1. Assess the diver’s emergency:


 Identify and assess the diver(s) condition
 Identify if it’s a decompression illness-related injury or not
o If it IS a decompression illness, contact Curacao Medical Centre Emergencies
Department Direct Number +5999 7450026 or +5999 7450000 extensions
1952 or 1953. Inform them the Hyperbaric Chamber is needed ASAP. Then
ask them to send an Ambulance ASAP or Call 912 for the direct Ambulance
service
o In case you cannot establish contact through the numbers above and only as a
last option, contact the Hyperbaric Chamber Directly at +5999 7450000,
extension 2300, 2301, or 2302 and ask for Dr. Cova. Keep in mind this
department is not open 24/7 hence why it is the last option to call
o It is not a decompression illness injury, call 912 to request an Ambulance
ASAP

2. Respond to Emergencies as Necessary

Boat
 Bring the victim onboard as fast as possible
o Remember there is a stretcher on board and this can be used with ropes to
hoist the victim if necessary.
 USE BARRIERS (i.e., gloves, pocket mask)
 MONITOR ABCs, administer CPR as needed
 Contact Emergency Medical Services (EMS) and ask them to wait at the dock/pier of
the Dreams Hotel. While navigating the vessel to the dock/pier follow the steps
below.
 Contact the Dive Centre’s Main numbers +59996778151 and +59996771952 and
inform them an emergency has happened and they must activate the Emergency
Action Plan (EAP). If not answered contact should be done in this order:

 If it is active near drowning/drowning scenario, use the emergency buoy at CSS Hut,
or take one from the docked boats. Otherwise, grab a life jacket/BCD from the CSS
Hut.
 Possible routes to Exit the water at the Dreams Hotel:
o Via shore from the beach at Dreams Hotel (easiest exit)
o Via boats’ ladders, should they be docked (much harder)
 Oxygen kit inside CSS Hut
 In case of suspected Decompression Illness, always administer 100% Oxygen even if
Decompression Illness seems unlikely.
 First Aid Kit in CSS Hut (in case of other types of physical injuries)
 The stretcher is located behind the CSS hut (in order to easily transport the patient)
 Possible locations to place the patient (select based on feasibility and utility – to avoid
endangering yourself or the patient, your own safety always comes first, then the
patients!
o (A) Beach – If the patient is not breathing, the first place to stabilize the patient
and provide CPR. Easily reachable while transporting patient out of the water
o (B) In front CSS hut – If the patient is breathing, it is harder to bring the patient up
the stairs, but closer to emergency equipment inside CSS hut, and easier to reach
for emergency medical services
o (C) Lobby - If the patient is breathing, further to transport the patient, but by far
the easiest place for emergency responders to reach, as well as plenty of hotel staff
to ask for help.

Once you have established contact with the patient out of the water
 USE BARRIERS (i.e., gloves, pocket mask)
 MONITOR ABCs, administer CPR as needed
 Assign any of these tasks to staff or bystanders as appropriate
1. Contact Emergency Medical Services (EMS) and follow the steps below
2. Nearest cell phone at: CSS Hut
3. Call 912 for EMS and inform them:
4. Say your location, where you are calling from, and where the patient is
currently located “Dreams Hotel Curacao”, address: J. N. J. Hamelbergweg
(no property number)
5. Inform EMS What happened (bodily injury, decompression illness or specific
incident)
6. The current condition of the victim
7. Inform EMS they need to enter via the lobby of the hotel, and that Security has
been informed
8. Follow the steps the EMS operator provides
9. Call Security Shift Leader at +5999 6750030 and inform them to activate the
Diving Emergency Plan immediately and send a security staff member to the
scene immediately.
 Otherwise, use the landline at CSS Hut, dial 9 for the operator, and tell the operator:
o Call 912
o Ask the Operator to activate the Diving Emergency Plan
o Ask the Operator to Call +5999 6750030 for Security Shift Leader and ask
them to guide EMS to Front Desk and from there guide EMS to the victim

Script (to tell 911 responders – alter if needed)


“There has been a scuba diving-related incident. The patient is at Dreams Resort in
Piscadera (John F. Kennedy Boulevard). You can park in front of the lobby and walk
through to the beach to get to the patient. We are providing care, including oxygen, first
aid, and CPR

4. Coordinate with emergency responders, do not interfere with them/do not let others
interfere with them, as necessary

5. Record all necessary information (from the diver’s buddy, or if possible, from the
diver him/herself):
 Name of diver
 Diving Computer details:
o Max. Depth
o Dive Time
o Ascent Rate
o Safety stop/decompression stops made
o Gas mix (Air/EANX/Trimix etc.)
o Other dives made in the last 48 hours
 Incident details:
o Who? (Received aid, gave aid)
o What? (Nature of incident and/or injury)
o Where? (Location)
o When? (Date, time)
o How? (Was first aid administered)
 Important: Refrain from speculation or hearsay, only note what you personally
observed or what witnesses state.
 Complete incident report and file with authorities (i.e., PADI, DAN)
