“A RESOLUTION CONFIRMING AND APPROVING THE TWO (2)

CERTIFICATIONS ISSUED BY THE COMMUNITY MEMBERS INDICATING
NO PENDING FINANCIAL OBLIGATIONS AND THE COST OF MATERIALS
TO BE PROCURRED AND LABOR TO BE INCURRED TO COMPLETE THE
SUB-PROJECT “INSTALLATION OF TEMPORARY FACILITIES WITH PPE
AND MEDICAL SUPPLIES AT BARANGAY BINGAY, BORBON, CEBU IN
RESPONSE TO COVID-19 CRISIS”

WHEREAS, On March 16, 2020, Proclamation No. 929 was issued declaring a
State of National Calamity for a period of six (6) months for the entire country
due to COVID-19 pandemic;
 
WHEREAS, COVID-19 the pandemic caused severe disruption in the economic
activities and affected the means livelihood and subsistence of low-income
households/families and led to the most challenging emergency response
operation;
 
WHEREAS, in response to the Proclamation No. 292, the Kalahi CIDSS:
NCDDP under Department of Social Welfare and Development (DSWD)
activated the Disaster Response Operation Procedure (DROP) to effectively and
efficiently implement the program amid this crisis;

WHEREAS, Barangay Bingay is one of the recipients in the 4th Cycle of

KALAHI-CIDSS: NCDDP under Disaster Response Operation Procedure (DROP)
to implement the approved sub-project Installation of Temporary Facilities with
PPE and Medical Supplies at Barangay Bingay, Borbon, Cebu in Response to
COVID-19 Crisis;

WHEREAS, the Barangay Sub-Project Management Committee, BDRRMC and

the KALAHI-CIDSS Area and Municipal Coordinating Teams are tasked to
supervise and monitor the implementation and the physical progress of the
sub-project;
WHEREAS, the Physical progress accomplishments of the sub-project reached
87.21% while the fund balance is only Twenty Thousand Two Hundred Forty
Five Pesos Only (Php 20,245.00);
WHEREAS, as of October 15, 2020, there is no pending obligation and
remaining materials to be procured and labor to be incurred necessary for the
functionality of the sub-project in the amount of Fifty Three Thousand Eight
Hundred Sixty Eight Pesos Only (Php 53,868.00);
WHEREAS, the majority of the attendees during the meeting agreed not to
request the contingency cost amounting to Eight Thousand Two Hundred
Seven Pesos Only (Php 8,207.00)
Deliberated and considered,
NOW, THEREFORE, on mass motion of the community members and duly
seconded by the same;
RESOLVED, as it is hereby resolved, THAT THE CERTIFICATIONS OF NO
PENDING FINANCIAL OBLIGATIONS AND MATERIALS TO BE PROCURED
AND LABOR TO BE INCURRED BE CONFIRMED TO COMPLETE THE SUB-
PROJECT”
RESOLVED FURTHER, that copies of this resolution be forwarded to the
Barangay Sub-project Management Committee, Area and Municipal
Coordinating Teams, Regional Project Management Team and National Project
Management Team.
APPROVED, unanimously this 15th day of October 2020 at the Barangay Hall,
Bingay, Borbon Cebu.
