I. Reasons for Choosing the CSAR Title (In Bullet Form)

 To make the Criminology Interns understood the pragmatic approach in Police


Intelligence Operations.

o Intelligence is the end-product resulting from the collection, evaluation,


analysis, integration and interpretation of all available information which is
immediately or potentially significant in police planning, operations and
decision making.

o In all police intelligence operations, all intelligence operatives, especially


the designated Team Leader, must be armed with intelligence, in order
that police operations be successful.

o In police intelligence operations, one of its pragmatic approach is the


Intelligence Lead Policing System (ILPS) wherein there will be no
successful operations without intelligence. Intelligence must be processed
before its application in the police work.

 To emphasize the significance Intelligence not in in the police service but also in
military, business and politics.

o Intelligence is always considered to be an advance information wherein


every intelligence operative believes it as their weapon to defeat the
enemy by knowing its enemy’s plan and disposition, tactics and
strategies.

o Intelligence is the first line of defense of every police or military


organization and generally the country’s national security and interest.
The main objective is to track and predict crime with a view to curbing it.

o It is an emerging field that gained momentum after Intelligence is included


in the Quad Concept in Police Intelligence whose main function is to Pre-
empt Crime to happen.
 To let other Criminology Students know about the primordial functions of the
Intelligence Community.

o Production of Intelligence.
 This involves planning, directing and supervising the collection of
pertinent information and its subsequent conversion into useful
intelligence for dissemination to both PNP operating units and
higher authorities as a tool for decision and policy-making process.

o Counterintelligence.
 This task entails planning, directing and executing operations to
protect the PNP against espionage, subversion of its personnel and
sabotage of key installations and facilities.

 This function also includes detection and investigation of acts of


graft and corruption, criminality, treason, coup d’état, disaffection,
sedition, or espionage within the PNP organization.

o Special Operations.
 This function focuses on the conduct of neutralization measures
against the organizational machinery and leading personalities of
the various threat groups in the country.

o Investigation and Legal Offensive.


 This function undertakes the collection of information and materials
that can be accepted as court evidence in the prosecution of
neutralized target personalities.

II. Identified Problem (In Bullet Form)

 Insufficient number of Intelligence Personnel

o Insufficient number of intelligence Operatives affect the result of police


operations. It could not cover the whole area of responsibility and even will
affect the Essential Elements of Information (EEI), Priority Intelligence
Requirements (PIR) needed by the Chief of Intelligence and Other
Intelligence Requirements (OIR) needed by the Intelligence Analyst to
come up with and effective and timely intelligence.

o The EEI must be provided to the Head of Intelligence to guide him for his
operational planning, police operations and decision policy making. The
filed operatives will the info-provider and this could not be down fby limited
people on the grounds.

o PIR and OIR are information needed by the Commander for Special
Intelligence Operations specially during the briefing stage of involved
intelligence operatives. And the purpose could not be attained if there was
no intelligence to be used.

 Lack of Intelligence Program

o System of Strategies and Tactics as very important to an Intelligence


outfit. This Intelligence Program is being used in Intelligence Project
where all intelligence Operatives must be trained to developed their skills
on various Intelligence Tradecraft.
o Sun Tzu ounce said, “ Strategy without tactics is the slowest route to
victory. Tactics without strategy is the noise before defeat. These two
important factors are being included in any intelligence Program to
employed in Special Intelligence Operations.

o One of the Intelligence Program effectively observed and used is the


Intelligence-Lead Policing wherein it is made necessary that every police
operations should based on an timely and effective intelligence. There can
be no successful operations without processed information. Intelligence
and Operations should work hand-in-hand.

 Inappropriate Intelligence Training

o Personnel assigned at Intelligence Section should be an Intelligence


Analysts. They are responsible for the production of intelligence to be
used by field operatives on their intelligence police works.

o Intelligence analysis is a vital tool of modern intelligence to mention


security. Intelligence Operatives are unaware of the key role it plays. The
aim of intelligence analysis is to conduct a detailed review of information
collected to help policy makers in arriving at informed decisions.

o Gathering, querying and analysing data is a specialist skill within any


Police intelligence Organization. This is the reason why intelligence
analysis is now more important in a modern battlefield inside a cubicle of
myriad of information. They are there to analyze information on Electronic
Intelligence (ELENT), evaluating information on Cyber Net.

o Intelligence has a crucial role to play in modern field of collecting


information in relation with national security as it enables analysts to
identify threats through the use of numerous data sources and techniques.
