1. INTRODUCTION

1.1 General Information

TÜRKSAT Model Satellite Competition is a design-build-throw competition. It provides the competitors with the
opportunity to experience the process from the design of the space/satellite system to the commissioning. The
4 competition processes are planned to reflect the space/satellite project on a small scale. It covers all aspects of
a space/satellite project, from design to production and post-mission review. Competition; It has been designed
to reflect various aspects of real systems with its features such as meeting telemetry and communication
requirements, providing an autonomous structure and developing an interdisciplinary system.

TÜRKSAT Model Satellite Competition aims to provide undergraduate and graduate students with the opportunity to
transform theoretical knowledge into practice and to acquire interdisciplinary working skills. In addition, students
share their experiences with other university teams; It is also aimed that they will have the opportunity to
communicate with institutions, companies, experts and engineers operating in the sector.

1.2 General Provision

Announcements about the competition are made on the websites https://modeluydu.turksat.com.tr/ and
https://www.teknofest.org/. No separate announcement will be made to each team, and the announcements
published on the website will be of a notification nature. Participation in the competition as a team is
mandatory, individual applications will not be considered. During the competition, all kinds of communication
activities will be implemented by TÜRKSAT using alternative channels.

Teams whose applications have been accepted and announced can make sponsorship negotiations for their needs,
and for this purpose, they can receive in-kind and cash assistance. The needs such as accommodation, city transfer,
food and beverage during the flight process activities will be met by TÜRKSAT. It is forbidden for the participants to
make any unauthorized statements to the press about the competition. Teams continuing the competition process
should take care to participate in all organizations determined by TÜRKSAT. TURKSAT reserves the right to make
changes in the awards, rules or cancel the competition without giving any reason. In order for the flight day activities
to be carried out in a healthy way, the number of teams that will participate in the flight is determined by TÜRKSAT.
1.3 Subject of the Contest

A model satellite designed in the TÜRKSAT Model Satellite Competition; It represents the payload that descends
in the planet's atmosphere, collects data from its sensors, transfers the collected data to an interface
environment, records images and can exchange instant data.

The model satellite will be designed and produced by the teams as consisting of two parts, the carrier and
the payload. The carrier is the part that protects the payload. The task load is the part that will perform the
desired tasks.

The model satellite (carrier + payload) will be lifted to an altitude between 500-700 meters with the drone and left at an
altitude of 500-700 meters in case the safety of the rocket or competition provided by TÜRKSAT is considered risky. The
model satellite will descend up to 400 meters with the passive landing system of the carrier, and the carrier and the payload
will be separated from each other at an altitude of 400 meters. (The determined altitude may change on the day of flight
due to the effect of adverse weather conditions.) After departure, the payload will continue to descend with the active
landing system. The payload will remain suspended for 10 seconds at a range of 200 (+/- 50) m, stabilizing its altitude. After
the specified time, it will continue its descent at a speed of 4 - 6 m/s.

The payload will send the telemetry packet to the competitor team's own ground station every
second (1 Hz) during the entire flight (from the start to the ground). The data will also be
recorded in a memory on the payload.

The payload will send the video image, telemetry data and data received from the carrier to the
ground station during the entire flight. Telemetry data and video images will also be recorded in
a memory on the payload. In addition, a video package provided by TÜRKSAT during the flight
will be sent from the competitor team's ground station to the payload and will be recorded on
the SD Card on the payload. Time dependent graphs of telemetry data will be plotted in real time 5
at the ground station. The video image can be viewed instantaneously at the ground station.

1.4 About the Contest

TÜRKSAT Model Satellite Competition consists of seven stages.

First stage; application and acceptance phase. With the team created as specified in the team structure

on the website. The teams whose applications are accepted will be announced on the website.

The part indicated in gray is the preparation phases made by TÜRKSAT until the announcement
of the competition. Afterwards, the following stages follow;

I. POR: The stage where the project plan is created and the team organization is determined,
II. PDR: The stage where the preliminary designs are made, the plans and procedures of the tests to be carried out at the
equipment, subsystem and system level are reported,
III. CDR: Containing the details of the design to be produced; the stage where equipment and subsystems are
tested and reported,
IV. QR: The stage where system level tests are performed for the system that has been assembled,
v. FRR: The stage in which the physical readiness for flight of the model satellite is checked,
VI. AR + Launch: Airworthiness acceptance and flight of model satellites on the day of flight,
VII. PFR: The stage in which the flight day events are examined and the experiences obtained are presented.

Second stage;It is the reporting stage of the Project Plan and Organization Chart (POR–Plan and
Organization Review). Teams will complete their detailed project plans in the form of Gantt Charts and the
task distribution of team members at this stage. This report should be submitted as specified in the
detailed explanation and in the format.
Third stage;This is the stage where the Preliminary Design Review (PDR) is prepared. Teams should
develop their designs, prototypes, test concepts (plans and procedures for testing each equipment,
subsystem, and model satellite that is fully integrated with its assembly) at this stage. The PCR report
should be prepared using the Preliminary Design Review Report (PDR) template published by
TÜRKSAT. This report should be submitted as specified in the detailed explanation and in the
appropriate format. After the PDR report prepared is reviewed by the competition referees, the
presentation to the referees will be made by teleconference. The timeline created to determine the
teleconference date will be shared with the teams.

Fourth stage; This is the stage where the Critical Design Review Report (CDR) and its presentation are prepared.
Teams will complete their designs and begin ordering their components and fabrication parts at this stage. The
processes of the tests applied to the equipment and subsystems (with the implementation of the plans and
procedures specified in the PDR) are evaluated in this report. The CDR report and its presentation should be
prepared using the Critical Design Review Report and Presentation template published by TÜRKSAT. This report
and presentation should be submitted as specified in the detailed description and in the appropriate format.

Fifth stage; It is the stage where the system level communication tests of the model satellite, which has been
assembled and integrated, are made and presented (QR-Qualification Review). In this phase, the teams must go
to the system level by combining the subsystems of the model satellites and perform the system level
communication tests.

Sixth stage; It's time for the competition. One day before the competition; The teams will present their
completed model satellites to the inspection commission for flight readiness inspection. This stage; It is
the stage in which flight adequacy is checked (FRR – Flight Readiness Review). The model satellite must be
fully assembled and put into operation. In order for model satellites to participate in the flight; They must 7
pass the readiness to fly assessment.

The plan of the competition day is stated in the relevant section.

seventh stage; It is the Post Flight Review (PFR) stage. Teams; At this stage, they should present the
technical results they got from the competition, the problems they experienced in flight, the reasons for
their problems, solutions to these problems and what they learned critically during the project. The PFR
presentation should be prepared using the Post-Flight Inspection Report (PFR) template published by
TÜRKSAT. The details of the PFR phase are specified in the relevant section.

Team members must be at all stages and come to the competition area in order to receive a certificate of
participation and an award.

Competition; Volunteer TÜRKSAT A.Ş., who wants to convey his experiences to students, teach the stages of
space/satellite projects and help students gain communication skills with the process management of an
organization/work. It is carried out by the organizational committee composed of its employees. Volunteers; He
allocates his own time to this organization to support the competition. Therefore, submit your reports before
the deadline in accordance with the document templates and the rules specified for the document name;
Please pay attention to the style required in the communication processes with the members of the
organization board, mentors and referees.

1.6 Team Structure

Teams consisting of the same university students (undergraduate, graduate students) can participate in the competition.
Teams consist of a minimum of 3 and a maximum of 6 people.

Each team must have only one advisor. Teams that have difficulty in determining a consultant
during the application may choose their advisor as a research assistant. However, the advisor has
to be updated as a faculty member (Dr. Lecturer /Assoc.

The role of the consultant;

◊ Providing laboratory resources, study class/room/environment and setting for

◊ To take part in official correspondence with the TÜRKSAT competition commission.

The consultant should not:

2. TECHNICAL REQUIREMENTS / REQUIREMENTS

2.1 Requirements

Altitude Stabilization: After the payload leaves the carrier, it must remain suspended for 10 seconds at 200 (+/- 50) m

All electronic equipment and mechanical parts to be joined; connectors must be fixed and

It should be ensured that the model satellite is landed undamaged. (The speed of the model satellite can be slowed down 20

Payload during the flight; should collect temperature, pressure, altitude, descent rate, position, battery voltage, and axis data. (It is

recommended that the teams that will participate in the flight day work with redundancy on the sensors.)

The model satellite should send the measured data to the ground station every second (1 Hz) continuously and in

packets in accordance with the given telemetry format.

The telemetry package must contain the task time. During the task, the time data must be preserved
16
even if the processor restarts.
The flight software should keep the number of packets sent and increment the number by one with each packet
17 transmission, starting from 1. If the processor restarts, the packet count should resume from where it left off.

18 Telemetry data must also be written to an SD card located within the satellite.
The payload must have a ground-facing camera. Camera images should be recorded as video on an

SD card during the entire flight.
The model satellite, whose camera is facing the earth, must send the video image to the earth station during

The battery to be selected should be sufficient to operate the system for 1 hour. Only the communication and sensor

the model satellite at the time of flight from the ground station interface and recorded on the SD Card on

information with telemetry data.
BONUS TASK*: The 300 KB video transferred from the ground station to the model satellite should be sent to
24 another ground station computer operating at a different frequency from the model satellite. Thus, the working

INTER-SYSTEM COMMUNICATION NETWORK: A one-way data transfer module should be integrated on the
carrier. This module should only transmit pressure and position data to the payload. This module should transmit
the data it has obtained to the payload only after the payload leaves the carrier. The payload must transfer the
39 package received from the carrier to the ground station by adding it to the existing telemetry file. This data
should also be saved on the SD card on the payload. During the mission, the altitude change between the carrier
and the payload should be displayed numerically on the ground station interface.

2.2 Altitude Stabilization Requirements

While the payload is at 200 (+/- 50) m, it must stabilize its altitude so that it remains suspended for 10 seconds. After
the specified time, it should continue its descent at a speed of 4 - 6 m/s. The model satellite's deceleration,
stabilization, and then regaining its descent speed should be accomplished within +/- 50 meters.

<TEAM NO>: After the application process for the teams applying to the competition is completed, the team number

is given. It is a 5 digit number. The team number of each team is different from the number of other teams.
<PACKAGE NUMBER>: Each telemetry generated at the time of the competition and sent to the ground station
is the sequential number assigned to the package. The first packet starts with "1" and continues sequentially. In case
of a restart of the processor, the packets should continue from the last left number.
<SEND TIME>: It is real-time clock data in the form of Day/Month/Year, Hour/Minute/Second.
<PRESS1>: It is the atmospheric pressure value measured by the sensor on the payload. Its unit is pascal. It is

3. DOCUMENTS TO BE DELIVERED

3.1 Official Documents

The documents that teams must submit are listed below. These documents must be uploaded to
the KYS system after the Critical Design Review Report (CDR) is submitted.

3.2 Project Plan and Organization Chart Report (POR)

POR is the first report of the model satellite project. During the preparation of this report; how the team will be
managed and how the work will be followed will be determined and a systematic structure will be established.
The team structure will also be created at this stage and displayed in an organizational chart. Things to consider
while preparing the POR report for the TÜRKSAT Model Satellite project:

◊ The POR Report template shared with the teams should be used.
◊ It will consist of 3 parts;
◊ First part report cover page,
◊ Second part organizational chart,
◊ The third part should be the project plan calendar in the form of a Gantt Chart. The

3.3 Preliminary Design Review (PDR)

In the PDR phase, preliminary system designs are made. be able to meet the performance requirements of the
preliminary systems designed in the Preliminary Design Review Report, within the cost (program budget), work
plan (program schedule), risk and other system constraints; It is an “interdisciplinary” review report created to
decide on the final detailed design. At the end of this report, one of the preliminary designs is decided. When

3.4 Critical Design Review (CDR)

In the CDR phase; The detailed design of the system decided in the Preliminary Design Review Report,
the tests of the equipment are carried out as planned, and the integration plan of the subsystems is

3.5 Qualification Review (QR)

3.6 Post Flight Review (PFR)

Post-Flight Inspection Report; It is the report that includes the flight operations and the results of the flight. In

offered to prevent them from happening again. This report must be prepared using the PFR Post-Flight
Inspection Report template published on the competition website. Post-Flight Inspection Report to be prepared

3.7 Delivery Format and Timetable

The first 4 documents specified in the table below; It should be uploaded to the KYS system taking

4. FLIGHT OPERATIONS

4.1 Program

The detailed program will be notified to the ongoing teams after the CDR phase.

4.2 Airworthiness Check (FRR - Flight Readiness Review)

It is the stage where teams are checked for airworthiness. Successful completion of this phase means
that the model satellite is ready for flight. FRR consists of 6 stages;

Stage 1 is the stage where the size and weight of the model satellite are measured. It is checked that the measured
values should be at the values specified in the competition requirements.

The second stage is the stage where the vibration test is performed. Vibration test is performed to verify the assembly
workmanship and the stability of the system after the vibration that the model satellite, whose integration has been completed
before the flight, will be exposed to. During the testing process, the model satellite should be on and data transmission to the
ground station should continue. Vibration between 150-200 Hz will be applied.

Stage 3 is the stage where the drop test is performed. The model is realized by connecting the satellite with a rope
and releasing it from a certain height. It is checked that the payload does not leave the carrier and that the system
remains undamaged. During the testing process, the model satellite should be on and data transmission to the
ground station should continue.

Stage 4 is the stage where the communication test is performed. In the communication test; The transmission
of telemetry data to the ground station computer and the real-time plotting of the telemetry data received at
the ground station are controlled. In addition, the necessity of recording the video package to be sent from the

4.3 Roles of Team Members at the Time of Operation

4.4 Flight Day Plan

The model satellites of the teams that qualify for the competition will be placed on the flight platform after
configuring the duty load as 0 meters on the day of the flight.
4.5 Competition Event Sequence

The competition operation is as follows;

4.6 Disqualifications

4.7 Effect of Weather Conditions on the Competition

In order to control the physical operability of model satellite designs, it is aimed to maximize the
Flight Scoring, which is the most important stage of the competition process. During a normal flight,
the Flight Operation Scoring Table basically requires the model satellite's landing speed, separation,
transferring the telemetry data and flight images during the flight to the ground station and
visualizing these data on the ground station computer. In the event that the flight does not take
place, the flight day can be changed or scoring is performed over the requirements that meet most of
the normal flight requirements specified in the Flight Operations Scoring Table. In the following

5.3 Rocket Capsule

Model satellites should be evaluated considering that they will be exposed to high shock
(maximum 10 G) and vibration (150 - 200 Hz) in the rocket.

The dimensions of the model satellites to be designed must be within the dimensions specified in the technical
requirement in order to fit into the rocket capsule on the day of flight.
