1. INTRODUCTION Both mention ageing management of SSCs in


the requirements described therein

Requirement 31 of SSR-2/1:
Guides the owners throughout the
lifetime of a NPP by publishing “Provision shall be made for monitoring, testing, sampling, and inspection to
assess ageing mechanisms predicted at the design stage, and to help to
identify unanticipated behaviour of the plant or degradation, that might
occur in service”

Requirement 14 of SSR-2/2:
“The operating organization shall ensure that an effective ageing
management programme is implemented to ensure that required safety
functions of systems, structures and components are fulfilled over the entire
operating lifetime of the plant”

“A systematic approach shall be taken to provide for the development,


implementation, and continuous improvement of ageing management
programmes”

IMPLEMENTATION REPORT
SSG-48 requires that each programme that is credited for Ageing Management and used in
evaluations for long term operation should be consistent with these
9 attributes

(1) Scope of the ageing management programme based on understanding ageing


(2) Preventive actions to minimize and control ageing effects
(3) Detection of ageing effects
(4) Monitoring and trending of ageing effects
(5) Mitigation of ageing effects
(6) Acceptance criteria
(7) Corrective actions
(8) Operating experience feedback, and feedback of research and development results
(9) Quality management

IMPLEMENTATION REPORT

PDCA (Plan-Do-Check-Act) cycle must be started monitoring/inspection
activities

IMPLEMENTATION REPORT
PDCA (Plan-Do-Check-Act) cycle must be started

✓ CHECK: For a defined period of time, appropriate data,


like inspection’s results, should be collected and
recorded to provide evidence of having carried out all
the nine attributes of each AMP. This information is AMPIR: Verification of
reviewed and quantified to provide an assessment of the IP: Improvement compliance with the 9
degree of compliance with this AMP. Proposal of AMPs attributes of the AMP
It is recorded in the Ageing Management Programme during a set time period
Information Report (AMPIR).

✓ ACT: Improvements to be incorporated into AMPs as a result of the assessment


conducted in the previous steps to increase the AMPs’ reliability. These actions
are collected in as many Improvement Proposals (IP) as necessary, and their
deadlines to carry them out will be defined.

✓ This review should demonstrate that ageing effects will be continuously identified and effectively managed for
each SSC throughout the entire period of operation, including LTO.

✓ Conclusions of this review should be documented. The findings, including modifications of the AMP or any
corrective actions and areas for improvement, should be addressed in a timely manner.

✓ The result of AMPIR is a perception of the AMP’s effectiveness during the analysed period.

✓ It is necessary to verify that each AMP is being developed effectively, and the definition of a well implemented
programme could be:

Programme which detects the ageing effects managed by the AMP before
a loss of intended functions of SSCs takes place.

Whether a loss of intended functions occurs, the programme will analyse


what has been wrong in the AMP system and shall make improvements
to avoid its recurrence.

✓ Effectiveness of AMPs should be periodically evaluated in the framework of current
Quantitative KPI
knowledge and programme feedback.
✓ It should include relevant knowledge about the operation of the SSCs, surveillance and
maintenance reports, and operating experience from other NPPs.
Effectiveness
✓ Performance indicator represents the effectiveness of the AMPs. It should be developed Ageing Management
along with the development of the AMPs. Programme
✓ It is made up of indexes that represent the results of the nine attributes of an effective AMP.
Each of one of these indexes has been assigned its own weight to the final KPI value. EAMP

Groups have been established to define the EAMP, considering the features of each one of them:

— Group 1: AMPs containing only periodic inspection or testing activities NPPs’ owners
Example: Flux thimble Tube Inspection
— Group 2: AMPs containing both chemical control and inspection or testing activities
Example: Fuel Oil Chemistry
— Group 3: AMPs containing only chemical control activities
Example: Water Chemistry

EAMP

There are different index considered in the calculation of the EAMP are:

— IACT “Activities” indicates the degree of compliance with the aims of the plant’s
activities included in the AMP:
— Inspection frequency
— Results of activities Ranges of each one from
0 to 100 points
— Evolution of degradation signals
— Corrective actions if needed

— IRIP “Resolution of improvement proposals” indicates the stage of fulfilment with


improvement recommendations identified during the review of the AMP, o those arising
from the implementation of the AMP.

— IOE “Operational experience” shows the impact of the ageing mechanisms identified
both in own events or in external operational experiences related to the AMP.

IACT and IOE have different considerations in each of the above group, whereas
IRIP is the same for the three groups.

IACT of the Group 1 AMPs includes evaluation of the frequency

Group 3 AMPs is monitoring of chemical

After performing the ageing management programme implementation report (AMPIR) for the defined period,
EAMP is calculated, depending on the AMP group mentioned before.
— Group 1: AMPs containing only periodic inspection or testing activities
— Group 2: AMPs containing both chemical control and inspection or testing activities
— Group 3: AMPs containing only chemical control activities

5. CONCLUSIONS
• A continuous improvement process is implemented in the Ageing Management Plan

• An assessment of the effectiveness of AMPs throughout a set period is recorded in the AMPIR

• A quantitative and qualitative indicator of the effectiveness of AMPs has been defined

• AMPIR provides the inputs for the calculation of the indicator

• Qualitative indicator provides a quick and easy visualization of the status of the AMP and the
needs for AMPs improvement
