I am a professional development expert with outstanding knowledge and experience in Survey and Designing
of construction projects (Schools, Roads, Streets, Canals, Bridges, MHP), Project Management, GIS and
Monitoring and Evaluation by over seven years of experience in different projects. I have ability of the
leadership and innovative skills in leading the assigned projects.

Civil Engineer, Sep, 2020 – Aug, 2021
Independent Directorate of Local Governance through the “Citizens’ Charter National Priority Program”
designs and implement different projects including the Transport (Road & Bridge), Water Supply and
Sanitation, Building Park and Recreation Area for Children and Women, Power supply & House
numbering, Livelihood project for women to provide comprehensive, public services and facilities to people
to better their live and bring facilitation on the daily life. The project allocated through the CDC
comprehensive agreement. As a Civil Engineer, I am a key member of the Project Team working closely
with the Afghan Government, Donor, and CDC units for well executing the projects. My roles and
responsibilities are as follow:

 Prepare technical designs, cost estimates and infrastructural maps for proposed projects and any
other projects requiring rehabilitation and upgrading.
 Conduct detailed feasibility studies and detailed engineering design (DED) for selected projects.
 Prepare proposals and engineering designs, plans for the construction, service delivery and related
projects.
 Conduct project progress and impact monitoring, evaluation, and reporting and facilitates liaison
with stakeholders (donors and contractors) involved in the execution of the construction and other
related projects.
 Formulate the portion of the municipal budget pertaining to infrastructure upgrading/development.
 Prepare and implement infrastructure operation, maintenance, upgrading and rehabilitation plan.
 Review the municipality’s available master plan and recommend areas for improvement.
 Introduce the municipality to advanced engineering software.
 Assist in developing training material and guidelines for capacity development and training of
municipal and urban authorities, to enable them to comprehend, participate and support activities
and to undertake participatory Municipal Strategic Action Planning.
 Equip and furnish municipal administrations with furniture and utensils, IT hardware and software,
and any other equipment, including vehicles, trucks for trash collection and tools.
 Build the capacity of municipal staff on in modern management and administration procedures,
concepts of transparency and accountability, public participation, PPPs, basic IT skills etc. on the
job in the context of infrastructure projects; to build the capacity of municipalities to develop
SMAPs in particular, and to introduce advanced engineering software
 Produce training guidelines for infrastructure development, bid preparations, for road, culvert,
drainage, public latrines, waste collection, water and sanitation.

Future Generation Afghanistan through the “Citizens’ Charter National Priority Program” designs and

Livelihood project for women to provide comprehensive, public services and facilities to people to better their
live and bring facilitation on the daily life. The project allocated through the CDC comprehensive agreement.
As a M&E officer and GIS Focal Point, I am a key member of the Project Team working closely with the
Afghan Government, Donor, and CDC units for well executing the projects. My roles and responsibilities are
as follow:

 Perform regular monitoring visits to each of the projects and sites, provide visit reports and share it
with provincial management;
 Make sure that the program is implementing according to the CCNPP manuals;
 Collecting reports from MIS and sharing with Senior Management if needed;
 Manage of all CDCs Registrations and proposal submission process with CDCs and PMU;
 Monitoring & Evaluation of millstones activities during the implementation of CCNPP with
accordance of operation Manuel;
 Clarify the core information needs of management and provide relevant and timely information to the
Program team;
 Preparing and organizing the documents based on the checklist prepared with consultation of
provincial/ chief trainer;
 Assisting Social and technical Staff and solving issues raised in the field;
 Conduct monitoring site visits and submit reports on findings and lessons learn;
 Assist in the design of monitoring and evaluation forms, tools, and testing of data collection
instruments; (i.e. Baseline assessment, evaluations, monitoring tools, etc.)
 Sitting up M & E system and its proper follow up with the accordance of CCNPP OM;
 Maintain and file all necessary M & E documents as office record;
 Track progress towards achieving project objectives over time (monthly) and assist in preparing
graphic presentations;
 Coordinate with the relevant departments and get feedbacks related to the quality and achievement of
the project;
 Assist Program staff in clarifying project information needs;
 Perform field visits to ensure the quality of data collected by Programs and to verify the accuracy of
reported data and
 Produce activity reports in English Pashto and Dari.
GIS Main Responsibilities:
 Use a range of GPS tools in the field to capture the location of 'assets' such as bridges, street lights,
road barriers and flood defenses;
 Create and maintain the structures necessary for GIS data storage;
 Undertake desk-based data capture (digitizing) to convert paper maps to GIS datasets to, for example;
record the location of telecoms cables or water pipelines from original maps;
 Manipulate, analyses and present geographical information by creating;
 In coordination with the Director of Program, ensure all activities planned are implemented in a timely
manner;
 Collection of required spatial data from the field;
 Technical support of provincial teams in GIS issues;
 Demarcation and digitizing of formed CDCs and GA and filling the required Attributes;
 Provide weekly, monthly, quarterly reports to the line manager;

Design Engineer May, 2017 through May, 2018
Future Generation Afghanistan is implementing “Citizens’ Charter National Priority Program” in the
provincial level to provide comprehensive, public services and facilities to people to better their live and bring
facilitation on the daily life. The project allocated through the CDC comprehensive agreement. I am a key
member of the Project Team working closely with the Afghan Government, Donor, and CDC units for well
executing the projects. As a Provincial Design Engineer my responsibilities are as follow:

 Designed and written proposal for the projects of (Transport (Road & Bridge), Water Supply and
Sanitation, Building Park and Recreation Area for Children and Women, Power supply & House
numbering, Livelihood project for women)
 Prepared monthly work plan and execute the sub project survey, design, estimation, work plan and
financial part;
 Applied the CCNPP Operational and Technical Manual;
 Identified and solve technical and procedural problems in the field;
 Technically supervised from the communities’ subprojects;
 Prepared technical report from subprojects supervision;
 Provided technical advice, support and oversight to community projects throughout the city in close
coordination with all CDCs;
 Prepared/reviewed the sub- projects installment schedule when receive from De Afghanistan bank;
 Prepared/reviewed the Sub Project Final Status Report and expenditure sheet when receive from De
Afghanistan bank;
 Prepared the subprojects progress reports and submitted to provincial engineer or provincial manager;
 Had close cooperation with CDCs on engineering proposal preparation and ensure they follow CCNPP
Procurement guidelines stated in the operational manual;

working closely with the Afghan Government, Donor, and CDC units for well executing the projects. As a
Provincial Design Engineer my responsibilities are as follow:

 Design and written proposal for NSP program which included the projects of primary and secondary
schools, small dams, roads, MHP and Community center;
 Applied the NSP operational manual and technical manual;
 Prepared monthly and quarterly work plan and execute the sub project survey, design, estimation,
work plan and financial part;
 Prepared the sub- projects installment schedule when receive from accountant;
 Prepared the sub project final status report and expenditure sheet when receive from Accountant;
 Prepared the subprojects progress report to Provincial Management unite (PMUs);
 Followed up the Project Cost Data Base (PCDB) every three months and use it to prepare subproject
budgets;
 Solved the existing problems of proposal together with community development councils (CDCs);
 Suggest necessary training to PMUs;
 Assisted in the preparing monitoring plan with monitoring team;

 Followed up work schedule for civil and construction activities and report to project manager;
 Provided and arranged required plans and other technical documents for structural planning and
scrutinizing;
 Solved civil and structure problems and deficiencies which happen in the project;
 Provided technical advice, support and oversight to community projects throughout the province in
close coordination with all CDCs;
 Proactive in the identification and solution of technical and procedural problems in the field;
 Quality control checking of all construction materials before using on the Subprojects;
