"A RESOLUTION ADOPTING THE KALAHI CIDSS: NCDDP DISASTER RESPONSE
OPERATION PROCEDURE (DROP) AND CONCURRING THE APPROVED GRANT
ALLOCATION BASED ON THE SET CRITERIA AND TO BE USED FOR COVID-19
DISASTER RESPONSE IN THE BARANGAY”.
 
WHEREAS, it is a declared policy of the state to uphold the people’s constitutional rights to life
and property by addressing the root cause of vulnerabilities to disasters, risk reduction and
management and building the resilience of local communities to disasters including climate
change impacts;
 
WHEREAS, Article Il, Section 15 of the 1987 Constitution provides that the State shall protect
and promote the right to health of the people and instill health consciousness among them;

WHEREAS, under Section 468 (a) (1) (iv) of the Local Government Code (RA 7160), it is the
duty of the Municipal government to adopt measures to protect the inhabitants of the
municipality from harmful effects of man-made or natural disasters and calamities and to prove
relief services and assistance for victims during and in the aftermath of said disaster and
calamities;
 
WHEREAS, the Barangay Disaster Risk Reduction and Management Council (BDRRMC) were
convened by Honorable NACIANSINA S. CATUBIG Punong Barangay and facilitated by
JAEMYLIN P. OCOY, Community Facilitator to orient on Kalahi CIDSS: NCDDP COVID-19 disaster
response using the Disaster Response Operation Procedure (DROP);
 
WHEREAS, the Local Government Units (LGUs) and other key disaster response
instrumentalities are needing resource augmentation and need to activate all support systems
to curtail the effect of COVID-19 pandemic;
 
WHEREAS, to provide resources augmentation to affected Local Government Units (BLGUs)
during the management of COVID-19 crisis response in their respective communities; 
 
WHEREAS, after thorough deliberation amid this COVID-19 crisis situation, the Barangay
Disaster Risk Reduction and Management Council (BDRRMC) expresses strong support of the
initiative of MLGU of adopting Kalahi CIDSS COVID-19 response;
NOW, THEREFORE. upon motion by Hon. CARMEN A. BRIAN and duly seconded by Hon.
TEODORO C. MODEQUILLO, JR.;
 
RESOLVED, AS IT IS HEREBY RESOLVED to adopt the implementation of Kalahi CIDSS:
NCDDP Disaster Response Operation Procedure (DROP) in barangay BINGAY of the Municipality
of Borbon, Cebu;
 
RESOLVED FURTHER, that the Barangay Disaster Risk Reduction and Management Council
(BDRRMC) concurred the Barangay Grant Allocation for barangay BINGAY amounting to FOUR
HUNDRED EIGHTEEN THOUSAND THREE HUNDRED THIRTY NINE (₱ 418,339.00)
intended for COVID-19 response;
 
RESOLVED FURTHERMORE that copies of this resolution will be furnished to the Area
Coordinating Team (ACT) Regional Program Management Office (RPMO), DSWD-FOVII, Cor. M.J
Cuenco and Gen. Maxilom Ave. Cebu City, National Project Management Office (NPMO), DSWD,
Batasan Hills, Quezon City, and other partner agencies for information and appropriate action.
 
UNANIMOUSLY APPROVED this 24th   day of JUNE 2020 at Bingay, Municipality of Borbon,
Cebu, Philippines.
