1. GENERAL INFORMATION
1.1 The Fifth Meeting of the ASEAN Committee on Disaster Management Working Group
on Preparedness, Response and Recovery (ACDM WG on PRR) and other related Meetings
organized by the ASEAN Coordinating Centre for Humanitarian Assistance on disaster
management (AHA Centre) and ASEAN Secretariat will be convened on 5 – 10 March 2023
(including travel dates) in Brunei Darussalam at the following venue:

1.2 All matters pertaining to meeting arrangements in Brunei Darussalam will be
determined by the ASEAN Secretariat in coordination with the Co-Chair Countries of the
ACDM WG on PRR.
2.1 The ASEAN Secretariat will be responsible for all administrative and logistical
arrangements as well as circulation of documents for the ACDM-related meetings.
2.2 The AHA Centre will be responsible for all administrative and logistical arrangements
as well as circulation of documents for the AHA Centre-related meetings.

2. Monday, 3rd Project Steering Committee AM AHA Centre
6 March 2023 Meeting for DELSA Phase III
(Day 1) Project
The meeting package will cover 2x coffee break and 1x lunch per day for all participants during
their expected participation days.
All meals are halal. Vegetarian and non-beef options for lunch can be made available upon
request and has to be indicated in the Registration Form.

Lunch for all other delegates will be arranged at the hotel. All delegates are requested to
strictly follow health protocol during lunch.
Coffee and tea shall be provided for all delegates. Coffee/Tea are located at the Meeting Room
for all delegates.
Wi-Fi will be available at the meeting venues during the meeting dates. Further information
will be provided upon the arrival of delegates.
4. REGISTRATION
4.1 All delegates are requested to complete the registration form and submit a copy of
passports through the following link: https://forms.gle/RqYFBJz6ZxdeCWDq6.
4.2 Kindly submit the completed forms by Monday, 13 February 2023, this is to allow
ample time for preparation and inclusion in the master list of delegates to facilitate entry into
Brunei Darussalam given the existing health and travel protocol requirements.
4.3 All delegations are required to nominate one focal point to facilitate communication
and coordination with the ASEAN Secretariat pertaining to the ACDM WG PRR Meeting.
Please indicate Full Name and contact details (WhatsApp compatible) of the focal points in
the Registration Form.
4.4 Delegates who wish to join the meeting are also requested to indicate allergies and/or
dietary restrictions in the Registration Form.
5. TRAVEL DOCUMENT
5.1 Please note that requirements for international travel are subject to change following
the updated rules and regulations issued by the Government of Brunei Darussalam related to
COVID-19. Review and revision of inbound and outbound travel requirements are subject to
continuous risk assessment given the evolving COVID-19 situation.
5.2 All foreign visitors entering Brunei Darussalam must have a valid visa and passport or
travel document, as well as onward tickets and sufficient funds to support themselves while in
the country. Visa arrangements and requirements may vary by nationality. The length of
validity of the visa is a maximum of 3 months.
a. Certain countries are exempted from the visa requirements for social, business, or
professional visits depending on the number of days. All other nationals entering Brunei
Darussalam must obtain visas beforehand from the High Commission. For more
information on the current visa arrangements with Brunei Darussalam please visit the link

b. A valid passport, with an expiry date of more than 6 (six) months after the date of entry
and at least 2 (two) blank pages.
5.2 Brunei Darussalam does not impose vaccination requirements for inbound travel
into and outbound travel from Brunei Darussalam.

6. PRE-ARRIVAL AND ARRIVAL ARRANGEMENT
Short-term visitors (Foreign nationals) must ensure they have obtained Travel Medical
Insurance with COVID-19 coverage with at least BND$20,000 coverage. The insurance
must be valid for the duration of their stay in Brunei Darussalam.
a. Delegation with positive Antigen Rapid Test Kit results without symptoms or experiencing
mild symptoms are required to carry out isolation/treatment in isolation hotels or
centralized quarantine facilities set by the Government or self-quarantine at domicile with
quarantine/treatment duration as recommended by the Ministry of Health.
b. Delegation with positive Antigen Rapid Test Kit confirmation examination results
experiencing moderate or severe symptoms and/or with uncontrolled comorbidities will
be isolated and will receive treatment at a COVID-19 referral hospital with
quarantine/treatment duration in accordance with recommendations from medical doctors
and the Ministry of Health. The organizer in coordination and with the assistance of the
relevant Permanent Mission, would refer the said delegate to the nearest hospital or clinic
for evaluation and treatment. All expenses would be borne by the respective delegate.
All participants are required to take a self-administered COVID-19 antigen rapid test in their
assigned hotel rooms upon arrival and report the result to the organiser. The COVID-19 self-
test kits will be provided to all participants upon check-in at the hotel. If anyone tested positive,
the organiser would brief him/her for the next steps.
a. E-Arrival Card registration is mandatory for all foreign nationals who enter Brunei
Darussalam through immigration control posts whether by sea, air or land, which is as
provided under Regulation 29 (2), Immigration Regulations.

b. E-Arrival Card registration can be accessed via the website https://www.imm.gov.bn and
the information must be filled in completely and correctly before the arrival date to Brunei
Darussalam.

9.1 If delegates test COVID-19 positive, the person will be required to isolate immediately
at the delegate's hotel room.
9.2 The delegate is required to isolate for the duration of minimum 5 (five) days.
9.3 Test is required on the sixth day. If the delegate is still positive, please continue to
isolate yourself.
9.4 The cost for the isolation, PCR test(s) and medical treatment will be borne by the Travel
Medical insurance or their respective Embassy/Permanent Mission.
The AHA Centre will arrange for round-trip economy class flight tickets via the most direct
route for participants coming from outside Brunei Darussalam, in accordance with the details
of itinerary stated in the submitted registration forms.
Local transport expenses in a participant's home country such as home to airport and airport
to home will not be covered by the AHA Centre.
Airport transfer will be arranged by the AHA Centre between Brunei International Airport
and The Radisson Hotel Brunei Darussalam and vice versa for arrivals and departures as
indicated in the flight schedule. NDMC Brunei Darussalam team will be waiting for you at the
exit gate to welcome and assist delegates to the transportation arranged.

10.3 Public Transport
For public transport, we recommend using local taxi services or the Dart app, which can be
assisted by the hotel.
Taxis in Brunei are metered, with a base price of BND3.50 for the first minute or kilometer,
and an additional BND0.20 for every 250m or 15 seconds (whichever comes first). There’s
also a surcharge of BND3 for trips going to and from the airport, as well as an additional BND8
for traveling from one district to another. Travelers should also note that there are additional
charges for more than two pieces of baggage, as well as carrying more than four passengers
per taxi. It’s easy to hail a taxi from the airport to one’s hotel, and taxis are also available at

Dart is a local transport app; think of it as Brunei’s Uber or Grab (both of which are currently
unavailable in Brunei). You can download the app onto your smart phones. Similar to other ride-
sharing apps, Dart offers different types of cars depending on your preference, and their rate varies
according to location. It can be competitively priced against Brunei’s taxis, with the additional
convenience of booking a ride through the app. Visit their website at www.dartbrunei.com for
more information on how to download and use the app.
Brunei has one form of public transport, the Franchise Bus, formerly known as the Purple Bus,
and it’s the cheapest way to get around town, with an average fare of BND1 per ride. It serves
six lines, which are distinctive thanks to the bright colors of the buses. The Eastern Line, which
is the royal blue bus, and the Northern Line, marked as the green bus, pass through the
international airport. Do take note that the service runs from 6am until 8pm.

11. ACCOMMODATION
11.1 Accommodation
The accommodation includes daily breakfast buffet and internet access. For more information
about the hotel, please refer to their website at https://www.radissonhotels.com/en-

Please note that personal expenses such as consumption of room’s mini bar services shall be
borne by the individual. Participants who wish to stay in a different hotel shall arrange and pay
for their own accommodation.
12.1 The meeting will be conducted fully in English. There will be no interpretation service
available.
12.2 The recommended dress code for the whole duration of the meeting is business attire.
13.1 Daily Subsistence Allowance (DSA). The daily subsistence allowance (DSA) will be
calculated based on the United Nations (UN) most recent DSA rates and in accordance with
the AHA Centre rules and regulations on DSA deduction. The DSA will be transferred to the
participant’s nominated bank account prior to participant’s departure. Participants may not
receive it immediately as it depends on the transfer process between the sending and the
receiving banks. The transfer fee and most other fees are incurred by the AHA Centre.
However, your bank may charge a fee for processing and depositing an overseas payment
depending on the rules and regulations applied in your home country. The amount is deducted
from the total amount you will receive.
14. OTHERS
14.1 Standard Time. The standard time in Brunei Darussalam is GMT+8 hours.
14.2 Weather. Sunny with a chance of showers would be the best way to describe the weather
in Brunei. Clear, blue skies are pretty much a daily phenomenon, but do take note that the wettest
months are from October to January and from May to July.
14.4 Operating Hours of Establishments. Shops and eating establishments generally open
around 9.30 am, with selected cafes and convenience stores opening earlier at 7 to 8 am. The city
winds down around 10 pm in the evening, with again, a select few eateries that open till late.
However, all offices, shops and eating establishments nationwide closes every Friday noon from
12 pm until 2 pm in consideration of Solat Jumaat (Friday Prayers).
14.5 Money Changer. This service is available at the airport, banks, hotels and some
licensed money changers. There are money changers around Bandar Seri Begawan, one
located at Teck Guan Plaza, Jalan Sultan Omar Ali Saifuddien, Bandar Seri Begawan BS8811

named PJPM Money Changer about 12 mins walk from The Radisson Hotel Brunei
Darussalam.
14.6 About Bandar Seri Begawan, Brunei Darussalam. Bandar Seri Begawan is the capital
city of Brunei, where you can explore water villages by boat and on foot, learn about local
culture in several interesting museums, sample delicious Malay cuisine and experience the
incredible biodiversity of the Borneo RainForest.
Omar Ali Saifuddien Mosque is located in downtown Bandar Seri Begawan. The gold dome is
one of the most recognizable features, along with the ceremonial barge and artificial lagoon.
Kampong Ayer or Water Village also known as ‘venice of the east’ is another Brunei’s most
important piece of living history also located in Bandar Seri Begawan. The village is entirely
built on stilts and is the largest water village in the world.
Tamu Selera Night Market is just on the edge of central Bandar Seri Begawan, across the
road from the Terrace Hotel and near the Radisson Hotel. There are lots of cheap, good food
options and it’s a great chance to mingle with locals.
Tasek Lama Recreational Park gives you the opportunity to explore a slice of the rainforest in
the middle of Bandar Seri Begawan. There are walking and running trials, playgrounds,
exercise equipment and a waterfall.
14.7 Plugs and Electricity. The standard voltage throughout Brunei Darussalam is normally
240V and with a standard frequency of 50 Hz. Most power plugs and sockets in Brunei
Darussalam are type G and C.
Type G plug has three rectangular pins in a triangular pattern and includes a fuse. While Type
C plug has a two-round pins socket with standard European plug design.

14.8 Smoking. Smoking is prohibited in both air-conditioned and non air-conditioned areas
in Brunei Darussalam. Smoking is banned in specific places including government buildings,
hospitals, recreational and educational centers, public transport and restaurants. Offenders
could be fined.
14.9 Prayer Room. The Muslim prayer room is located at the 1st floor, The Centrepoint
Hotel.
14.10 Currency. The official currency of Brunei Darussalam is called the Brunei dollar. The
currency code is BND and the currency symbol is BND$. Brunei’s currency is equivalent to that
of Singapore, and Singaporean dollar notes can be used in Brunei as well. BND1 is also equivalent
to USD0.73 (depending on current rates) :-

There are also BND coins in circulation as follows:
14.11 Credit Cards. Credit cards are widely accepted in hotels, restaurants, large stores and
all major currencies can be easily exchanged at Brunei International airport, shopping
complexes and money changer shop. Most widely accepted cards are VISA and MasterCard.
Some establishments accept American Express.
14.12 Bank. In the event that one needs to withdraw cash, ATMs can be found at any shopping
centre and will accept cards with worldwide ATM functionality, e.g. Visa Plus and Mastercard
Cirrus. Two of the most prominent banks in the country are Bank Islam Brunei Darussalam (BIBD)
and Baiduri Bank, which support both Visa and Mastercard cards, as well as Unionpay (for Baiduri
only). Other international banks that can be found are Maybank, Standard Chartered Bank, United
Overseas Bank Limited (UOB), RHB Bank, and Bank of China.
14.13 Mosque. Omar Ali Saifuddien Mosque, named after Omar Ali Saifuddien III (1914 -
1986), the 28th Sultan of Brunei and the father of the current Sultan of Brunei, is located about
12 minutes by walk from The Radisson Hotel if you want to attend Friday Prayer for Muslim
delegates.
