EXPLANATORY NOTE

The Barangay Dalirig Council understand the hardships and efforts counted by every college graduates
and to all board and bar candidates, and that an incentive to be extended to the topnotchers and
college graduates with Latin honors is proper and reasonable, hence, it Is the policy of the Barangay
Dalirig to encourage excellence and due recognition to achievements related to this fields.

Consequently, giving of cash incentives to top performing examinees will encourage future generations
to stive harder to excel in their studies and in their career examinations. This my lead to a remarkable
and skillful performance of their duties as true Dalirignon . The Dalirig Barangay council firmly believes
that the herein Ordinance is within the meters and bounds of Section 458 R.A 7160 or the Local Code of
1991. Hence:

AN ORDINANCE GRANTING RECOGNITION AND CASH INCENTIVES TO DALIRIGNONS WHO MADE

EXEMPLARY ACADEMIC ACHIEVEMENTS UPON COMPLETION OF COLLEGE DEGREEE AND RANKING TO
THE TOP 10 TO BOARD/LICENSURE EXAMINATIONS.

WHEREAS, the Barangay Council intends to recognize all Dalirignons who made excellent
academic performances upon completion of their college degree and those who ranked to the top 10 to
any Board/Licensure Examinations.

WHEREAS, the recognition will inspire the youth and all the Dalirignon to strive and work hard,
exert their best efforts, male sacrifices and persevere to achieve honors on their endeavors.

WHEREAS, the academic exemplary achievements of the Dalirignon will give honor and pride to
the barangay and to the community.

NOW THEREFORE

BE IT ORDAINED by the Sangguniang Barangay of Dalirig in session that;

SECTION I. SHORT TITLE. This Ordinance shall be known as ‘HONOR RECOGNITION INCENTIVES
AWARD ORDINANCE”
 SECTION II. DECLARATION POLICY. It is hereby the policy of the Barangay Government of Dalirig
to recognize Dalirignons who made exemplary academic honors and awards in completion of their
college degree and Board/Licensure Examinations.

SECTION III. OBJECTIVES. This Ordinance has the following objectives;

1. To recognize outstanding college student who academically excelled upon graduation.

2. To recognize the Top 10 Board/Licensure Examinees.

SECTION IV. DEFINITION OF TERMS

1. Higher Educational Institutions (HEIs) shall include public and private schools.
2. Education Committee shall mean the Committee In-charge for the program implementation.
3. Awards shall refer to the following;
 Academic Excellence- demonstrated academic ability achieved by a graduating college
student.
 Board/Licensure Examination Topnotcher - belongs to Top 10 Examinees of any
Board/Licensure Examination conducted by the Professional Regulations Commission.
 Bar Topnotcher- belongs to Top 10 or recognized highest achievement by the Supreme
Court.
4. Dalirignon is a resident of Barangay Dalirig who resides in the Barangay for 6 months and
beyond.

SECTION V. CRITERIA

DALIRIGNON COLLEGIATE ACADEMIC EXCELLENCE AWARD.

A.) The awardee should be a recipient of any of the Latin Awards (Cum Laude, Magna Cum Laude,
Summa Cum Laude) on its equivalent.
B.) The awardee should have the highest General Weighted Average (GWA) among all the graduates
of the academic institution at a given batch/class.
C.) The awardee should be a graduate of any four- or five- year course, without any disruption of
residency or school attendance in any of the academic semestral terms.
D.) The awardee should finish the program he/she enrolled within the semesters required by the
curriculum.
E.) The awardee should be of good moral character.
F.) The awardee must be a voter of Barangay Dalirig Manolo Fortich Bukidnon.

DALIRIGNON TOPNOTCHER BOARD/BAR EXAMINATION EXCELLENCE AWARD.

 A.) The awardee belongs to the Top 10 in Bar/ Board/Licensure Examination conducted by the
authorized government agency.
B.) The awardee should be of good moral character.
C.) The awardee must be a voter of Barangay Dalirig, Manolo Fortich Bukidnon.

SECTION IV. FORM OF RECOGNITION AND GRANT OF CASH INCENTIVES

The awardee shall be given a plaque of Recognition during a scheduled Flag Ceremony of the Barangay
and a cash incentive of;

COLLEGE/UNIVERSITY STUDENTS:

Summa Cum Laude - 10, 000 PHP with plaque of recognition

Magna Cum Laude - 7, 000 PHP with plaque of recognition

Cum Laude - 5, 000 PHP with plaque of recognition

BAR/BOARD TOPNOTCHERS

Top one up to ten (10) - 15, 000 PHP with plaque of recognition

SECTION VIII. FUNCTION/ROLE/ RESPONSIBILITY OF THE VERIFICATION COMMITTEE. The functions,
role and responsibility of the verification committee shall make an assessment as to the authenticity of
documents required and shall thereafter make a recommendation for the release of said incentive.

SECTION IX. APPOPRIATIONS – An amount of THIRTY-SEVEN THOUSAND PESOS (37, 000.00) Shall be
appropriated annually from the General Fund.

SECTION X. EFFECTIVITY. This ordinance shall take effect upon approval.
