2. Socio-cultural competitions are open to all college students of PRISAA member schools who are officially
enrolled as of June of the current school year. Students who have just enrolled during the second semester of
the current school year may also be allowed to join.
4. The contestants must have been declared first prize winners in the following events during the PRISAA
Local Cultural Competitions:
Mutya ng PRISAA
Vocal Solo and Vocal Duet
Oratorical Competition
5. Each area must only have one (1) entry in each category and the participants must join in one (1) category
only. (No double event policy is applied)
6. The participants must not have represented the country in any international competitions. All those paid for
their services or are professional artists are disqualified from joining
(International participation means officially represented the country Philippines in the international
competitions only during his her college years. For the Senior High School, only during his Senior High School
Year)
6. Contestants must have good moral standing. They should not have been involved in any untoward incident
that would have marred their names or the good name of the Higher Education Institution they represent.
7. Participants must pass the needed requirements as set forth under the rules governing the eligibility of the
athletes/participant.
8. The coach/es of each category should come from the same school being represented.
9. The Board of Judges for the PRISAA Regional Competitions is to be provided by the Regional Organizing
Committee. The decision of the Board of Judges is final, executory and irrevocable.
11. The contestants and/or authorized representatives are prohibited from contacting any of the judges in
connection with the ratings.
12. For purposes of impartiality and objectivity, the members of the Board of Judges must not come from any
participating school with contestants in any of the categories 13. For the Vocal solo and duet categories, the
duplication of choice -pieces for the contest shall not be allowed. The selection of choice-piece shall be on the
first-come-first served basis.
14. In the case of any violations in all socio-cultural and academic events, 2-point deduction per judge per
violation from the total score of each judge shall be employed.
1. The Oratorical competition is open to all bona fide college students of PRISAA member- schools only who
are officially enrolled in the schools they represent as to the current academic year.
2. Contestant must carry a minimum of 12 units, excluding NSTP (3 unites ROTC, CWTS, LTS) in a regular
semester or term and must have passed at least 60% of the total academic load enrolled in the first semester
or term of the current academic year.
3. Contestants must have good moral standing. They should not have been involved in any untoward incident
that would have marred their names or the good name of the higher education institution they represent.
4. The list of entries must be submitted to the National Organizing team at least four (4) weeks before the
National Competitions. Each participant must submit duly accomplished Official Entry Forms and
Transcript of Records
5. Coaches and/or trainers of the participants must come from the same school being represented.
6. The contestants must not have represented the country in any international oratorical nor have they won in
any previous PRISAA Oratorical competition
7. In case of a tie, the panel of judges shall determine the best possible method of evaluating contestants'
performances.
8. The Board of Judges for the PRISAA National Oratorical competition is to be provided by the National
Executive Committee

B. Specific Rules
1. The speech of the contestant must be based on the theme. The theme will be determined by the PRISAA
National Board. Theme: "PRISAA: Nation’s Partner in Moulding Filipino Athletes”
2. All oratorical pieces must be original.
3. The delivery time must be between five (5) and seven (7) minutes.
4. The time of delivery will start on the first word to be uttered by the contestant.
5. There will be 2-point deduction to be employed per judge for every 15 seconds of excess time in the delivery.
In the case of under time, same rule shall be applied.
6. Contestants must memorize their contest piece.
7. Appropriate costume to identify the character may be used.
8. All speeches must be two (2) to four (4) pages long, 500 to 1000 words in length (using font Times New
Roman, font size 12).
9. All contest pieces shall be submitted to the Socio-cultural committee during the screening for the Regional
PRISAA meet.
10. Ranking System shall be employed in determining the winner.
11. All winning pieces shall become the property of the PRISAA Regional Executive Committee.

6. In determining the major awards, there will be a corresponding percentage to be taken from the minor
awards in all exposures. The following are:

10. For the over-all judging, 70% is given to the contest piece and 30% is for the warm up song.
FOLKDANCE COMPETITION

1. The extemporaneous speaking contest is open to all bonafide students of PRISAA member- schools.
2. The contestant should be officially enrolled in the schools they represent as to the current academic year.
3. There should only be one contestant to represent per area.
4. Each contestant is given 3 minutes for the preparation (mental preparation only) and 3 minutes for the
delivery.
Green light will be turned on as soon as the contestant speaks.
Yellow light will be turned on after 2 minutes of delivery.
Red Light will be turned on after 2 minutes and 45 seconds of the delivery.
A buzzer will sound to signify that the 3-minute delivery time has already been consumed
by the contestant.
At 3:05 and the contestant continues to speak, the microphone will be turned off.
No deductions for over and undertime to be applied.
5. There will only be one common question to be asked to the contestants. The question will be provided
by the Regional PRISAA Board.
