PREFACE

Initial reconciliation of CDNS accounts was under taken by AGPR. A request

was made by Ministry of Finance to undertake a special audit of CDNS in line with

international standards.

The present report covers financial transactions that took place during the period

1997-99. The report reflects a picture of the current state of affairs and the manner in

which payments are being accounted for. Procedural lapses vis-à-vis reconciliation work

have been highlighted. Despite time constraints the Directorate General of Audit, Federal

Government has completed the assignment as requested by the Ministry of Finance. The

report was issued and discussed on 20-10-2000 with the Director General, National

Savings, Islamabad. Departmental replies have also been incorporated in the report.

We hope this report will be of use to the Ministry of Finance and other line

departments in improving their procedures and for achieving a better and more accurate

reporting of receipts and payments figures. Cooperation and support extended to the

Audit by the Central Directorate of National Savings and its field offices is appreciated.

AGPR has to continue his commendable efforts of reconciliation for which he has the full

support of Ministry of Finance and assistance of the CDNS.

EXECUTIVE SUMMARY

Introduction:

The Central Directorate of National Savings (CDNS) was established in 1960


through an SRO to attract domestic savings through agents i.e. Post Offices and
Banks. In 1972-73 Central Directorate of National Savings embarked upon selling
the savings instruments directly through newly established network of National
Saving Centres (NSC) through out the country. At present 366 NSCs are working
under 12 Regional Directorate of National Savings (RDNS) with 12 National
Savings Treasuries (NST) transacting remittances and withdrawals from the SBP /
Government Treasury. The Directorate of Inspection and Accounts is responsible
for conducting 100% internal audit and checking of functions and accounts of
CDNS Accounts Office.

The Accounts of CDNS were departmentalized in February, 1978 and 12


Regional Accounts Offices (RAO) are looking after compilation of accounts work
which are sent directly to AGPR Office for reflecting into monthly Civil
Accounts.

Terms Of Reference:

AGPR was first asked to carry out the reconciliation of CDNS figures with the
concerned quarters for 1997-98 and 1998-99. Later on, Ministry of Finance
requested the Auditor General of Pakistan to conduct Special Audit of Receipts &
Payments of CDNS. Accordingly following Terms of Reference were determined
for this Special Audit.

i) Verification of receipts & deposits with the State Bank of Pakistan by the
Regional Offices of CDNS, Post Offices and Commercial Banks.
ii) Verification of figures reported by the State Bank of Pakistan to the
AGPR.
iii) Audit of payment of principal and interest by various National Saving
Centres.

iv) Verification of the figures submitted by the head offices of the banks on
account of receipt and payments of National Savings instruments to the
State Bank of Pakistan.
v) Verification of amount of challans of the Post Offices (GPOs) reported to
the State Bank of Pakistan.
vi) Verification of the amount appearing in the challans on account of
National Savings transactions by taking a sample of few National Saving
Centres.
vii) Verification/Reconciliation/Audit of any other item considered necessary
for the finalization of findings/recommendations.

Selection of Sample:

The Special Audit of National Savings Organization was assigned to Director


General Audit, Federal Government, Islamabad on 25th September, 2000 which
was required to be completed by 20th October, 2000. Time given to Audit was
insufficient, therefore, following sample was selected from all over Pakistan
which is representative of the population:-

Audit Strategy:

Five audit teams were constituted to conduct audit at Islamabad / Rawalpindi,


Lahore, Karachi, Quetta and Peshawar. Later on another team was constituted at
Lahore to reconcile the figures of Post Offices reported by Director Accounts Post
Office Lahore with that of SBP & AGPR.

Following task was assigned to each audit team:-

∗ To audit four National Saving Centres at each station
∗ To verify the figures of National Saving Treasury, State Bank of Pakistan, FTO,
RAO and AGPR at each station.
∗ To verify the figures of Director Accounts Post Office with SBP and AGPR
∗ To scrutinize the vouchers / challans of GPO at Rawalpindi / Islamabad, Lahore
& Gujranwala.
∗ To verify the figures of said GPOs with Director Accounts Post Offices.

F I N D I N G S

a) Reconciliation between National Savings Centres and


National Savings Treasury:

Twenty-One (21) National Savings Centres (4 each at Islamabad, Lahore,


Karachi, Quetta and 5 at Peshawar) were visited by audit teams.. Results of which
are as under:-

i) No difference / mistake in payment of principal and calculation of interest


was found in any Centre except Karachi where an excess amount of
Rs.119,888 was paid during 1997-99 which was recovered at the instance
of audit.
ii) The ceiling for retention of amount in National Saving Centres is not
observed by any Centre. Various justifications were given for this which
are mentioned in the audit report of each Regional Office and needs
attention of the Management.
iii) Reconciliation of deposit into and withdrawal from NST by NSCs was
carried out regularly during the period under audit except at Karachi. On
pointing out by audit it was replied that the same will be carried out now.
There were explainable reasons for variation between the figures of NSCs
and NST, which were subsequently rectified.

b) Reconciliation between National Savings Treasury and


State Bank of Pakistan:

ω Regular reconciliation was not carried out by any NST with SBP except
Quetta during the period under audit.

The variation of Rs.2,114,139,067 and Rs.1,919,174,384 of deposits and


withdrawals was verified during the course of Audit. The remaining
balance of Rs.880,543,614 and Rs.101,166,932 is still outstanding which
is 0.65% and 0.13% with reference to State Bank of Pakistan under
deposit and withdrawal heads respectively.

The RDNS Karachi intimated on 19-10-2000 through fax that variation of


Rs.30 million has also been located/reconciled.

During the course of Audit, cash ceilings were not observed which may be
the main reason for discrepancy and could lead to misappropriation of
cash. CDNS management was requested to review it objectively.

c) Adjustment of Withdrawals / Remittances wrongly booked


in the Accounts of RAO, Lahore and NST, Lahore during
1997-99

National Savings Treasury, Lahore booked an amount of Rs.9,560,441,221 as


withdrawal from SBP, whereas RAO, Lahore intimated to AGPR an amount of
Rs.23,741,977,724 against withdrawals during the audit period resulting into an
excess booking of Rs.14,180,636,503 by AGPR. The NST, Lahore at their own
adjusted this amount in June, 2000 without preparing Journal Entry and
information of AGPR as required under the rules.

Similarly during 1997-99 an excess booking of Rs.961,051,542 was made by


RAO on remittance side as compared to NST figures.

The department promised to adjust the same in October, 2000. Management was
asked to carry out a regular adjustment of withdrawals / remittances.

d) Reconciliation between National Saving Treasury and
Federal Treasury Office:

ω As a result of reconciliation between NST and FTO, following variations


were noticed:-

ω In some cases variation was due to wrong posting of figures of one head
into another, by SBP and FTO.
ω Against the variation of Rs.2,150,068,393 and Rs.1,971,305,855 for
deposits and withdrawals respectively, variation of Rs.2,128,064,204 and
Rs.1,921,301,088 was reconciled / justified which was settled by the audit
parties after due verification. The remaining variation of Rs.22,004,189
and Rs.50,004,767 is still outstanding under deposit and withdrawals
which needs to be rectified by NST / FTO. The variation of figures of
FTO with reference to NST is 0.02% and 0.07% under deposit and
withdrawal heads respectively.
ω It has also been observed that figures provided by the NST, are accepted
as verified by SBP and FTO without proper checking / reconciliation.
ω Similarly the figures provided by FTO to AGPR are not checked properly
and verified from vouchers but are stamped as verified. Specific instances
are pointed out in the reports of Quetta and Peshawar.

e) Reconciliation between RAO and AGPR:

ω The RAO is responsible to compile the accounts of National Savings


Organization and forward the same to AGPR on monthly basis.
ω Despite reconciliation between RAO and AGPR, the following variations
were pointed out by audit:-

As a result of reconciliation variation of Rs.5,505,297,081 and


Rs.18,199,687,369 was pointed out by audit. Moreover ‘Nil’ variation at
Lahore and Rawalpindi is amazing. Director General, CDNS however,
provided reconciled copies of accounts duly verified by AGPR. Variations
may be resolved mutually.
RECOMMENDATIONS:

λ The system of reconciliation needs to be followed / monitored on regular basis.


Monthly reconciliation statements should be prepared and kept in record for
verification by Audit and Inspection Directorate Teams.

λ All the work of National Saving Centres like calculation of interest on various
investments, checking of registration numbers, rates of interest etc. is carried out
manually which may be computerized.

λ The figure work performed by the employees of NS Organization is laborious and


much more difficult as compared to banks but there is difference between the pay
structures of both the organizations which requires attention of the management.

f) Reconciliation between Commercial Banks and State Bank


of Pakistan:

ω Commercial banks are handling 15.36% of the total business. There was
no regular system of reconciliation of NS Schemes between Commercial
Banks, SBP & AGPR. Reconciliation has started between Banks and
AGPR since February, 2000. AGPR is required to carry it out
independently.

ω Misclassification of amounts in FTO and AGPR results in over / under
statement of receipts / payments. (for details see audit reports of Peshawar
and Quetta).
ω The stocks available with the banks are not reported upon after their
issuance. A quarterly stock taking of these instruments may be carried out.

Recommendations:

⊇ The practice of selling investment instruments through Commercial Banks needs


to be reviewed considering its cost. The cost of commercial banks per 100 rupees
(reported in the last annual report of CDNS of 1995-96) comes to Rs.0.28 as
compared to Rs.0.13 of CDNS.

⊄ Reconciliation among the Commercial Banks, State Bank of Pakistan, FTO and
AGPR may be done on regular basis more independently. It was reported by the
CDNS that it is already being done.

⊂ As the network of NSC has been extended to Tehsil level there appears no
justification for selling the investment instruments through other agencies. This
will not only be cost effective but ensure better control and accurate accounting. It
was reported by the management, that this proposal is under review.

g) Reconciliation between GPO AND SBP

ω The Pakistan Post Office is handling 10.43% of the total activity. There
was no regular system of reconciliation between GPO and State Bank of
Pakistan during this period only recently it has been started. Moreover
remittances and withdrawal are made by GPO on consolidated basis.
Hence neither reconciliation is carried out between GPO and State Bank
of Pakistan nor it is possible to do so presently.

ω Director Accounts Post Office, Lahore forwards monthly accounts to


AGPR Islamabad.

Recommendation:
∫ The task of selling investment instruments through Post Offices needs to
be reviewed as the cost per 100 rupees of investment through PPO is
Rs.2.72 (Source: last annual report of CDNS 1995-96). Similarly better
monitoring and accounting can be ensured in this way.

CONCLUSION

⊇ Reconciliation is an essential part of the accounting system through which


accuracy and reliability of accounts is ensured. So the need for regular
reconciliation becomes imperative which should be institutionalized in
CDNS and AGPR in particular.

⊄ Although no discrepancy was found between the figures reported by


Commercial Banks and SBP, but variations between SBP and FTO were
pointed out by Audit, which may be sorted out.

⊂ Subject to aforesaid observations, the condition of accounts was found


satisfactory. For this the efforts of management and staff of NSO are
appreciated.

ANALYSIS OF THE AUDIT OF THE ACCOUNTS

4 NATIONAL SAVINGS CENTRES AND RECONCILIATION OF
REMITTANCES/ WITHDRAWALS OF NATIONAL SAVINGS
TREASURY, RAWALPINDI / ISLAMABAD
for the years 1997-9 8 & 1 9 9 8 -9 9

The special audit and analysis of the accounts of Regional Directorate of National
Savings Rawalpindi/Islamabad Region and reconciliation of the accounts of National
Savings Centers , National Savings Treasuries, Regional Accounts Office with the State
Bank of Pakistan, Rawalpindi/Islamabad, Federal Treasury, and AGPR Islamabad was
conducted from 25-9-2000 to 14-10-2000.

There are 2 National Savings Treasuries and 37 National Savings Centers under
the Regional Directorate of National Savings, Rawalpindi. One National Savings
Treasury is located at Rawalpindi and the other at Islamabad.

The following four centers were selected for audit.

1 National Savings Center, Liaqat Bagh , Rawalpindi


2 National Savings Center, Kashmir Road, Rawalpindi
3 National Savings Center, F-7/2 Islamabad.
4 National Savings Center, Mirpur

1. SAMPLE AUDITING OF 4 NATIONAL SAVINGS CENTRES

1.1 Retentions of funds over and above the ceilings:


1.2 As a test check, above mentioned 4 Centres were selected for detailed
check regarding retention of government funds during 4 months i.e. July
& December,1997 and July & December,1998.

1.3 In the National Savings Centers, it was observed that heavy amounts over
and above the ceilings fixed by the Central Directorate of National
Savings were retained.

1.4 During 2 years period under audit i.e. 1997-98 and 1998-99 following 4
Centers retained Rs.2,862,444,673/86 against fixed ceiling of Rs.200,000
during July 1997 and Rs.500,000 from December, 1997 onwards. Details
are given below:-

1.5 The department replied that retention of cash was due to non-withdrawal
of amounts by the account/certificate holders who lodged withdrawal
notices but did not withdraw on given dates. Further that cash/deposits
which came at National Saving Centres in late business hours, could not
be collected by National Savings Treasuries due to insufficient logistic
facilities. Pre-empting misappropriation of funds, it was suggested to
review ceilings of all NSC’s objectively.

2. SAMPLE AUDITING OF TWO NATIONAL SAVINGS TREASURIES.

2.1 Retention of Rs.2300.637 million.

There are two National Savings Treasuries under Regional Directorate


of National Savings, Rawalpindi, one located at Rawalpindi and the other
at Islamabad.

2.2 The Central Directorate of National Savings has fixed necessary daily
ceilings for retaining cash including Prize Bonds by both the treasuries as
detailed below:

2.4 The department replied that the daily receipts can neither be assessed by
National Savings Centres / National Saving Treasuries nor collection of
cash/prize bonds can be deposited into State Bank on the same day and
that excess cash is remitted to State Bank of Pakistan from time to time. It
was pointed out by audit that management may review NST ceilings
realistically to fore stall misappropriation of funds.
3. RECONCILIATION:
3.1 Variations in figures of deposits and withdrawals:
While checking the accounts of National Savings a variation in figures of
deposits and withdrawals between National Savings Treasury, State Bank
of Pakistan, Federal Treasury, Regional Accounts Office and AGPR were
noticed. There was no regular reconciliation during the period under audit,
which has started since February, 2000. Details of these variations are
given in the enclosed Annex: A, B. These variations are briefly indicated
below. However, there were no differences between the deposit and
withdrawal figures of the National Savings Centers and the National
Savings Treasuries.

3.2 NST and SBP

The following variations between NST and SBP were due to non-
reconciliation of deposits and withdrawals with the State Bank of
Pakistan. These were pointed out to the Management. It was stated that the
difference of Rs.3,453,409/- was due to non-presentation of cheques

issued during June, 1999 but not presented up to 30-6-99, which was
reduced. A list of these cheques was provided to audit.

3.3 NST and FTO:


The following variations in deposits and withdrawals between NST
and FTO were also pointed out.

The National Savings authorities attributed the variation to the


deposit of cheques by NST in State Bank of Pakistan in one month,
clearance of which was mostly done in subsequent months. It also
included the cheques lying outstanding from the previous months,
which caused variation between NST and FTO.

3.4 NST and RAO:
The following variations were also lying between NST and RAO.
As both the Units are under the same administrative control of
National Savings. The position was not clear.

The subject was discussed with the RAO and NST. They stated
that the variations were due to changes made in monthly accounts
of NST after its submission to the RAO through RDNS. Its
adjustments were still under process in the RAO office.

3.5 RAO and AGPR:


There was no variations of deposits and withdrawals between RAO and
AGPR as indicated below.

It was also noticed that record of accounts was not complete at the State
Bank of Pakistan both at Rawalpindi and Islamabad, which was completed
at the instance of audit.

The department replied that the reconciliation of remittances and


payments is carried out regularly on monthly basis and that the variations
of remittances/payments of National Savings Treasuries with State Bank
of Pakistan are due to cancellation/ non-presentation or delayed clearance
of Government cheques and clearance of cheques from outstationed
Banks.

These variations were discussed from time to time with the departmental
representatives. The management could not come up with a plausible
explanation regarding these differences. The need for regular
reconciliation was stressed upon the management. The CDNS
management responded to it positively and promised to settle these
variations within one month.

The special audit assignment of National Savings Organization Karachi
Region and reconciliation of the amounts deposited into and withdrawn from SBP
by the National Savings Treasury Karachi through cheques and cash during 97-98
and 98-99 was taken up as per schedule on 25.9.2000.

The following four National Savings Centres were selected among 33 for
audit.

a) National Savings Centre Maleer


b) National Savings Centre Tariq Road
c) National Savings Centre Defence V
d) National Savings Centre PECHS Block 6

1.1 The reconciliation of the amounts deposited and withdrawn through


cheques and cash by the NSC with NST was not carried out. The
following variation of Rs.45,066,251 in deposit and Rs.20,162,935 in
withdrawal was pointed out by audit.

The above variations were reconciled after due verification of record by


audit and the point was settled.

1.2 The cash was retained in excess from the prescribed ceiling on the plea
that the cash was usually received from individuals after the departure of
the cash collection van.

1.3 The excess profit of Rs 119,888 paid by the Centres and pointed out by
audit was recovered on spot from the concerned and deposited into
Government account which was verified and point was settled.

1.4 The internal balancing was not carried out upto date, whereas difference
pointed out during the course of balancing was not rectified.

2. RECONCILIATION BETWEEN NST AND SBP

Audit pointed out the following variations in the amounts deposited into
and withdrawn from State Bank of Pakistan during 97-98 and 98-99
through cash and cheques by the NST.

The Special Audit of four National Saving Centres of National Saving Organization,
Lahore Region and reconciliation of the account of National Savings Treasury with State
Bank of Pakistan, Government Treasury Lahore, Regional Accounts Office and AGPR
sub-office, Lahore was taken up according to the approved programme w.e.f. 25-9-2000
to 15-10-2000.

The following four Centres of National Savings were selected for verification /
reconciliation of their record:

1. NSC, Jail Road, Lahore.


2. NSC, Shadman Colony, Lahore.
3. NSC, LCCH Defence Society, Lahore.
4. NSC, Sunat Nagar, Lahore.

1.1 Reconciliation of requisitions (T-2) and remittances through (T-1, T-1-A, T-1-B) of
these Centres of National Saving Treasury, Lahore for the year 1997-98 and 1998-
99 was made and the month-wise results are available on record.

All variations were accepted by the executive and later on explained / rectified
with reference to the record of NST (T-4-A) reconciliation statement issued by the
NST on monthly basis centre-wise. These mostly related to outstanding figures of
both requisition and remittances of amounts cleared / appeared in the preceding
months or pertaining to other centres and erroneously noted in the T-4-A by the
NST which was rectified after verification by Audit Party. The record verified and
observations / variations settled on the spot.

1.2 The retention of cash over and above the prescribed ceiling in each centre was also
objected with reference to instructions issued by the RDNS, Lahore vide No. DNS-
AE-Genl (73)/96-4788-4827 dated 1-4-1996. The ceiling of above centres was
Rs 200,000 each for the calendar year 1996 & 97 which was enhanced to Rs
500,000 during 1999 circulated by the RDNS, Lahore. The retention of cash over
and above the ceiling was explained that sometime cash is received in late hours or
the clients requested for payments but may not come and collect the cash.

1.3 The calculation of profit paid on National Savings Certificates i.e. DSC, SSC, RIC
and on the accounts of Khas Deposit Account, Mahana Amadni Account was also
worked out with reference to slabs circulated by the CDNS, Islamabad from time to
time and no discrepancy was found in the payment of principal as well as profit
(interest).

1.4 It was verified that these four centres were submitting monthly accounts on proper
form which were free from erasing and overwriting.

1.5 The treasury pass book (T-3) was required to be maintained on daily basis with
reference to transactions made and got reconciled with NST on monthly basis which
was not maintained properly due to which variations between reconciliation
statement of NST (T-4-A) and centre record could not be ascertained well-in-time.
The observation was issued to the concerned NSO who replied that procedure will
be followed in future strictly.

2. RECONCILIATION BETWEEN THE NATIONAL SAVING TREASURY


FIGURES AND REGIONAL ACCOUNTS OFFICE FIGURES FOR THE
PERIOD 1997-98 & 1998-99.

The remittances and withdrawal figures of NST of RDNS, Lahore were compared
with record of RAO National Savings, Lahore and results of variations came into
the notice are appended below. For details see Annexure-A & B.

2(a) The RAO, Lahore accepted both the variations in remittances of (-)
Rs.961,051,542.30 and in withdrawals (-) Rs.14,180,636,502.47 explaining that
these were due to incorrect figures communicated by the Regional Directorate of
National Savings, Lahore. The booking of accounts by AGPR, sub-office, Lahore
was made on the basis of above incorrect figures.

i. WITHDRAWAL FIGURES .

Figures amounting to Rs (-) 14,180,636,502.47 of withdrawals from SBP


on account of excessive booking against the financial year 1997-98 and
1998-99 (detail attached) had been adjusted through the monthly account
of June 2000. The result of adjustment will be reflected in the accounts of
1999-2000. The record was verified and copy of monthly account for June
2000 obtained and variation in this regard was settled.

ii. REMITTANCES FIGURES .

Excess booking of Rs (-) 961,051,542.30 of remittance into SBP during


1997-98 and 1998-99 were communicated by RAO to AGPR, sub-office,
Lahore which was pointed out by the audit and accepted by the RAO. It
was promised in writing to adjust the same through the monthly accounts
of Oct 2000. The observation stands till compliance.
3. Unauthorized Adjustment of Withdrawals / Remittances
wrongly booked in the Accounts of RAO, Lahore and NST,
Lahore during 1997-99

National Savings Treasury, Lahore booked an amount of Rs.9,560,441,221 as


withdrawal from SBP, whereas RAO, Lahore intimated to AGPR an amount of
Rs.23,741,977,724 against withdrawals during the audit period resulting into an
excess booking of Rs.14,180,636,503 by AGPR. The NST Lahore at their own
adjusted this amount in June, 2000 without preparing Journal Entry and
information of AGPR as required under the rules.

Similarly during 1997-99 an excess booking of Rs.961,051,542 was made by


RAO on remittance side as compared to NST figures. The department promised to
adjust the same in October, 2000.

4. RECONCILIATION BETWEEN THE FIGURES OF THE STATE BANK
OF PAKISTAN (GOVERNMENT TREASURY) & NST, LAHORE FOR
THE PERIOD 1997-98 AND 1998-99.

4.1 A variation of Rs 2,094,237,301.06 was noticed in the remittances between the


NST and Government Treasury for the period mentioned above. The department
explained the reason for variation of this amount. These explanations were
verified from the record of the department and audit was satisfied to accept the
explanation and settle the variation.

4.2 A variation of Rs 35,334,730.53 was located in the figures of withdrawals of NST


with Government Treasury during the period 1997-99. The department explained
the reasons for this variation which were verified from the books of National
Saving Organization and found satisfactory. The point was settled.

The special audit assignment of National Savings Organization, Peshawar Region


and reconciliation of the accounts of National Savings Treasury, with the SBP,
Government Treasury, RAO, NSO, and AGPR Sub-office , Peshawar was taken up as
per schedule on 25-9-2000. The following five centers were selected for audit .

5 NSC-Defence Colony, Peshawar.


2. NSC- Peshawar Cantt.
3. NSC-1 Peshawar City (Qissa Khawani Bazaar).
4. NSC-3 Peshawar City (Dabgari Bazaar).
5. NSC-Nowshera.

This analysis has been divided into three parts. In part-1 audit of the accounts of 5
NSCs with reference to NS-Try: are grouped. In part-2 accounts of National Savings
Treasury with their Regional Accounts Office are given, In part-3 the reconciliation of
the transactions of NST with SBP , Govt., Try: RAO and sub-office, AGPR Peshawar
have been depicted.

1. PART-I (SAMPLING AUDIT OF 5 NATIONAL SAVINGS CENTERS).

While sampling audit of the National Savings Centers the following areas were
probed, analysis of which is appearing below:-

1.1 Reconciliation of Requisitions and Remittances of these centers of the National


Savings Treasury Peshawar for the years 1997-98 and 1998-99 was made. The
following results for which month-wise statements are available to support these
figures:-

All these variations were accepted and later on explained and cleared as these
mostly related to outstanding figures of both requisition and remittances of month
cleared/appeared in next month.

1.2 All monthly transactions of remittances and requisition made in the months of

12/97, 06/98, 12/98 and 06/99 appearing in the books of all five centres were

checked with the help of original forms T-2-T-IA and T-IB. No variation in the

figures of any centre surfaced for which working sheets for every month for each

centre are available.

1.3 Excess retention of cash at the close of the day was verified of all the five centres

and sampling results reveal an excess of cash/bond retention of Rs 237,527,722/-

over and above the prescribed limit for which working papers are available and a

separate observation was issued.

1.4 Sampling audit was carried out for payment of principal amount and profit of

different National Savings schemes viz. DSC,SSC,RIC and savings accounts of

all the centres for which working sheets for each scheme for every centre are

available. No overpayment on this account was detected during this checking.

1.5 It was verified that these five centres were submitting monthly accounts on proper

form which were free from erasing and overwriting.

1.6 No separate budget is allocated to the centers. All expenditure on pay and

allowances and others is booked by the RDNS Peshawar on centralized basis. No

separate cash book for recording administrative expenditure was available in these

centres.

2. RECONCILIATION BETWEEN THE NST AND RAO FIGURES.

The remittances and withdrawal figures of NST for the years 1997-98 and 1998-
99 were compared and the following variations came to notice.

The RAO Peshawar accepted both the variations in withdrawals and remittances.
It was explained that variation of Rs.265430339/18 in remittances and
Rs.19246480/7 in withdrawals was due to the fact that during the month 11/97
actual figures of remittances and withdrawals were not booked but erroneously
figures relating to transfer case were reflected against these both heads as under:-

The difference will be rectified by preparing J-E as intimated by the RDNS


Peshawar. Regarding remaining variation of Rs 21950/- they maintained that it
pertained to the Abbottabad station who have been asked to clear the variation.

2.1 Total administrative expenditure for the years 1997-98 and 1998-99 met from the
regular budget has been taken from the RDNS as detailed below for all 30
centres/RDNS:-

However, separate expenditure for these five centres has been worked out and
working sheets are available.

2.2 Copies of current audit reports of all the five centers were taken and are placed on
record. No case of fraud/embezzlement and double payment occurred in these
centres during the period 1997-98 and 1998-99.

3 RECONCILIATION BETWEEN NST , SBP , GOVT, TRY: RAO AND


AGPR SUB OFFICE PESHAWAR.

All remittances and withdrawals by the NS-Try: during the year 1997-98 and
1998-99 were reconciled with all the accounting units. The variations with SBP,
Govt., Try: and AGPR, Sub-office were located. Month wise details are available
at Annexure-A for which observations were issued to all the concerned for
reconciling the variations.

3.1 In remittances of the NST Peshawar for the year 1997-98 a variation Rs 35,000/-
appeared between the figures of NST Peshawar and Govt., Treasury. It was
explained that clearance of Rs 35,000/- dated 30-6-97 vide challan No. X-I was
received on 10-7-97.Hence the variation was cleared.

i. In withdrawals of the NST Peshawar variation occurred during the years


1997-98 and 1998-99 which was explained as under:-

ii. Six cheques issued during 1996-97 were not presented = Rs.557860/30
iii. 27 Cheques issued during 1997-98 and 1998-99 were
not presented with a debt voucher of (-)Rs.1985/37
Rs.2671655/63

3.2 These variations have been admitted and clearance of these cheques in subsequent
years will be intimated by the NSO .

The NST Abbottabad explained the position of variation in Remittances and


withdrawals during 1997-98 and 1998-99 as compared with the figures of
DAO/Govt., Treasury Abbottabad as under:-

a) Variation of Rs (-) 49142/85 in remittances during the year 1997-98 was


due to the reasons that 05 challans with clearance charges were accounted
for by the DAO in 6/98, whereas the NST took these cheques in 7/98 on

clearance Annexure-B. This fact was verified from the record and
explanation accepted and variation settled.
b) Similarly variation of Rs(-) 16702486/19 in remittance during 1998-99
was due to the fact that of the DAO/Govt. Treasury, Abbottabad
accounted for 29 cases of Rs 16702486/19 in the month of 6/99 when
challans of remittances were presented, whereas the NST took these
amounts on 3-7-99 resulting in variation of (-) 16702486/19. The details
were obtained and these figures verified from the books of the Treasury.
The explanation was accepted and variation settled.
3.3 Regarding variation of Rs.782,838/8 in withdrawals during 1997-98 of NST
Abbottabad with DAO/Govt. Treasury, the department gave a list of 12 cheques
amounting to Rs 782838/83 issued and accounted for by them in 6/98 whereas
these cheques were taken by the Govt., treasury in 7/98. The explanation was
accepted and variation settled.

3.4 A variation of (-) 436,196/12 was pointed out in the departmental withdrawal
figures of the NST Abbottabad and Govt., Treasury for the year 1998-99. The
NST provided details of variation of Rs (-) 399241/- leaving a balance of Rs
36955/- for which no explanation was offered. However, variation was accepted
and details of the same are being traced out. The variation was settled subject to
providing payment dates of these cheques and providing details of the remaining
amount of Rs 36955/-

4. RECONCILIATION OF PAYMENTS/RECEIPTS OF DIFFERENT


NATIONAL SAVINGS SCHEMES BEING HANDLED BY THE
SBP/OTHER CONCERNED BANKS.

4.1 Variation in payment and encashment of prize money by the SBP and
Government Treasury during 1997-98 and 1998-99 was as under:-

4.2 The SBP paid an amount of Rs 516423650/- on account of special savings


certificates and passed it on to the Govt. Try: under head 1304-000 in 1997-98 but
the accounts of the Govt., Try: and sub-office, AGPR indicated no payments
under this head during both the years. Hence there is variation of Rs. 516423650/-
in the figures of the SBP and Govt. Try. And also a variation of an amount of Rs.
212739535/- in the figures of the SBP and sub-office AGPR for which working
sheet were prepared and observation issued for reconciliation.
4.3 Variations in receipt figures booked by the SBP under head 130-4000-special
savings certificates (Regd.) during 1997-98 and 1998-99 was found among the
figures of the SBP Govt., Try: and sub-office AGPR, All the three offices
involved were asked to reconcile the figures through observation, but no reply
was received till the close of audit.
4.4 There was variation in the payment made by the SBP for defence savings
certificates booked under the head-1201000 and figures appearing in the books of
Govt., Try: and AGPR sub-office Peshawar as under:-

and reconciliation of the accounts of National Savings Treasury, with SBP,
Government Treasury , RAO, and AGPR Sub-office, Quetta was taken up as per
schedule on 25-9-2000 to 14-10-2000. The following four centres were selected
for a detailed audit:-

i. National Saving Centre, Zarghoon Road, Quetta.


ii. National Saving Centre, M.A. Jinnah Road, Quetta.
iii. National Saving Centre, Quetta Cantt., Quetta.
iv. National Saving Centre, Toghi Road, Quetta.

This analysis has been divided into three parts. In part-1 audit of the accounts of 4
NSCs with reference to their accounts and dealing with National Saving Treasury
has been mentioned. In part-2 accounts of National Savings Treasury/Regional
Director National Saving with their Regional Accounts Office are given. In part-3
the reconciliation of the transactions of NST with SBP , Govt., Try: RAO and
RAO with sub-office, AGPR Quetta have been depicted.

1. PART-I (AUDIT OF 4 NATIONAL SAVINGS CENTRES).

During the course of audit of the National Savings Centres the following areas
were scrutinized. Results are summarized below:-

1.1 All daily and monthly transactions, remittances and requisition during the
entire audit period appearing in their ledgers, cash books were checked
with the help of original Form T-2, T-1A and T-1B. No variation in the
figures of any Centre surfaced for which working sheets for every month
are available.

1.2 All deposit/payments involving all schemes in above centres during 1997-
98 and 1998-99 were checked/verified from the books, ledger and cash
book and found in order.

1.3 Reconciliation of requisitions and remittances of centres with the National


Saving Treasury, Quetta during audit period was made.

1.4 Cash and prize bonds over and above ceiling fixed by the Regional
Directorate of National Savings, Quetta from time to time were retained
by the centres and National Savings Treasury.

The observation were issued in this regard and department replied that the
ceiling fixed by RDNS will be observed in future.

1.5 Monthly accounts of National Saving Centres were submitted on proper


Form NS-7 to National Saving Treasury and RDNS free from erasing and
overwriting.

1.6 Audit was carried out for encashment of principal amount and profit
thereon of different National Saving Schemes of above four centres . No
overpayment on this account was detected during the period of audit.

2. PART-2 (ACCOUNTS OF NST/RDNS WITH THEIR RAO.

2.1 Monthly accounts relating to remittances/withdrawal and administrative


expenditure etc. were submitted regularly by the RDNS/NST to their
Regional Accounts Office. The RAO maintained the Broad Sheets
properly and sent these accounts to AGPR on monthly basis. During the
course of audit the following variations came to the notice:-

The above variation was brought to notice of RAO. The Regional
Accounts Officer stated in his reply that remittance figures of Rs.50,000/
relating to NDRP-I wrongly posted in the accounts of RDNS. Similarly
deposit figures amounting to Rs.22,737,817/- were incorrectly reported by
the Scheme section due to typographical mistake (please see Annexure-A
& B). The reply is not cogent. The necessary correction would be rectified
by making JE, which was not done by the RAO, Quetta till the close of
audit.

2.2 Administrative expenditure for the years 1997-98 and 1998-99 met from
the regular budget was taken from the RDNS as detailed below for

AGPR, QUETTA.

3.1 All remittances and withdrawal by the NST during 1997-98 and 1998-99
were reconciled with the State Bank of Pakistan and Govt. Treasury on
monthly basis and State Bank. Although Treasury Officer agreed with the
NST figures according to their written statement given in the register of
remittances/withdrawal of NST but the figures under deposits and
withdrawals heads provided by SBP and FTO differed from each other.

(a) According to above statement as mentioned in Para-3.1 the State

3.3 As per past practice the reconciliation between NST and AGPR has not
been carried out since the date of inception. It is the responsibility of
Regional Accounts Office of National Saving to reconcile the entire
account as well as the figures of National Savings Treasury i.e.
remittances/withdrawal which is not carried out properly. AGPR agreed
with the figures of RAO’s. The reconciliation between NST & RAO was
not carried out and resultantly these differences appeared in their accounts.
The consolidated statements of both years are placed at ANNEXURE-A
& B.

SPECIAL AUDIT OF
COMMERCIAL BANKS RELATING TO CDNS
FOR THE YEAR 1997-99
During Special Audit of RDNS, Karachi a study on certificates (i.e. Defence
Saving Certificates, Khass Deposit Certificates, Regular Income certificates,
Special Income Certificates and National Deposit Certificates) issued by RDNS,
Karachi to commercial banks was carried out and few discrepancies in receipts
and withdrawal amounts were pointed out.

1.1 In regard to receipt account:

ω RDNS, Karachi during 1997-99 issued certificates amounting to


Rs.78251.23 million, out of which Rs.61930.542 million were reported by
the State Bank of Pakistan.
ω FTO figure is greater than SBP figure and variation of Rs.1620.042
million exists.
ω AGPR figure is also greater than SBP figure and variation of Rs.1531.233
million exists.
ω Variation between FTO and AGPR is also Rs 88.809 million.

1.2 Similarly at each stage of withdrawal variations were pointed out as follows:

ω State Bank of Pakistan figure is greater than FTO figure and variation is to
the extent of Rs.38.884 million.
ω State Bank of Pakistan figure is also greater than AGPR figure and
variation is Rs.55.551 million. In addition variation of Rs.21.667 million
exist between FTO and AGPR

RDNS, Karachi issued certificates to commercial banks but reconciliation


between NST/RAO and commercial banks was not carried out.

SPECIAL AUDIT OF
PAKISTAN POST OFFICES RELATING TO CDNS
FOR THE YEAR 1997-99

1. Monthly cash accounts of GPO Islamabad, Rawalpindi, Lahore and Gujranwala


for the financial years 1997–98 and 1998-99 were checked. There was no system
of reconciliation of figures between GPO and Director Accounts PPO, Lahore.

2. During the audit of receipts and payments of GPO Rawalpindi, Islamabad, Lahore
and Gujranwala it was noticed that the GPOs deposited the surplus/net amount in
single head of Account, in the State Bank of Pakistan. Therefore it is not possible
for GPOs to reconcile the figures with SBP, NBP, FTO etc.

3. The PPO authorities are depositing the net of receipts and payments in lump into
State Bank of Pakistan under Article 15 (b) of Account Code Vol-I which says
that the receipts realized in Post Offices will be deposited into treasury or the
State Bank in lump and are accounted for at treasury merely receipts on behalf of
the Department. However, the detailed accounts are kept by the Department.

4. During the test check of monthly cash accounts of GPO Gujarawala with
reference to classified abstract of Director Accounts Lahore for the month of
12/97,12/98 and 6/99 variation of Rs.34,197 was noted and brought to the notice
of department. But no reply was received.

5. Challans of more than Rs 50,000 receipts deposited by the G.P.O, Rawalpindi was
checked but no discrepancy was noticed with reference to SBP schedule.

6. We checked the Monthly Civil Accounts of PPO for the year (s) 1997-98 &
1998-99 in the AGPR, Islamabad, and figures of National Saving Schemes of
PPO reported in the Monthly civil Accounts and no discrepancy was found.

7. The calculation of interest on ordinary accounts is done by the Director Accounts


Lahore. However, the calculation of interest on other accounts is made at GPO.
Accounts mentioned in (Annexure-I) and their interest calculation was checked
and found correct and no case of mis-calculation or over payment was noted.

8. The PPO charged commission @ Rs.1.5% on the gross deposits of National
Saving Schemes. It was ascertained from the report of Director Generals of PPO
that the Department has earned commission during the years 1997-98 and 1998-99
as under:

The collection charges seems to be excessive as compared to the collection charges being
charged by the commercial banks which is about 0.5%.

II. CONCLUSION

1. The reconciliation of figures of National Saving Schemes, with the different


offices have not been done as below:

i) By GPOs with TOs/FTO


ii) By GPOs with Director Accounts Office Lahore.
iii) By GPOs with SBP/NBP
iv) By Director Accounts, PPO, Lahore with AGPR, Islamabad.
v) By PPO with CDNS.

2. The surplus / net of all receipts in payments (withdrawal is deposited Under the single
head of account no.1266000 by the GPO, Rawalpindi and Islamabad. The same
practice is prevalent in other GPOs including Lahore and Gujranwala. This practice is
the root cause of non-reconciliation of National Saving figures with the State Bank of
Pakistan, FTO, NBP, AGPR etc.

3. Commission @ Rs.1.5% is charged by PPO on the gross receipt of deposits which is


itself on higher side. Further the commission has been charged on the figures reported
in Annual Report of DG PPO where as these should have been calculated on the basis
of monthly cash account record of PPO duly reconciled with the AGPR, Islamabad as
well as SBP/NBP.

4. The calculation of interest has been checked and found correct. No case of over
payment was noticed.

The departmental replies have been received in respect of all the observations issued by
audit. However, the final comments in respect of each observation will be offered after
detailed verification of record. However, paras reportedly settled by the department were
in response to our observations / recommendations. Certain discrepancies / errors in
calculation were pointed by the department which have been noted by audit for
verification.

The departmental replies vis-à-vis each station are produced below:-

DEPARTMENTAL REPLIES TO THE EXECUTIVE SUMMARY

i) The issue having been settled needs no comments.

ii) As per usual practice the cash at the National Saving Centres is retained within
the prescribed limits. However, occasionally the deposits received in the Centres
after the visit of cash collection vans and the notices received for the
enhancement sometimes not followed by the clients, results in excess retention of
cash beyond the ceiling.

iii) As per para I) above.

b) The prescribed procedure provides for the reconciliation of NST with FTO and
not with SBP. However, under the instructions of the Finance Division this was
got done for the period under audit i.e. Financial year 1997-1998 and 1998-1999.
During discussion CDNS furnished copies of the reconciled statements duly
certified by the SBP to the Director General Audit which may be taken into
consideration.

c) The adjustment entry has been made in the accounts for the month of October
2000.

d) The variation of figures between the NST and FTO is negligible (around 0.04% of
the total transactions) which is partly owing to the booking of the figures against
wrong heads of the accounts by the FTO and partly due to the spill over effect of
transactions of a month to another.

e) The account for the period under audit have been reconciled between RAO &
AGPR. Certified copies duly verified by the AGPR have been provided by the
CDNS to the Federal Audit during the discussion held in this behalf.

As recommended by the Audit.

f) Reconciliation between commercial banks, SBP, FTO/DAO and AGPR in respect


of NSS has recently been carried out for the fiscal year 1999-2000. The issue
presently pending with the SBP for want of confirmation of figures. As regards
stocks, the system has been introduced which is being followed.

Needs consideration by the authorities.

g) It is understood that the AGPR is pursuing the PPO to come up with reconciled
accounts. The CDNS has also offered all necessary assistance in this behalf.

1.1. The volume of cash on daily basis is retained by NSCs against prior payment
notices. NSCs assess their next day payment on the basis of withdrawals notices
plus average daily payments and cash if considered excess is deposited into
NST and if the balance is less than next day's demand the additional cash is
requisitioned from NST accordingly. The cash reported retained over and above
the prescribed ceilings is in fact the sum total of excessive closing balance
retained in the five NSCs on different dates, covering a period of four months.
Individually there is slight deviation of prescribed limit which was
justifiable/unavoidable also due to the reason that some time deposits are
received in the Centres after the visit of Cash Collection Van and in such
situation, it is not possible for the Centers to deposit the cash on that very day
with the NST.

2. The excess retention of cash reported by the audit is due to collection of cash
from NSCs at late hours which could not be deposited due to closure of SBP on
the same day as no evening banking facilities are available at SBP. Further, the
NSTs hold withdrawal requisitions from NSCs, therefore, it is neither possible
nor have any utility except involving risk to deposit the cash in the morning and
again withdrawing on the same day. However, taking into account the daily
requirements, the excess cash is remitted to SBP next day.

3.1. As per procedure, the NSTs are not supposed to reconcile their figures with
SBP. However, reconciliation of figures between NSTs /SBP was started on
special directions of the Finance Division from July, 1999. During the
discussion, the copies of the reconciled statements duly certified by the SBP
have been furnished to the Director General, Audit which may be taken into
consideration.

SBP is required to be sorted and stitched properly which also causes retention of
cash in excess of limit.

1.3 The observation stands settled.

1.4 Elaborate instructions have been issued by the Director Karachi for the updating
and rectification of differences.

2. The observation stands settled.

2.1 Out of the total variation of Rs.32.449 million pointed out by audit, an amount
of Rs.30.626 million has been reconciled leaving a balance of Rs.1.823 million
outstanding, which is being traced and shall be reported to the audit shortly.

2.3. Most of the variations had already been adjusted/settled with AGPR before the
commencement of the audit in September, 2000. However, the quarters
concerned have been advised to locate the difference if any and get them settled
with AGPR at the earliest.

2.4. NST collects cash from the Centres between 12:00 p.m. to 03:00 p.m. and it is
not possible to deposit the collected amount in SBP on the same day as no
evening banking facilities are available at SBP. The cash collected is however
remitted to SBP next day.

accounts. Necessary corrections has been made through Journal Entry in
the accounts for the month of October, 2000.

under prescribed procedure. However, on the advice of Finance Division same
was got done for the period under audit. During discussion with Director
General, Federal Audit. Director General, National Savings produced certified
copies by SBP which may be taken into account.

3.2 The figures of National Savings Treasury are booked with the AGPR through
the RAO. The errors as pointed out are the variation annotated in para 2.1.
However, correction memo to the AGPR has been issued as replied against para
2.1.

3.2(a) The matter is being taken up with the Central Directorate, State Bank of
Pakistan, Karachi for doing the needful.

3.2(b) The AGPR is being requested to do the needful.
