MINUTES OF THE MEETING DURING THE JOINT MEETING OF MUNICIPAL DEVELOPMENT COUNCIL, MUNICIPAL INVESTMENT ENTERPRISE, AND MUNICIPAL POVERTY ALLEVIATION TEAM MEETING AT THE LIGA HALL, March 21, 2017, 1:00 PM PRESENT: (see attached attendance sheet) L I. OPENING PROGRAM. ‘The meeting started with the registration. After which the roll was called by Ms. Mildred Cadwising. After determining the quorum, the presiding officer then call to order the meeting and presented the agenda as follows a. Municipal Development Plan; b. Municipal Investment Plan; c. Municipal Poverty Alleviation Tear d. Other Matters MUNICIPAL DEVELOPMENT COUNCIL After determining the presence of quorum, Mr Walter Dalang reported on the poverty incidence of Bauko which was 63.7% in 2007. In 2013, poverty incidence dropped to 54.7% based on CBMS which further dropped to 24.7% in 2015 based on National Housing Targeting System, However, ihe official data used is that from the PSA that uses CBMS jin determining poverty incidence. He then discussed the indicators used in determining the poverty incidence on the aspect of poverty alleviation which are as follows: 1) road improvement in the locality, 2) improvement of the water system, 3) availability of comfort rooms in the households, and 4) pocket money of atleast 65 pesos every time a person lives his home. On the agriculture aspect, numerous rice terraces are not irrigated and cultivated only once a year. Also several declared agricultural land are not cultivated. It is then proposed the possible crafting of an ordinance to distribute agricultural land not cultivated. ‘To address the poverty incidence in the locality, itis then proposed the following: 1) The planting of 1000 seedlings of Citrus and dragon fruit at Barangay Tapapan 2) To create local jobs to minimize the number of Bauko Overseas Filipino Workers ‘The issue on water problem also arises, to solve this problem, the following measures were identified: 1. Strict implementation of forest management plan 2. Strengthening the advocacy on fire prevention 3. Cancellation of tax declaration covering the watershed 4, Preservation of water source by not allowing operation of gardens near it ‘The body was also informed on the establishment of demo farm for the people to observe and to adopt the good practices. Capitan Gamlosen declared interest in hosting the demo farm. On the income generating project of the municipality: Lof4 1) The presiding officer gives emphasis on the importance of the income generating project of this Municipality, saying the income of the municipality on its income generating projects are used as counterparts for national projects. Thus the higher the municipality's income, the more money it could counterpart, the more projects will be implemented. However, the previous proposed hydropower plant at upper Bauko is not feasible as of the moment, since Mr Sario Malinias begged to take off first. 2) To increase the income of the municipality, Ampengke is tapped to produce sand. 3) Itis also reported that the paradise dew project is projected to earn atleast 1 Million Pesos a year. 4) The trading center is rented out to private individuals for atleast Php 10, 000/month for a total of Php 20, 0000 per month. 5) Tourism a. The development of tourism will create jobs in the areas of transportation, food services, and accommodation. Barangays Abatan and Poblacion is then tasks to identify homes with extra rooms to serves as homestay. To improve the economic activity in the locality, the following projects was then proposed and ‘endorsed by the body: 1, Improvement/construction of Lacbaben-Magiyad Road with Bridge Bauko, Mountain Province 2. Improvement/construction of Bila-Bagnen Oriente Road with Bridge, Bauko ‘Mountain Province 3. Improvement/construction of Lukib-Naigawa-Tamog-o-Suyo-Panas Road with Bridge, Bauko Mountain province For the DTI economic convergence zone. ‘The creation of ecozone is necessary for in the preparation to Federal state form of government. The different barangays was then reminded to update and review their SIX to TEN years Barangay Development Plan, Since the Barangay development Plan is to be incorporated in the Municipal Development Plan. Assistance to disadvantage Municipality priority projects for 2017 1. Core roads; 2. Water systems and; 3. Deep wells. MLGOO shall soon schedule a meeting with CSO to select projects in the barangay based on their development plan for validation, Mr Diano was then instructed to inventory projects in the barangay and reason for its pendency. Project proposal to be funded by the national agencies shall be submitted to the following: Office of the municipal agriculturist Department of agrarian reform MSWDO MHO eee 2of4 ‘The project proposal may be directed to the concerned agencies, congressman to be endorsed by the mayor. ‘The presiding officer then encouraged the Barangay Captains to visit congress, regional offices, and provincial government, to take part in the committee hearings, for the submission of project proposals and to attend budget hearing. He further mentioned, that he could authorize Barangay Captains for their visit to congress and other offices, Barangay resolution concerning AIP must be in accordancé with the Barangay Development Plan to be endorsed by the MPDC before it submission to the province. The barangays were then given up to June 15 to submit their AIP. ILL IV. WASTE MANAGEMENT Mr Walter Dalang also reported that the lacking WACS in the solid waste management plan was already conducted to complete our 10-year solid waste management plan. And based on the WACS Bauko is producing an average of 1,397 kg mixed waste output of Bauko. In which the public market waste contributed 28.17%, He also mentioned the population of Bauko as of 2015 which is 31,065. 4PS CONCERNS Barangay Captain Gamlosen raised his concern where to through concerns on 4Ps not ‘cooperating with the Barangay The same query was addressed by one of the employees of DSWD saying there are Pantawid Workers having an office near Fire station in which they can through their grievances. Also grievances may be referred to the Barangay Advisory committee which is tasked to entertain 4Ps grievances Complainants on ineligible beneficiaries to fill in forms for validation. It was then raised that verbal complaints are not entertained. The DSWD employee commit to refer the possibility of addressing the issue on non-entertainment of verbal complaints. The Barangay Captains raised their concems on not being informed of the DSWD. organizations of activities in their barangays. It was then agreed upon by the body that the DSWD should courtesy call to local barangay officials for program coordination to be discussed to the public. Further, it was agreed upon that the DSWD should meet the liga ng barangay to discuss their projects and barangay concems to 4Ps such as non-participation in community activities such as cleaning. ‘The MSWDO then informed the body that the beneficiaries of the DSWD Programs are not exclusive to Pantawid Pamilya beneficiaries. Among these programs are the cash for work and trainings. Request for cash for work and food for work after disaster calamity requires report of disaster damages. There is also the pre-employment assistance program where a job applicant for overseas work is entitled to a P5,000 cash assistance but to be able to claim such, the claimant must present his/her certificate of employment. KALAHI PROJECTS The presiding officer raised his concerns concerning Kalahi projects which in his personal knowledge are sub-standard. He further state that projects should be inspected to 30f4 ensure quality. Engr. Convergence Program, Roads Leveraging Linkages of Industry and Trade (ROLL IT) Program WHEREAS, the DTI, DPWH, and concemed LGUs conducted validation of the proposed. road projects, WHEREAS, the Regional TWG evaluated the submitted proposals based on the Road Leveraging ‘Linkages Evaluation Rating System (ROLLERS) and sixty-three (63) proposals passed the initial screening (7 projects from the province of Abra, 14 projects from the province of Apayao, 7 projects trom the province of Benguet, 11 projects from the province of ifugao, 13 projects from the province of Kalinga, and 11 projects from Mountain Province) (lst attacheoy, NOW, THEREFORE, BEIT: RESOLVED, AS IT IS HEREBY RESOLVED, that the RDC-CAR Executive Committee endorses the sixty-three (63) proposed roads in the Cordillera Administrative Region to the Secretaries of the Department of Trade and Industry and the Department of Public Works and Highways for consideration, funding and implementation under the OTI-DPWH Convergence Program, Roads Leveraging Linkages of Industry and Trade (ROLL IT) Program; RESOLVED FURTHER, that other road proposals that will qualify under the DTI-DPWH Convergence Pragram shall likewise be considered in succeeding years: RESOLVED FINALLY, that copies of this resolution be furnished to the Secretaries of DT! ‘and DPWH, all CAR Representatives and Provincial Governors, and other concemed offices for their appropriate action and support.
