Sub: NIQ for Soil Resistivity Test At Different CNS Sites at VSS Airport,
Jharsuguda.

1. Airport Director , Airports Authority of India, Veer Surendra Sai Airport,

Jharsuguda Airport invites sealed Quotation from competent firm or bidders for
Soil Resistivity Test at VSS Airport, Jharsuguda as specified in Anexure-1

2. Bidder may download the quotation document from the AAI website and
submit their bid on downloaded Quotation, however bidder shall not be
permitted to do any alteration in NIQ documents and the downloaded quotation
document has been verified and attested to be a true copy of the quotation
document No. AAI/ER/JH/CNS/SOIL RESISTIVITY TEST/05-2019 dated 13.11.2019
published on the AAI website www.aai.aero. Also that in case of any dispute
arising due to variation in the bid submitted, all terms and conditions and other
content in the published quotation shall be final and acceptable to the bidder.

3. Quotation documents should be submitted in two envelopes.

Envelope-1: Technical Bid

The Envelope-I cover must be super scribed as “Technical Bid for Soil
Resistivity Test At Different CNS Sites at VSS Airport, Jharsuguda.
Envelope-II: Price Bid.
Envelope-II cover must be super scribed as “Price Bid for Soil Resistivity
Test At Different CNS Sites at VSS Airport, Jharsuguda.

This above two envelope I &II -Technical Bid &Financial Bid must be
contained in another Sealed cover and super scribed with “Quotation for
Soil Resistivity Test At Different CNS Sites at VSS Airport, Jharsuguda.

4.Technical bid envelope- I will be opened at 1100 Hrs. on 22.11. 2019 by

quotation opening committee.

5.Financial Bid envelope- II will be opened for whose Technical Bid &eligibility
criteria are found to be correct and accepted by the quotation opening
committee.

6.Description of Items and Quantity schedule for the Soil Resistivity Test
At Different CNS Sites at VSS Airport, Jharsuguda is given in details in
Annexure-I.

7.The duly filled quotation in the prescribed format is to be submitted to:

“Airport Director, Airports Authority of India, VSS Airport, Jharsuguda,
Jharsuguda -768204 on or before 21.11.2019, 1800 Hrs and Technical Bid shall be
opened on 22.11.2019, 1100 Hrs..

 Technical Bid : Envelope-1 should consist of

a) Documentary proof of PAN No., GSTIN registration.

b) Duly signed &sealed tender document (in each page)
c) (a) Technical compliance statement (Annexure-II) duly filled and signed by
the bidder on the company’s letter head. The submission of compliance
statement as described above is essential for evaluation. The failure to
submit the compliance statement in the said format may result in rejection
of the quotation.
d) (b) Unconditional acceptance of AAI terms and conditions (Annexure-III)
duly signed by the bidder.
e) Work should be strictly as per enclosed Annexure –II.
f) Technical Bid shall be sealed in an envelope and superscripted with
“Technical Bid for Soil Resistivity Test At Different CNS Sites at VSS
Airport, Jharsuguda.

Price Bid
Price Bid in sealed envelope must contain
a) Duly filled Price Bid in the prescribed format given in Annexure-IV.
b) Price Bid shall be sealed in an envelope and superscripted with “Price Bid
for Soil Resistivity Test At Different CNS Sites at VSS Airport,
Jharsuguda.” with bidders address.
8. The sealed Technical and Price bid envelopes shall be enclosed in a common
Envelope and shall be superscripted as “Quotation for Soil Resistivity Test At
Different CNS Sites at VSS Airport, Jharsuguda.”
9. Duly completed quotation along with requisite documents should reach this
office by registered post, courier or in person at the mentioned address on or
before 1800 Hrs. on 21-11-2019 positively.
10. Technical bid will be opened at 1100 Hrs on 22.11.2019 in presence of
interested bidders or their authorized representatives.
11. Financial bid shall be opened after scrutiny of the documents submitted in
Technical Bid. Quotations qualified in the Technical Bid only will be considered for
the financial Bid, Opening of Financial bid will be intimated later to the eligible
bidder.

TERMS AND CONDITIONS
Consignee.
1. Airport Director, Airports Authority of India, VSS Airport ,Jharsuguda.768204
2.Enquiry/attached documents shall be obtained from AAI website directly and
are non-transferrable.
3.The Bidders are responsible for submitting the Quotation on or before the due
date and time specified as in NIQ. and the Quotations received late by post or by
any other means after the due date and time will be rejected.
4.Quotations will be opened at the specified date and time as given in NIQ.
5. Offer or modification after opening date will not be considered.
6. The quotation will remain valid for acceptance for a period of 45 days from
the date of opening of Quotation. Quotation with less validity are likely to be
rejected.
7. The rate shall be in whole numbers and shall be entered in figures as well as in
words. For the purpose of the quotation, the metric system of units shall be used.
Also the rates quoted in words will be taken as the correct basis and not the rate
shown in figures.
8.The quoted rate shall be inclusive of transportation and onsite work only.
9.The quoted rate shall be inclusive of GST and shall show separately in
quotation and original invoice.
No extra claim shall be entertained in this connection.

10. No correspondence shall be entertained from the vendors after opening the
quotation.

11. Date of acceptance and opening of quotation can be extended on the sole
discretion of Airport Director, AAI, VSS Airport, Jharsuguda.

12.Payment Terms:
The payment shall be made to the vendor through NEFT/RTGS on satisfactory
completion of work as specified in Annexure-1 at AAI site. The vendor shall submit
the invoice/bill in triplicate with copy of work completion report with specified
values for different sites. TDS will be deducted wherever applicable.
13.Completion time.
The work shall be completed within 15 days of placement of work order.
14.Airport Director, AAI, VSS Airport, Jharsuguda shall be the competent authority
to grant extension of time. The decision of AAI shall be final and binding in this
regard.
15.The materials/work required for the mentioned work shall be as per the BOQ in
Annexure-1 and the materials/work should be supplied to the designated officer of
Airports Authority of India, VSS Airport, Jharsuguda.
18.The quality and quantity of the material/work done by the vendor will be
inspected by the designated officer from AAI, VSS Airport, Jharsuguda and
certificate in this regard from the officer shall be submitted along with the invoice
for the payment.
21. The acceptance or rejection of the quotations and cancellation of the award of
work will remain within the discretion of AAI and can be rejected without stating
any reason to the quotation.

1. The quotation document for the works mentioned above have been issued to me/us by
Airports Authority of India V.S.S Airport, Jharsuguda and I / we hereby certify that I / we read
the entire terms and conditions of the tender document made available to me / us, which
shall form part of the contract agreement and I / we shall abide by the conditions / clauses
contained herein.
I / We hereby unconditionally accept the NIQ conditions of AAI’s quotation in NIQ
document in its entirety for Soil Resistivity Test At Different CNS Sites at VSS Airport,
Jharsuguda.

2. It is clarified that after unconditionally accepting the tender conditions in its entirety, it is
not permissible to put any remarks / conditions (except unconditional rebates on quoted
rates if any) in the quotation enclosed in envelope “Technical Bid & Financial Bid” and the
same has been followed in the present case. In case any provisions of this tender are found
violated after opening envelope “Technical Bid & Financial Bid” I / we agree that the
quotation shall be rejected.
4.It is certified that no alteration has been made to down loaded document and in case any
NIT condition is found altered the original AAI NIQ document stand valid and AAI without
prejudice is at liberty to take action against the bidder as deemed fit.
