IRR 1.0 BACKGROUND
IRR 1.1 The Year-End Awards is an annual event of the organization, which
primarily aims to give recognition to the members who have displayed
academic & non-academic competence and organizational commitment in
the service of the organization.

IRR 1.2 An award is also given to the Local Chapter who had shown exemplary
performance with respect to their participation and various achievements
in the activities throughout the region.

IRR 2.0 OBJECTIVES


IRR 2.1 Uplift the character and pride of the members by recognizing their
achievements and contribution to the Regional Federation.

IRR 2.2 Inspire the members to strive for continuous improvement and excellence.

IRR 2.3 Enkindle the competitive spirits of JPIANs and encourage them to show
their skills and talents as they aspire to become a holistic individual.

IRR 2.4 Encourage the JPIANs to be achievers of their generation.

IRR 2.5 Promote fairness and honesty among JPIANs by the formulation of
reasonable criteria for each award and making it publicly known and
understood thereof.

IRR 4.0 HALL OF FAME


IRR 4.1 Three (3) consecutive years of achieving the Most Outstanding Local
Chapter will be given proper recognition by placing the Local Chapter in
the Regional Federation’s Hall of Fame.

IRR 4.2 Once a Local Chapter is in the Regional Federation’s Hall of Fame, a
lapse of one (1) federation year shall be observed before it can be once
again eligible for the award.

IRR 5.0 GENERAL GUIDELINES


IRR 5.1 The Year End Awards Committee is headed by a Regional Executive
Officer duly appointed by the Regional Council President and the Audit
Committee members who are in-charge in the entire selection process of
the year end awards.

IRR 5.2 The Regional Vice President for Audit, together with the Regional Council
President, shall also have the sole power to accept or reject the
applicant’s attached requirements and claims/evidence, as aligned with
the provisions presented in this Implementing Rules and Regulation.

IRR 5.3 Foremost, the committee shall not be held responsible for any incomplete
requirements.

Submission Guidelines
IRR 5.4 All requirements must be submitted to the corporate email of the Regional
Vice President for Audit (r10caragarvpaudit.nfjpia2223@gmail.com) on or
before April 14, 2023 11:59PM (Friday).

IRR 5.5 The Year End Awards Committee shall accept submissions until April 16,
2022 (Sunday) with a one-percent deduction in the overall score for each
one (1) day late submission.

IRR 5.6 Additionally, a one percent (1%) deduction for each missing requirement
shall be incurred per entry.

IRR 5.8 The certificates must be organized according to the four (4) categories –
Academics, Non-academics, Leadership & Socio-Civic.

IRR 6.0 POINT SYSTEM - MOJ, MOLCP & MOLCEO


IRR 6.1 This section contains the equivalent pointing system for the individual
major awards criteria involving (a) Scholastic Grade, (b) Academic
Involvement, (b) Non-Academic Involvement, (c) Leadership Involvement,
(d) Social Responsibility and (e) Narrative Reports.

IRR 6.2 These are applicable to Most Outstanding JPIAn (MOJ), Most Outstanding
Local Chapter President (MOLCP) and Most Outstanding Local Chapter
Executive Officers (MOLCEO) applicants only.

IRR 6.3 The basis for the equivalent percentage will be his/her Cumulative Grade
Point Average (CGPA) in the first semester of the Academic Year
2022-2023.

IRR 6.4 It must be duly noted by the Department Chairperson/ Program


Chairperson/ College Dean or its equivalent, if not duly certified by the
School Registrar.

IRR 6.5 The transmuted grade of the applicant must at least be presented in any
part of his/her requirement.

Definition of Terms
IRR 6.6 Achievements and Involvements are given equivalent points depending on
the organization that awarded or organized such a program. It is described
as follows:

a. Local Chapter - achievement and involvement at the Local


Chapter level.

b. College - achievement and involvement in other accredited school


organizations at the college level, other than JPIA.

c. University - achievement and involvement in other accredited


school organizations at the university level. The organization must
not be College of Business Administration and Accountancy, or its
equivalent.

d. Provincial - achievement and involvement in other accredited


organizations outside your school. City-wide level, multiple school
system-wide level achievements or involvements (i.e. MSU System,
Ateneo Schools, BFJPIA) among others fall under this level.

e. Regional - achievement and involvement in the Regional Council


level organizations (i.e., Regional Council, Mindanao Federation,
etc.)

f. National - achievement and involvement in the National


Federation’s event/program. International achievements and
participation also fall under this level.

IRR 6.7 Holding positions in an organization shall account to the leadership


involvement of the applicant. It shall be classified into the following;

a. President - this refers to the President position.

b. Other Major Position - this refers to the other executive position in


the organization. It mainly refers to the Vice-President positions and
other equivalent executive positions.

c. Minor Positions - this refers to the other positions in an


organization other than the mentioned above. It includes standing
committee member, undersecretary, staff, and other equivalent
positions.

d. Membership - this refers to membership to any accredited


organization.

i. Membership in NFJPIA Federation 2022-2023, specifically at


NFJPIA (National) and NFJPIA Region X and Caraga
(Regional) shall be exempted in the attachment/collection of
claims.

IRR 6.8 Social responsibility refers to the active social engagement of the
applicant in the community. Points are classified into the following:
a. Main Organizer - this refers to the active involvement in the
socio-civic program such as Program Head, Organizer, co-Head or
any equivalent.

b. Participation - this pertains to the active participation in the


programs such as volunteer, participant or donor.

IRR 6.9 Academic Achievements shall refer to the accounting and


business-related academic quiz shows and case studies. It shall also
include academic symposia, technical talks, and webinars.

IRR 6.10 Non-Academic Achievements shall refer to any non-academic events


not classified under the Academic Achievements.
IRR 6.11 Social Responsibility shall refer to socio-civic engagements of the
applicant. It may be environmental, educational, mental health and other
social issues.

IRR 6.12 Leadership Involvement shall refer to the positions of the applicant in an
organization.

Extent of Claims

IRR 6.13 Only claims during the Kaizen Federation 2022-2023 shall be credited for
the Academic, Non-academic and Social Responsibility.

IRR 6.14 For the Leadership Involvement, claims from the start when the applicant
is considered an accredited member of NFJPIA up until the current
Federation shall be credited.

IRR 6.15 All claims other than awarded by/relating to JPIA will only be allowed up to
thirty percent (30%) of the overall claims.

Narrative Report

IRR 6.16 Narrative Reports indicate the involvement of the participants in the events
attached to their claims. It shall be judged by the following criteria:

a. Content (30%). The report is substantial and specific content was


established that demonstrates strong development and sophisticated
ideas about his/her involvement.y.

b. Organization (25%). The narrative report was arranged according to the


provided format and effectively sustained information within and across
the report.
c. Coherence (25%). All parts are well combined and connected. The flow of
the narrative report is properly joined and is consistent. It also provides
supporting facts that will strengthen the claim stated in the report.

IRR 6.17 Each report must contain at least two (2) pages and a maximum of three
(3) pages excluding the title and documentations, if any.

Tabulations

IRR 6.18 The pointing system shall be followed strictly, objectively, and impartially.

IRR 6.19 Only a maximum of twenty (20) claims for each category shall be credited.

IRR 6.20 Only a maximum of two hundred (200) points for each category shall be
credited.

IRR 6.21 All claims must be supported with certificates or proper documentation
that can confirm his/her participation/achievement, otherwise it shall be
considered null and void.

IRR 6.22 In case of a tie in the final tabulation, the applicant with the higher
accumulated points in his/her involvement in Academic, Non-Academic,
Socio-Civic and Leadership shall prevail. Otherwise, the applicant with the
higher percentage in its Scholastic Grade percentage will be declared as
the higher rank/place. Or else, the third priority will be the raw scores of
the applicants during the interview shall prevail.

IRR 7.0 MOST OUTSTANDING JPIAN


IRR 7.1 The search for the Most Outstanding JPIAn (MOJ) recognizes the
accountancy student who has exhibited the true traits of a well-rounded
JPIAn: a person of academic competence, extra-curricular dedication,
organizational commitment, and social responsibility.

IRR 7.2 The individual should have shown a powerful personality and brought a
positive impact to the Junior Philippine Institute of Accountant (JPIA)
community. This is also to recognize this person who showed admiration,
change, guidance, encouragement, and congeniality to the members of
JPIA along with their works and dealings.
IRR 7.3 This award is open to all registered members of NFJPIA - Region X &
CARAGA Federation 2022-2023, other than the Local Chapter President
and Local Chapter Executive Officers.

IRR 7.4 Each local chapter can recommend a maximum of three (3) candidates for
this category.

Eligibility

IRR 7.5 Must be a bonafide member of National Federation Junior Philippine


Institute of Accountant (NFJPIA) Federation 2022-2023.

IRR 7.6 He/she must have attended at least two (2) regional events for the
Federation Year 2022-2023, which can be verified through a certificate of
attendance/ participation/ recognition.

a. Participation during the Annual Regional Convention grants an


additional one (1) point incentive. This must be supported with any
proof of participation.

IRR 7.7 He/she must have no failing grades in all subjects taken, including minor
subjects.

a. Subject/s initially marked as incomplete would be accepted if the


completion grade is passing.

IRR 7.8 The applicant must not be involved in any case brought upon by any
competent course of jurisdiction.

Requirements (Pro-forma by RFJPIA)

IRR 7.9 Duly accomplished application form. (APP FORM)

IRR 7.10 Formal half-body picture with 3” x 5” in size. (PIC)

IRR 7.11 Video Presentation introducing the applicant and a short narrative/
statement as to why he/she should be the Most Outstanding JPIAn this
Federation. A maximum of 2 minute video in landscape orientation. (VID)

IRR 7.12 Comprehensive resume. (RES)


IRR 7.13 A recommendation letter signed by the (1) Local Chapter President, and
(2) the Department Chairperson/ Program Chairperson/ College Dean or
its equivalent, that can testify his/her active commitment or involvement in
the school and organization. (RL)

IRR 7.14 Certification from the School Registrar stating the overall Cumulative
General Point Average (CGPA) up until the first semester of the Academic
Year 2022-2023 (CGPA) and Certified True Copy of Grades/ Transcript of
Records/ Evaluation Sheet with Grading System. (GRDS)

a. Screenshot from the online portal shall be allowed only if


certification from the School Registrar is impossible and it must be
duly noted by the Department Chairperson/Program
Chairperson/College Dean or its equivalent.

b. If every effort has been exhausted in obtaining certification from


important bodies mentioned in the above provision, it is acceptable
that the grades are certified by the Local Chapter Adviser, provided
that the same is a faculty member of the local chapter.

IRR 7.15 One (1) narrative report (two to three-page) indicating the active
involvement of the applicant in the field of (a) academic, (b) nonacademic,
(c) leadership and (d) social responsibility. (NR)

IRR 7.16 Summary of Claims. (CLAIMS)

a. Claims without supporting certificates or documentation shall be


considered null and void.

b. Only claims during the Federation 2021-2022 shall be credited for


the Academic, Non-academic Involvement and Social
Responsibility.

c. Only claims from the start when the applicant is considered an


accredited member of NFJPIA up until the current Federation shall
be credited for the Leadership Involvement.

d. All claims other than awarded by/relating to JPIA will only be


allowed up to thirty percent (30%) of the claims.

e. In case there are no certificates given by the organizers, a


publication material published by the organizers would be good as
a substitute, provided that the logos and name of the spearheading
organization appear herein.

f. A photo documentation, where the certificate is clearly visible, shall


be permitted. Otherwise, it is considered void.

IRR 7.17 Consolidated Certificates or Documentations with a proper heading and


number reference. (CERTS)

IRR 7.18 Quality Performance Evaluation Forms facilitated by the Year End Awards
Committee. (QPE)

Selection Process

IRR 7.19 The applicants for the Most Outstanding JPIAn (MOJ) shall undergo a
screening process. All duly received requirements shall be tabulated
based on the following rubric.

IRR 7.20 Applicants who earned at least 50% in the elimination round will advance
to the final round.

IRR 7.21 Applicants who are qualified for the interview shall be judged based on the
following criteria.

IRR 7.22 The Interview shall happen on a date specified by the organizers. The
organizers will play the 2-minute video presentation submitted by the
applicant before the interview proper. A jury composed of three (3)
members will be given a minimum of five (5) minutes and maximum of
eight (8) minutes for the question-and-answer portion. The total
percentage will be multiplied to the equivalent weight (30%) to get the final
score for the Final Round.

Awarding

IRR 7.23 Percentage earned in the Elimination shall bear for the seventy percent
(70%) and the Final Round shall bear for the thirty percent (30%) in
tabulating the overall percentage.

IRR 7.24 Special Award for Best in Panel Interview shall be awarded to the
applicant who earned the highest percentage in the Final Round only.

IRR 7.25 All applicants who have earned a total percentage of at least 60% shall be
awarded for as the Promising JPIAns.

IRR 7.26 The applicant who garnered the highest overall percentage shall be
awarded as the Most Outstanding JPIAn for the Federation Year
2022-2023.
IRR 8.0 MOST OUTSTANDING LOCAL CHAPTER
PRESIDENT
IRR 8.1 The search for the Most Outstanding Local Chapter President (MOLCP)
recognizes the Local Chapter President who has performed his/her duties
well and has served his/her members in providing an environment where
one can harness skills toward academic and nonacademic excellence and
as well as leadership involvement and social awareness.

IRR 8.2 The individual should have shown a powerful personality and brought a
positive impact to the Junior Philippine Institute of Accountant (JPIA)
community. This is also to recognize this person who showed admiration,
change, guidance, encouragement, and congeniality to the members of
JPIA along with their works and dealings.

IRR 8.3 This award is open to all the current local chapter presidents of NFJPIA -
Region X & CARAGA Federation 2022-2023.

Eligibility

IRR 8.4 Must be a bonafide member of National Federation Junior Philippine

IRR 8.5 He/she must have attended at least two (2) regional events for the

IRR 8.14 One (1) narrative reports (two to three-pages each) indicating the active
involvement of the applicant in the field of (a) academic, (b) nonacademic,
(c) leadership and (d) social responsibility. (NR)

IRR 8.15 Summary of Claims. (CLAIMS)

a. Claims without supporting certificates or documentation shall be


considered null and void.

b. Only claims during the Federation 2021-2022 shall be credited for


the Academic, Non-academic Involvement and Social
Responsibility.
c. Only claims from the start when the applicant is considered an
accredited member of NFJPIA up until the current Federation shall
be credited for the Leadership Involvement.

d. All claims other than awarded by/relating to JPIA will only be


allowed up to thirty percent (30%) of the claims.

e. In case there are no certificates given by the organizers, a


publication material published by the organizers would be good as
a substitute, provided that the logos and name of the spearheading
organization appear herein.

f. A photo documentation, where the certificate is clearly visible, shall


be permitted. Otherwise, it is considered void.

IRR 8.20 The Interview shall happen on a date specified by the organizers. The
organizers will play the 2-minute video presentation submitted by the
applicant before the interview proper. A jury composed of three (3)
members will be given a minimum of five (5) minutes and maximum of
eight (8) minutes for the question-and-answer portion. The total
percentage will be multiplied to the equivalent weight (30%) to get the final
score for the Final Round.

Awarding

IRR 8.21 Percentage earned in the Elimination shall bear for the seventy percent
(70%) and the Final Round shall bear for the thirty percent (30%) in
tabulating the overall percentage.

IRR 8.22 All applicants who have earned a total percentage of at least 60% shall be
awarded as the Outstanding Local Chapter Presidents.

IRR 8.23 Special Award on Best in Panel Interview shall be awarded to the
applicant who earned the highest percentage in the Final Round only.
IRR 8.24 The applicant who garnered the highest overall percentage shall be
awarded as the Most Outstanding Local Chapter President for the
Federation Year 2022-2023.

IRR 9.0 MOST OUTSTANDING LOCAL CHAPTER


EXECUTIVE OFFICER
IRR 9.1 The search for the Most Outstanding Local Chapter Executive Officer
(MOLCEO) recognizes the Local Chapter Executive Officer who has
performed his/her duties well and has served his/her members in
providing an environment where one can harness skills toward academic
and non-academic excellence and as well as leadership involvement and
social awareness.

IRR 9.2 The individual should have shown a powerful personality and brought a
positive impact to the Junior Philippine Institute of Accountant (JPIA)
community. This is also to recognize this person who showed admiration,
change, guidance, encouragement, and congeniality to the members of
JPIA along with their works and dealings.

IRR 9.3 This award is open to all the current executive officers of the local
chapters registered under NFJPIA - Region X & CARAGA Federation
2022-2023, other than the LCP.

IRR 9.4 Each local chapter can recommend a maximum of three (3) candidates for
this category.

Eligibility

IRR 9.5 Must be a bonafide member of National Federation Junior Philippine


Institute of Accountant (NFJPIA) Federation 2020-2021.

IRR 9.6 He/she must have attended at least two (2) regional events for the
Federation Year 2022-2023, which can be verified through a certificate of
attendance/ participation/ recognition.

a. Participation during the Annual Regional Convention grants an


additional one (1) point incentive. This must be supported with any
proof of participation.
IRR 9.7 He/she must have no failing grades in all subjects taken, including minor
subjects.

a. Subject(s) initially marked as incomplete would be accepted if the


completion grade is passing.

IRR 9.8 The applicant must not be involved in any case brought upon by any
competent course of jurisdiction.

IRR 9.13 A recommendation letter signed by the (1) Local Chapter President, and
(2) the Department Chairperson/ Program Chairperson/ College Dean or
its equivalent, that can testify his/her active commitment or involvement in
the school and organization. (RL)

IRR 9.14 Certification from the School Registrar stating the overall Cumulative
General Point Average (CGPA) up until the first semester of the Academic
Year 2022-2023 (CGPA) and Certified True Copy of Grades/ Transcript of

IRR 10.1 The Digital JPIAn Artist of the Year shall be awarded by the RFJPIA to
give recognition to the talent and skills of its members in digital arts.

IRR 10.2 This award is open to the current officers of the local chapters registered
under NFJPIA Region X & CARAGA Federation 2022-2023, such as but
not limited to the following:

a. Local Chapter Vice President for Multimedia and Documentation;


b. Local Chapter Standing Committee Officers; or
c. Any equivalent position.

IRR 10.3 Each local chapter can recommend a maximum of three (3) candidates for
this category.

IRR 10.4 Must be a bonafide member of National Federation Junior Philippine

IRR 11.11 The Bid Book covers all the events, programs and projects accomplished

IRR 11.13 Local Chapter Accomplishments. This refers to the number of activities,
programs, projects or events the Local Chapter has accomplished. These
can be in any field of Academic Event, Non-Academic Event, Socio-Civic
Program or Leadership Programs.

IRR 11.14 Only accomplishments during the Kaizen Federation Year 2022-2023
shall be credited.

IRR 11.15 Partnership Events/Programs shall also be credited.

IRR 11.26 The video presentation must contain a summary of the local chapters
accomplishment and achievements. The content of the video must

c. Projects Accomplished by the Local Chapter
d. Achievements and Recognitions
e. Testimonies/Stories from the members

IRR 11.27 The length of the video must be a minimum of two minutes and a
maximum of ten minutes (2 to 10 minutes) in landscape orientation.

IRR 11.28 A minimum of 30 second to one minute (30 second to 1 minute) video
teaser must also be submitted.

IRR 11.29 The video must be uploaded to a separate google folder shared to the
corporate email of the Regional Vice President for Audit.

Infographic (PTR)

IRR 11.30 The infographic summarizes what the Local Chapter is all about. It must
contain, but not limited to the following:

a. Vision
b. Mission
c. Purpose
d. Local Chapter Logo
e. Total Number of Members
f. Contact Information
g. Others

IRR 11.31 The size must be of high resolution in portrait orientation, with a width of
less than 600 pixels, and the length not exceeding 1,800 pixels.

IRR 11.33 The Quality Performance Evaluation determines the local chapter’s
evaluation.

IRR 12.0 BEST LOCAL CHAPTER ACTIVITY/PROJECT
IRR 12.1 The search for the Best Local Chapter Activity/Project recognizes the
local chapter that has implemented a project that defined true service and
commitment essential to the holistic growth of its members. Holistic in the
sense of a versatile formation of the future accountant having academic
competence, organizational commitment and social responsibility.

IRR 12.2 There are four different categories for this award, which is categorized into
the following:

a. Best Local Chapter Activity for Academics;


b. Best Local Chapter Activity for Non-Academics;
c. Best Local Chapter Project for Leadership; and
d. Best Local Chapter Project for Socio-Civic

IRR 12.3 These awards are open to all the registered local chapters registered
under NFJPIA - Region X & CARAGA Federation 2022-2023.

IRR 12.4 Each local chapter can send a maximum of two (2) activities/ projects for
each category.

IRR 12.14 The top entry per category shall be named as the Best Local Chapter
Activity for Academics, Best Local Chapter Activity for
Non-Academics, and Best Local Chapter Project for Leadership.

Best Kaizen Project

IRR 12.15 The Kaizen Project is the Official Socio-Civic Comprehensive Program of
NFJPIA - Region 10 and CARAGA which aims to be a continuing service
depending on the needs of the chosen community.

IRR 12.16 Only the participating local chapters in the Kaizen Project are eligible to
apply for this award.

IRR 12.17 All other requirements submitted to the Office of the Vice President for
Communications will automatically be communicated to the Year End
Awards Committee.

IRR 13.0 MOST ACTIVE JPIAN


IRR 13.1 The Most Active JPIAn, is a minor award that recognizes the JPIAn who
has continuously supported and partake actively in all the engagements
by the Regional Federation through the time.

IRR 13.2 This award is open to all registered members of NFJPIA Region X &
CARAGA Federation 2022-2023.

IRR 13.3 Each local chapter can recommend a maximum of three (3) candidates for
this category.

Eligibility

IRR 13.4 Must be a bonafide member of National Federation Junior Philippine


Institute of Accountant (NFJPIA) Federation 2022-2023.

IRR 13.5 Applicants in the major awards are also eligible for this award.

IRR 13.6 The applicant must not be involved in any case brought upon by any
competent course of jurisdiction.

IRR 13.16 The applicant who garnered the highest overall percentage shall be
awarded as the Most Active JPIAn for the Federation Year 2022-2023.

IRR 14.0 SPECIAL AWARDS


IRR 14.1 Special Awards are given to the applicants who have shown exemplary
and outstanding performance in their applications.

IRR 14.2 The following are the Special Awards for the Year End Award

a. Best in Panel Interview


b. Largest Delegation in Academics
c. Largest Delegation in Non-Academics
d. Most Awarded Local Chapter in Academics
e. Most Awarded Local Chapter in Non-Academics
f. Most Awarded Local Chapter for Federation Year 2022-2023
IRR 14.3 The Year End Awards Committee, along with the appropriate Regional
Council Offices, shall determine the local chapters who will be receiving
such awards. Results shall be based on the records kept by the Regional
Council throughout the Federation.

Best in Panel Interview

IRR 14.4 Applicants in Major Awards who showed exemplary performance during
his/her panel interview shall be awarded for the Best in Panel Interview.

IRR 14.5 The basis for awarding shall be on the Final Round Criteria. Applicant
garnering the highest percentage is awarded Best in Panel Interview.

IRR 14.6 There are four categories for this award, namely:

a. Best in Panel Interview - MOJ


b. Best in Panel Interview - MOLCP
c. Best in Panel Interview - MOLCEO
d. Best in Panel Interview - MOLC

Largest Delegation

IRR 14.7 The Largest Delegation Award shall be awarded to the Local Chapter
who was able to participate the most in the Regional Council events.

IRR 14.8 All accredited local chapters are automatically eligible for this award.

IRR 14.9 It is categorized into the following:

a. Largest Delegation - Academic Contests


b. Largest Delegation - Non-Academic Contests

Most Active Local Chapter in Academics

IRR 14.10 The Most Awarded Local Chapter in Academics is a special award for
the local chapter that showcased exemplary performance in Academics.

IRR 14.11 All accredited local chapters are automatically eligible for this award.

IRR 14.12 The local chapter who garners the highest total amount of points in the
academic events of the Regional Council will be hailed as the Most
Awarded Local Chapter in Academics.
Most Active Local Chapter in Non-Academics

IRR 14.13 The Most Awarded Local Chapter in Non-Academics is a special award
for the local chapter that showcased exemplary performance in Non-
academics.

IRR 14.14 All accredited local chapters are automatically eligible for this award.

IRR 14.15 The local chapter who garners the highest total amount of points in the
non-academic events of the Regional Council will be hailed as the Most
Awarded Local Chapter in Non-Academics.

Most Awarded Local Chapter in Federation Year 2022-2023

IRR 14.16 The Most Awarded Local Chapter in Federation Year 2022-2023 is a
special award for the local chapter that showcased exemplary
performance both Academics and Non-academics.

IRR 14.17 All accredited local chapters are automatically eligible for this award.

IRR 14.18 The local chapter who garners the highest total amount of points in the
non-academic events of the Regional Council will be hailed as the Most
Awarded Local Chapter in Federation Year 2022-2023.

IRR 15.0 ENFORCEMENT OF THE IMPLEMENTING RULES


AND REGULATIONS
IRR 15.1 It shall be the primary duty of the Regional Vice President for
Non-Academic Affairs to efficiently and effectively enforce the provisions
stated in this Implementing Rules and Regulations.

IRR 16.0 AMENDMENTS AND REVISIONS


IRR 16.1 The Federation shall be vested with the exclusive power to revise and
amend the Implementing Rules and Regulations.

IRR 16.2 Any amendments to or revisions to this Implementing Rules and


Regulations may be proposed by any member of any regional
council/local chapter upon written request of such member, stating the
reasons thereto and sent to Regional Vice President for Non-Academics
for initial review. Any proposed amendments not done in writing must be
deemed null.

IRR 16.3 Any request for amendments and revisions as well as proposed
amendments must initially be reviewed by the Regional Vice President for
Non-Academic Affairs then to be forwarded to the Regional Executive
Board for discussion, editing, and final approval and to be noted by the
Regional Adviser.

IRR 16.4 Upon receipt of the proposed amendments from the Regional Vice
President for Non-Academic Affairs, the Regional Executive Board shall
have the right to debunk any proposed revisions and amendments which
are deemed unnecessary and inapplicable to the Federation. The final
decision on any inclusions and exclusions to this Implementing Rules and
Regulations must be determined by a majority vote of all Regional
Executive Board in which the Regional Vice President for Non-Academics
is included.

IRR 16.5 Amendments to provisions in this Implementing Rules and Regulations


shall be allowed provided that such amendments will be communicated to
stakeholders at least two weeks before it could take effect.

IRR 17.0 SEPARABILITY CLAUSE


IRR 17.1 If any clause, provision, paragraph, or part of this Implementing Rules and
Regulations shall be declared unconstitutional or invalid, such judgment
shall not affect, invalidate, or impair any other part thereof, but shall be
merely confined to the clause, provision, paragraph or part directly
involved in the controversy in which such judgment has been rendered.

IRR 18.0 REPEALING CLAUSE


IRR 18.1 Any rule and regulation or resolution or part/s thereof inconsistent with the
provisions of thus Implementing Rules and Regulations are hereby
repealed or modified accordingly.
IRR 18.0 EFFECTIVITY
IRR 18.2 This Implementing Rules and Regulations shall take effect immediately
after its presentation and approval during the special meeting held on
Month Day, 2023 via Zoom Conference.
