EXECUTIVE ORDER NO. 002, S. 2023

AN ORDER IMPLEMENTING THE HALINA’T MAGTANIM NG PRUTAS AT GULAY (HAPAG) SA


BARANGAY PROJECT

WHEREAS, the agricultural sector, which is the backbone of Philippine economy, has
encountered numerous challenges and threats brought about by strings of natural calamities
and disasters, health crises such as the COVID-19 pandemic, among others;

WHEREAS, in spite of several laws and initiatives enacted to ensure sustainable and resilient
food production and availability, food insecurity remains a threat to national development and
economic growth;

WHEREAS, cognizant of the role of barangays as essential partners of the national government
in contributing to addressing hunger, the Department of Interior and Local Government issued
Memorandum Circular No. 2023-001 enjoining the implementation of the Halina’t Magtanim ng
Prutas at Gulay (HAPAG) sa Barangay Project;

WHEREAS, this Project aims to strengthen the capacities of barangays towards sustainable
agriculture activities to ensure food security in the community;

NOW, THEREFORE, I JONATHAN P. ALMONTERO, Punong Barangay of Maulawin, Laguna, by


virtue of the power vested upon me by law, do hereby order:

SECTION 1. The Halina’t Magtanim ng Prutas at Gulay (HAPAG) sa Barangay shall be established
and maintained and headed by Sangguniang Barangay Member Hon. Rolando S. Ramirez
assisted by the following:
a. Hon. Joselito P. de Roma d. Ms. Lilia G. Abad______________
b. Hon. Danilo A. Olivar e. Ms. Janela Marie A. Abella______
c. Hon. Leny K. Banaag__________ f. Ms. Mariel G. Avena___________

SECTION 2. The lot at Lambac Road, brgy. Maulawin shall be the identified location for the
HAPAG Project.
SECTION 3. Responsibilities. In order to operate and sustain the HAPAG Project, the Barangay
shall ensure the following:

a. Reorganization and strengthening of the Barangay Nutrition Committee;


b. Inclusion in the Barangay Development Plan and Annual Investment Program
applicable nutritional programs, projects and activities to ensure adequate funding
for nutritional impact;
c. Formulation/updating the Barangay Nutrition Action Plan to include the
establishment and maintenance of Barangay Community Garden, provision of
seeding materials and agricultural equipment and facilities, among others;
d. Coordination with the Municipal Agricultural Office for any available agricultural,
training, seminars, and capacity-building services, as well as seeding materials and
other agricultural equipment and facilities, that would help in the operation of the
barangay community garden;
e. Enactment of an ordinance regarding the setting-up and operations of the barangay
community garden and allocate funds to sustain its operations;
f. Record keeping of the overall operation of the community garden;
g. Promotion of barangay community gardening in the community, including the
involvement of volunteers to help in the establishment and maintenance of the
barangay community garden as well as in spreading information in setting-up
household vegetable gardens;
h. Submission of necessary reports to the DILG MLGOO on the barangay’s compliance
with the establishment of the barangay community garden.

SECTION 4. Repealing Clause. Any order, memorandum or similar directive contrary to any of
the provisions of this Executive Order is hereby amended or repealed accordingly.

SECTION 5. Effectivity. This Executive Order shall take effect immediately
