MODIFIED LIGHT TRUCKS BAN (updated June 7, 2022)

 1. What types of vehicles are covered by the ban?

Covered by the policy are motor vehicles with a gross capacity weight 4,500 kilograms or below,
and/or having six (6) or more tires, the payload area of which are either enclosed or open.

 2. Where is the coverage and the duration of the light trucks ban?

All ‘light trucks’, whether or not for commercial use, shall be: 

a. Prohibited to ply EDSA between Magallanes, Makati City and North Avenue, Quezon City, both
northbound and southbound, from 5 am until 9 pm from Mondays to Fridays, except holidays.

 3.Is there a ‘window’ during the ban?

No. Light trucks are prohibited from plying along EDSA based on the UVVRP motor vehicle
license plate endings. The light truck ban is from 5 am to 9 pm from Mondays to Fridays, except
holidays.  
 4. Are ‘light trucks’ still covered by the existing Unified Vehicular Volume Reduction Program
(UVVRP)?

Yes. The UVVRP under MMDA Regulation No. 21-30, Series of 2021 and its amendments shall
remain applicable to ‘light trucks.’

5. What is the penalty for a violation of the ban?

A violation carries a Php 2,000 fine without prejudice to the imposition of other penalties for other
violations that may have also been committed.

6. What are the motor vehicles exempted from the ban?

Any vehicle with the gross capacity weight of 4,500 kgs and above are exempted from the light
truck ban:

-Motor vehicles which are registered in the name of any government office, agency, or unit
including the Armed Forces of the Philippines and Philippine National Police, and duly marked as
such

-Emergency vehicles such as, but not limited to, firetrucks and ambulances

-Motor vehicles which are granted exemptions by the MMDA if the circumstances so warrant.

-Light trucks carrying perishable goods but they still need to apply for and secure an exemption
from the MMDA (Regulated).
