Management Procedure of Interested Parties


1 Aims and objectives
In order to control the impact or potential impact of interested parties on the organization's ability to
continue to provide products and services that comply with customer requirements and applicable laws
and regulations, the interested parties related to the Company's quality/environmental/occupational
health and safety management system shall be identified, and the needs and expectations of interested
parties shall be identified. Combining with the Company's existing strengths and weaknesses, risks and
opportunities shall be analyzed, effective monitoring and review shall be conducted, and
countermeasures shall be planned.

2 Scope
This Procedure is applicable for the Anton Group company and its all wholly-owned subsidiaries, and
the holding companies of Anton Group can use it as a reference.

3 Terms and definitions


3.1 Interested parties
Individuals or organizations who can influence, or be influenced by, or feel affected by the decisions or
behaviors of the Company. Interested parties can be divided into internal and external interested
parties.

4 Responsibility and authority


4.1 Functional departments
a) Be responsible for collecting and reviewing information about the needs and expectations of
the interested parties within each functional scope.
b) Identify risks and opportunities, plan countermeasures, and exert influence on relevant
interested parties.
4.2 QHSE Management Department of Anton Group
a) Be responsible for the formulation, revision and supervision of the implementation of this
Procedure.
b) Be responsible for monitoring and inspecting the implementation of needs and expectations
involving QHSE in the management activities of all interested parties.
c) Report relevant QHSE management information to relevant government regulatory agencies
or competent authorities, if necessary.
4.3 Units
a) Be responsible for the occupational health, safety and environmental protection management
of the personnel of interested parties who enter the office area, workshop, operation site,
laboratory and other places in the local area. Be entitled to deny the access of those who do
not meet the local QHSE management requirements to the production area under our control.
b) In the process of subcontracting/outsourcing operations (such as outsourcing processing,
engineering services, equipment installation, and transportation services), be responsible for
communicating the contract requirements and the Company's QHSE management system
requirements to the personnel of the interested parties, and supervising the implementation.
Implement subcontractor assessment and evaluation regularly, and feed back the results to

the Supply Chain Department.


c) Be responsible for identifying and evaluating the needs and expectations of the local
government regulatory agencies or competent authorities, managing information notifications,
etc.
d) Be responsible for collecting the needs and expectations of the interested parties within the
local area scope, conducting review, and reporting the review results information to the QHSE
Management Department of Anton Group.

5 Job requirement
The Company shall establish the management mechanism for interested parties, including
identification, impact analysis, relationship management, and communication mechanisms.
5.1 Identifying interested parties relevant to the QHSE management system
Identify the interested parties relevant to the QHSE management system, including but not limited to:
customers, partners, suppliers, professional service agencies, subcontractors, employees and other
personnel working for the Company, regulatory government agencies, testing and certification
agencies, and communities.
5.2 Collecting information about the needs and expectations of interested parties
a) Before the annual management review, the QHSE Management Department of Anton Group
shall organize relevant units or departments for identifying the interested parties related to the
QHSE management system and the business of the department, and determine and evaluate
the applicability of the needs and expectations of the interested parties.
b) Each department shall analyze the identified needs and expectations of interested parties,
formulate countermeasures, and implement communication channels and methods with
interested parties. The department shall fill in the Interested Party Expectation or Requirement
Identification Form (Appendix 1) as required, and submit it to the QHSE Management
Department of Anton Group for summarizing and filing.
c) The information collection methods required by interested parties: determine and monitor the
demand information of interested parties by means of domestic and foreign meetings,
domestic and foreign publications, networks, exchanges, active surveys, benchmarking,
market activities, monitoring customer needs/expectations/satisfaction and others; and the
information shall be monitored. Once significant changes occur, review and updating shall be
conducted again to improve the satisfaction of interested parties and reduce the management
risk of interested parties.
5.3 Monitoring and reviewing the information of interested parties and their related
requirements
a) Establish an Identification List of Interested Parties' Expectations or Needs, update it at least
once a year, and review and summarize it at the Management Review Meeting of Anton
Group.
b) For any change in the needs and expectations of interested parties, it is necessary for
units/departments to strengthen communication management in advance; the content of the
change shall be confirmed by both parties, and relevant evidence should be remained;
Identification List of Interested Parties' Expectations or Requirements shall be updated, if
necessary.
c) The interested parties with whom long-term cooperation is conducted shall be re-evaluated at
least once a year, to confirm whether they meet the requirements of continuous improvement
of the Company's QHSE management. If necessary, due diligence shall be carried out for the
QHSE management of the interested party's production site.
d) All functional departments and subordinate units shall track and check the interested parties
during the service period, and record the inspection results.
e) The requirement of interested parties shall include but be not limited to the following:

—— Customer requirements for conformity, price and safety of products and services.
—— The requirements of the contract and agreement reached by the customers and external
supplier.
—— Obligations under the contract with other interested parties.
—— Treaties, industry norms, and standards.
—— Business licenses, industry licenses or other forms of authorization, etc.

6 Control over the interested parties


6.1 Requirements for suppliers
a) According to the relevant requirements of Supplier Management Procedure of the Company,
suppliers shall be required to provide relevant qualification certificates, such as business
licenses and business permits.
b) Hazardous goods and chemical suppliers shall provide hazardous chemical business permits,
and provide corresponding product data and safety data sheets (MSDS), etc.
c) The suppliers of hazardous chemicals and products that have an impact on the environment
shall control the transportation, loading and unloading as well as other links of products.
6.2 Requirements for subcontractors
a) Provide the work permit and the post certificate for the on-site operators, special work permits,
health certificates and necessary certificates for entering the operation site, such as the
hydrogen sulfide prevention certificate and well control certificate.
b) Provide a job safety analysis sheet (JSA) for subcontracted work.
c) Control the noise, dust, emissions and others generated by construction operations according
to the specified requirements.
d) Supervision and inspection shall be carried out during the construction period. If the
subcontractor's construction personnel are found to have violated QHSE management
regulations, they shall be ordered to stop work for rectification. They shall not resume work
until the hidden danger is eliminated.
e) Other QHSE requirements specified in the contract.
f) Implement according to the relevant requirements of the Company's Contractor Safety
Management Procedure.
6.3 Requirements for transportation subcontractors
a) Qualification certificates and vehicle annual inspection certificate shall be provided, and
relevant regulations shall be complied.
b) Emergency measures for long-distance transportation.
c) The driver's health certificate, relevant knowledge training, emergency skills training, etc.
6.4 Requirements for property and living service subcontractors
a) An impact assessment shall be made for the operation situation or other activities that may
have an impact on the normal life of the community, and the relevant information shall be
notified to the community public in advance.
b) Necessary fire-fighting equipment shall be equipped with, and special personnel shall be
arranged for regular maintenance.
c) Necessary monitoring equipment shall be equipped with, day-night duty shall be maintained,
and the access management of personnel and vehicles in the local area shall be implemented.
d) The completeness of elevators, air conditioners and power supply and water supply systems
shall be maintained.

e) Environmental hygiene shall be maintained.


f) Domestic water and electricity consumption reports shall be provided regularly.
g) Provide health certificates of the staff of the canteen and apartment staff, etc.
6.5 HSE management of external visitors
a) All functional departments and subordinate units shall ensure the personal safety of external
visitors entering the controlled workplace in the local area to maintain the normal construction
operation order.
b) For the control method, please refer to HSE Management Procedures of External Visitors for
details.
6.6 Exerting impact on interested parties
6.6.1 Measures of exerting impact on interested parties
Each functional department and subordinate unit shall select different measures to exert impact
according to the characteristics of the products or services provided by each interested party that needs
impact exerting, usually including:
a) In the re-evaluation of the interested party, list its QHSE performance in the content of
evaluation.
b) Before signing contracts with interested parties, review their legal QHSE qualifications.
c) When signing contracts with interested parties, put forward QHSE requirements and clarify the
responsibilities and power of QHSE management.
d) Inform the interested parties who need impact exerting: the QHSE risks during providing
products or services by interested parties, and the Company's QHSE management policy,
requiring the interested parties to make QHSE commitments in writing at the same time.
e) Request interested parties to provide the legally effective documents proving that the provided
products or service conform to the relevant national laws and regulations.
f) Monitor the QHSE management activities involved in the performance of the contract by the
interested parties, and prepare an on-site inspection report of the interested parties after the
inspection.
g) When interested parties are found to have behaviors that do not conform to the provisions of
the management system, expected rectification suggestions and requirements shall be put
forward to them.
h) For the interested parties that may cause severe accidents or have caused major accidents
due to the non-conformity or refusal of rectification, measures, such as the rectification within a
time limit, economic penalty or replacement of the interested parties, shall be taken to exert
impact.
6.6.2 Handling of suggestions and complaints from interested parties
a) Having received suggestions and complaints from interested parties, all functional
departments and subordinate units shall handle them according to the Control Procedure of
Nonconformities and Corrective and Preventive Measures.
b) The content of suggestions and complaints as well as the suggestions and the complainant's
information shall be recorded, and the Complaint Handling Record Form shall be filled out.
c) Investigation and verification shall be conducted in a timely manner, the results shall be
reported to the supervisor, and a response shall be made within 2 working days. The
department or unit for which the suggestions and complaints are made shall formulate
corrective action plans in a timely manner. Upon completion of rectification, the Complaint
Handling Record Form shall be reported to the QHSE Management Department of Anton
Group for filing.
6.6.3 Holding regular meetings with interested parties

Discuss and resolve outstanding issues with interested parties. The contents of the meeting include but
are not limited to:
a) Health, safety, security and environmental issues.
b) Enterprise culture promotion.
c) Quality issue.
d) Job performance.
e) Staffing.
f) Other issues agreed upon by both parties.
6.7 Needs and expectations management requirements of interested parties
6.7.1 Customer
a) The Market Management Department, as well as operation and production units shall
communicate with customers in a timely manner, understand the needs and expectations of
interested parties such as the Company's customers and end users, identify risks and
opportunities, and take measures to meet customer needs or expectations.
b) For the control method, please refer to Customer Satisfaction Management Procedure.
6.7.2 Government supervision organization
a) Cooperate with the supervision and inspection of government agencies and higher-level units.
b) Correct and feedback rectification for the non-conformity found in the inspection.
c) Report QHSE management information to relevant government regulatory agencies or
competent authorities, if necessary.
6.7.3 Community
a) Accept monitoring from the surrounding community.
b) Inform the community about new, renovated, and expanded equipment and facilities.
