ng pagbabalik-eskwelang pag-aaral.
Umpisa pa lamang ito sa mga susunod pa na pagbabago sa sistema ng
edukasyon. Bagaman ginhawa at malaking balita na babalik na muli sa na-
kasanayan nating paraan ang pag-aaral, nagkukubli pa rin sa magaslaw at
kinakalawang na mga riles ang mga pahirap na humahadlang sa mga estudy-
ante na makamit ang tama at matiwasay na edukasyon.
Ngunit, karapatan natin, bilang mga kabataan at mag-aaral na makamtan
ang tamang istasyon na ibababa tayo papunta sa tugatog ng buhay. Kaya’t
hubugin ang maayos na baranda, supilin ang sagabal sa ating biyahe, at pag-
sumikapang abutin ang nararapat na edukasyon para sa lahat ng Pilipinong

sa klase. Masipag siyang mag-aral at makikitaan mo talaga ng
pagsusumikap. Nakikita ko sa kanya ang aking sarili noong ako
ay maliit pa.
Hindi ko tuloy maiwasan ang magbalik-tanaw sa nakaraan.
Sa nakaraang hinding-hindi ko makakalimutan.

Pasado alas tres y media nang magising ako. Bumangon ako

namin na gastusin at kaya naman nila kaming pag-aralin. Pero
bilang panganay na anak na maagang namulat sa reyalidad, gi-
nusto ko munang makabawas sa gastos at magbigay-daan sa
mga nakababata kong kapatid.
Bilang menor de edad at hindi pa pwedeng magtrabaho, ako
ang naiiwan sa bahay upang mag-asikaso ng mga gawain. Sa
libre ko namang oras ay tumutulong ako kina Inay at Itay sa
pagtitinda sa palengke.
“Oh, Bitoy! Mabuti’t narito ka na. Kumain ka na ba?” tanong
agad ni Inay pagdating ko sa puwesto ng aming mga paninda.
Lumapit ako sa kanya at nagmano.
“Opo, ‘nay, katatapos lang po,” sagot ko. Nilibot ko ang
tingin sa kabuuan ng palengke. Samu’t sari ang mga nagtitinda
at iba’t ibang tao ang mga namimili. Pumuwesto ako sa tabi ni
Inay at tinulungan siyang mag-

“Uy, Bitoy! Natapos mo na ba ‘yung final requirement natin
sa Literatura?” tanong sa akin ng aking kamag-aral na si Matias.
Napakamot ako sa aking ulo sabay sabing, “Hindi pa nga, eh.
Hindi pa ako nakakapunta sa library.”
“Sakto, ako rin! Tara, sabay na tayong gumawa,” anyaya niya
sa akin.
Dumiretso na kami sa library. Pagpasok ay bumungad agad
sa amin ang librarian at pinasulat kami sa record book. Tuwing
may takdang-aralin at pagsusulit, dito kami pumupunta ni Ma-
tias para humiram ng libro. May kaliitan ito pero siksik sa mga
babasahin. Hindi ko na kailangan mag-renta ng kompyuter sa
bayan para mag-research.
Dumukwang ako nang kaunti kay Matias at bumulong, “May
susuotin ka na ba sa graduation?” tanong ko sa kanya.
“Oo, meron na. Nabili ko sa bayan. Ikaw?” balik tanong niya
sa akin.
“Oo, nakabili na rin ako. Buti na lang at nakapag-ipon ako,”
nangingiti kong sabi. “Malapit na tayong magtapos, konting tiis
na lang,” dagdag ko pa.
Masaya kaming nag-apir. Napatahimik nga lang kami agad
nang marinig namin ang pagsuway ng librarian.

Napapitlag ako at napabalik sa kasalukuyan nang makarinig
ako ng pagtawag. “Itay!” tawag sa akin ng anak kong si Totoy.
Lumingon ako sa kanya at nakitang hawak niya ang libro at
iPad na niregalo namin sa kanya nang magsimula ang online
class. Ngumiti ako. Paniguradong magpapaturo na naman ito sa
kanyang takdang-aralin.
Lumagpas ang aking tingin at napunta ito sa kusina. Natanaw
kong abala ang aking asawang si Elsa sa paghahanda ng ha-
punan.
Lumingon siya sa akin nang mapansin na nakatitig ako sa
kanya. “Turuan mo na muna ang anak mo, mahal. Patapos na
ako sa niluluto ko. Tatawagin ko na lang kayo kapag kakain na,”
nakangiti niyang turan.
Tumango ako at ngumiti. Kasunod noon ang pagtigil ko sa pag-
titipa sa laptop. Nagpasya na muna akong tumigil saglit sa pag-
tatrabaho at lumapit kay Totoy. Ginulo ko ang kanyang buhok
at ngumiti, “Alam kong magpapaturo ka na naman pero bago
‘yon, bitawan mo muna ‘yang iPad dahil may ikukuwento ako

Going Under the Ground

As modern technologies ex-
ist, electricity became an
essential part of one’s life,
which made tasks easy and
efficient; however, power
lines may endanger public
spaces and hinder the ac-
cessibility of services if not
properly maintained and
managed.
In the Philippines, the
crisscrossing overhead utility
cables are becoming an eye-
sore,  these spaghetti wires
are prone to electrical short
circuits, electrocution and
pathway obstructions, and
vulnerable to bad weather and
vehicular accidents — just
like what happened in March
2020, when a helicopter car-

ly, the city currently runs its
second underground cabling
project covering San Pedro
Street, Ponciano St., Pelayo
St., Bonifacio St., Magsaysay
Avenue, and Quirino Avenue.
Aside from Davao City,
Cebu also started its first
phase of underground conver-
sion in 2015 as the Visayan
Electric Co. targeted to finish
one phase every year, but the
three succeeding phases have
no completion schedule yet.
Its operation was also halt-
ed due to Typhoon Odette in
2021.
Meanwhile, in other prov-
plans yet to convert. More-
over, local government units
can eye this underground
cabling particularly in ty-

Considerations
“It will take a lot of cap-
ital to transition below the
ground. But it is possible it is
safe, you can deal with earth-
quakes, you can deal with
flooding and it all depends
on how well you plan cities
so you know where you need
conduits underground,” said
Paulo Alcazaren, an urban
planner.
The Philippines, being one
of the typhoon-prone coun-
tries, usually experience
disruption of power and
communication services
which adversely affected
and hampered the ac-
cess for health ser-
business. Burying
power lines
can be quite
expensive and
can take longer
to complete
or repair, but
it would be
in the long run
compared to the
recurring rehabil-
itation of above-
ground lines and
posts which
will eventu-
ally be de-
stroyed later
on  due to disasters like strong
typhoons.
It is a real challenge to con-
vert all overhead power lines
underground without affect-
ing other systems especially
in urbanized areas. This can-
not be possible in just a cou-
ple of days or months; when
executing long-term projects
or programs, it is important to
continue what has started and
not leave it behind.  these, teenagers and adults
Ultimately, it is time for
a serious consideration for
moving all electric and com-
munication lines underground
as thorough research, a dis-
creet plan and well-thought
decision have been estab-
lished. More importantly,
proper utilization of resources
should be observed.  After all,
it is for the betterment of our

Gender and Development
administered a webinar
titled, “What Every Wom-
an Should Know About
Gynecological and Breast
Cancer,” via Facebook live,
Mar. 23.
Dr. Mae Florence Chia
Hilario-Ferrolino, Associate
Professor V, CvSU, College of
Medicine (COM), discussed
gynecologic cancer, types,
risk factors, and  diagnosis.
According to Ferrolino,
gynecologic cancer starts in
a woman’s reproductive or-
gans, as its  most commonly
detected types among Filipino
women were cervical, ovari-
an, and endometrial cancer. 
In the Philippines alone,
cervical cancer ranked as the
second most common disease
among women  in the year
2020, while ovarian cancer
was the eighth most common
cause of death in the world.
A top risk factor leading to
these diseases was unsafe sex-
ual intercourse where Human
Papillomavirus (HPV) Infec-
tion is being transmitted, and
if not detected immediately it
can result to cancer in  a span
of 15 years.
Subsequently, Dr. Tiffa-
ny Irish E. Rentillo-Guilas,
COM, faculty member,  men-
tioned that even though breast
cancer is the leading type of
cancer in the country, studies
showed that the mortality rate
did not approach to half of the
total cases recorded while em-
phasizing that early detection
is key to mitigate any further
complications.
Among the early preven-
tion steps, the HPV vaccine,
is highly encouraged in the
country as it will bring life-
time protection against any
cancer at a cheaper cost; with
can be vaccinated with HPV
vaccine, covering long-lasting
protection for any kind of stat-
ed cancer.
“Mahalaga ang early de-
tection; the earlier you detect
and treat breast cancer, the
better your prognosis is going
to be. The earlier the stage,
mas malaki ang tyansa mo na
mabuhay ng matagal,” said
