CHAPTER I - HISTORY AND ADMINISTRATION
DEFINITION OF POWERS AND FUNCTIONS OF
OFFICERS
SECTION A. CREATION
On November 8, 1990, the D’ Active League for Emergency Reaction Transceivers was form a
civilian volunteer unit to assist the Philippine National Police in Zamboanga City. A memorandum of
agreement and the pertinent provisions of RA 3846, the bearer is a bonafide member of this association,
thereby, he/she is entitled to all rights and privileges thereto.

The D’ ALERT is a volunteer civilian organization, a Non-profit, Non-political, and Non-amateur


radio organization founded and organized by the Philippine National Police regional office 9 in
cooperation with the citizens of Zamboanga city.

SECTION B. THE ORGANZATION


The D’ ALERT is duly registered with the Security and Exchange Commission with Sec. registry
number 183471 dated November 8, 1990. Accredited with the National Telecommunication Commission
with accreditation number NTC-CAG-002-94. Operating under the NTC license number FB-003-95 with
designated call sign of DVL-719 and affiliated the Regional Disaster Coordinating Council 9 in Zamboanga
City.

The D’ ALERT vision is to pro-actively support the Philippine National Police (PNP) in their effort
to promote peace and order, prevent and reduce the commission of crime through the efficient use of
radio communication services in the city and the region.

The D’ ALERT’s mission is to provide prompt, immediate, and free radio communication services
to the community, in times of calamities and disaster or in cases of emergencies and other form of
lawlessness activities. Ultimately, in keeping with the D’ ALERT thrust, it yearns for the promotion of a
peaceful environment through building a continued rapport with the community, civic, amateur,
government, and Non-government organizations in the country.
The D’ ALERT operates and control the non-amateur frequency of 146.100MHz in VHF radio
band transmitting in the city of Zamboanga and all other chapters in Zamboanga Peninsula.

SECTION C. ADMINISTRATION
1. AUTHORITY
The overall authority for the D’ ALERT administration is vested in the president. To effectively plan,
coordinate, and carry out the missions, and organization is elected and appointed leaders (as described
by this manual), is authorized. D’ ALERT members are required to implement standing rules and
regulation to facilitate the conduct of business. The standing rules must not be in conflict with the
provision of this manual that is made an integral part of the D’ ALERT rules and regulations, and policies.

2. THE PRESIDENT
The President, as the senior officer, is responsible for administering the organization in an
economical and efficient manner. The President prescribes policies for governing the body, and directs,
supervises, and coordinates its endeavor and performance. The President may designate another senior
officer to act on his/her behalf based on a defined delegation of authority.

3. THE EXECUTIVE VICE PRESIDENT


The executive Vice President represents the second senior officer reports to the President who
examines and evaluates all reports. In an effort to support the president’s strategic goals and objectives,
the executive vice president, shall:
 He shall lead the strategic management of the organization and ensures that all
the plans, programs, activities and policies are carried out effectively.
 He shall Ensures that communication occur between officer and members
 He shall create an environment needed to ensure effective and efficient
performance at all organizational levels.
 He shall create an environment that makes the members of the organization of
choice for those who wish to volunteer their time to serve the public
 Evaluate the performance of the organization and report as appropriate.
 Serve as the champion, key advisor, and representative of the organization
internally and externally.

4. THE VICE PRESIDENT FOR ADMINISTRATION


The Executive Vice President for Administration is the second in leadership to the Executive Vice
President, and when directed, acts for and on behalf of the EVP in linkage with the organization. He shall
assist the Executive Vice President in the administration of the affairs of the organization by processing
incoming communications, instruction, policies and guidance as maybe given by the Executive Vice
President.
He shall also be responsible for the establishment, maintenance, updating and security of the
organization database to be created that will store all records or plans, program and activities
conducted.

5. THE VICE PRESIDENT FOR OPERATION


The Executive Vice President for Operation has the responsibility of directing and coordinating the
implementation of the organization’s operational programs approved by the President. These programs
include implementing the organization policies, guidance, and providing the resources for the conduct of
the operation. The executive vice president for operation submits to the president for his approval the
annual plans and programs in the accomplishment of its mission and functions.

6. AUTHORITY
As authorized by the CHAPTER PRESIDENT the D’ ALERT administration is vested in the cluster
president. To effectively plan, coordinate, and carry out the missions, and organization is elected and
appointed leaders (as described by this manual), is authorized. D’ ALERT members are required to
implement standing rules and regulation to facilitate the conduct of business. The standing rules must
not be in conflict with the provision of this manual that is made an integral part of the D’ ALERT rules
and regulations, and policies

7. THE CLUSTER PRESIDENT

 He shall enforces all rules and regulations promulgated, and shall execute resolutions or
decisions of the board.
 He shall direct and oversee the activities of D’ ALERT SIBUGAY, INC.
 He shall appoint and has control over all employees of the organization, and shall review
and approve disbursements.
 He shall perform such other duties that may be delegated to him by the board.

8. THE CLUSTER EXECUTIVE VICE PRESIDENT


The executive Vice President represents the second senior officer reports to the President who
examines and evaluates all reports. In an effort to support the president’s strategic goals and objectives,
the executive vice president, shall:

 He is the next in line of succession to the cluster president.


 He shall lead the strategic management of the organization and ensures that all
the plans, programs, activities and policies are carried out effectively.
 He shall Ensures that communication occur between officer and members
 He shall create an environment needed to ensure effective and efficient
performance at all organizational levels.
 He shall create an environment that makes the members of the organization of
choice for those who wish to volunteer their time to serve the public
 Evaluate the performance of the organization and report as appropriate.
 Serve as the champion, key advisor, and representative of the organization
internally and externally.
 He shall perform such other duties that may be delegated to him by the cluster
president or as may be assigned by the board.

9. THE CLUSTER VICE PRESIDENT FOR ADMINISTRATION
The Cluster Vice President for Administration is the second in leadership to the Cluster Executive
Vice President, and when directed, acts for and on behalf of the EVP in linkage with the organization. He
shall assist the Executive Vice President in the administration of the affairs of the organization by
processing incoming communications, instruction, policies and guidance as maybe given by the
Executive Vice President.
He shall also be responsible for the establishment, maintenance, updating and security of the
organization database to be created that will store all records or plans, program and activities
conducted.
He shall be responsible for the creation of different committees which will take charge of the
administrative functions of the organization.
These committees include the following:
 Membership admission and retention
 Property and Custodianship
 Physical Arrangement and Protocol
 Program and Invitation
 Fellowship and Sport
 Promotions and Award
 Radio Communications
He shall perform such other duties that may be delegated to him by the cluster
president or as may be assigned by the board.

10. THE CLUSTER VICE PRESIDENT FOR OPERATION


The Executive Vice President for Operation has the responsibility of directing and coordinating
the implementation of the organization’s operational programs approved by the President. These
programs include implementing the organization policies, guidance, and providing the resources for the
conduct of the operation. The executive vice president for operation submits to the president for his
approval the annual plans and programs in the accomplishment of its mission and functions.
He shall responsible for the creation of different committees that will take charge for the
implementation of the operational functions of the organization. These committees shall include the
following:
 Health Committee
 Youth development/Junior D’ ALERT Committee
 Motorist Assistance Committee
 Calamities, Disasters, Emergencies Committee
 Philippine National Police-CES Special Operations Committee

He shall perform such other duties that may be delegated to him by the cluster
president or as may be assigned by the board.

11. THE CLUSTER SECRETARY


 He/she shall keep a true and accurate record of the proceedings of all meetings of the
board.
 He shall keep a correct record of the original application papers of the general membership
of the organization, as well as the current list of officers of the organization.
 He shall be the custodian of all records, notes and other papers of the organization whose
custody is not otherwise provide for.
 He shall send out notices and other communications of the organization.

Upon recommendation to and approval by the board, the Cluster Secretary may designate his
assistant under his own supervision and responsibility.
12. THE CLUSTER TREASURER
 He shall be the custodian of all the funds of the organization and shall account for the same
and submit an audited semi-annual financial report to general membership at any time as
may be directed by the board.
 He shall sign together with the cluster president or any authorized signatory all
disbursement from the funds of the organization.
 He shall deposit to the bank authorized by the board all funds received and owned by the
organization.
 He shall turnover to his successor or to the cluster president all funds, books of accounts
and other property of the organization in his/her possession upon completion of his term of
office.

Upon recommendation to and approval by the board, the Cluster Treasurer may designate his
assistant under his own supervision and responsibility.

13. THE CLUSTER AUDITOR


 He shall audit and examine the financial reports of cluster treasurer regularly and as often as
possible.
 He shall, upon instruction of the board, act on a verified complaint to look into the financial
transactions and property holdings of any groups entity in the organization.
 He shall perform such other duties delegated to him by the president or by the board.

14. THE CLUSTER ADVOCATE


 He shall be the legal adviser of the organization.
 He shall preside during the investigation of complaints affecting the organization or legal
problems brought or elevated to or have come to the knowledge of the board.
 Unless otherwise directed by the board, he shall handle the preparation of amendments to
and revisions of By-laws of the organization for final approval by the board.
 He shall perform such other duties delegated to him by the president or by the board.

15. THE CLUSTER PUBLIC INFORMATION OFFICER


 He shall function as the Public Relations Officer of the organization.
 He shall devise and shall carry into effect plans and programs which will inform the public
about the projects, achievements and performance of the organization through the
availment of mass media exposure.
 He shall perform such other duties delegated to him by the president or by the board.

SECTION E. LEADERSHIP AND MANAGEMENT


The D’ ALERT as a civilian volunteers, present unique leadership and management challenges.
There is no military command authority that exists.

1. LEADERSHIP
Leadership and management capability rests on the members consent and on the
effective leadership skills of elected and appointed leaders. No group can function effectively
without directions and goal. Leaders must conduct planning, provide coordination, and employ
appropriate motivational techniques to attain desired objectives. Most successful leaders are
individuals who practice good human relations skills. Effective leaders convince D’ ALERT’s to
accept personal responsibility for task and mission accomplishment for which they have
volunteered. Elected leaders are encouraged to seek help from past leaders and use their
experience whenever possible.

2. ESTABLISHED MANAGEMENT AND PROCEDURE


There are certain established routines which can help in D’ ALERT management. First
and foremost is proper planning. The elected leaders should carefully choose a staff, develop a
schedule of events and meetings, and established a budget. The elected leaders must be
thoroughly familiar with the D’ ALERT’s manuals governing missions and programs.

3. ANNUAL BUDGET
To plan expenditures properly, D’ ALERT should have a clearly established annual
budget. This budget shall be incorporated in the organization’s annual plans which shall be
submitted to the treasurer and auditor for approval. The annual budget and financial report
should be presented and copy of the report should be submitted to the president.

4. D’ ALERT’s DATABASE
The D’ ALERT ‘s handling the organizational affairs shall operate database the d’ alert
which contains personal and activity data about the organization. The database functions as a
management tool that is only effective when members provide accurate and timely activity
input.

The data base maintained by the Vice President for Administration is designed to assist
the Vice President for Operation in monitoring the affairs of d’ alert, and to help the leadership
in tracking, managing, and creating reports on programs, project, and activities. This will enable
easier preparation of assessment of program implementation for the appreciation of the
president.
The executive vice president for administration shall not permit disclosure by any means
of the personal data without written approval by the President.

SECTION F. MEMBER MONTHLY/ANNUAL DUES


The prescribed admission fees and annual dues of individual members of the group must be
paid in advance, prior to these funds which sorely managed by the Treasurer, Auditor, and the
president. It is now prescribed that these fund shall be properly accounted and the required monthly
and the annual financial reports submitted by the all levels. The fund generated is used for maintaining
authorized administrative and operational expenses that will be accounted and audited on a monthly
and annual basis.
Procedures:
1. The organization’s treasurer shall be responsible for collecting the dues of all the members
of the organizations.
2. Payment of member’s monthly dues (Php30.00) shall not be later than 20 th day of each
month or a total annual dues of Php360.00
3. Incoming members who join the D’ ALERT will be assessed a membership fee of P300.00.

SECTION G. PROJECT TABANGAY


Every member is assessed for a monetary aid to establish a form of support to the member who
needs a help. This shall be collected by the designated collectors. And over this fund which solely
managed by the treasurer, auditor and president, it is now prescribed that these fund shall be properly
accounted and the required monthly and annual financial reports submitted and maintained by all
levels.
1. Mortuary Aid
 One hundred pesos (P100.00) for direct Member
 Seventy five pesos (P75.00) for direct beneficiary
 Fifty pesos (P50.00) for extend family as declared
 Thirty pesos (P30.00) for other member of the family except Job order as declared
2. Sick aid
 Fifty pesos (P50.00) for direct member who has undergone:
1. Vehicular accident
2. Hospitalization for a minimum of 3 days
3. Tour of duty (D’ ALERT ACTIVITIES)
 Twenty pesos (P20.00) for beneficiaries with a minimum of 3 days confinement in
the hospital up to 3 times

CHAPTER II – MISSION, FUNCTIONS AND PROGRAMS

SECTION A. MISSION
The D’ ALERT’s mission is to provide prompt, immediate, and free radio communication services
to the community, in times of calamities and disaster or in cases of emergencies and other form of
lawlessness activities. Ultimately, in keeping with the D’ ALERT thrust, it yearns for the promotion of a
peaceful environment through building a continued rapport with the community, civic, amateur,
government, and Non-government organizations in the country.

SECTION B. FUNCTIONS
The D’ ALERTS shall continue to exist as a civilian volunteer organization to assist Philippine
National Police Regional Office 9 and other stakeholders and shall have the following mandated
functions and objectives:
1. Pro-actively support the Philippine National police in their effort to promote peace and
order, prevent and reduce the commission of crime through the efficient use of radio
communication services in the municipality, province and the region.
2. Train, assist and promote goodwill and fellowship in the D’ ALERT and PNPRO-9,
stakeholders and all other local and international organizations.
3. Assist the PNP in carrying out its plans, programs and objectives.

SECTION C. UNIT GOALS


Accomplishment of any task, project or undertaking requires a statement of what is to be
accomplished and a plan for doing it. Goals are convenient way to express the desired outcome of
activity. All members are encourage to establish goals and plans to achieve them through activities
which the organization expects to engage in. informal systems for goal and plan development are
acceptable. However, a more formal process may be better when a larger organization is involved.

SECTION D. PROGRAMS/ACTIVITIES AUTHORIZED FOR THE D’ALERT


This section describes the various programs and activities in which the organization currently
authorized to participate.

1. COMMUNICATION
Radio communication is the comprehensive information and knowledge of all relevant
entities within the community/barangay and the city in particular or/and in their respective
activities, that could affect the security, safety.

2. SUPPORT FOR THE PNP


The D’ ALERTS augment the Philippine national police by providing communication and
operational support. One general goal is for D’ ALERT participation in activities to help active
member on duly to provide radio communication. The relationship must be made clear between
the D’ ALERT assigned to such duties.
The following policies apply when assigned D, ALERT operatives to provide
administrative or operational support:

 D’ ALERT OPERATIVE (10-41) must make a courtesy to the officer in charge assigned
in such operation and or activity.
 D’ ALERT OPERATIVE (10-41) must wear proper uniform and ID’s while on assigned
missions.
 D’ ALERT OPERATIVE (10-41) must report their activities to their immediate
superiors.
 D’ ALERT OPERATIVE (10-41) shall not vested with any titles or duties which imply or
entail law enforcement responsibilities or shall carry, handle, repair, or fire weapons
of any sort while assigned to operational missions/activities.
 While carrying out support no titles are assigned, formally or informally, which imply
supervision, direction or a leadership role over PNP personnel, unless directed in
rare and urgent instance by the PNP officer in the area.

3. PROGRAMS NOT AUTHORIZED FOR D’ ALERT


D’ ALERT are not authorized to directly engage or participate in any program or activity
espousing political interest or in any business activity for personal gains or to favor someone using
the name of the of the organization. This also prohibits the wearing of any previous or current D’
alert uniform or OPNS ID during any political or business activity.

4. ROLE OF D’ ALERT FUNCTIONAL AREAS/ CIVIC ACTION


The following activities are authorized for the D’ alert to undertake
 Basic life support and first aid training
 MRE/UXO Risk education orientation seminar
 Medical and dental mission
 Relief operation
 Public service
 Emergency response familiarization and training
 Sports and athletics activities
 Other functions designated or assigned

CHAPTER III - MEMBERSHIP


SECTION A. GENERAL GUIDELINE
Membership in the D’ ALERT is voluntary and sponsorship. Members who may wish to join the
association should possess the following qualifications:
 Must be in a good standing in the community
 Should possess the dedication and commitment to voluntary service
 Have not been charged of any crime involving moral turpitude nor committed
any infraction of laws.

1. TYPES OF MEMBERSHIP
Membership in the D’ ALERT shall classify into three (3) types.
a. REGULAR MEMBER - shall have all the privileges accorded as enumerated in this
manual.
b. BUSINESS SECTOR/ASSOCIATE MEMBER
c. ASPIRANT - should recognize and shall have the privilege accorded as enumerated in
this manual except that the recognized aspirants are not allowed to wear type A
uniform in all D’ ALERT mission or activities.
d. JUNIOR ALERT MEMBER - shall have the privileges accorded as enumerated in this
manual except that they are not allowed to wear the type A uniform in all D’ ALERT
mission and activities.

2. MEMBERSHIP CLASSIFICATION
2.1.1. ACTIVE MEMBER – Shall be classified as active if he/she can comply with all of the
minimum requirements, Participated /Attended in all major activities/operations as
follows:

2.2. INACTIVE MENBER AND EXPULSION


The reasons duly validated
2.2. a. Serious health problem
2.2. b. Failure to comply the provision of 2.1.1 to 2.1.4 is deem is to be an inactive member.
2.2. c. For the cluster, failure to comply the provision of A to O is deem to be an inactive.

EXPULSION
Any members or officers found to have committed any crimes as defined in the revised penal
code or special laws by final judgement is automatically be expelled from the organization without
prejudiced.

TRANSFER OF MEMBERSHIP
Any active members of good standing who wish to transfer his/her membership by virtue of
assignment, residence, employment and other personal related circumstance may be allowed with the
following conditions.
 Secure clearance from the present chapter or cluster.
 Submit letter of intent address to the president (chapter or cluster to be transferred)
pertaining to his transfer.

3. MEMBER SERVICES
One of the main concern of the D’ ALERT is to attract, recruit, develop, train, nurture, and retain
for the implementation of the organization plans and program. D’ALERT are trained to accomplish
specific missions assigned to the members and to support the PNP missions on a day-to-day and on an
emergency basis.

4. MEMBERSHIP BOARD
A. A membership board shall be established at the officers level to be composed of the following:

B. MEMBERSHIP BOARD DUTIES AND FUNCTIONS


 Review the qualification of candidates for membership.
 Make recommendations for approving authority through the proper chain of leadership and
management.
 Recommend innovations to enhance the evaluation of candidates, as appropriate.
 Make resolution to be approved by the D’ ALERT officers .

5. CLUSTER MEMBERSHIP BOARD


C. A cluster membership board shall be patterned from the chapter membership board and shall be
established at the officers level to be composed of the following:

6. CRIMINAL CONVICTIONS
Application for D’ ALERT membership is automatically denied if the applicant has been convicted
by regular courts of crime involving moral turpitude/immorality or any of the crimes enumerated under
the revised penal code and other special laws.

SECTION B. ENROLMENT
1. INITIAL ENROLMENT
The vice president for administration of the D’ ALERT is vested with the authority to accept new
applicants considering that he is in the best position to assess the eligibility of the applicants endorsed
for his approval. The appointment order issued by the vice president for administration shall be
communicated to the president, through proper channels of communications, for his confirmation.

Requirements to be submitted for enrollment are the following:


 Duly accomplished and notarize prescribed D’ Alert membership application form
 Duly accomplished prescribed D’ ALERT personal history statement form
 NBI clearance ( original and one photocopy)
 Police clearance (original)
 Barangay clearance at place of residence (original)
 Community tax certificate (original)
 Two (2) copies of 2x2 ID picture

Applicant who has met all the document eligibility requirements for enrolment must undergo
for an interview and orientation that will be schedule by the Vice President for Administration after
which the applicant will be considered as ASPIRANT.

2. MEMBER IDENTIFICATION CARD


All active members of the D’ ALERT Network Association Incorporated shall be given, an
operational and pocket size identification card.

CHAPTER IV – ORGANIZATIONAL STRUCTURE

SECTION A. ORGANIZATION
The D’ ALERT organization shall be headed by the president. Assisting him in the management of
the affairs are the executive vice president, executive vice president for administration, executive vice
president for operation. The board of directors may refer to the important issues, and concerns
including but not limited to policies and program formulation and review, budget preparation and
adjustments, resolution, crafting of operational strategies, settlement of organizational issues, election,
review of result of investigation conducted, and many others.

SECTION B. ELECTION PROCESS (for Active regular member and aspirant)


The D’ ALERT officers shall be selected among all regular member and aspirant from among all
past officers who are about to end their term and due for replacement. All candidates must be active
members with good standing records in the organization and in the community, and He/she shall have
the following:
 Completed one (1) year probation as aspirant.
 Must be physically and mentally fit and good moral character.
 Have attended regular meeting/assemblies/operations.
 Paid all dues/contributions
 Must be active status for the past two (2) years prior to the start of the term of position
sought/nominated for.
 Must be a Filipino citizen.

FORMAL TURNOVER
A formal turnover of leadership and management of the D’ ALERT will be schedule and
conducted with the president as the presiding officer not later than December 31 of the same year.

TERM OF OFFICE
The elected officers shall serve for one (1) year which starts on January 01 or at the earlier
schedule of the formal turnover after being duly elected.

TEMPORARY INCAPACITY OR PERMANENT VACANCY


Whenever a vacancy occurs on any positions are elected officer, the leaders and management
shall convince and appoint or select from among the regular member and shall continue to serve the
unexpired term.

ASPIRANT
Aspirants are normally new in the organization during the 1 st membership year. They should use
their initial period to gain qualifications and learn about the D’ ALERT. Time may also be spent working
with the regular member in their respective area of responsibility and during operations.

OFFICERS RESPONSIBILITIES
To be successful, elected officers must make a certain that all must well brief on their duties and
responsibilities. To carry out these duties, officers are encouraged to seek assistance, appoint committee
to share these responsibilities.

CHAPTER V – ADMINISTRATIVE DISCIPLINE


SECTION A. D’ ALERT ADMINISTRATIVE DISCIPLINE
The purpose of the D’ ALERT administration discipline action is to correct in appropriate
behavior. Normally only when all other reasonable attempts to correct the in appropriate behavior have
failed shall dismember be considered. Certain offenses are no unacceptable that may cause such serious
discredit to the organization’s core values and principles that dismember becomes appropriate. The
executive vice president, executive vice president for administration together with the board shall make
these determinations following the procedures in this chapter. The executive vice president for
administration and chairman for complaints and grievance should take initial action or conduct
investigation on any complaint and submit the findings board. Since the D’ ALERT is a civilian volunteers,
the members are not subject to the PNP code of discipline. D’ ALERT maybe subject to various
administrative penalties, including dismember from the roster. Such administrative actions may be
initiated when violating the policies and procedures that govern the D’ ALERT organization established
by the officers and for conduct for unbecoming of a D’ ALERT.

D’ ALERT’S RIGHTS
Membership in the organization is not a constitutionally protected liberty or property interest.
However, membership shall be provided the due process protections set forth below.

ELECTED LEADER OPTION


If the elected officer/leader receiving the request needs additional information and or
documentation to determine whether a valid request for an investigation has been made, the elected
leader or officer receiving the request may ask in writing, or orally, for further information from the
complainant, or appointed, the elected leader or officer must inform the suspected member that
accusation regarding him/her has been made and that an appointed committee is looking into the
matter. The appointed committee will consist of two to three people.
ELECTED LEADER/OFFICER DETERMINATION
Once the elected leaders or officer has received the investigation report and supporting
documents (if any), a determination shall be made by this leader or officer as to whether the facts as
presented could be a violation of the organization policy that might subject the D’ ALERT to discipline.
This initial determination shall be made within fifteen days of receipt of the investigation report and any
supporting documents.

NON-VIOLATION DETERMINATION
If the preliminary facts are deemed not to be a violation of the organization’s policy or the
guidelines as set forth in this manual, or if there is insufficient evidence, the elected leader or officer will
notify in writing the D’ALERT who request the investigation that no action will be taken or minor
corrective action will be taken. Those actions include training and counselling of the offending party
where that is the only step needed to correct the inappropriate behavior or conduct.

MINOR VIOLATION
If the preliminary facts, as determined by the investigation and or the elected leader, indicate a
minor violation has committed, the D’ ALERT shall be advised of the unacceptable conduct, specific
disciplinary action (as deemed appropriate by the elected leader).

SECTION B. INFORMAL DISCIPLINARY ACTION


Informal disciplinary action involves an elected leader correcting minor violations of the
organizations policy made by the D’ ALERT, and documenting that action. The subject of the
administrative action shall be advised of the unacceptable conduct or standards, specific deficiencies,
and acceptable standards of performance by the elected leader or officer.

1. INFRACTIONS WARRANTING INFORMAL DISCIPLINARY ACTION

Infractions that may warrant informal disciplinary action include:


 Flagrant and/or repeated uniform violations.
 Unintentionally compromising or mishandling privacy act information, or
sensitive official message, traffic or correspondence.
 Failure to follow procedures, standing rules, or policies.
 Misrepresentation in official correspondence or reports.

2. APPROPRIATE SANCTIONS FOR MINOR VIOLATIONS


 Counselling Session
 Denial of certain Privileges
 Letter of Caution

a. Counselling Session
A counselling session, ideally consisting of a frank discussion between the
elected leader, complaint (if other than the elected leader), and the subject, may
facilitate corrective action. This counselling session is documented in writing and
retained by the elected leader involved for a period of 1 year. If no further disciplinary
actions are recorded or pending during 1 year period, the documentation will be
removed from the D’ ALERT file.

b. Denial of Certain Privileges


Denial of Certain Privileges may suffice as a corrective action for violation of the
organization policies and guidelines.

c. Letter of Caution
A letter of caution is an informal, corrective letter issued to the D’ ALERT by the
elected leader/officer.

SECTION C. FORMAL DISCIPLINARY ACTION


Introduction

If a violation is deemed to be serious by the elected leader/officer after conducting the


preliminary investigation to determine the facts, the elected leader/officer shall notify the vice president
for administration in writing of a recommendation to commence formal disciplinary action. This written
recommendation will contain all supporting documents and factual basis for the recommendation.

1. Infraction Warranting Formal Disciplinary Actions


 Any action which may or does bring discredit to the D’ ALERT organization while identified as a
D’ ALERT or acting as such.
 Refusing to follow regulations for the wearing of the D’ ALERT uniform.
 Misuse of the D’ ALERT funds or property, frequency
 Repeated actions prejudicial to the good order of the D’ ALERT’s organization or any of its
program.
 Failure to follow civil rights law, and/or the human relations and sexual harassment policy.
 Any knowingly false official statement, oral or written, to include membership application data
submissions. This includes forging of signatures on any official document and/or falsifying of
records.
 Breaches of electronics and communication protocols or any other public communications, so as
to reflect discredit or to publicity embarrass the D’ ALERT organization.
 Any other actions that, the president judgement, warrant dismember proceedings.

2. Time Requirements
If the Vice president for administration conclude that formal disciplinary action is warranted,
then it shall commence or be instructed to commence a formal disciplinary action within thirty days of
the receipt of the recommendation by the elected leader/officer.

3. Notification
D’ ALERT who is the subject of formal disciplinary action, including dismember and/or the
issuance of a letter of reprimand, shall prior to promptness action and an opportunity respond to those
allegations.

CHAPTER VI – OPERATIONS PROTOCOL


SECTION A
1. Penalty for Unauthorized Use of words “D’ ALERT”
No individuals, association, partnership or corporation shall, without authority of the president ,
as the name under which he or it shall do business for the purpose of trade, or by way of advertisement
to include the effect of leading the public to believe that any individual, association, partnership or
corporation shall falsely advertise, or otherwise represent falsely by an device whatsoever, that any
project or business in which he or it is engaged, or product which he or it manufactures, deals in, or
sells, has been in any way endorsed, authorized or approved by the organization.

2. Appearance
D’ ALERT active duty members are bound by grooming and weight standards. Realizing that the
D’ ALERT is made up entirely of volunteers, the active duty grooming and appearance standards are
relaxed as they apply to all. As a matter of pride, all members should set the goal to strive to attain the
same standards as active duty members. D’ ALERT who wears the uniform will be held to high grooming
and appearance standards.

 Uniforms
D’ ALERT are authorized to wear uniforms i.e. type A for operational purposes or
activities, and type B for attending meetings, training and seminars.

 Grooming
D’ ALERT must wear proper hair grooming and maintain general appearance as
appropriate.

CHAPTER VII – HUMAN RESOURCES


DIVERSITY MANAGEMENT

1. Responsibilities
The president is Responsible for providing overall leadership and policy direction to ensure all
policies and procedures contained in this section are in effect throughout the D’ ALERT organization.

The executive vice president for administration is responsible for implementation of the D’
ALERT Diversity Policy Statement within the organization.

The officers, Board of directors are responsible for supporting the president’s diversity policy
statement and in promoting diversity and diversity management principles throughout the organization.

2. Policy
All officers/leaders are responsible for implementing diversity enhancing activities and working
towards diversity goals and objectives.

DIVERSITY POLICY STATEMENT


The men and women of D’ ALERT are the core of capability. Their ability to attract, develop,
retain, and deploy a quality, diverse workplace is the key to the organizations success. It must be a top
priority for everyone .the strength of their differences and similarities shall be honed to:

 Create a positive environment, through consistent leadership, where all members of D’ ALERT
organization can achieve their potential and make their greatest contribution to accomplishing
the mission.
 Continuously strive for a workforce and promote an environment that places high value on
individual dignity, respect, and professional growth.

Diversity in the workplace contributes measurably to creative thinking and innovation so critical to
excellence. Each one must ensure that his actions conform to the spirit and intent of this policy, based
on our core values of honor, respect, and devotion to duty.

3. Diversity Vision Statement

As an organization of volunteers, D’ ALERT has its own uniqueness. D’ ALERT members serve in
the community, come from different social, religious, ethnic, and economic backgrounds, and yet join
together to contribute their time .
