IV. RATIONALE

Provided under Republic Act 10742, otherwise known as the

Sangguninag Kabatan (SK) Reform Act of 2015, provides for the
+formulation of the Local Youth Development Plan (LYDP) provides for
the formulation of the Local Youth Development Plan (LYDP).

DILG Memorandum Circular No. 2019-151 also known as the Guidelines

on Local Youth Development Planning, Comprehensive Barangay Youth
Development Planning, and Annual Barangay Youth Investment
Programming of the National Youth Commission provides for the same
and directs all concerned SK Officials, Provincial, City and Municipal
Officers of the Pederasyon ng mga Sangguniang Kabataan and Youth
Development Councils at all levels to observe the guidelines, processes
and indicative timelines in the preparation of their respective LYDP,
CBYDP and ABYIP.

The Local Youth Development Council of the province of Aurora and

the Sangguniang Kabataan Provincial Federation put premium priority
on a comprehensive consultation between LYDC members and SKPF
members in order to come out with a consolidated, multi-sector and
consultative plan for funding under the Provincial Government of
Aurora.

V. OBJECTIVES

1. To re-orient all stakeholders and partners regarding the policies and

guidelines on the content of the Local Youth Development Plan;

3. To finalize the Local Youth Development Plan of Aurora;

3. To encourage all SK officials and youth leaders to identify issues

concerning the youth and to identify interventions for funding from the
Provincial Government of Aurora and other funding agencies.
