The primary policy objective of the Department of Food & Public


Distribution is to ensure food security for the country through timely and
efficient procurement and distribution of Food grains. This involves
procurement of various Food grains, building up and maintenance of food
stocks, their storage, movement and delivery to the distributing agencies and
monitoring of production, stock and price levels of Food grains.

The focus is on incentivizing farmers through fair value of their produce by


way of Minimum Support Price mechanism, distribution of Food grains to
Below Poverty Line (BPL) families and covering poor households at the risk
of hunger under Antyodaya Anna Yojana (AAY), establishing grain banks in
food scarce areas and involvement of Panchayati Raj Institutions in Public
Distribution System (PDS).

The Department is also responsible for formulation of policies concerning


the sugar sector such as fixing of Fair and Remunerative Price (FRP) of
sugarcane payable by Sugar factories, development and regulation of sugar
industry (including training in sugar technology). The Department also
formulates policies on export and import of food grains, sugar and edible oils.

100 Days Achievements of the Department

 To achieve the overall objective of ‘One Nation One Ration Card’ inter-state
portability was implemented with effect from 01.08.2019 in two clusters of 4
States i.e. Andhra Pradesh & Telangana and Maharashtra & Gujarat to allow
lifting subsidized foodgrains by a beneficiary from any Fair Price Shop (FPS) of
the Cluster States. This will mainly help migrant workers to have access to
subsidized NFSA foodgrain throughout the year and encourage better service
quality.

 Creation of buffer stock of 40 lakh MT of sugar for a period of one year from
01.08.2019 to 31.07.2020 at estimated expenditure of Rs. 1674 cr. was
announced on 24.07.2019. This will improve the liquidity of the sugar mills
and, thus, help in payment of cane dues of farmers.

 Government announced on 28.08.2019 the Sugar Export Policy for export of


upto 60 LMT of sugar during sugar season 2019-20 at estimated expenditure
of Rs. 6268 cr. The objective of this Policy is to evacuate the surplus stock out
of the country and the assistance given to mills for such export will be directly
credited into the accounts of farmers. This will also help in timely payment of
cane dues to farmers.

the Department

CENTRAL WAREHOUSING CORPORATION (CWC)

 Warehouse Management System (WMS) implemented in all 380 general


warehouses across PAN India on 30.08.2019. It primarily helps in managing
and streamlining the operations at the warehouses of CWC and facilitates in
digitising the processes, operations at the warehouses and establishes real-
time MIS system for prompt and effective decision making. It also eliminates
redundant efforts and avoids multiple entries of data, thereby, downsizing
duplication of efforts.

 23 warehouses of CWC notified as Market Yard in Andhra Pradesh on


29.08.2019. It promotes better marketing opportunities for farmers through
online access to wide range of markets along with removal of information
asymmetry. It facilitates access to institutional credit at cheaper rates through
Electronic Negotiable Warehouse Receipt (eNWR) eco system which is
transparent and foolproof.

CENTRAL RAILSIDE WAREHOUSE COMPANY LIMITED (CRWC)

 Railside Warehousing Complex at Pahleja (Bihar) commissioned on 15.07.2019


and six rakes already received upto 26.08.2019 with income of Rs. 22 lakhs. It
shall cater to the logistics requirements of cement industry and local trade
dealing in agricultural produce.

 All payments (100%) made digital through e-payment/NEFT/RTGS on


31.08.2019 to facilitate cashless transactions and ease of doing business.

NATIONAL SUGAR INSTITUTE (NSI), KANPUR

 This Department approved MoUs to be signed with Sugarcane Research


Institute (SRI), Sri Lanka and Sugar Technology Research Institute (STRI),
Egypt on 02.08.2019 and 19.08.2019 respectively. As per these MoUs, NSI will
extend technical services for improvement in sugar plant efficiencies in the
above referred countries, creating value addition by utilizing by-products in an
innovative manner and collaborative research work on areas of mutual
interest.
