RE:  Memorial Stadium: Redevelopment and Operation RFP #2023-001

City of Seattle and Seattle Public Schools,

We are thrilled to have the opportunity to submit our proposal to partner with Seattle Public Schools
(SPS) and the City of Seattle (City) embarking on the journey to elevate young athletes’ and fans’
experiences with the redevelopment of Memorial Stadium into a state-of-the-art multipurpose sports,
educational, and entertainment stadium at Seattle Center.

JLL and Poag Development Group (“PDG”) formed a partnership in 2022 in order to leverage each
other’s strengths for game changing projects like this redevelopment of Memorial Stadium into
a world-class entertainment district. This partnership has come together to build a team that is
unmatched in skills, experience and passion. PDG is the leading developer of mixed-use experiential
destinations focused on placemaking as the basis of value creation. Our developments elevate the
experience of our customers, visitors, guests, and merchants tailored to the culture and personality
of each market. JLL’s Project Development Services group’s experience in delivering sports anchored
developments is unequaled and together look forward to this next endeavor. JLL’s local team will
be the primary contact throughout the project process and acting on behalf of PDG; as part of the
community, the team is ecstatic to see this sleepy corner be activated.

Our operator/partner, ASM Global, is the world’s largest operator of sports, entertainment, and
convention venues. Our architect and planners are leaders in their respective disciplines who design
urban sports and mixed-use destinations. Moreover, many of our team members work and live in
Seattle and some partners, like DLR, have had experience in the Seattle Center area as well as working
with SPS. Together, we are the Memorial Stadium Entertainment District Team.

Our team’s proposal for the Memorial Stadium stands on three key pillars to capture and deliver on
the vision and mission of SPS and the Seattle Center:

• Serve the Seattle Center Community
We strongly believe redeveloping the Memorial Stadium offers a very unique opportunity to create
a larger, vibrant entertainment district within Seattle Center; connected to and complementing
existing icons and destinations for sports, music, arts, food, and culture within walking distance;
and creatinge elevated experiences and opportunities for young athletes, student internships,
community clinics and services, job training, and employment. Not only will the Memorial Stadium
Entertainment District stand on its own, by we expect the District to elevate the offerings of the whole
Seattle Center, thereby increasing usage of the Seattle Center, both locally and through tourism. We
expect to do this while also serving the greater Seattle community. Our development proposal aims
to achieve this through additional private development integrated with a new Memorial Stadium.
Our preliminary analysis for redeveloping the Memorial Stadium to meet the SPS vision articulated
in the RFP will cost more than public funding identified in the RFP. As developers, our skill set also
includes developing sound and creative financing solutions. Our approach to partner with SPS and
solving funding challenges is articulated in Section 11.
