SUBJECT : Progress Report on Violation of PD 1602 as Amended

2. This pertains to the violation of Presidential Decree 1602 “Bingo”

transpired at sitio Mabagyo Barangay Guinamgaman, Conner, Apayao in front of
Reynaldo B. Songgay residence at around 8:30 PM of May 16, 2023. Arrested
suspects were identified as Rommel Lacbao Bayeng, 47 years old (DOB January
24, 1976), male, single, farmer and Reynaldo Buled Songgay, 56 years old, (DOB
May 16, 2023), male, married farmer both were resident of Sitio Mabagyo
Barangay Guinamgaman, Conner, Apayao.

3. Request be informed that at that at around 9:10 AM of May 17, 2023

a Violation of PD 1602 as amended by R.A. 9287 was filed against the respondent
before the Office of Provincial Prosecutor with NPS Docket Number II-11-INQ-23E-
0019. The respondent duly assisted by ATTY. MARCO FERDINAND A. BASTIAN
of the Public Attorney’s Office – Luna, Apayao return under the custody of Conner
MPS after he opted to avail his rights to preliminary investigation and accordingly
executed the corresponding waiver of his rights under Art. 125 of Revised Penal
Code.

4. Request be informed that the above stated respondents and PUPC of

Conner MPS was release from the custody of Conner MPS at around 5:00 PM of
May 19, 2023 by virtue of ORDER OF RELEASE issued by Hon. Victor R.
Cumigad, Executive Judge of Regional Trial Court, Second Judicial Region,
Branch 26 Luna Apayao. After having posted the approved cash bond in the
amount of Thirty Thousand Pesos (Php 30,000.00) each, for their provisional
liberty, paid under O.R. Nos. 8891000C and 786995ID respectively. (attach order)
