A. Brief History
1. Etymology
There is no specific record as to how Santol got its name but tradition speaks
of two (2) accounts, which are tied to a tree called Santol.
The first version states that this place was once a favorite hunting ground for
people of the Ilocandia, notably the people from San Vicente, Ilocos Sur who were very
interested in making images. In one of their adventures in this place, they came to see a
big tree that later became their material in making images. So remarkable was the size
of the tree that many images were carved out from one single trunk. During those days
then, images were usually were those of “Santo” or saint, hence the tree was called
“Santol”. In the same manner that the tree got its name from that historic tree being
made into images of saints, so does the name of the place came to be known as Santol.
If this story were to be believed, it would account then for the scarcity of Santol trees in
the municipality at present.
According to the second version, the more popular one, it was during the
Spanish-American War that Santol got its name. It is said that when the Spanish
soldiers passed by the place, they met women carrying baskets full of Santo fruits. The
soldiers asked the name of the place but the women did not understand Spanish and
just thought they were being asked of the name of the fruits they were carrying and so
they answered, “Santol, Apo”. The soldiers did not know the place nor did they
understand the local dialect and all they remembered when they left the place was the
word Santol, hence the name of the place.

2. Creation of the Town


With the establishment of an American civil government in the province on
August 15, 1901, La Union ceded a narrow strip territory composed of what we know
today as the municipalities of Santol, Sudipen and San Gabriel to Amburayan and the
Sub-Province of Lepanto-Bontoc in 1902. Santol became part of Amburayan from 1905-
1908. In 1908, Barrio Santol was organized into township of the sub-province of
Amburayan, Mountain Province. The seat of government was located at Tubaday and
the first township president was Lacay Camilot (1908-1909), an Igorot whose
descendants are now found in Puguil.
On April 30, 1949, through Executive Order 214, President Elpidio Quirino
elevated the status of the Municipal District of Santol into a regular municipality. Initially,
it was composed of ten (10) barrios namely: Corroo-oy, Lettac Norte, Lettac Sur,

Mangaan, Paagan, Poblacion, Puguil, Ramot, Sasaba and Tubaday. In 1972, Sitio
Sapdaan of Barrio Tubaday was created into a barrio due to population increase and
vast land area.

3. Socio-Economic Development
The early settlers of the municipality were from the cultural communities of
Mountain Province. Most of them were from Kankanaey, Bago and Bontoc tribes who
occupied the upland areas. Intermarriages between the early settlers and Ilocanos from
neighboring towns may be one of the reasons for the Ilocanization of Santol. Another
reason could be the influence of Western culture to the younger generation. During the
early days, when one wants to pursue higher level of education, he/she has to go to the
lowlands where most higher education institutions are located. In order to blend with the
community and to interact well, they learned and adapted the Ilocano language and
culture.
The terrain of the municipality contributed to the slow and inefficient delivery
of government services thereby contributing to the slow pace of progress and
development. But despite all the hindrances and challenges, Santol gradually
developed at par with other municipalities in the region through the initiative of its
leaders. Public market was established, roads and other infrastructures were
constructed and social infrastructures such as school buildings and health stations were
installed. These improvements made the people become development-oriented.
The concrete paving of Santol-Balaoan Road in the late 1990’s opened the
municipality to a brighter development prospect. The transportation of local products
became much easier and tourists started to visit the humble municipality. Soon
thereafter, Poblacion- Mangaan- Ramot-Puguil and Poblacion-Lettac Sur farm to market
roads were concrete paved. Some notable infrastructures projects include the following:
(1) Tourism Road Infrastructure Project Prioritization Criteria (TRIPC), a Department of
Tourism and Department of Public Works and Highways convergence for Santol-
Kapangan, Benguet; (2) Road Levering Linkages if Industry and Trade Program (ROLL-
IT), a Department of Trade and Industry and Depratment of Public Works and Highways
convergence forC Santol-Kibungan, Benguet; (3) Farmer‘s Training Center which
includes isolation center and commercial areas; (4) Farmer’s Trading Center III which
includes among others a museum and library.

4. Political Development
The gradual development and progress of the municipality was attained
through the cumulative efforts of past and present leaders with the active participation
and cooperation of the townspeople. The following leaders who the served the
municipality for the past 114 years are worthy of emulation and recognition.

B. Demographic Profile
1. Historical Population Size and Growth Rate
The first recorded data on the population of the municipality on December 3, 1918 has a
total of 3,536. This continually increased until it reached a total population of 14,166 on

2020. Using the logarithmic method, it has an annual population growth rate of 2.71%
for the period 2015-2020. By 2027, it is projected that the municipal population shall be
17, 126 and by the end of the planning period, it is projected the population shall be 19,
610.

2. Population Distribution
The municipal population is unevenly distributed to the eleven (11) barangays.
Poblacion, the only barangay classified as urban has a population of 1,715 or 12.11% of
the total population while the remaining ten (10) barangays has an aggregate population

of 12, 451 which is equivalent to 87.89% of the total municipal population. Please refer

3. Population Density
The average population density of Santol is 1.28 persons per hectare. Urban density of
the only urban barangay, Poblacion is at 2 persons per hectare while rural areas has an
average population density of 1 person per hectare. The densest among the 11
barangays is Corro-oy at 3 persons per hectare while Sapdaan has the lowest
population density at 0 persons per hectare. Please refer to table DE-5 for population

4. Total Population by Age Group and Sex


Based on 2020 Philippine Statistics Authority census, the municipality has a
total population of 14,166 wherein 7,374 are males and 6,792 are females. The age-
group 10-14 years old has the highest population with a total of 1,458 followed by 5-9

years old and 15-19 years old with a total population of 1,345 and 1,309 respectively.
The age-group 75-79 has the least number with a total population of 182 followed by 80
years and over and under 1 with a total population of 227 and 216 respectively.

5. Labor Force
Out of the 8,425 population belonging to the working age group, 5,024 are
gainfully employed wherein 3,599 are male while 1,425 are female. A total of 3,401 are
unemployed, 707 are male and 2,694 are female. This means that only 57.3% of the
labor force are gainfully employed. Those who are not employed are 15 years and
over who are full-time students, stay at home housewives, retirees and the like.

6. Literacy Status
Based on the 2015 census, the municipal household population 10 years
and over has a total of 9,758 whereby 9,350 are literate. Of the 4,995-male population,
4,783 are literate while out of 4,763 female population 4,567 are literate or 96% literacy
rate for both sexes. The municipality has higher literacy rate compared to the regional
literacy rate.

7. Household Population 5 Years Old and Over by Highest Educational


Attainment
Based on 2015 PSA Population Census, 13% of the population completed
elementary education, 22% are secondary school completers, 1% graduated from post-
secondary or vocational courses while 8% are college degree holders.

8. Household Population by Mother Tongue


There are two (2) predominant groups in Santol which are Ilocano and
Kankanaey groups that represent 49.38% and 41.40%, respectively. The Bago tribe
compose 7.90% or 998 of the total population. The early settlers of the municipality
were from cultural communities of the Mountain Province. Most of them include
Kankanaey, Bago and Bontoc tribes who were found in the upland areas of the
municipality.

C. Geophysical Feature
1. Geographic Location
The Municipality of Santol is situated at 16 46’ 18.372” Latitude and 120 27’ 34.452”
Longitude. It is situated in the northeastern part of the Province of La Union. Poblacion,
the town proper is about 40 kilometers North of San Fernando City, La Union, the
provincial capital and the regional administrative center; 303 kilometers North of Manila
and 113 kilometers from Baguio City, the Summer Capital of the Philippines passing
through Nagulian Road.
2. Territorial Jurisdiction and Land Area
The Municipality of Santol is bounded on the North by the Municipality of Sudipen, on
the Northeast by the upland Municipality of Sugpon, Ilocos Sur, on the Mideast by the
Municipality of Kibungan, on the Southeast by the Municipality of Kapangan, Benguet
on the South by the Municipality of San Gabriel and on the West by the Municipality of
Balaoan.

3. Barangay Subdivision
The municipality was initially composed of ten (10) barangays namely: Corro-oy, Lettac
Norte, Lettac Sur, Mangaan, Paagan, Poblacion, Puguil Ramot, Sasaba and Tubaday.
The 11th barangay named Sapdaan was created on 1972 when Barangay Sasaba was
split into two because of its increased population and vast land area.

D. Physical Features and Environmental Condition


1. Topography and Slope
The municipality is categorized to be predominantly mountainous terrain with
a linear north and south arrangement. The western barangays have hilly terrains with
little alluvium found at Barangay Paagan. About, 5,001.69 hectares are forestlands
within mountains and hills. The highest mountains are nestled at barangays Sasaba and
Sapdaan at the southeastern part of the municipality. Please refer to Map for the
topography.
a. Elevation. The municipality gradually rises from the western border of coastal plain
to eastward border of uphill to mountainous. The highest elevation is 1000 meters
above sea level(masl) with a total area of 81.17 hectares or 0.7 percent. The lowest
elevation from 0-100 masl ia about 1,469.84 hectares of 13.32 percent of total lands.

b. Slope. It is defined as the percent change in that elevation over a certain distance. It
is the steepness or degree of inclination, of certain area of land. There are five (5) slope
categories which are particularly described in the table below. Please refer to Map more
details.

2. Soil Type, Suitability and Capability


Data gathered from Bureau of Soils the municipality has two types of soil namely:
Bauang Clay and Mountain Soil. The Bauang Clay occupies the western and northern
portions of the municipality. This consists of loose to fairly compact, fine to coarse
granular (light brown), and to yellowish brown to reddish brown surface soils and clay
loam to clay, sub-soils. On the substratum level, it consists of highly weathered stratified
high line shale found in many angles ranging from horizontal to 90 degrees and the
sandstones cubicle to hexagonal shape. These can be easily pulverized into powdery
form. The southeastern part of the municipality has the soil classified as mountain soil
constituting about 18 percent of the horizontal area. Mountain soil form on the very
steep slopes where, as a result of denudation process, their shallowness, gravel-like
quality and wealth of primary minerals may be observed. Large amount of primary
minerals makes intrasoil weathering very important in the formation of mountain soils,
especially in warm, humid climates where weathering is quite intensive.

3. Vegetative Cover
The Municipality of Santol covers a total land area of 11,034.30 hectares, of
which 5,118.56 and 5,915.75 hectares are classified as forestland and alienable and/or
disposable land, respectively based on land classification map. It is blessed with forest
and forestland assets either natural forest, man-made plantations and other land uses.
Out of the total forest land area, 38.81% or 1,986.31 hectares is considered to be other
wooded land, shrub land; 33.33% or 1.706.02 other wooded land, wooded grassland;
23.55% or 1,205.31 hectares man-made forest plantation under forestry sector loan I-
project; 1.53% or 78.15 other land, cultivated, annual crop; 1.16% or 59.45 hectares
devoted for built-up area; 0.80% or 40.81 hectares open forest, broadleaved; 0.25% or
13.02 hectares open forest, mixed; 29.47 hectares inland water and 0.02 hectares as
barren land.
4. Mineral Resources
Although Santol has no known metallic deposits (gold, silver, iron), non-
metallic gravel sand and boulders are abundant along Amburayan River at Barangay
Tubaday which has the potential to be utilized by small-scale industries such as hollow
block making and construction materials.

The municipality has two (2) distinct seasons- wet and dry season. Wet season is
characterized by abundant rainfall usually during the months of May to November
brought about by the southwest monsoon. Dry season is characterized by strikingly low
rainfall due to the passing of northeast monsoon over the Cordillera Mountains
during the months of December to April. This happens because of the effective
shielding of Santol from the northwest and even trade winds by the mountain ranges of
Northern Luzon. As soon as a drift of wind from the southeast quadrant comes in May,
there is an immediate increase in rainfall since Santol is unprotected from the west.
Depressions and typhoons frequent the municipality due to the cold wet southeast
monsoon or moist equatorial air in China Sea. This happens during the months of May
to October, wherein rainfall is most abundant and maximum occurring in August.

6. Natural and Man-Made Risk Areas


While there are no records are of man-made risks in the municipality except
in certain parts of the upland barangays caused by slash and burn farming and illegal
logging in the past, there are naturally hazardous areas attributable to its topography.
Based on DOST-PAGASA Rainfall Data, barangays Puguil, Sapdaan and Tubaday
have very high susceptibility to landslide while barangays Corro-oy, Lettac Norte, Lettac
Sur, Mangaan, Poblacion, Paagan,Ramot and Sasaba have high susceptibility.
Barangays Lettac Norte, Lettac Sur, Mangaan and Poblacion are susceptible to debris
flow. Barangays Paagan, Poblacion, Puguil, Ramot, Sapdaan, Sasaba and Tubaday are
very highly susceptible to flooding attributable to the rivers that traverse in the said
barangays.

E. Existing Land Use and Land Use Trend


1. General Land Uses
The municipality has a total land of
11,034.30 hectares as per National Mapping and
Resource Information Authority survey. The following
are the major land uses in the municipality:
a. Built Up Area
For the purposes of this plan, built-up areas are those clusters of houses and other
structures utilized for commercial, institutional and recreational purposes including
support facilities considered in the official zoning map. The built-up area has a total land
of 787.288 hectares or 7. 134 % of the total land area of the municipality. Of the
787.288 hectares, 29.60 or 3.75 % is found in the urban area while the remaining

757.988 hectares or 96.25 % is found in the rural areas. These areas are located in the
“sitios” in each of the barangays.

b. Agricultural Area
Santol is an agricultural municipality with rice, corn, tiger grass, root crops, vegetables,
fruits, legumes and tobacco as its main agricultural products. It has the biggest land
share at approximately 5245.58 hectares or 47.53% is utilized for this land use
category. It comprises the strategic and non-strategic areas of cropland,
pasture/livestock land and strategic and non-strategic inland fishing. For this use,
Barangay Lettac Sur has the largest area at 742.38 hectares while Barangay Sapdaan
has the least at 48.60 hectares.
c. Forestland Area
Forestlands has a total land area of 5,001.69 hectares or 45.32% of the municipality’s
total land area. For this land use, barangay Tubaday has the largest area at 981.52
hectares while Lettac Norte has none.
d. Rivers/Creeks/Brooks
The rivers found in the municipality, namely; Amburayan, Maluyo, Maragayap and
Duplas with their tributaries that include streams and brooks cover an area of 1,1034.56
hectares or 1.78% of the munipality’s land area. These rivers and creeks serve as
source of water for domestic and household use as well as irrigation in agricultural food
production areas.
e. Precipice/Barren.
These are areas characterized by very steep rock face or cliff or
too poor to produce much of any vegetation. It covers 222. 2176 hectares or
2.013832903% of the total land area of the municipality.

2. Urban Land Uses


Poblacion is the only barangay in the municipality classified as urban area. It has
a total land area of 821.53 hectares or 7.44 % of the total land area of the
municipality.
a. Settlements/Built up. This land use classification includes residential,
commercial, institutional, parks/playgrounds, industrial, agro-industrial
tourism/ecotourism, special uses and roads and bridges. It has a total land area
of 48.0988 hectares or 5.85% of the total urban land area.
b. Agricultural. It has a total area of 339.72 hectares or 41.35% of the total urban
land area. This land use classification includes cropland, pasture/livestock and
inland fishing.
c. Institutional. A total of 2.988 hectares is utilized for this land classification or
0.36% of the total urban land area.
d. Commercial. The municipal public market is located in Poblacion. Other
commercial establishments also abound the area such as eateries, beauty

parlors, school and offices supplies shop and sari-sari-stores. This land use
covers 3.86 hectares or 4.469% of the total urban land area.
e. Special uses. This land use includes one public cemetery and two cell sites
which covers less than 1 hectare or approximately 0.05% of the total urban land
area.
f. Parks/Playgrounds. Playgrounds and parks can also be found in the urban area
like the Municipal Tree Park where residents can rest and relax while they
commune with nature. It covers 3.5 hectares or 0.426% of the total urban land
area.
g. Rivers/Brooks. Rivers/creeks and brooks play a vital role in the community. In
the case of Poblacion, it has become a source of water for both domestic and
agricultural use. A total of 4.41 hectares is covered by this land use in the urban
area.
h. Roads/Bridges. Roads and bridges cover 14.08 hectares or 1.71% of the total
urban area. The Santol-Balaoan Provincial Road traverses Poblacion while
bridges are also found in the urban barangay.

F. Infrastructures and Facilities
1. Roads
Santol has a total road network of 110.968 kilometers, of which 40.542 kilometers are
classified as provincial road; 40.542 kilometers are municipal roads and 53.326
kilometers are barangay roads. A total of 80.457 kilometers are concrete paved while
30.511 are earth roads. Roads within Poblacion area are 100% concrete paved while

most municipal roads going to barangays Corro-oy, Lettac Norte, Lettac Sur, Mangaan,
Paagan, Sasaba and Tubaday are concrete paved as well. Farm to market roads within
Sapdaan, the farthest barangay from the central area are being developed to provide
better access to residents and motorists as well.

There are 11 provincial road bridges in the municipality with 20-30 tons weight capacity
and total length of 187.5 linear meters. The 3 municipal road bridges have 20-30 tons
weight capacity sums up to 78.3 linear meters in length. Both bridge classifications are
all concrete type. As to barangay road bridges there are 10 concrete bridges with a total
length of 145.5 linear meters; 19 steel bridges with a total length of 394.5 linear meters
and 15 timber bridges with a total length of 210 linear meters. All barangay road bridges
have an aggregate length of 750 linear meters whereby concrete ones have weight
capacity of 1-3 tons and steel and timber bridges have 1-ton weight capacity.

3. Transportation
Santol, an interior municipality is accessible mainly through Balaoan Provincial Road
and in some instances through Santol- San Gabriel Provincial Lettac Sur. Land
transportation services in the municipality are readily available by way of jeepneys and
tricycles. Private cars, SUV’s, vans, mini trucks and motorcycles also abound in the
locality. The upland barangays uses jeepneys and motorcycles as means of
transportation due to the hilly and mountainous terrain. There are five (5) PUJ routes in
the municipality, namely; San Fernando-Santol, San Fernando-Puguil- Tubaday,
Poblacuion-Tubaday, Balaoan-Sasaba-Puguil via Lettac Sur and Poblacion-Tubaday-
Pisnadan. PUJ trips are scheduled on Mondays and Fridays, while special trips maybe
arranged during the other days of the week. Tricycle is the preferred mode of public
transportation in the lowland barangays. As of December 31, 2020 there are seven (7)
registered and authorized PUJ’s and 237 tricycles for public conveyance. Among these
tricycles, 55 units provides public transport to BALSANTA route, 165 for BALCORTA,
10 for POMATODA and 6 for BALENORTA.

4. Power
The electric power in Santol is distributed by La Union Electric Cooperative
(LUELCO), a cooperative supply system whose main source of power is purchased
from the National Grid Corporation of the Philippines (NGCP). In a report gathered from
LUELCO, all the 11 barangays are now being served which means that the whole of

Santol is already energized. As of 2020, there are 2,312 connections including


residential houses, commercial establishments and public buildings.

5. Water
Sources of water vary from one barangay to another. It can be noted that
there is abundance of deep wells and jetmatic pumps in almost all barangays. Please
refer to the Table below for the types of sources of household water per barangay.

6. Communication
Smart Corporation and Globe telecom are the primary mobile phone services providers
in the municipality. Their cellsite towers are located at Sitio Ambagat, Corro-oy and
Sitio Central, Poblacion respectively. Lowland barangays are well-served but upland
barangays have limited to no mobile phone services especially barangays Sasaba,
Sapdaan, Tubaday and Puguil. PLDT and Converge provide internet services.

G. Social Services Facilities/Utilities/Amenities


1. Education
The municipality has 21 pre-schools, 15 primary/elementary and 5 secondary schools in
operation all of which are public schools. There are three (3) secondary schools that

offer senior high school programs namely: Santol Vocational High School has
Technical-Vocational- Livelihood and Accountancy, Business and Management track
curricula; Corro-oy National High School and Santol Vocational High School has
General Academic Strand Curriculum. La Union Special School for Culture and Arts
(LUSSCA), is a special primary and secondary school which was established to cater to
the distinct needs of indigenous people as a way of preserving and enriching their
culture. As of SY 2020-2021, there are 3,378 enrollees: 1,974 are enrolled in
elementary, 1,123 in secondary and 281 in senior high school. The DepEd District
Office is located at Poblacion within Santol Central School campus.
The Center for Community Learning and Technology (CCLT) serves as non-formal
education center where Alternative Learning System (ALS), and livelihood training
programs are offered to out-of-school youth, Sangguniang Kabataan members, women,
people’s organizations, persons with disabilities, farmers and farmers organizations and
others. Training programs are sponsored by the municipality in coordination with the
CCLT Administrator, Municipal Agriculture Office, Public Employment and Services
Office, Municipal and Social Welfare and Development Office through Memorandum of
Agreement with line agencies such as TESDA, DepEd, DTI, DOLE, DSWD and others.

2. Health and Sanitation


a. Health Resources. Public health services in the municipality are provided through
the Santol Lying-In (Curative) and Municipal Health Office (Preventive) whereby the
main offices are located in the town proper just behind the municipal building. They offer
maternal and child care, environmental sanitation, community health nursing,
vital health statistics, medical care, control of communicable diseases, health education
and laboratory and clinical services. As of December 2020, it is manned by 52
personnel; 1 medical officer, 1 medical technologist, 12 midwives, 1 dentist, 1, dental
aide, 1 population officer, 2 sanitary inspectors, 12 nurses, 6 contact tracers, 4
administrative aides ( 1 is designated as Municipal Nutrition Action Officer and another
1 is Pharmacy in-charge), 1 Radiological Technologist, 1 pathologist, 1 radiologist, 6
ambulance drivers and 2 utility personnel. All rural barangays have their own health
centers where nurses and midwives are designated together with barangay health
workers.
b. Burial Grounds. There are seven (7) existing cemeteries in the municipality located
at barangays Poblacion, Corro-oy, Lettac Sur, Tubaday, Sasaba and Sapdaan. Due to
the topography of the municipality, numerous cemeteries are established despite the
low number of population. Four (4) of the cemeteries have an area of one (1) hectare
each while the other three (3) occupies only half hectare each. The total land area
devoted to cemeteries can be accounted to 5.5 hectares. In terms of capacity, a one (1)
hectare cemetery has a capacity of 3,500 niches while half hectare can accommodate
up to 1,750 niches. To address the problem on congestion of cemeteries and to provide
alternative burial area, Harmony Hill Memorial Park is being established. It sits on a
2.0556 hectares land on the hilly Sitio Bilogan, Paagan, Santol La Union.

Social services are mainly provided through the Municipal Social Welfare and
Development Office (MSWDO). It is located behind the municipal building where a
variety of services and assistance are extended to different clients including differently-
abled, disadvantaged, senior citizens, children, youth and victims of natural and man-
made disasters among others.
There are 21 Child Development Centers in the municipality under the supervision of
the MSWDO. As of SY 2020-2021, there are 312 enrolled learners, of which 163 are
males and 149 are females. Please refer to Map for their location. Services for senior
citizens are extended through the Office of the Senior Citizen’s Affairs. As of 2020, there
are 1,644 registered senior citizens, 712 are males and 932 are females. A total of 824,
are senior citizen social pensioners where a particular amount is given to them. The
Persons with Disabilities Affairs Office (PDAO) is another office under the supervision of
MSWDO to manage their affairs and activities. There are 325 registered members; 193
are males and 132 are females. Balay Silangan is an institution that provides
psychological support to drug surrenderers through counselling, retreat and reformation
programs. It aims to eradicate drug use and trade in the municipality by offering
livelihood trainings and programs.

5. Protective Services
Santol is a generally peaceful community with very low crime rate. Philippine National
Police is tasked in keeping and maintenance of peace and order. It is manned by 21
uniformed personnel and 4 non-uniformed personnel (3 crime registrars and 1
communication equipment operator). The Barangay Peacekeeping Action Team is
organized in each of the barangays with the purpose of providing assistance to the PNP
with regards to peace and order in the municipality.
The police headquarters is located at the northside of the municipal building with a lot
area of about 0.068 hectares. There is also a police detachment located at Liguay,
Puguil, Santol, La Union. The police force has two (2) patrol jeeps (Toyota Hilux and
Mahindra Enforcer), and five (5) motorcycles (2 units Honda XRM 125, 2 units
Kawasaki Rouser and 1-unit Yamaha FZ 150cc).
As of this writing, the construction of Bureau of Fire Protection building is on-going.
Although it is not yet operational, there is one firetruck in the municipality ready to be
used.

There is a covered multi-purpose auditorium just across the municipal building that
provides venue for a variety of functions such as public meetings, fiestas, sports
festivals and others. Most schools have spacious grounds where various outdoor
activities are held. Basketball courts are scattered in different parts of the locality. Their
construction is made possible through financial assistance extended to the barangays.
These courts also serve as solar dryers for local products such palay, corn, peanuts and
many others. The Municipal Tree Park is a --- hectare open area with a grandstand
where recreational and sports activities may be held. As its name suggests, there is
abundance of trees around the area that provide fresh air and shade to visitors. The
public library gives free access to information especially to students in the municipality.
It is located within the municipal auditorium building, just above the MDRRM Office
facing the municipal building. The library is undergoing re-establishment and re-
organization so there is still a lot of rooms for improvement and modernization.

H. Agriculture and Agri-Industry Facilities

Santol is primarily an agricultural municipality that is why irrigation facilities
as of great importance. There are 12 pressurized public irrigation systems in the
municipality which serve as source of water in different agricultural areas. They are
enumerated and described in the following table.

2. Postharvest Facilities
Santol Green Market serves as trading center for agricultural products such
as soft broom, fruits, vegetables and root crops in the municipality.
Due to financial constraints, are no other postharvest facilities except for rice
mills, multi-purpose drying pavements and a flat bed dryer. Privately-owned rice mills
can be found in all barangays while there are multi-purpose drying pavements in
barangays Corro-oy, Paagan, Lettac Norte Lettac Sur, Poblacion, Puguil, Sasaba and
Tubaday. There is also a flat bed dryer constructed at barangay Corro-oy with 6 tons
capacity. These drying facilities are important in drying palay, corn and other agricultural
products.

Of the 8, 425 15 years old and over population, 5,024 are gainfully
employed. Most number of employment come from the agricultural forestry and fishery
work at 1,870 individuals, the municipality being an agricultural town. Elementary
occupations come second with 1,656 employment while service and sales workers
totals to 516. Other occupations include managers, professionals, technical associate
professionals, clerical support workers, plant and machine operators and assemblers
and armed forces.

3. Average Household Income and Expenditure vis-à-vis Poverty Level


Data on the annual family income of 2,664 families in 2007 depicts the
distribution of income for these families. Over 57% of the families had an annual income
of less than P60,000.00. In contrast to only slightly over 5% of the families who had
annual income greater than P250,000.
The CSSP survey also provides data on annual income expenditures for
families in 2007. The results reveal that for all income groups, the average annual family
expenditure was about P50,536. For those earning less than P10,00.00 per year, their
average annual expenditure was P6,585.50.
While data on savings are not available, one can assume that those earning
less than P10,000.00 annually may not have the opportunity to generate any savings or
only limited savings.

2. LOCAL STRATEGIC DIRECTIONS


1. ORGANIZATIONAL STRUCTURE
Pursuant to the Local Government code, the municipal mayor exercises
general supervision and control over ten (10) local executive offices. These are
the staff and line access that deliver basic services to the people of Santol. These
officers include the Municipal Assessor’s Office, Municipal Social Welfare and
Development Office, Municipal Civil registrar’s Office, Municipal Planning and
Development Office, Municipal Budget Office, Municipal Accountant’s Office,
Municipal Treasurer’s Office, Municipal Engineering Office, Office of the Municipal
Agricultural Office, and the Municipal Health Office.

The local Sangguniang Bayan assists the Municipal Mayor in enacting local
ordinances and passing local resolutions and appropriating funds for the general
welfare of the municipality and its inhabitants. Its specific functions include the
following:

As of December 2021, there are 5 plantilla positions for both elective and
appointive functionaries in the organizational structure of Santol with six vacant
positions. The total number of filled up plantilla position is 58.

The political component of the municipal government is composed of the


elected municipal officials.

2. THE OVERVIEW OF THE PEACE AND ORDER PUBLIC SAFETY SITUATION


IN THE LGU

For the past three (3) years, the Municipality of Santol is one of the most
peaceful and orderly towns in the Province of La Union. There are few
incidents transpired pertaining to crime against person and property recorded
but easily addressed by Santol Police Station. This does affect the prevailing
overall crime situation of the municipality. Similarly, there are no movements
of insurgents or presence of left-leaning groups / individuals and occurrence
of armed conflict. Further, there are no recorded issues affecting indigenous
people involving women and children.

With regards to drug situation, the proliferation of illegal drugs in the


municipality is under control. This is manifested by the relentless barangay
drug clearing activities and neutralization of identified Drug Personalities.
With the collective support of the municipal government officials,
Municipal/Barangay Anti-Drug Abuse Council (M/BADAC) and of the
community, Santol became a drug-cleared municipality. Furthermore, the
LGU of Santol is a recipient of ADAC Ideal Awardee since 2017 to 2021
Performance Audit.

Road and vehicle safety are also one of the concerns in the municipality.
Despite of the effort of the LGU and PNP to reduce road accidents, there are
still unavoidable circumstances that causes accidents such as human errors,
weather and road condition, mechanical faults and others. Warning signs
along the major thoroughfares, strict implementation of the comprehensive
traffic rules and ordinances as well as a continuing IEC and advocacy
campaign shall be solidly launched and the advocacy of this administration is
to lessen road accidents by improving and widening of our municipal and
barangay roads.

On disaster preparedness and emergency response, necessary


preparations were performed and several search and rescue equipment were
obtained. Additional manpower was also addressed by the local government
by adding 1 permanent position and 3 job order personnel. Recently, LGU of
Santol sponsored a WASAR and HASAR training participated by some
personnel of this office, MDRRM and other volunteers.

2. Profile of Priority Peace and Order and Public Safety Issues in the Locality:

One of the pressing issues our municipality is facing is the fight against illegal drugs. As per evaluation on the number of surrendered drug
personalities, it has been observed that all of the eleven (11) Barangays are drug affected. In 2018, there are 124 drug personalities in the watch list
and 106 of them surrendered during the conduct of “Tokhang” and by 2021 it is listed to 103.

In response to the war against illegal drugs, the local government thru the local police force conducting an anti-illegal drug operations. With the
implementation of the Localized Anti-Criminality Action Plan (LACAP) on Illegal Drugs thru Project Double Barrel. This programs on illegal drugs is in
support to the PNP’s Campaign Plan: Anti-illegal Drugs Operations through Reinforcement and Education (ADORE). ADORE is anchored on a
holistic approach highlighted by reinforcement education-based strategy with the support of Philippine Drug Enforcement Agency (PDEA) and Local
Government Unit of Santol and in close coordination with other law enforcement Agencies, national government agencies and Non-governmental
organizations.

Similarly, there are three (3) traffic accidents recorded in 2021. Aside from road conditions, some factors of traffic accidents are due to reckless
and drunkenness of drivers.

In order to address the urgency vehicular accidents, the municipal government are now addressing the issue on how to eliminate the causes of
accidents. The Strict implementation of the traffic code and the continuous improvement of our local access roads, to install warning signages and
solar powered street lights.

MPOC Functions
1. Provide a forum for dialogue and deliberation of major issues and problems
affecting peace and order, including insurgency;
2. Recommend measures which will help improve or enhance peace and order and
public safety in their respective areas of responsibility, including anti-insurgency
measures
3. Initiate and/ or oversee the convergence and the orchestration of internal security
operations effort of civil authorities and agencies, military and police;
4. Monitor the provision of livelihood and infrastructure development programs and
projects in the remote rural and indigenous population areas adopted to isolate

6. Prepare and submit semestral MPOC Accomplishment Report to the NPOC
though the PPOC and RPOC Secretariats.
7. Prepare and submit quarterly MPOC Secretariat Accomplishment Report to the
NPOC through the PPOC and RPOC Secretariats;
8. Monitor peace and order situation and submit a quarterly report to the NPOC
through the RPOC Secretariats;
9. Monitor functionality of the BPOC and submit annual Functionality Report
10. Provide technical support or assistance to activities related to CLIP, Regional
Task Forces, and other programs concerned with peace and public safety of the
municipality; and
11. Provide such other assistance as may be required by the council.
