(QUIZ 1)

INTRODUCTION
One principle of public Administration is transparency which also
eventually includes accountability of public officers to the public. In the
government, these are two principles that are necessary for a progressive and
honest administration which comprises of politicians with integrity and honesty.
As defined, transparency in the government can be seen through
billboards in roads which has a breakdown of expenses made to build such road
or infrastructure, usually, we as citizens, are too busy with our own business to
even stop and read these billboards. However, this should not only be the thing
that is transparent to us citizens, all the projects of the government, the status of
the state, our financial capacity, economic stature and security of the state must
all be subject to transparency. Such practice will force politicians to be
accountable with their every action including their fiscal records and to where
their allotted funds go.

OBJECTIVE/RATIONALE
Particularly, voters seem to have a liking of repeating tragic happenings in
the Philippines. Most of the voters cast their votes only thinking of who gave
them money right before or who helped them right before disregarding the future
that one vote may lead all of us. Right now, without being bias, we are in fact,
under the administration of the son of a previously ousted dictator, during the
martial law, the above-mentioned principles were non-existent, money was spent
as to the whims of the administration, no accountability was imposed upon
government officials, these ways cause havoc in our country which eventually
lead to EDSA People Power I that ousted the abuse of power that was existing
for almost two decades. With such history, you would think we should have
already learned, but to my observation, we didn’t.

DISCUSSION PROPER
In the Philippines, politics is the foundation of Public Administration, sadly,
politics is treated here like a telenovela, the best one who acts like he or she
possess political will, passion and goal for the Philippines gets elected, you don’t
need to be one, you just need to act like one! It has become almost a culture in
the Philippines to vote for a corrupt politician so long as they see them do their
jobs like we don’t pay them to do exactly what they are doing. They are called

public servants for a reason. Often, I hear people say “ATLEAST MAY
GINAGAWA” such is the reason why in my opinion, the most relevant principle to
practice in the state of our culture today is transparency and when there is
transparency, accountability follows.

CONCLUSION
In view of the above-mentioned reasons, the culture of letting corrupt
officials lead our government despite of knowing well that they are indeed
practicing corrupt deeds is what I desire to eliminate by giving emphasis and
practicing transparency in the government and public administration. As such,
when the same is practiced, public officials as well as politicians will be forced to
be accountable to their actions, words and even inactions.
