Does Zonation System Have Good Impacts?

A zonation system is described as the separation of a region into sections based on


management function and purpose. Acceptance of new students is a selection process that will
determine students who are accepted into a school. This process is expected to run smoothly and
be objective, accountable, transparent, and free of discrimination so as to encourage increasing
access to services and equal distribution of education. In one real effort by the government in the
context of equal distribution of education, the government issues regulations on the acceptance
of students through the Minister of Education Regulation and Culture No. 17 of 2017 concerning
New Student Admission, which on this Minister Regulation, it is regulated regarding the
zonation system that must be applied to schools in accepting prospective new students. Based on
Minister of Education Regulation and Culture No. 17 of 2017, by implementing a zonation
system, schools organized by local governments are required to accept prospective students who
live in a radius of at least 90 percent of the closest zone to the school.

To begin with, the zonation system is a system for regulating the process of accepting
new students according to the area of residence. The system is regulated by the Ministry of
Education and Culture under number 14 of 2018 and is intended so that no schools are
considered favorites or non-favorites. It raises a lot of pros and cons because of the system or
new regulations set by the government. The pros and cons are balanced. Many like the zonation
system because all schools will have the same value or rating without any ridicule, such as "you
go to school at school" waste. Those who do not like (cons) the zonation system are equal in
number to those who like it, such as smart and classy children who live close to a non-favorite
school. Of course, they are hard to accept to study there. In addition, a lot of students, because
they really do not want to go to a school that is close to their house, will choose a private school.

Secondly, if many students do not like the zonation system, there are also parties in the
school that do not like the zonation system. The previous students who entered using the New
Student Admission path, of course, have a high final value and are labeled as students from
favorite schools. It makes them proud. But because of the student brand zonation system, their
favorite school is gone. On the other hand, the students who used to struggle to study hard to get
into their favorite school, now it's not as active as they used to be because they already knew
where they would go to school because of the system zonation, and it dampens their ambition to
learn.

Third, Indonesia's public schools are not evenly distributed. The administration is moving
too quickly to establish the zone system. Despite the fact that, on the ground, public schools are
not uniformly distributed in a given area, particularly at the junior and senior high school levels.
It is not advisable to rush the implementation of a significant policy. A thorough investigation is
required to ensure that there are no holes in society and that the community is not burdened.

Fourth, there is a school that used to be considered a non-favorite school, but the
environment surrounding it is in a good place, so the children who go there tend to be disciplined
children with a gentle nature. The non-favorite school title is gone, and the teachers are also
happy because they teach students who are different from their usual nature.

In some ways, the government still has a lot of work to do in order to reestablish zonation
policy structures that allow learners to be accepted. The objective of the ministry of education
and culture to extend access to educational services is commendable, but it must be accompanied
by appropriate policies. On the one hand, zonation should not be implemented before the
education infrastructure has been evenly distributed. Nonetheless, insisting on bringing in new
students via an unprepared zonation system was a bad idea. According to Government
Regulation No. 19 of 2005 concerning National Education Standards, the government should
undertake equity in phases, and the government should review in terms of equitable education
standards. Governments must also administer zonation divisions as efficiently as feasible (for
problem areas according to population densities). Finally, the government must supervise each
school to ensure that data-related issues are minimized.
