TABLE OF CONTENTS
IRR 1.2 An award is also given to the Local Chapter who had shown exemplary
performance with respect to their participation and various achievements
in the activities throughout the region.
IRR 2.2 Inspire the members to strive for continuous improvement and excellence.
IRR 2.3 Enkindle the competitive spirits of JPIANs and encourage them to show
their skills and talents as they aspire to become a holistic individual.
IRR 2.5 Promote fairness and honesty among JPIANs by the formulation of
reasonable criteria for each award and making it publicly known and
understood thereof.
IRR 4.2 Once a Local Chapter is in the Regional Federation’s Hall of Fame, a
lapse of one (1) federation year shall be observed before it can be once
again eligible for the award.
IRR 5.2 The Regional Vice President for Audit, together with the Regional Council
President, shall also have the sole power to accept or reject the
applicant’s attached requirements and claims/evidence, as aligned with
the provisions presented in this Implementing Rules and Regulation.
IRR 5.3 Foremost, the committee shall not be held responsible for any incomplete
requirements.
Submission Guidelines
IRR 5.4 All requirements must be submitted to the corporate email of the Regional
Vice President for Audit (r10caragarvpaudit.nfjpia2223@gmail.com) on or
before April 14, 2023 11:59PM (Friday).
IRR 5.5 The Year End Awards Committee shall accept submissions until April 16,
2022 (Sunday) with a one-percent deduction in the overall score for each
one (1) day late submission.
IRR 5.6 Additionally, a one percent (1%) deduction for each missing requirement
shall be incurred per entry.
IRR 5.7 The following table shows the file name of the requirements to be

IRR 5.8 The certificates must be organized according to the four (4) categories –
Academics, Non-academics, Leadership & Socio-Civic.
IRR 6.2 These are applicable to Most Outstanding JPIAn (MOJ), Most Outstanding
Local Chapter President (MOLCP) and Most Outstanding Local Chapter
Executive Officers (MOLCEO) applicants only.
Scholastic Grade
IRR 6.3 The basis for the equivalent percentage will be his/her Cumulative Grade
Point Average (CGPA) in the first semester of the Academic Year
2022-2023.
IRR 6.5 The transmuted grade of the applicant must at least be presented in any
part of his/her requirement.
Definition of Terms
IRR 6.6 Achievements and Involvements are given equivalent points depending on
the organization that awarded or organized such a program. It is described
as follows:
IRR 6.8 Social responsibility refers to the active social engagement of the
applicant in the community. Points are classified into the following:
a. Main Organizer - this refers to the active involvement in the
socio-civic program such as Program Head, Organizer, co-Head or
any equivalent.

IRR 6.12 Leadership Involvement shall refer to the positions of the applicant in an
organization.
Extent of Claims
IRR 6.13 Only claims during the Kaizen Federation 2022-2023 shall be credited for
the Academic, Non-academic and Social Responsibility.
IRR 6.14 For the Leadership Involvement, claims from the start when the applicant
is considered an accredited member of NFJPIA up until the current
Federation shall be credited.
IRR 6.15 All claims other than awarded by/relating to JPIA will only be allowed up to
thirty percent (30%) of the overall claims.
Narrative Report
IRR 6.16 Narrative Reports indicate the involvement of the participants in the events
attached to their claims. It shall be judged by the following criteria:

IRR 6.17 Each report must contain at least two (2) pages and a maximum of three
(3) pages excluding the title and documentations, if any.
Tabulations
IRR 6.18 The pointing system shall be followed strictly, objectively, and impartially.
IRR 6.19 Only a maximum of twenty (20) claims for each category shall be credited.
IRR 6.20 Only a maximum of two hundred (200) points for each category shall be
credited.
IRR 6.21 All claims must be supported with certificates or proper documentation
that can confirm his/her participation/achievement, otherwise it shall be
considered null and void.
IRR 6.22 In case of a tie in the final tabulation, the applicant with the higher
accumulated points in his/her involvement in Academic, Non-Academic,
Socio-Civic and Leadership shall prevail. Otherwise, the applicant with the
higher percentage in its Scholastic Grade percentage will be declared as
the higher rank/place. Or else, the third priority will be the raw scores of
the applicants during the interview shall prevail.
IRR 7.2 The individual should have shown a powerful personality and brought a
positive impact to the Junior Philippine Institute of Accountant (JPIA)
community. This is also to recognize this person who showed admiration,
change, guidance, encouragement, and congeniality to the members of
JPIA along with their works and dealings.
IRR 7.3 This award is open to all registered members of NFJPIA - Region X &
CARAGA Federation 2022-2023, other than the Local Chapter President
and Local Chapter Executive Officers.
IRR 7.4 Each local chapter can recommend a maximum of three (3) candidates for
this category.
Eligibility
IRR 7.6 He/she must have attended at least two (2) regional events for the
Federation Year 2022-2023, which can be verified through a certificate of
attendance/ participation/ recognition.
IRR 7.7 He/she must have no failing grades in all subjects taken, including minor
subjects.
IRR 7.8 The applicant must not be involved in any case brought upon by any
competent course of jurisdiction.
IRR 7.11 Video Presentation introducing the applicant and a short narrative/
statement as to why he/she should be the Most Outstanding JPIAn this
Federation. A maximum of 2 minute video in landscape orientation. (VID)
IRR 7.14 Certification from the School Registrar stating the overall Cumulative
General Point Average (CGPA) up until the first semester of the Academic
Year 2022-2023 (CGPA) and Certified True Copy of Grades/ Transcript of
Records/ Evaluation Sheet with Grading System. (GRDS)
IRR 7.15 One (1) narrative report (two to three-page) indicating the active
involvement of the applicant in the field of (a) academic, (b) nonacademic,
(c) leadership and (d) social responsibility. (NR)
IRR 7.18 Quality Performance Evaluation Forms facilitated by the Year End Awards
Committee. (QPE)
Selection Process
IRR 7.19 The applicants for the Most Outstanding JPIAn (MOJ) shall undergo a
screening process. All duly received requirements shall be tabulated
based on the following rubric.
IRR 7.20 Applicants who earned at least 50% in the elimination round will advance
to the final round.
IRR 7.21 Applicants who are qualified for the interview shall be judged based on the
following criteria.
IRR 7.22 The Interview shall happen on a date specified by the organizers. The
organizers will play the 2-minute video presentation submitted by the
applicant before the interview proper. A jury composed of three (3)
members will be given a minimum of five (5) minutes and maximum of
eight (8) minutes for the question-and-answer portion. The total
percentage will be multiplied to the equivalent weight (30%) to get the final
score for the Final Round.
Awarding
IRR 7.23 Percentage earned in the Elimination shall bear for the seventy percent
(70%) and the Final Round shall bear for the thirty percent (30%) in
tabulating the overall percentage.
IRR 7.24 Special Award for Best in Panel Interview shall be awarded to the
applicant who earned the highest percentage in the Final Round only.
IRR 7.25 All applicants who have earned a total percentage of at least 60% shall be
awarded for as the Promising JPIAns.
IRR 7.26 The applicant who garnered the highest overall percentage shall be
awarded as the Most Outstanding JPIAn for the Federation Year
2022-2023.
IRR 8.0 MOST OUTSTANDING LOCAL CHAPTER
PRESIDENT
IRR 8.1 The search for the Most Outstanding Local Chapter President (MOLCP)
recognizes the Local Chapter President who has performed his/her duties
well and has served his/her members in providing an environment where
one can harness skills toward academic and nonacademic excellence and
as well as leadership involvement and social awareness.
IRR 8.2 The individual should have shown a powerful personality and brought a
positive impact to the Junior Philippine Institute of Accountant (JPIA)
community. This is also to recognize this person who showed admiration,
change, guidance, encouragement, and congeniality to the members of
JPIA along with their works and dealings.
IRR 8.3 This award is open to all the current local chapter presidents of NFJPIA -
Region X & CARAGA Federation 2022-2023.

IRR 8.5 He/she must have attended at least two (2) regional events for the
Federation Year 2022-2023, which can be verified through a certificate of
attendance/ participation/ recognition.

IRR 9.4 Each local chapter can recommend a maximum of three (3) candidates for
this category.

IRR 9.6 He/she must have attended at least two (2) regional events for the
Federation Year 2022-2023, which can be verified through a certificate of
attendance/ participation/ recognition.
IRR 9.8 The applicant must not be involved in any case brought upon by any
competent course of jurisdiction.
IRR 9.11 Video Presentation containing his/her short narrative as to why he/she
should be the Most Outstanding Local Chapter Executive Officer this
Federation. A maximum of 2 minute video in landscape orientation. (VID)
IRR 9.13 A recommendation letter signed by the (1) Local Chapter President, and
(2) the Department Chairperson/ Program Chairperson/ College Dean or
its equivalent, that can testify his/her active commitment or involvement in
the school and organization. (RL)
IRR 9.14 Certification from the School Registrar stating the overall Cumulative
General Point Average (CGPA) up until the first semester of the Academic
Year 2022-2023 (CGPA) and Certified True Copy of Grades/ Transcript of
Records/ Evaluation Sheet with Grading System. (GRDS)

IRR 10.1 The Digital JPIAn Artist of the Year shall be awarded by the RFJPIA to
give recognition to the talent and skills of its members in digital arts.
IRR 10.2 This award is open to the current officers of the local chapters registered
under NFJPIA Region X & CARAGA Federation 2022-2023, such as but
not limited to the following:
IRR 10.3 Each local chapter can recommend a maximum of three (3) candidates for
this category.
Eligibility
IRR 10.5 The applicant must not be involved in any case brought upon by any
competent course of jurisdiction.
IRR 10.10 Certificate of Registration for the second semester for Academic Year
2022-2023 to certify that the applicant is a student of the local chapter.

IRR 10.11 Compilation of only JPIA-related outputs, digital artworks, posters, video
edits of the applicant. (PORTFOLIO)

c. Other publications and designs (shirts, lanyards, certificates,
powerpoint templates, etc.)
Selection Process
IRR 10.12 The applicants for the Digital JPIAn Artist of the Year shall undergo a
screening process. All duly received applications shall be judged as
presented below:
Awarding
IRR 10.13 All applicants who have earned a total percentage of at least 60% shall be
awarded as the Outstanding Digital JPIArtist of the Year.
IRR 10.14 Special Awards shall be awarded to the applicant’s portfolio that have
outstanding outputs.
IRR 10.15 The applicant who garnered the highest overall percentage shall be
awarded as the Most Outstanding Digital JPIArtist of the Year for the
Federation Year 2022-2023.
IRR 11.2 This award is open to all the registered local chapters registered under
NFJPIA - Region X & CARAGA Federation 2022-2023.
Eligibility
IRR 11.3 Must be a registered local chapter in NFJPIA Region X & CARAGA
Federation 2022-2023.
IRR 11.6 Bid Book containing all the Local Chapter Accomplishments of the Local
Chapter. (pro-forma by RFJPIA) (BB)
IRR 11.10 Quality Performance Evaluation Forms facilitated by the Year End Awards
Committee. (QPE)
IRR 11.11 The Bid Book covers all the events, programs and projects accomplished
by the Local Chapter.
IRR 11.12 Each event description must contain at minimum the following
a. Event Name
b. Objectives
c. Date and Platform/Venue
d. Number of Expected and Actual Participants
e. Short Description about the event (maximum of 200 words)
f. Evaluation Summary
g. Budget Proposal/Liquidation Report, if available
h. Documentation (Appendix)
IRR 11.13 Local Chapter Accomplishments. This refers to the number of activities,
programs, projects or events the Local Chapter has accomplished. These
can be in any field of Academic Event, Non-Academic Event, Socio-Civic
Program or Leadership Programs.
IRR 11.14 Only accomplishments during the Kaizen Federation Year 2022-2023
shall be credited.
IRR 11.16 The pointing system for local chapter events/programs are as follows:

IRR 11.20 The Summary of Achievements consolidates all the local chapter’s
achievements.
IRR 11.21 Local Chapter Achievements. This refers to all the academic and
non-academic achievements or recognitions earned by the Local Chapter.
IRR 11.22 Only achievements during the Federation Year 2022-2023 shall be
credited.
IRR 11.23 The pointing system for local chapter achievements are as follows.
IRR 11.24 Only a maximum of two hundred (200) points shall be credited.

IRR 11.27 The length of the video must be a minimum of two minutes and a
maximum of ten minutes (2 to 10 minutes) in landscape orientation.
IRR 11.28 A minimum of 30 second to one minute (30 second to 1 minute) video
teaser must also be submitted.
IRR 11.29 The video must be uploaded to a separate google folder shared to the
corporate email of the Regional Vice President for Audit.
Infographic (PTR)
IRR 11.30 The infographic summarizes what the Local Chapter is all about. It must
contain, but not limited to the following:
a. Vision
b. Mission
c. Purpose
d. Local Chapter Logo
e. Total Number of Members
f. Contact Information
g. Others
IRR 11.31 The size must be of high resolution in portrait orientation, with a width of
less than 600 pixels, and the length not exceeding 1,800 pixels.
IRR 11.34 An evaluation from the following departments shall be facilitated by the
Year End Awards Committee.
Selection Process
IRR 11.35 The applicants for the Most Outstanding Local Chapter (MOLC) shall
undergo a screening process. All duly received applications shall be
tabulated as presented below.
IRR 11.36 After screening, local chapters who reached at least sixty percent (60%)
will advance to the Final Round.
IRR 11.37 Applicants who are qualified for the interview shall be judged based on the
following criteria.

awarded as the Outstanding Local Chapters.
IRR 11.40 The applicant who garnered the highest overall percentage shall be
awarded as the Most Outstanding Local Chapter for the Federation
Year 2022-2023.
IRR 12.0 BEST LOCAL CHAPTER ACTIVITY/PROJECT
IRR 12.1 The search for the Best Local Chapter Activity/Project recognizes the
local chapter that has implemented a project that defined true service and
commitment essential to the holistic growth of its members. Holistic in the
sense of a versatile formation of the future accountant having academic
competence, organizational commitment and social responsibility.
IRR 12.2 There are four different categories for this award, which is categorized into
the following:
IRR 12.3 These awards are open to all the registered local chapters registered

IRR 12.4 Each local chapter can send a maximum of two (2) activities/ projects for
each category.
IRR 12.6 Video presentation and trailer summarizing the highlights, flow and
implementation of the activity/project. (VIDT)
IRR 12.8 A narrative report about the project’s accomplishment, success and
challenges. (NR)
IRR 12.9 The video presentation must contain the highlight of the local chapter’s
project/activity. The content of the video must contain, but not limited to
the following items:
a. Intro video
b. Objective of the Event/Project
c. Implementation and Event Highlights
d. Strengths and Weaknesses of the Event/Project
IRR 12.10 The length of the video must be a minimum of two minutes and a
maximum of five minutes (2 to 5 minutes) in landscape orientation.
IRR 12.11 A minimum of fifteen second to thirty second (15 to 30 secs) video
montage must also be submitted.
IRR 12.12 The video must be uploaded to a separate google folder shared to the
corporate email of the Regional Vice President for Audit.
Selection Process
IRR 12.13 All applications shall be judged using the following criteria
IRR 12.14 The top entry per category shall be named as the Best Local Chapter
Activity for Academics, Best Local Chapter Activity for
Non-Academics, and Best Local Chapter Project for Leadership.
IRR 12.15 The Kaizen Project is the Official Socio-Civic Comprehensive Program of
NFJPIA - Region 10 and CARAGA which aims to be a continuing service
depending on the needs of the chosen community.
IRR 12.16 Only the participating local chapters in the Kaizen Project are eligible to
apply for this award.
IRR 12.17 All other requirements submitted to the Office of the Vice President for
Communications will automatically be communicated to the Year End
Awards Committee.
IRR 13.2 This award is open to all registered members of NFJPIA Region X &
CARAGA Federation 2022-2023.
IRR 13.3 Each local chapter can recommend a maximum of three (3) candidates for
this category.
Eligibility
IRR 13.5 Applicants in the major awards are also eligible for this award.
IRR 13.6 The applicant must not be involved in any case brought upon by any
competent course of jurisdiction.
Requirements
IRR 13.10 A recommendation letter signed by the (1) Local Chapter President, and
(2) the Department Chairperson/ Program Chairperson/ College Dean or
its equivalent, that can testify his/her active commitment or involvement in
the school and organization. (RL)
b. All claims and achievements should come only from the years the
applicant is an accredited member of the NFJPIA. It may be from
first year to present.
c. All claims other than awarded by/relating to JPIA are not accepted.
IRR 13.13 A narrative report (two to three-pages) describing his/her entire JPIA story
from the year the applicant is considered an accredited member of
NFJPIA to present. (NR)
IRR 13.15 All duly received requirements for the Most Active JPIAn (MAcJ) shall be
tabulated based on the following rubric:
IRR 13.16 The applicant who garnered the highest overall percentage shall be
awarded as the Most Active JPIAn for the Federation Year 2022-2023.
IRR 14.2 The following are the Special Awards for the Year End Award
IRR 14.4 Applicants in Major Awards who showed exemplary performance during
his/her panel interview shall be awarded for the Best in Panel Interview.
IRR 14.5 The basis for awarding shall be on the Final Round Criteria. Applicant
garnering the highest percentage is awarded Best in Panel Interview.
IRR 14.6 There are four categories for this award, namely:
Largest Delegation
IRR 14.7 The Largest Delegation Award shall be awarded to the Local Chapter
who was able to participate the most in the Regional Council events.
IRR 14.8 All accredited local chapters are automatically eligible for this award.
IRR 14.10 The Most Awarded Local Chapter in Academics is a special award for
the local chapter that showcased exemplary performance in Academics.
IRR 14.11 All accredited local chapters are automatically eligible for this award.
IRR 14.12 The local chapter who garners the highest total amount of points in the
academic events of the Regional Council will be hailed as the Most
Awarded Local Chapter in Academics.
Most Active Local Chapter in Non-Academics
IRR 14.13 The Most Awarded Local Chapter in Non-Academics is a special award
for the local chapter that showcased exemplary performance in Non-
academics.
IRR 14.14 All accredited local chapters are automatically eligible for this award.
IRR 14.15 The local chapter who garners the highest total amount of points in the
non-academic events of the Regional Council will be hailed as the Most
Awarded Local Chapter in Non-Academics.
IRR 14.16 The Most Awarded Local Chapter in Federation Year 2022-2023 is a
special award for the local chapter that showcased exemplary
performance both Academics and Non-academics.
IRR 14.17 All accredited local chapters are automatically eligible for this award.
IRR 14.18 The local chapter who garners the highest total amount of points in the
non-academic events of the Regional Council will be hailed as the Most
Awarded Local Chapter in Federation Year 2022-2023.
IRR 16.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the Regional Vice President for
Non-Academic Affairs then to be forwarded to the Regional Executive
Board for discussion, editing, and final approval and to be noted by the
Regional Adviser.
IRR 16.4 Upon receipt of the proposed amendments from the Regional Vice
President for Non-Academic Affairs, the Regional Executive Board shall
have the right to debunk any proposed revisions and amendments which
are deemed unnecessary and inapplicable to the Federation. The final
decision on any inclusions and exclusions to this Implementing Rules and
Regulations must be determined by a majority vote of all Regional
Executive Board in which the Regional Vice President for Non-Academics
is included.
