Northridge Meadows Homeowners Association

Annual Meeting May 09, 2023

President Gary Nester called the meeting to order at 7:10 p.m. by welcoming the 36 residents
present. In addition, all five board members were in attendance, and were thanked for the great job
they’ve done this past year.
Gary acknowledged new residents Joe/Judy Schlosser, Linda Daniliuk, Joseph/Tammy Sarmiento,
Bob/Susan Carroll, Rohit Sukumaran, Jack/Jodi Fulton, & Mark/Michelle Jewell.
A motion was asked for the approval of the Board Meeting minutes, which was held on
March 29, 2023. The motion was made by Mike Allen and seconded by Kathy Burt. Motion carried.

Board Reports
Financial Summary - Eileen Wikoff presented the financial report for the year 2023
(Jan. 1 thru May 09) which had an opening balance of $36,966.86 and a year-to-date ending balance
of $29,849.88. She also reported that expenses during the year were higher this year due to changes
in Barr’s costs. Handouts were distributed to all attendees.
A motion to accept the report was made by Nancy Snarr and seconded by Peggy Robinson.
Motion carried.

Snow Removal/Lawn Mowing - Jan Bellamy reported that we only had enough snow this year for
Barr to come out two times. Barr has mowed three times this year.
A motion to accept the report was made by Bill Fulton, and seconded by Gayle Allen. Motion carried.

Landscape/ Architectural - Steve Kellogg thanked everyone for notifying him ahead of time of any
projects they are working on. He recapped 21 projects submitted by residents that were approved by
the board during the last twelve months. These included: tree/bush removals; new sod, new bushes;
replacement of windows, new decking, fences, solar panels, patio, and steps and railing.
A motion to accept the report was made by Nancy Snarr and seconded by Sandy Andrews.
Motion carried.
Residents were encouraged to visit our web-site (northridgemeadows.org) to find requirements for
paint and shingle colors as well as other important information, which included the following:
• Yard light and mail box - must be black.
• Yard light installed with a 60W LED soft white bulb. Common issues include either a faulty sensor
or circuit breaker.
• Insure sidewalks are level to avoid anyone from tripping and falling.
• Irrigation system is to run twice a week in warm weather.
• Fertilize and keep weeds pulled and keep bushes trimmed.
• The speed limit on Rhonda Way is 25 mph.
• If you have any improvements you are making, make sure you notify Steve Kellogg
Landscape/Architectural Board member, before beginning work.

Our street is a very desirable street that people want to move to and we want to make sure that it
continues to be desirable.
A reminder was made to those with irrigation systems, that their backflow valves require an annual
inspection. This inspection requires that it be performed by a certified plumber, such as Reading
Plumbing, Brian Finger, etc.

A list of Reminders will be added to the front of the bylaws for those new residents moving onto our
street.

New Business
Rental of Townhomes – Amendment of Bylaws to Ban Allowance
Gary Nester opened the discussion by emphasizing that this bylaw amendment would prevent any
household unit to be used for rental purposes of any kind. He further explained that an attempt was
made in 2008 to pass an amendment, banning anyone from renting out their townhome. Due to a
100% approval vote required, the proposed amendment did not pass. Past experience with someone
living in one of the townhouses, but not owning it, led to some constant requests by the president to
address several issues that were in violation of the bylaws.
Those residents, who were not in attendance at the meeting, will receive their letter and ballot
hand-delivered by one of the Board Members. The Board is requesting that the ballot be returned no
later than June 15th.
Today, we cannot prevent anyone from renting out their unit. This is why this vote is so important!

Questions From Association Members


Does it require a 100% vote to change any bylaw?
Answer: Some of the bylaws require 100% vote, while others require either 75% or 66 2/3%.
Can residents receive sale price information when a unit is sold?
Answer: Currently real estate transactions are available online, or can be obtained from a realtor.
Does a motion need to be made to change the percentage of votes required to implement a bylaw
change?
Answer: No motion is currently needed, but plans are to address this at the next Board meeting.
If I have a landscaping project, do I need drawings of what I’m going to be doing?
Answer: Many landscaping projects do not require a drawing. Call Steve Kellogg before beginning.
Gary called the meeting to adjourn at 7:40 p.m.

Organization Meeting Following the Annual Meeting


Following the Annual Meeting, the board met for their organizational meeting. The remaining
resident’s letters were distributed to the Board members, to be hand-delivered to the residents who
were not in attendance at the meeting.
The date for the next Board Meeting will be September 12, 2023 at 5:00 p.m. at the home of Marty &
Connie Layer.
