TO: ALL PUNONG BARANGAYS SUBJECT: IMPLEMENTATION OF THE HALINA’T MAGTANIM NG PRUTAS AT GULAY (HAPAG) SA BARANGAY PROJECT DATE: March 13, 2023
The HAPAG KAY PPM is
a joint program of Department of the Interior and Local Government (DILG) and Department of Agriculture (DA) to address hunger and ensure food security in the country by encouraging the establishment of vegetable gardens to increase production and supply of fresh fruits and vegetables in the community
ALL BARANGAYS ARE HEREBY DIRECTED TO OBSERVE THE FOLLOWING:
a. Establish a Barangay Community Garden with at least a minimum of 200
square meters of land area. For barangays that do not have vacant areas, they shall implement an alternative gardening such as container gardening, vertical gardening, hydroponics, aquaponics and aeroponics. b. Coordinate and request from the City Government for any vacant property owned by government or with private individuals that can be used to establish the said garden c. Encourage the residents to set up for their family vegetable or plant/fruit- bearing trees garden in available spaces d. Ensure the organization and strengthen the Barangay Nutrition Committee e. Ensure adequate funding from Barangay Development Plans and Annual Investment Programs for this project f. Include in the establishment of maintenance of Barangay Community Garden such as provision of seedling materials and agricultural equipment and facilities g. Designate one (1) Sangguniang Barangay Member, preferably the one who handles the environmental concerns to lead and manage the establishment and maintenance of the said project h. Conduct at least one (1) advocacy campaign/ awareness that will discuss the importance and benefits of this project i. Enact an ordinance regarding the setting-up and operations and allocate funds to sustain the operations of this project j. Establish a group volunteers in the community to help establish this project
