1.0 ACTIVITY:

The purpose of this method statement is to describe the detailed procedure to follow for
installation work for the HVAC Chilled water pipe installation work to achieve mechanical
completions. And to ensure that concerned persons are familiarized with the sequence of
activities, utilization of resources and relevant documents in compliance with HSE and
QA/QC procedures & requirements

2.0 SCOPE:

This method statement is intended to outline the activities and the method used for the scope
covers the procedure for Installation and inspection of the HVAC Chilled water piping work
with all associated accessories. All activities shall be carried out in accordance with relevant
project specifications and drawings

3.0 TOOLS, TACKLES AND EQUIPMENTS:

• Has full authority and overall responsibility to manage, supervise, and control
the works.

Project Engineer/ Discipline Engineer


Overall site supervision shall be the responsibility of the Discipline Engineer, who
will over-see all works appertaining to the ascribed method statement. The
Discipline Engineer will be responsible for preparing the ‘works’ for inspection in
co-ordination with QA/QC department.
• The Project Engineer is responsible to carry out the work as per the Method
Statement, Specification and Approved Drawings.
• The Project Engineer shall ensure that the resources are available to carry out
the works as scheduled.
• The Project Engineer shall be available at site full time for the execution of
works as per schedule & specifications.

QA/QC Engineer (MEP)


• Ensuring that this work activity is according to the Project Specifications.
• To ensure full compliance with contract documents, specifications and this
method statement duly approved by Client.
• To carry out required inspections as notified for all the works.
• To maintain all required quality records .
• Shall check the site activities with the approved method statement and
contract specifications.

Site Foreman
• To ensure that the work crew is familiar with the safety requirements of this
activity.
• To ensure that execution is carried out properly and according to instructions
received from the site engineer.
• To ensure that he has adequate resources of machinery, labor and materials to
carry out all the activities efficiently and to discuss with the site engineer.

Civil Supervision Team & Traffic Control


• The supervisory team, with the assistance of the HSE officer, shall coordinate
the transportation of the permanent and temporary works materials by means
of truck through the site from the stores area to the location of the works
following the directions and notice boards display at site.
• The maximum speed at the working area shall be restricted to Site Safety
Limits.
• The supervisory team shall enforce the application of mounted crackdown for
controlling traffic flow inside the site, consisting of deploying directive signs
at potentially hazardous locations such as the main entrance, exits, etc...

safety boards and notices, flagman, and the necessary staff to conduct the job
safely without compromising the welfare of personnel, property and material.

Workers
• Shall carry out the proper handling and storage of materials
• Shall execute the work according to approved shop drawings as per Forman or
Engineers instructions
• Shall ensure that all safety precautions are properly executed while the works
in ongoing.
• Shall coordinate with the Site Foreman for any problem irises at site or with
other trades to avoid conflicting installations

MEP HSE officer


• Supervising the works to ensure full compliance with HSE requirements and
procedures.
• Will ensure implementation of all HSE procedures related to the nature of the
works being carried out.

MEP Safety Officer: will advise and assist in ensuring that:

• All the requirements described in the HSE plan are implemented.


• Plant & equipment to be used is in good working order and has the correct up to
date certification, where necessary
• Required permits are in place before works commence
• Safe access is provided to the working area.
• Accident/incidents and near misses are reported promptly.
• There is suitable provision of first aid.
• There are suitable measures for the prevention and control of fire.
• Site safety inspections are carried out and reported to project management
• Perform toolbox talks and trainings as per project requirement.

5.0 SAFETY HAZARDS AND RISK CONTROL MEASURES:

• Machines or tools that get very hot when it is in use should not be located where
untrained staff can accidentally come into contact with it. It should be marked with
clearly visible warning signs identifying that it is hot. Site safety officer to cordon off
the working area around this tool. Fire extinguishers should be placed near the area
where welding operation is going on.

• Workers are required to use harness and stable scaffoldings when working at heights.
Safety officer is required to check the scaffoldings to be used.

• When using tools run by electricity, workers are required to wear safety gloves or
provide necessary protection for the cable to avoid touch the wet area.
• All workers are required to wear mask when working in a dusty and chemical induced
area.
• All workers are required to wear PPE when working and entering site.
• Workers are required to wear necessary eye protection when welding or working in
areas that are hazardous to the eye.
• Provisions of adequate cool drinking water, shade, and salt tablets will be in place.
• For HSE plan, safety requirements as defined in Project Specification, will be
implemented.
• Risk Assessment (Attached)

a) Training

Toolbox talks will provide general training and awareness for each activity and also in
Health & Safety matters and precautions.

b) House keeping

All work places where Arco personnel are working will be cleaned from the scrap
material derived from their work ensuring clean and healthy work environment as well
as to maintain free access and egress in the event of emergency.

c) Emergency Arrangements

General: Site general safety procedures will be followed. In case of emergency the
Safety Officer or the most senior employee present will stop the work, and make the
necessary emergency arrangements and report to the assembly points as described
during Site Induction Course.

Fire Precautions: No significant fire risks associated with this activity but general fire
precaution measures will be taken as per general site rules

Communication from site areas to Site Office via mobile phones.

6.0 PROCEDURE ERECTION AND INSTALLATION OF CHILLED


WATER PIPE INSTALLATION:

Preliminary

• Ensure all required documents such as shop drawings, method statement and
risk assessments have been approved and checked by Engineer prior to start of
activity.

• Ensure all the materials are inspected and approved as per QA/QC inspection
and Material Inspection request and are not damaged and defective.
• Ensure all materials were cleaned before start of work.
• All the risks and hazards involved in the activities has been identified and
assessed in the risk assessment. Refer to Attached Risk Assessment
• Ensure sufficient lighting is in place prior to starting the activity.
• Ensure proper access and egress has been maintained throughout the progress.
• All operatives involved in the activity shall be briefed with the risk assessment
and tool box talks to be held.
• All the operatives of the tools must be trained and certified.
• Client waste management guidelines shall be adhered in disposing all the
waste
• Work place shall be cleaned/cleared from all other unwanted materials and
debris prior to start work
• The site setting out shall be done using calibrated surveying equipment and in
accordance to the give coordinates and shop drawings and by competent
surveyor.

Handling / Storage of Materials

• Upon receipt of material at site, all material is stored in a safe and secured
manner as per manufacturer’s recommendations.
• All site & store materials must be secured & located in a safe designated
location.
• Correct storage is vital for all materials (indoor & outdoor) as per
manufacturer recommendations. Reasonable care should be used at all times
and when off-loading. All materials and items must be covered by polythene
or plastic sheet from water, or any site de-bris.
• Only the required quantity of items, anchors and materials for the specific
task will be transported from store to the work place.
• When fork lifts are used to off-load the materials, precautions shall be taken
care as per project HSE plan and safety procedures.

Sequence of Work

General Preparatory Installation Requirements

• All material received at site shall be inspected by the engineer’s representative,


handled and stored upon receipt.
• All installation / Construction / Testing works shall be carried out in compliance
with the contract specifications and project safety manual.

• Inspection and testing shall be conducted by the site supervisor and ATKINS site
Mechanical representative.
• All test equipment shall have calibration certificate
• All material provided shall be inspected by QC representative to ensure that it is free
from any physical damages

INSTALLATION

• All piping routes must be marked for all installation of supports. These must be
marked as per the routes as shown on the approved drawings.
• All joints are carefully reamed and joined with PTFE tape on male thread only.
• Before installing at high level ensure that all dirt, scale and other foreign matter is
removed from inside the piping before trying in sections, fitting valves or equipment.
• Cut all piping that has not been marked for workshop fabrication accurately to
measurement determined on site.
• All welded piping shall be manufactured as much as possible in the workshop.
• Final trim points shall be welded at site. All welding must be carried out in a
professional manner by qualified welders.
• Take precautions to prevent any fire or accident. The fire extinguishers must be
placed near and to a suitable distance within reach free from obstructions locations to
all welding operations.
• The installation must be carried out using approved clamps and supports.
• Insulation will be applied after the successful completion of hydrostatic testing of the
system.
• The system must be visually inspected to ensure that the correct installation
procedures have been followed and that the pipes & fittings are adequately supported
and restrained in the prescribed manner.
• All valves shall be located so as to provide easy access for operation servicing.
• Control valves shall normally be installed in horizontal lines with stems vertical.

• Each day as work proceeds and on completion, clean up and remove from the
premises all rubbish, surplus material, equipment, tools and other items used in the
performance of work.

7. Environmental and Sustainability Requirements

ARCO Electromechanical will comply with; Federal Law, ‘Concerning Environmental


Protection and Development’ & On the Environment Protection Regulations in the Emirate
of Abu Dhabi.

All works to be conducted in accordance to the project specification and CEMP (Construction
Environmental Management Plan).

A. Waste Management

All waste generated shall be disposed off in accordance with ADEPA (Abu dhabi
Environmental Policy Agenda) the ’Construction waste management plan”.

B. Hazardous Substance Management

ARCO Electromechanical will deliver, store and use all hazardous substances in
accordance with “Environmental Management Plan” and associated Risk
Assessments. MSDS “Material Safety Data Sheets” shall be provided for all
hazardous substances being used at project site.
