achievements in the pursuit of socio- economic and other non-combat activities as planners and operators of lines of effort for the Engineering Civic Action Program (ENCAP) at Sitio Tirya, Barangay Mawacat, Floridablanca, Pampanga from 22 to 29 June 2020 in support to the objectives of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). The project was conceptualized and implemented by the 355" Aviation Engineer Wing (355" AEW), and 5" Fighter Wing (5" FW) of the Philippine Air Force (PAF) in partnership with the Poverty Reduction, Livelihood and Employment Cluster (PRLEC) of NTF-ELCAC, Municipality of Floridablanca, Technical Skills Development Authority (TESDA), Department of Agriculture (DA), Philippine Information Agency (PIA), 960" Air and Missile Defense Group (960" AMDG), 48" Infantry Battalion, 7" Infantry Division, Philippine Army (48" IB) and Floridablanca PNP. The barangay, inhabited by Indigenous Peoples (IPs), is one of the priority communities of NTF-ELCAC in Region III due to the reported frequent passage of members of CPP-NPA-NDF in the area. Engineering personnel from 355" AEW, supported by personnel from 5" FW and 48" IB, started road work on 22 June which involved the widening, clearing and compacting of access road at Sitio Tirya with an area of 1,000 meters by five (5) meters. On the same day, representatives of the concerned government agencies discussed their respective programs to the residents RESTRICTED AFP Core Values: Honor, Service, PatnotismAFP Vision 2028: A World ~class Armed Forces, Source of National Pride RESTRICTED (GO Nr 340 HNOLCOM, AFP dtd 22 Oct 2020 cont'n) and facilitated further support to the barangay Relatedly, the 48” IB conducted an outreach program at Sitio Tirya on 27 June wherein relief packs were distributed to the residents. By 28 June all road works had been completed. The following day 29 June the project was turned-over to Brgy Mawacat in a ceremony attended by the commanders of involved AFP Units and other high-ranking government officials from PRLEC, NTF. ELCAC, Floridablanca LGU and the National Council for Indigenous Peoples (NCIP). In addition, food packs and Personal Protective Equipment (PPE) were also distributed to the residents during the ceremony. As a result of the ENCAP at Sitio Tirya, DA, as part of NTF-ELCAC, has programmed for the concreting of the access road to become a farm-to- market road. Meanwhile, other government agencies such as the National Irrigation Administration (NIA) will facilitate the construction of an irrigation system while the Department of Science and Technology (DOST) will provide electronic learning materials to the students of the barangay within CY-2020 up to CY-2021. Overall, the activity thrusted the AFP and the government in general towards greater appreciation by the populace especially since the improved access road, especially upon concreting, will help the residents in their daily movement as well as in bringing their produce conveniently from their plantations to local markets, equating to socio-economic growth for 268 families of the barangay. Further, the project is a demonstration of the whole-of-government approach of NTF-ELCAC in providing government services to communities across the country with the eventual aim of finally ending the decades-long communist insurgency.
