Garrett Repp Probable Cause Affidavit Criminal Trespass
Plaintiff,
Defendant(s).
I, Nikolas Matiatos, swear that I am a Deputy District Attorney for Multnomah County and that I have reviewed the
police reports which have been filed in this case by police officers; that the crimes charged against defendant(s) occurred in
Multnomah County and that the probable cause for detention following the arrest of defendant(s) is as follows:
On 4/21/2023, Portland Police Bureau Officer Trey Jackson arrested Garrett Allen Ray REPP for Criminal Trespass
I. Officer Jackson wrote they responded to Empress Condos at 20 NW 16th Ave, Portland, OR on a call of an unwanted
person. Property Superintendent Wesley Mahan reported a person later identified as REPP, who was previously trespassed
six weeks prior, was sitting on the fire escape. When Mahan went to confiont REPP, REPP ran inside the building, entered
apartment #104, and locked the door. Isabelle Blankenship, who lives in apartment #104, reported REPP was stalking
Blankenship, and that Blankenship has not allowed REPP inside the building for two weeks. Officers arrived to Apartment
#104, gave REPP an opportunity to open the door, and then used the halligan to force entry. Officers found REPP inside and
arrested him without incident. OECI shows REPP was released on his own recognizance when booked on this charge.
On 4/22/2023, Portland Police Bureau Nathaniel Jones arrested Garrett Allen Ray REPP for Criminal Trespass II. Officer
Jones wrote that PPB Central Desk employee Manreept Sahota reported a man later identified as REPP was inside the lobby
belligerently demanding his property returned. When Sahota tried to give REPP directions on how to get property back,
REPP punched and kicked glass doors and exited the lobby. Sahota observed REPP on security cameras run down the
southern secure vehicle ramp, which is a secured area not open to the public. REPP was found by the jail's sally port area, and
when Officer Jones arrived, REPP was in handcuffs and in custody of multiple deputies and police officers.
I believe there is probable cause to believe the defendant, GARRETT ALLEN RAY REPP, has committed the
crime(s) of: COUNT 1 CRIMINAL TRESPASS I (DWELLING) and COUNT 2 CRIMINAL TRESPASS II
