report, “January 2023 Groundwater Monitoring Report, Evans Landscaping, 4229 Round Bottom
Road Site, Hamilton County, Ohio.” The report was prepared in accordance with
OAC 37-400-10 and pursuant to Paragraph 19(A)(1) of the September 29, 2022 Consent Order
entered into by Evans Landscaping on September 29, 2022.
The groundwater sampling event included the collection of samples from all four
monitoring wells at the facility and analysis of the samples for all of the parameters listed in
OAC 3745-400-21. Site-wide water levels were also measured. The water level and water
quality results from the January 2023 event, as well as all historical groundwater monitoring data
collected to date at the site, are presented in the report for evaluation purposes.

INTRODUCTION
This report presents the results from the January 2023 groundwater sampling event results for
the Evans Landscaping facility located at 4229 Round Bottom Road, Hamilton County, Ohio.
The sampling event was conducted by personnel from Eagon and Associates, Inc. (Eagon) on
January 26, 2023 pursuant to Paragraph 19(A)(1) of the September 29, 2022 Consent Order
(A2100907). Samples were collected from all four of the facility’s monitoring wells, including
recently installed replacement monitoring wells MW-4R and MW-5R. This report was prepared in
accordance with OAC Rule 3745-400-10 relative to groundwater monitoring and reporting and is
being submitted to the Hamilton County Health Department pursuant to Paragraph 19(A)(1) of the
September 29, 2022 Consent Order (A2100907).
The January 2023 sampling event is the first sampling event performed at the site since
June 2013. In November 2022, monitoring wells MW-4 and MW-5 were replaced with wells
MW-4R and MW-5R, respectively. Following the installations, both wells were developed until
fine-grained materials were removed from the wells and low turbidity purge water was obtained. In
addition, existing wells MW-2 and MW-3 were redeveloped until low turbidity water was observed.
Attempts were made on January 31, 2023 by site personnel and Eagon to locate missing
wells MW-4 and MW-5. However, all attempts that were made to locate these wells were
unsuccessful. A separate letter report detailing the efforts made will be submitted in the near future.
Additionally, this separate letter report will include documentation of the installation of concrete
pads and protective casings at wells MW-4R and MW-5R, which were completed on
January 27, 2023.
It should be noted that the mercury samples were analyzed outside of hold time due to a
miscommunication with the analytical laboratory. The mercury was analyzed as soon as the mistake
was discovered.
Volumetric purging and sampling procedures consistent with Ohio EPA’s Technical
Guidance Manual for Hydrogeologic Investigations and Groundwater Monitoring (Chapter 10) were
used to collect samples from each well. Adherence to these procedures is expected to produce
results that provide an accurate representation of groundwater quality underlying the site.
All monitoring wells were purged of a minimum of three water column volumes prior to sample
collection using a Teflon/PVC submersible electric pump lowered into the well screen on dedicated
polyethylene tubing. Specific conductance, temperature, pH, and turbidity were measured in the
field at each monitoring location. All other samples were analyzed by ALS Environmental
Laboratories (ALS) in Cincinnati, Ohio. Wells were purged prior to sample collection until the field
parameters stabilized and turbidity readings were low (<10 NTUs). The field measurements are
recorded on the field sampling forms for each well (included in Appendix A).
Groundwater Flow
Static groundwater level measurements were collected from all four monitoring wells at the
site on January 26, 2023. The static water levels were converted to groundwater elevations for the
purpose of constructing a potentiometric surface map of the first continuous zone of saturation
(uppermost aquifer) underlying the site. Table 2 presents the groundwater-level data collected
during the January 2023 sampling event. A potentiometric surface map was constructed from the
water level elevations and is shown on Figure 1. Groundwater flow across the site during the event
was from the north-northeast toward the south-southwest, generally following the path of the Little
Miami River valley, consistent with what would be expected during normal to above average river
stage conditions observed at the time of the event.
Historical water-level measurements for each well have been tabulated and are presented in
Appendix B. As shown on the hydrographs for the monitoring wells, up- to downgradient
relationships have fluctuated over time (Figure 2). As shown on the hydrograph during the

Samples collected from each monitoring well were analyzed for all parameters listed in
OAC 3745-400-21 (1 thru 74). The analytical results from the monitoring wells, a duplicate sample,
and two field blank samples, including the field sampling forms and meter calibration documentation
from the event, are presented in the laboratory analytical data report included in Appendix A.
A summary of the sampling results is presented on Table 3. To facilitate the evaluation of
water-quality data from the monitoring wells, the groundwater data has been used to generate
hydrographs, time-series plots, piper trilinear diagrams, stiff diagrams, and comparisons to drinking
water standards. The historical groundwater-quality results for each well are presented on the
time-series plots included in Appendix C.
Time-series plots have been constructed for inorganic parameters listed in OAC 3745-400-21
for which more than one historical data point is available. Those plots are presented in Appendix C.
Once a second sampling event has been performed, time-series plots for all 74 parameters listed in
OAC 3745-400-21 can be generated. Plots of water quality data from both the MW-4 and MW-5
wells and replacement wells MW-4R and MW-5R are presented on the same plots for comparison
purposes. Historically, there have been no VOC detections at or above a PQL at any downgradient
monitoring well and there were no VOC detections during the January 2023 event at any of the
wells. Therefore, there are also no time-series plots for VOCs included in Appendix C.
One duplicate sample was collected at well MW-5R and those results are in close agreement
with the original results. In the field blank there was a low-level detection of chloroform, which is a
chlorination byproduct. The field blank was collected by pouring bottled distilled water, which was
not provided by the laboratory, into the sample bottles. The chloroform is likely from the distilled
water and not from the air at the site. Chloroform was not detected in any of the monitoring wells at
the site.
As shown on the time-series plots, concentrations are relatively consistent with historical data
for wells MW-2 and MW-3, and concentrations in MW-4R and MW-5R are similar to historic
concentrations in MW-4 and MW-5, respectively, with the following exceptions:
At well MW-5R, it was observed during the event that the drainage ditch adjacent to the well
was flooded and surface water was surrounding the PVC casing at MW-5R. At the time of the
sampling event, a surface seal/concrete pad and protective casing had not been installed at this well
yet. It is likely that the surface water was influencing the groundwater quality at the well during the
time of the sampling event due to the absence of a surface seal. Since the sampling event, a surface
seal/concrete pad and protective casing were installed at MW-5R and also at MW-4R. This work
was completed by CinDrill and supervised by Eagon on January 27, 2023. A separate letter report
documenting the installation of the surface seal/concrete pad and protective casing will be submitted
in the near future.
At well MW-4R, the concentrations of ammonia, magnesium, sodium, and sulfate were
higher than historic concentrations at MW-4, as shown on the time-series graphs included in
Appendix C. All other concentrations are similar to or less than historic concentrations in well
MW-4.
The groundwater quality results obtained during the January 2023 sampling event are
presented within this report. There were no VOC detections in any of the groundwater monitoring
wells. Arsenic concentrations in the upgradient and downgradient wells at the site exceeded the
MCL for arsenic. There were no other MCL exceedances during the January 2023 event. The
groundwater monitoring system at the facility meets the requirements of OAC 3745-400-09. Based
on the water levels observed at the facility, the groundwater monitoring network meets the
requirements of OAC 3745-400-10. The next semiannual sampling event is tentatively scheduled
for the summer of 2023 when lower groundwater levels are anticipated pursuant to
Paragraph 19(A)(1) of the September 29, 2022 Consent Order (A2100907).
