VESSEL: MT FPMC 25| LANGSAT | LOAD INSTRUCTION | JOB NUMBER: 501-23-04390

CLIENT REFERENCE NUMBER TO INCLUDE IN ALL OUR DOCS: PP230512

IMPORTANT 1: Vessel has max capacity and discharge port draft restrictions, so before loading started please check
shore tank tank quantity and temperature and provide to vessel to prepare stowage plan. Issue SOF to vessel as well
on shore delivering quantity, density and approximate temperature for vessel to sign. As vessel must confirm if able
to take the quantity or not, if not able then please let me know ASAP

IMPORTANT 2: We have had issues on previous shipment regarding sample discolouration @ manifold and shoreline.
Hence for this shipment it is critical we monitor and mitigate step by step. Close communication between shore, ship
and expeditor. The following steps must be taken and proper samples drawn. Upon commencement of loading once
shore line samples are clear and agreed by all parties, please try to let cargo flow around at least >5-10mins before
taking the manifold sample. (Discuss with ship and expeditor so manifold samples are taken together to avoid
discrepancy in samples – also do NOT pass expeditor or ship any samples if they request, samples must be taken
themselves if they require, we can only take samples for AmSpec. And before taking ship manifold sample to do
sufficient draining in order not to get contamination and unnecessary raise of alarms

BEFORE LOADING SHORE LINE DRAINING SAMPLES

• Water draw off for each shore tank MUST be done before loading. (To take 2 x 500ml water draw off sample)
Terminal will pack loading Jetty line
• Terminal will line pack Jetty line.
• Ensure during key meeting that LM and Master discuss that vessel manifold remains shut while packing the line.
• Ensure loading arm drained back to shore and jetty end line stripped. And then terminal to pack the line.
• After line pack terminal will do line draining, please take initial line drain sample (1 Gallon and 2 x 500ml bottle,
label date and time. Type Initial drain sample).
• After completion of draining, to take sample to check if clear. If not clear, then continue draining. (If after long
period of draining and still not clear than terminal need to flush and repack the line (Let me know asap on this)
• After draining and sample is clear, then take completion line drain sample (1 Gallon and 2 x 500ml bottle, label
date and time. Type completion drain sample)
• Check with terminal how they will drain the outboard loading arm (The portion close to ship manifold). Need to
drain as well and take sample initial drain sample (1 Gallon and 2 x 500ml bottle, label date and time. Type Initial
drain sample) and completion drain sample. 1 Gallon and 2 x 500ml bottle, label date and time. Type completion
drain sample).
• Terminal to drain line until samples are clear, once samples are clear, please present ONLY CLEAR samples to
vessel and expeditor and if all parties agree then loading can commence
• Only once sample is clear then can start loading by gravity first and take sample at manifold to check sample
appearance. Packing, manifold valve to ship side to remain closed.
• If sample clear then start loading into 1 ship tank and check sample appearance of first foot. If first foot not clear
than take 2nd foot. If clear then open all tanks to load. (Please keep posted on all manifold samples and first foot
samples taken – send photos progressively)
• Please ensure to send me photos progressively and keep me posted on status promptly.
• All samples to be labelled clearly on location and type of sample, date and time. Also All samples taken MUST
have 2 sets so end of day 1 set seal and 1 set no seal.
• ALSO – MUST GAUGE SHORE TANK BEFORE AND AFTER LINE PACKING. TERMINAL TO PROVIDE BEFORE AND
AFTER LINE PACKING ENRAF FIGURE AS WELL FOR RECORD PURPOSES.

If there are non-nominated parcel onboard, ensure to check properly vessel line system to confirm this parcel is double
valve segregated from our parcel. Also check on inert line, etc to ensure no vapour contamination between our parcel
Page 2 of 8

and gasoil parcel. Inform vessel vapour contamination will cause issue for GASOIL parcel. Discuss with vessel to ensure
proper segregating done even vapour segregation. Also ensure we physical ullage non-nominated tanks arrival and
departure. Both Arrival and departure figs for non nominated to compare vs loadport. To issue NOAD for discrepancy.
Kindly ensure loaded fully segregated from all other cargo onboard. Must issue SOF for segregation.

BEFORE LOADING TANK SIDE LINE VERIFICATION

• We have discussed with Terminal Shipping to allow us to witness the packing of shore tank Inlet/outlet line to
Header, then gauge the shore tank after line packing and also to gauge again once Line has been packed to Jetty
end. This is to be witnessed together with terminal technician. Kindly check with terminal CCR early so if no
instruction for this, we can follow up with terminal shipping to re-instruct terminal.
• Procedure as follows:
1) Check with Terminal if they have received instructions for us to witness the line packing. Means terminal must
wait for us to be at pump side before they pack the header. (If no instruction, please inform us early as if after
midnight, shipping already sleep and might be hard to get clearance)
2) Once terminal give green light to witness, please inform in group as well with time that this will be done. Then
standby and witness the line packing together with the terminal technician. Make sure terminal technician is
there. Once line packed to check the tank side valve and suction side valve, open valve to check if pressure
released or liquid flow. If no liquid flow after bleed valve open means line not packed properly and ensure
terminal request this and ask them pack proper. If liquid flow means line packed.
3) Once above verified that inlet/outlet line has been packed, then please regauge the shore tank, should be within
max 3mm cargo level difference vs before line pack shore tank cargo level. If variance differs more than 3mm,
please request for 2nd line packing to be done and regauge the shore tank to verify tank fill.
4) When gauging shore tank please check 3 level temperature using our thermoprobe. (Ensure calibration of our
thermoprobe is not expired).
5) All physical cargo level and temperatures must be recorded on raw data booklet and photo of it sent on
whatsapp group.
6) Once above line pack verification is done, terminal will pack Jetty line till jetty end, Regauge shore tank again
after terminal has done the jetty line packing.
7) Once loading commences a line displacement is to be done, if loss more than 5m3, to proceed with 2nd line
displacement into same shiptank to verify the 1st displacement figure. Then to update each displacement
Transfer and received difference separately do NOT combine.
8) All quantities and findings to be recorded.

TERMINAL REQUIREMENT
- Surveyor to seal the valves that are not involved in the load operations at shore side before start of operation.
- Once valve is sealed, surveyor to issue statement of fact.
- After completion of the operation, surveyor is required to break the seal.
NOTE

• We will need to do ullaging after loading (Before and After line pigging) before line pigging please ullage tank
then check on pipeline volume (So comparison vs shore should be your onboard quantity before pigging + Shore
Pipeline volume) – If high variance please do not start pigging investigation to be done first. Then after pigging
to re-ullage again to ascertain loaded figs, please do the ullaging before line push. During before loading key
meeting, please request vessel to even keel so that we can do a better comparison ship and shore. If vessel
unable to even keel please let me know EARLY.
• Must Seal all Nominated ship tanks, manifolds and related valves after loading.

SHORE SIDE CHECKS:

1) Please do a line displacement for loading. A 2nd displacement must be done if first displacement is having high
discrepancy.

1) Please ensure we physical dip the nominated shore tanks before and after loading and record dip level and 3
level temperatures (Please use our Thermo probe for the temperature checks). Meanwhile gauging please do
free water dips as well for good order as mention above. This physical dip details to be recorded on raw data
booklet and will be critical especially when high ship/shore loss situation. (ensure this is done)

2) Check on Jetty line quantity and tank line system quantity. Full details, separately tank to header, to Jetty to be
checked and condition as well.

3) Also during your opening discussion please check properly with terminal, after Parcel 1 completes will they do
N2 Pigging or liquid pigging or liquid push to vessel ?

4) After each Parcel, before terminal start pigging, please ullage tanks first. Then after pigging ullage again, pigging
line content to be topped up into minimal nominated tank, preferable 1 OR 2 tank.

5) Check if same or different manifold/Arm will be used for Each Parcel loading.

6) Please do a visual inspection of the vessel’s manifold where possible before terminal connects the L/Arm, check
on he condition observe for any rust, dirt within the manifold. (Please advise on your observations, if the
manifold is in bad condition, we will need to issue an LOP, please alert me if you observe this.

7) Shore tanks depleting so after loading to Dip the shore tanks to check on emptiness.

SHIP SIDE CHECKS:

ONCE ONBOARD, PLEASE VISUALLY CHECK VESSEL MANIFOLD CONNECTION CONDITION PRIOR ARM CONNECTION AS
WELL AS CHECK LOADING ARM CONDITION AS WELL WHERE VISIBLE. LET ME KNOW IF ANY ABNORMALITY. ALSO
REQUEST SHORE TO DRAIN LOADING ARM FIRST AS INCASE ANY SEDIMENTS OR RESIDUE LEFT AS THIIS CARGO
SPECIFICATION HAS APPEARANCE PARAMETER SO IF THERE ARE SEDIMENTS IN THE SAMPLE MEANS CARGO FAILS.

1) Very Important:Take note vessel is NOT allowed to sail if ship/shore difference more than 0.29%, will need to do
an investigation. Cargo going Australia….

2) Before/After Loading: PLEASE ensure to do a physical check of measured reference height (MRH) versus tank
calibration reference height (ERH). This must be done for all and each NOMINATED ship tanks before and
loading. To be documented on SOF or report.

3) Before loading must check vessel tanks for gases: O2, H2S, SO2, CO2, HC and issue SOF for this. (If vessel has
prepared a report, than you do not require to prepare SOF gases, just collect a copy of vessel’s gases report)

4) Before or after loading Ensure to complete the CLIENT checklist that has been sent to you and collect the
required documents as per checklist.

5) Collect inert system and vessel pipeline diagram records, also take picture or make photocopy of the vessel
capacity tables, first few pages with vessel information.

6) Before loading Our tank inspection report to be filled correctly if inerted than tick the correct column, than put
remarks “Apparently well stripped”. Do NOT put suitable to load, well drain or well stripped..Only use word
“Apparently well stripped where necessary. Tank inspection report pls reflect last 3 cargos. When signing vessel
report especially vessel OBQ or tank inspection report, ensure put below remark word for word as per IFIA:

then the Amspec Testing Services Pte Ltd document will take precedence in case of a dispute /////// END /////

7) Before Loading: Please also issue Closed system LOP.

8) Take copy of vessel full VEF data record available and also ensure to check when was last dry dock and if any
structural changes done.

9) Take note to Inspect ALL non-nominated cargo tanks Physical ullaging must be done and comparison against last
port departure figs. Ullaging to be done both on arrival and departure for non-nominated tanks. (Arrival vs
Loadport. Then Departure vs Arrival – to UPDATE whatsapp on these comparison.

10) After Loading - Please do 3 level temperature report for vessel loaded cargo after loading. This very important as
blended cargo, must be done.

11) After Loading - Please collect copy of vessel"s loading hourly log. This hourly log shld indicate hourly individual
shiptank onboard (OBQ) hourly figure aside for hourly rate and manifold pressure details.

12) After Loading - please bring our own water paste in case required. Also, hopefully no free water detected but if
any free water detected, be it traces or water cut, please call me immediately.

13) After Loading - Please also issue SOF for verify temperature equipment. For temperature equipment pls use our
Thermoprobe to verify versus vessel equipment. As closed system, u may use room temperature water in a pail
and immerse both our thermoprobe and vessel’s equipment sensor and record readings. Must be within +/-0.25
degc. (SOF to be issued for this)

14) After Loading - Please check cargo tanks inert pressure. If high quantity discrepancy we may consider to see if
possible to lower the pressure first for re-ullage.

15) After Loading – Before Ullaging after loading nominated tanks, please take photo of vessel ATG / level master
than later prepare reference ullage report (No need sign by vessel) basis Level master figs, this to compare
versus our physical gauge. If high difference, please call me.

16) Collect copy of: ship particulars, ALL LOPs and SOFs issued by ship and shore, ship/shore Time sheet, NOR

17) Collect Vessel prepared ldg/dsch plan and stow plan and ship/shore agreement on rate/manifold pressure,
connection sizes and other operational details recorded at key meeting

18) Also photocopy of the first few pages of vsl capacity table with certified stamp.

19) Vessel pipeline diagram and information. Vessel Pipeline data to be included in the initial updates. Check on
each vessel line grouping AND line quantity. Please take picture of line chart also pls request vessel for pipeline
diagram and measurements. Take copy of few pages of capacity table and front page with certified stamp and
pages on pipeline content, official gauging point etc. Check on line system details.

20) Please retain copies of vessel equipment from vessel. Do pls collect the complete set with unit length and temp.
calibration details. (This means the full calibration details which shows at how many meters and points that the
equipment has been calibrated) it is only logical the retained the full set so. Currently pls avoid from just to
retain the front cert with any data analysis for calibration.

21) There is a non-nominated Gasoil parcel onboard, ensure to check properly vessel line system to confirm this
parcel is double valve segretaed from our parcel. Also check on inert line, etc to ensure no vapour
contamination between our parcel and gasoil parcel. Inform vessel vapour contamination will cause issue for
Gasoil parcel. Discuss with vessel to ensure proper segregating done even vapour segregration.

SAMPLING REQUIREMENTS

• IMPORTANT: Please take separate shoreline / manifold samples to represent the line content at time of taking
first foot (Meaning to take extra 1 Gln shore line and extra 1 Gln manifold during loading from commencement
until time you complete the last tank of first foot sampling). So if any issue with first foot sample we are able to
trace back if contamination caused from ship or shore. This is very important. If sample not taken properly then
this makes it difficult. The above sampling to be done in such a way not to suspend loading as per usual practice.
• Check the visual appearance of the first foot samples observe for any water droplets or sediment and send
photo of 1 set of the first foot samples with haze card and white back ground. (If any water or sediments
observed do NOT alert vessel first, call me and we discuss on next step)
