evaluation criteria are comparable with non-locally sourced goods and services. Locally sourced goods
and services are those which are procured from a local supplier based permanently in the Mid-Western
Regional Council area. This policy supports the Principal’s commitment to achieve the best value for
money outcome to Council and the community, while maximising opportunities for local business to
compete for Council business.

2.1 Introduction
Mudgee is a rapidly growing regional town in the Central West of New South Wales.
One of its public school precincts is located close to the town centre and requires professional
consulting services to examine the public road and pedestrian environment around two particular
schools and their prominent travel routes. Recommendations on safety improvements and their
concept designs are required.
The local government area covers 8,737 square kilometres and includes the historic towns of
Gulgong, Kandos, Mudgee and Rylstone, in addition to many rural villages. More than 25,000
people live and work across the region and approximately 13,000 tourists visit per week (573,000+
each year). The estimated population of Mudgee specifically is 12,410.
The Mid-Western Region has experienced strong population growth, with an annual average rate
of growth over the last 10 years of 1.2%. Based on the annual average growth rate, the region is
projected to have more than 30,000 residents by 2034.
The Castlereagh Highway runs through the centre of the region in a southeast/ northwest direction.
It is also known as Market Street, Douro Street and Horatio Street within the Mudgee township.
The region has three public high schools, one catholic secondary school, two catholic primary
schools, and eight public primary schools.
The two schools central to this project are in the same precinct:
• Mudgee Public School, 44 Perry Street Mudgee NSW 2850
• Mudgee High School, 41 Douro Street Mudgee NSW 2850
Established in 1855, Mudgee Public School had an enrolment of 650 students with a 13%
Aboriginal population in 2021. The school serves a diverse rural community, including multiple
support classes for students with a variety of additional needs.
Mudgee High School is a comprehensive, coeducational rural high school with 791 students as at
2021, 12% of whom identify as Aboriginal. Facilities include five well-equipped computer
laboratories, a learning centre, a performance centre and arts facilities, a gymnasium, trade
training facilities, technology workshops, a well-equipped languages room, as well as an on-site
and off-site farm.
Traffic challenges
Parking facilities for teachers, parents and students with provisional driving licences are
currently on-road with approximately half of the student population arriving and departing the
precinct via school bus.
Congestion around both schools during school zone hours has resulted in multiple near-misses
for pedestrians. The location of existing pedestrian devices does not always align with desire
lines.
The intersection of Horatio and Douro Streets is often congested. Parked vehicles can interfere
with sight lines. The current design is not pedestrian friendly.
Horatio and Douro Streets are also known as the Castlereagh Highway. They are part of a
designated heavy vehicle route through Mudgee.
Common pedestrian patterns for high school students includes walking and cycling routes to
McDonalds, KFC, Mudgee Skate Park, the town centre and Wells Park (opposite Douro and
Horatio Street intersection).
The location of bus zones and bus holding areas are sufficient to the current requirements for
school buses, however, the overflow of parents wishing to drive into the afternoon pick up area
interferes with bus movements. This is especially prevalent at Mudgee Public School.
Segments of Perry Street (seg 60) remain without kerb and channel.

2.4 Scope/Requirements
Mid-Western Regional Council invites proposals from suitably qualified consultants to undertake a
study of the traffic, parking, road signage, pedestrian access and mobility, and suitability of student
travel routes into and out of the Mudgee public school precinct and make recommendations to
achieve maximum safety and compliance objectives.
The proposal must include the consultation scope, fee and indicative timeframe to undertake the
study and concept design to addresses the following requirements:
examine the road traffic, parking and pedestrian environment surrounding both Mudgee High
School and Mudgee Public School including their prominent travel routes and make
recommendations for safety improvements to the road design
provide concept designs for recommended improvements
conduct consultation with stakeholders and the community
provide an estimate of construction costs for the recommended improvements.
The proposal must also outline the consultant’s qualifications in traffic and transport design,
examples (including copies) of similar projects undertaken, and a project risk assessment.
Construction works will be funded separately and the budget of those works will be informed by the
preliminary budget estimates provided as part of this engagement.
