1. The Schools Division Office of Camarines Sur hereby announces vacancies and
ranking for ADMINISTRATIVE OFFICER n positions which are open for filing of
application.

2. All interested and qualified applicants should meet the following entiy

3. The Office shall adopt an open ranking system based on the guidelines and
criteria set forth in Deped Order No. 66, i. 2007, Revised Guidelines on the
Appointment and Promotion of Other Teaching, Related Tetzching and Non-
Teaching Positions. The applicants are highly encouraged to read the guidelines for
complete understanding of the criteria and process.

4. Applicants may submit their application documents at the SDO Receiving


Section-addressed to the Schools Division Superintendent, Attention: HRMO. Filing of
application may also be done online by sending the PDF file of their documents (basic

FOR as the subject of email. Enclosure 1 contains the Documents for Submission and
Special Instructions.

5. No additional documents will be accepted after the deadline of submission on


December 3, 2021 as reflected in Enclosure No. 2, Schedule of Activities.

10. All expenses of the HRMPSB relative to the conduct of evaluation of documents,
interview and preparation of rank list shall be charged against local funds subject to the
usual accounting and auditing rules and regulations

• Applicants are advised to prepare and submit their photocopied documents in


two (2) long size, ordinary BLACK tagboard folders:

Folder §1 - A. Basic Requirements and A. 1 Additional requirement


Folder #2 - B. Documents on the Criteria for Evaluation which must be
placed in a brown envelope, sealed and signed across theflap
by the applicant to secure the documents for the evaluation
proper.

• The folders and envelope must have the NAME, POSITION APPLIED FOR and
SCHOOL/ DISTRICT ASSIGNMENTprinted on the fron t

• Documents inside the folders are best labelled/tabbed and in the order as listed
in this enclosure fo r easy location during evaluation.

• During the deliberation, applicants are encouraged to bring the original copies o f
the submitted documents fo r validation purposes, if needed.

• Documents submitted including original documents shall be at the disposal o f


the HRMPSB three (3) months after the release o f the approved rank list. The
committee shall not be responsible far safekeeping o f documents not retrieved
by the applicants.

JOB SUMMARY

This position is responsible for the implementation of an effective and efficient administrative support and
j selected functions particularly on personnel administration, property custodianship and financial-related tasks '
I in the school.

KEY RESULT AREA/S DUTIES AND RESPONSIBILITIES

Personnel Administration Recruitment and Selection


Provide human resources management support to the school head and
coordinate with AO IV (HRMO II) of the SDO in the following HR-related
functions:
a. Recruitment and selection of applicants in the school assigned
b. Promotion and deployment of personnel in the assigned school by checking
and validating the completeness and authenticity of documents to be
submitted to the HRMO for preparation/issuance of appointment
c. Prepare ERP of qualified teachers and submit to SDO for processing

Personnel Records
a. Update regularly 201 files and maintain database of personnel information
of school personnel
b. Act/assist designated Agency Authorized Officer (AAO) in the field in terms
of verifying/ approving GSIS loans and Agency Remittance Advice (ARA) as
may be delegated
c. Consolidate Daily Time Record (DTR) of school personnel and prepare
monthly report of service (Form 7)
d. Monitor and record attendance/ absence of school personnel and report to
school head issues and concerns related thereto
e. Acts on application for leaves of school personnel and facilitate
recommendation by the school head and approval by the SDS
f. Update vacation service/leave credits of personnel and regularly
communicate to all concerned
g. Maintain the confidentiality of personal information of school personnel to
which he/she has legal access
h. Coordinate with concerned offices, such as BIR, GSIS, PhilHealth, Pag
1B1G, CSC, and other agencies/entities on the implementation of policies
and guidelines relevant to personnel.

Compensation and Benefits


a. Compute and submit to SDO applicable personnel benefits for processing,
funding, and release (e.g. maternity benefits, step increment, salary
differentials, overtime pay, proportional vacation pay, etc.)
b. Monitor and prepare notices for step increments and adjustments of
school personnel and submit to HRMO for checking and verification
c. Process retirement/separation benefits of school personnel for
indorsement by the school head to the SDO.

Property Custodianship a. Facilitate procurement of supplies, materials, equipment, etc. of the school j
based on approved SIP/AIP or as directed by the school head j
b. Ensure that supplies, materials, equipment, textbooks, and other learning j
1 resource materials are stored properly in a secured facility
c. Keep an updated inventory of all supplies, materials, equipment, ]
textbooks, and other learning resource materials
d. Issue supplies, materials, equipment, textbooks, and other learning
resource materials to requesting teaching and non-teaching personnel of
the school
e. Prepare and submit reports on all property accountability of the school.

1 General Administrative a. Assist the school head in the preparation of School Form 7 (SF 7)/loading
j Support of teachers.
b. Assist the school planning team in the preparation of SIP/AIP.
c. Provide general administrative support to school head and teachers like
reproduction of learning materials, encoding of reports, preparation of
documents, etc.
d. Perform other functions as may be assigned by the School Head.

! Financial Management a) Assist the School oh the preparation of the following documents such as but
not limited to:
• Cash disbursement register
• Authority to debit/credit account
» Liquidation reports including supporting documents
b) For IUs, assist the School head on the preparation of required reports from
COA, DBM, and other oversight agencies.
c) Facilitate submission of all financial documents to the SDO and/or bank, if
necessary.
d) Provide assistance to other financial-related task of the School Head.
e) Perform other functions as may be assigned by the School Head.
