POLITICAL ENGAGEMENT AND YOUTH


EMPOWERMENT

WHO ARE THE YOUTH

Article II section 13 of the 1987 Constitution- The State recognizes the vital role of youth
in nation building and shall promote and protect their physical, moral, spiritual,
intellectual, and social well-being. It shall inculcate in the youth patriotism and
nationalism, and encourage their involvement in public and civic affairs.’’
‘’Youth’’ shall refer to those persons who ages range from fifteen (15) to thirty (30) years
old;

NATIONAL YOUTH COMMISION

- Mandated by RA 8044
- The sole policy-making coordinating body of all youth related institutions,
programs, projects, and activities of the government.

- Objectives:

- Provide the leadership in the formulation of policies and in the setting of priorities
and directions of all youth promotions and development programs and activities;

- Harness and develop the full potential of the youth as partners in the nation
building; and

- Supplement government appropriations for youth promotion and development


with funds from other sources.

PROGRAMS OF THE NATIONAL YOUTH COMMISION

- Youth Organization Registration Program (YORP) – foster cooperation among


organizations in addressing youth concerns, and to facilitate sharing of
information and best practices.
- Ten Accomplished Youth Organizations (TAYO) – This identifies outstanding
youth organization, clubs and societies who have been helping their communities
by way of their well-crafted and highly applicable and effective programs. It
recognizes, rewards, and encourages contributions made by group of young
Filipinos for the progress of the society.

- Local Youth Development Council (LYDC) – This is an organization at the city


and municipal level with representatives from various devolved government
agencies, local governments departments, NGOs, the SK Federation, and the
community.

- Integrated Sangguniang Kabataan Organizational leadership and Reorientation


Program (ISKOLAR) – This is designed to give SK leaders necessary information
on how they would be able to relate with their constituents and how to perform
their obligations to the best of their abilities.

- Ten Outstanding Young legislators of the Philippines (TOYLP) – This seeks to


recognize the efforts of young legislators towards youth development and their
exemplary execution of their duties as elected local government officials.

SANGGUNIANG KABATAAN
- Mandated by the Republic Act no.10742 also known as ‘’Sangguniang Kabataan
Reform Act of 2015

PHILIPPINE YOUTH DEVELOPMENT PLAN

- Mentioned under Republic Act no.8044 and Republic Act no.10742.The purpose
and function of the Philippine Youth Development Plan is to order all duty of the
state, whether national or local levels, in maximizing the participation of the youth
in building the nation as a responsible and hands on the member of the society.
THE ROLE OF YOUTH IN SOCIETY

– Backbone of a society
– Determine the future of any given society
– Important age group
– Renew, refresh, and maintain

– Unfortunately there is lack of opportunities professional training institutes,


awareness for youth in the country.

– Educated youth is unemployed, they are unable to participate in the country’s


development

– Quality education is huge issue for youth development.

– Youth is now becoming a depressed segment of society.
