In 2014, this Office issued Technical Bulletin No. 5 to guide the DENR Field Offices in the criteria and methodology for the delineation and mapping of production and protection forests. In 2018, Technical Bulletin No. 5-A provided guidelines in the ground delineation of production forests for investments. In the same year, the Department thru the Forest Management Bureau operationalized the conduct of ground delineation of potential investment areas within production forests which was enrolled in the Philippine Development Plan (PDP) 2017 ~ 2022. As defined in FMB Technical Bulletin No. 5, production forests are forest lands available for timber and agroforestry production, range lands for grazing, and other forest lands for special uses such as ecotourism. Areas within these production forests that are well-suited for investments were further identified by DENR field offices as specified under FMB Technical Bulletin No. 5-A (Guidelines in the Ground Delineation of Production Forests for Investments). This encourages civil society organizations and private sector engagement for investment within forest lands. Based on the National Integration Workshop held last 22-25 November 2022, a total of 42,865 kilometers or 66.49% of the 63,638-kilometer target from 2018-2025 (see ‘Attachment 1), were delineated on the ground. The equivalent area extent of the accomplishment as reported by the Regional Offices is 1,086,247.69 hectares. ‘The consolidated accomplishment was reviewed by this Office in terms of spatial accuracy, topology and spatial attributes. Results showed that there was duplication of parcel entries and overlapping parcels with previously delineated areas (see Attachment 2). A total of 138,724.66 hectares out of the 1.086 M-hectare reported national accomplishment were disregarded because of the above reasons.
