Freddie B. Bulauan has had a long career in education in the Philippines, demonstrating a pioneering spirit and passion for improving tertiary education. He has held numerous roles overseeing universities and colleges in Region IV, helping several achieve autonomous or deregulated status and accreditation. Bulauan also designed the first comprehensive development plan for Santo Tomas, Isabela as a municipal planning officer. During his time as an education supervisor and planning officer for the Commission on Higher Education in Region IV, the office was awarded as top performing for three consecutive years.

He is tagged by many educators in the country as the “Epitome of Academic
Vision in Higher Education” for his notable enthusiasm and pledge to continuously uplift the delivery of instruction in the tertiary education which is deemed immeasurable. He has been in the Commission on Higher Education (CHED) for a long time and has contributed a lot to the valued improvements of the academic and non-academic successes and related endeavors of most Higher Education Institutions particularly in Region IV.
To mention a few of his engagements and advocacies in Education;
He is a former member of the Board of Regents and Chairman of the Academic Committee for the Five (5) State Universities and Colleges (SUC’s) in the CALABARZON Region. Co-hosted the Transnational Higher Education High Level Policy Dialogue Enhancing the Capacities of the CHED Officials in Response to the Transnational Higher Education Act in Region IV with the International Affairs Services (IAS) of CHED Central Office and South East Asian Ministries of Education Organization (SEAMEO). Focal Person for the Institutional Sustainability Assessment (ISA) in Region IV which paved the way for more Private Higher Education Institutions to achieve its Autonomous and Deregulated status and its Institutional Accreditations with Federation of Accrediting Agencies of the Philippines (FAAP). Focal Person for the Classification Level of State Universities and Colleges (SUC’s) in Region IV which highlighted the upgrading of Batangas State University (BATSU) from Level 3 to Level 4 and University of Rizal System (URS), Laguna State Polytechnic University (LSPU) and Southern Luzon State University (SLSU) from Level 2 to 3. Chairman for Land Use Development and Infrastructure Program (LUDIP) of State Universities and Colleges in Region IV for the capacity building programs of SUC’s on their land use plans with multi-year investments and site development plans to contribute to the rational and efficient management of land and water resources in the country. Co-Chair of the Selection Evaluation Committee for the Presidency of Pamantasan ng Cabuyao and Laguna State Polytechnic University and Former Member of the Regional Development Council (RDC) and In-Charge of Research and Development Committee in the CALABARZON Region from 2015 to 2018.
He has a doctorate degree in Public Administration, his intelligence and
competence were demonstrated by his various eligibilities namely; Professional Board Examination for Teachers, Professional Board Examination for Agriculture, Professional Career Service Examination and Presidential Decree No. 907 given by the Civil Service. Coupled with an impressive background in public service, it was not therefore surprising that he became a devoted public servant in the Local Government Unit of Santo Tomas, Isabela as Municipal Planning and Development Officer for almost ten (10) years where he designed and crafted the first Comprehensive Development Plan of the then municipality as well as the 3-year Agrarian Reform Development Plan under the Foreign Assisted Projects.
In his capacity as Education Supervisor II and Planning Officer of the
Commission on Higher Education Region IV from 2013 to 2019, the Office was awarded as the Top Performing and Outstanding Regional Office for three consecutive years from 2014 to 2017 which manifested his competence to be promoted as the Chief Administrative Officer from 2019 to 2022 and was appointed as the Officer in Charge of the Office of the Director IV from August 2022 to January 05, 2023.
