detailed development plan for the Dedicated Growth Corridor between Bhubaneshwar
(Biju Patnaik International Airport) and Puri (Proposed Shree Jagannath International
Airport)

1. Introduction

Odisha Bridge & Construction Corporation Limited (OB&CC) was incorporated on


01.01.1983 under Companies Act, 1956 as a Govt. Company; sponsored by Odisha State
Government within the meaning of section 617 of the Companies Act. Since its inception,
Construction projects are undertaken by the Corporation for the Works Dept. Govt. of
Odisha. The objectives of OB&CC are:
• Successful implementation of major projects undertaken by the Government.
• Construction of Bridges/Roads/Buildings
• Maintenance of Bridges
• Toll collection

OB&CC renders the following services:


• Construction of all types of Civil Engineering Structures viz: Buildings, Bridges, Roads,
Shell roofs, High rise, and Industrial structures.
• Survey & Investigation and preparation of Project Report.

The Government of Odisha intends to develop a dedicated Six-lane green field road/corridor
with the provision of service roads on both sides between Bhubaneshwar (Biju Patnaik
International Airport) and Puri (Proposed Shree Jagannath International Airport). The six-
lane high speed corridor will significantly shorten the travel time between the two cities. It
will have an access controlled, greenfield roadway, reducing the current distance of 66 km
to 57 km between Bhubaneshwar and Puri and the travel time from one & half hour to 30
minutes. The access controlled expressway will serve as an additional road and improve
connectivity for air travelers, tourists and pilgrims by reducing their travel time. Besides
making the surrounding areas more attractive for investment and development, it is also
expected to have a significant impact on the real estate sector in both the cities. Part of the
road will be developed into a 500m Corridor (100m road ROW+ 200m on both sides) to
facilitate the development of suitable Commercial zone, Residential zone, Institutional
zones, and Recreational purposes like hotel/racing tracks/storage area/golf
courses/Gardens/plaza, etc.

2. Objective

The main objectives of the consultancy services are as follows:

1. To assess the feasibility of establishing the green field Road Corridor.


2. Preparation of an exclusive Detailed Development Plan for the Bhubaneshwar – Puri
Greenfield corridor (500m) which includes a dedicated multi-lane divided carriageway
with service roads on both sides.
3. Identification & Delineation of the most suitable areas for the implementation of the
Land Pooling Area Development Scheme (LPADS).
4. Preparation of an Economic Development Plan along the said corridor.

4. Indicative Scope of Work


• The Consultant shall perform all necessary planning, engineering and economic analysis,
field investigations, and related works as described herein with due care and diligence to
attain the objectives of the study. In the conduct of his work, the Consultant shall contact
the Authority and other Government Departments and agencies, responsible for planning
and development.

• As soon as possible, after being awarded the Contract, the Consultant shall support the
Authority in preparing the timetable required for the technical and financial
implementation of the project.
• The Consultant shall prepare the Detailed Development Plan for the Planning Area by
carrying out the following activities:

A. Review of Existing Planning Framework

a. Baseline Study – Study of available data and regulations

i) The Consultant shall undertake a review of the existing acts, policies (Central and
State), Development Plans, and Development Regulations applicable to the
planning area.
ii) Study the guideline value of the land parcels adjacent to the corridor as per the
classification of the land, and market rates as per the latest registration details in
the immediate vicinity of the land under study.
iii) Study the various incentives, relaxations, and special concessions related to similar
kinds of projects that would help formulate proposals.
iv) Study the ongoing projects of the Government of Odisha and other government
departments in the planning area which have an impact on this greenfield project.
v) Study of available reports on perspective plans, Master plans, Development plans,
and feasibility reports
vi) Study of Applicable Development norms and Guidelines

b. Benchmarking

i. Study the various models of Master Plans prepared along the major road/transit
growth corridors, nationally and globally.
ii. The case studies should involve a mix of both greenfield and brownfield examples
(at least three each).
iii. The case studies should clearly indicate the strategies and initiatives incorporated
into the planning process for sustainable economic and social development while
ensuring the overall livability of the areas.
iv. The case studies should also indicate the specific policy framework adopted by the
government and the post-effect analysis.
v. The case studies should also include global best practices of Implementation
Mechanisms/Frameworks for Master Plans.
B. Data Collection, Analysis, and Preparation of Base map

a. Data Collection and Analysis

i) Collect all the geographical information such as satellite imagery +0.5 m resolution
/Drone Imagery, topo sheets, contour maps, cadastral maps, environmental
features, type of soil, groundwater details, environmentally sensitive area, and
other relevant features, etc. in the Planning Area.
ii) Existing land and revenue details to be superimposed on Survey Data

iii) Conduct a detailed topographic survey of the Planning Area using all survey
techniques including RTK drone survey, DGPS, Total Station survey, etc.
Digitization of cadastral data and Greenfield corridor with DGPS shall be carried
out.
iv) Assessment of available data and information and accuracy of this data in terms of
quantity, quality, and adequacy for the purpose of the preparation of the intended
Detailed Development Plan.

b. Preparation of Base Map

i) Finalization of the Corridor alignment and its influence area.


ii) Prepare a detailed base map (1:1,000 scale) of the planning area in GIS format
including administrative boundary and revenue parcel details (including Survey
subdivision boundaries), topography, existing land use (AMRUT standard), water
resources, settlements, social infrastructure, power lines including HT lines, LT
lines, generation & distribution towers and substations, transport infrastructure,
landfill sites.
iii) Superimpose the existing grid of roads, residential, educational and other
institutions, social infrastructures (hospitals, training institutions, places of
worship, etc.), and other infrastructures by taking details of all the natural and man-
made features within the planning area and indicating the same in the base map.
iv) Incorporate the Land Use Map of the Master Plan of Area Development Authorities
for the proposed study area.

C. Site Analysis, Field Surveys, Investigations and Market Assessment

i) Physical site details – The Consultant shall analyse the existing details of the
terrain, and collect the additional data, if required and map all relevant details
pertaining to the site and location such as flood risk, groundwater potential, slope,
soil, geology, etc.
ii) The consultant team shall make field visits to the site to ascertain the physical
aspects and conduct primary surveys including but not limited to socio-economic
surveys, traffic and transportation surveys, origin-destination survey and market
assessments for economic development and real estate development.
iii) Identification of potential development nodes
• Conduct a Detailed SWOT Analysis of the study area, to identify the areas of
strengths, development opportunities, and key challenges in each sector to
sustainable economic development.
• Analyze the impact of development, in terms of housing, employment opportunity,
and other necessary parameters.
• Conduct stakeholder consultations and workshops with different line agencies
involved, to ascertain the necessary spatial, infrastructural, and environmental
needs.
iv) Conduct a citizen perception survey to understand the citizen’s opinion of the
proposed development and the necessary facilities to be provided, to make the
project viable and sustainable.

D. Preparation of Concept Detailed Development Plan


The Consultant has to prepare a Concept Plan including but not limited to the following:
i) Project demand (estimate design population) based on 3 scenarios “Business as
Usual”, “High Growth Trajectory” and “Aspirational Growth Trajectory” over the
next 25 to 30 years including spill-over demand and support services (e.g. primary,
secondary and tertiary job creation through ancillary industries, social services, city
service management as well as surrounding development in the region)
ii) Identify and prioritize focus economic activities and sectors for the growth corridor
that can maximize job creation.
iii) Formulate a spatial development strategy for the planning area to guide the
development and expansion planning area. Incorporate the spatial objectives and
strategies from Master Plan, Vision Document for Corridor influence area such as
providing opportunities for the development of composite neighborhoods on the
growth corridor.
iv) Prepare sustainable urban economic models for the growth corridor to ensure
effective use of land, transport corridors, regional economic integration and
inclusive growth leading to a high level of sustainable economic growth.
v) Presentation on layout infrastructure norms, requirements and cost for supporting
the growth for each of the three scenarios including infrastructure (power, water,
sewerage, solid waste management, road, ports, waterways, rail, metro rail, airport),
housing, and commercial developments as well as social infrastructure (e.g.,
Affordable Housing, Education, Health, Leisure, Safety and Sociocultural
facilities)
vi) The conceptual Detailed Development Plan shall clearly show the allocated area for
each component of the suggested activity mix, proposed measures for augmentation
of external linkages to ports/hinterland, physical and social infrastructure, protected
zones and rehabilitation areas, etc.
vii) The conceptual Detailed Development Plan shall provide a basis for Sustainable
development by conserving ecologically sensitive areas (natural drains, water
bodies, riverbeds, flood-prone areas, etc.), zero discharge of untreated waste into
rivers, low carbon development, recycling & composting facilities, and disaster
resilient infrastructure.
viii) The conceptual Detailed Development Plan shall provide means for encouraging
non-paved open spaces and water bodies reducing Urban Heat Island Effect and an
Urban form that would allow and increase the flow of wind in between buildings
leading to reduced demand for power and consumption of energy.
ix) The Consultant shall identify the physical constraints for development along the
corridor and Catchment Zone and formulate and recommend appropriate
development regulations for such sensitive areas.
x) Local consultation, Perception/suggestion of people adjoining habitation to be
considered
E. Preparation of Draft Detailed Development Plan

i) The Consultant has to prepare a Detailed Development Plan incorporating the


suggestions and modifications recommended by the authority for the chosen
concept Detailed Development Plan. Consultant shall prepare the Detailed
Developed Plan covering the following:

• Overall Master Plan at a scale of 1:1,000 illustrating general delineation of proposed


land uses, building massing, vehicular and pedestrian circulation, open space
relationships, and development character
• Land use mix and land area allocation for various uses in a form of a land use map
with illustrative building footprints and tabulation of land areas with a detailed land
use schedule.
ii) Detailed Road Network Map showing the primary, secondary and tertiary roads.
Circulation plan at the level of arterial, sub-arterial and collector street network,
including site ingress/egress, vehicular circulation patterns, pedestrian circulation
and vehicular parking.
iii) Detailed Infrastructure Map showing the location and network of all identified
infrastructure components (such as water supply, power supply, stormwater
drainage, sewerage infrastructure, solid waste management etc.) duly consulting
with the concerned government departments, prospective industries and specialists
in the field to arrive at the appropriate scale of infrastructure.
iv) Green Areas Map showing all the proposed green belts, and green buffers.
v) To carry out an intensive zoning exercise so as to demarcate areas based on their
characteristics & also to draft a set of planning parameters that would boost transit-
oriented development.
vi) Prepare an implementation framework which will include the actions, intended
outcomes, the role of the lead implementation agency, and other implementation
partners.
vii) Preparation of site-specific proposals, block cost estimates and detailed outline of
the Implementation plan of the projects. An Institutional mechanism shall be
devised for the implementation of the projects, also a financial operating plan for
operation and maintenance.
• Urban Design framework and guidelines to supplement statutory
development control & regulations to bring about a cohesive development
pattern and design element into the development.
• Schematic representation of key design features within the development
areas like urban gateways, key nodes, junctions, plazas etc., as a guide for
development in the future.
• Open space and landscape strategy with typical details for three typologies
of landscape – maintained parks and gardens with hardscape, softscape
and street/park furniture; basic ground-covered landscape areas with
shrubs and planting; natural areas with native vegetation and managed
landscapes.
viii). Scope for futuristic expansion in all section need to be explored and suggested.
This may include phase-wise expansion as well as up-front implantation. To
establish viability, the land parcel proposed may be increased from its envisaged
level.
F. Land Pooling Area Development Scheme (LPADS)
This task involves the identification & delineation of the most suitable areas for the
implementation of the Land Pooling Area Development Scheme (LPADS). The work
should meet the following objectives:

a) It should ensure that land resources are put to optimum use with a focus on
attracting investment and employment generation.

b) Maximize the commercial value of the available land parcels.


c) Provide best in class urban road network with a focus on increasing connectivity of
CORRIDOR with the adjacent areas.
d) Propose a mix of residential, commercial, institutional and recreational projects.
The site should drive commerce, and tourism and also create spaces for affordable
housing, community recreation and engagement.
e) Certain pockets would be reserved for green belts and recreational areas, which
would provide a holistic approach to blue-green infrastructure in consideration of
the expansion of the corridor.
f) The activities should not be conflicting with other existing/proposed development
activities in the region.
g) Formulate an implementation and phasing plan for the Land Pooling Area
Development Scheme of the proposed area.
h) The problems and development issues must be thoroughly identified by the way of
field observation, and extensive interaction with local bodies by recording the
opinion on the quality of infrastructure services especially related to the road
network, drainage, water supply, electricity and telecommunication as well as social
infrastructure/educational /financial/institutional/health-related institutions and
land use pattern, land values and environmental problems through appropriate
detailed surveys and interview with the locals.
i) Determine the revenue boundary of villages/areas on the borders of CORRIDOR &
adjoining villages so as to finalize the contiguous or separate areas that will be
suitable for LPADS. Identify the areas/villages for LPA (in an area of about 100
ha.) within the planning area.
j) Prepare a detailed Land Pooling Plan on the approved base map in GIS and CAD
formats, following the Land Pooling regulations of Odisha and present the same
before the Technical Committee for its approval.
k) Detailed project report on Identified Infrastructure component.

G. Economic Development Plan
The Consultant shall prepare a plan for the sustainable economic development of the
Bhubaneshwar-Puri Greenfield corridor by carrying out the following activities:

Framework for Economic Development

The Bhubaneshwar – Puri Greenfield Road growth corridor area is being conceived by
the government as a high-growth corridor with sustainable levels of density. It will draw
the business and industrial activities in and around Bhubaneshwar and Puri due to better
infrastructure and higher FSI, enabling the supply of more floor space at cheaper rates
and acting as a new agglomeration. The seamless connectivity will offer reduced cost of
transportation and the planned development of the corridor will attract not only business-
related investments but also create a demand for affordable housing and quality public
spaces. The location of this corridor is likely to be ideal in terms of connectivity with
Bhubaneshwar’s existing airport as well as the proposed location of a new airport at
PURI.

Any economic plan for Planning area has to take into account the presence of growth
centers/agglomerations around the core city but falling in the larger city development

region. While these growth centers are being planned for balanced urbanization, their role
as satellite towns complementing the core city cannot be understated. The market
dynamics in this spatial spread will have to be carefully studied to prepare a plan for more
inclusive and sustainable economic growth in the region.

By shifting the new growth towards the Greenfield growth corridor, we would also be
able to protect a large green cover between the core city and the corridor threatened by
ever-spreading urban sprawl.

In view of the above, the Consultant after studying the economic & social needs and
aspirations of the people, the economic vision of the State and resource availability in the
region, shall identify the priority areas for investment.

The Consultant shall develop an overall framework for the sustainable economic
development of the growth corridor, the type and phasing of investments, and methods
of implementation and establish the impact assessment of these investments on the local
and regional economy.

5. Selection Method

A. Expression of Interest (EOI)

OB&CC invites Expression of Interest (EOI) only from experienced Consultancy firms
for shortlisting for preparation of a detailed development plan for the Dedicated Growth
Corridor between Bhubaneshwar (Biju Patnaik International Airport) and Puri (Proposed
Shree Jaganath International Airport).

Eligibility Criteria

i. The Bidder may be a single entity or a group of entities (the “Consortium”) with not more
than 2 (two) members coming together to implement the Project. However, no Bidder
applying individually or as a member of a Consortium, as the case may be, can be
member of another Bidder. The term ‘Bidder’ used herein would apply to both a Single
Entity and Consortium.
ii. A Bidder may be a Sole Proprietorship, Partnership firm or a Company (Public or Private
Ltd.) incorporated under the Companies Act 1956/2013 or any combination of them with
a formal intent to enter into an agreement or under an existing agreement to form a
Consortium. All the entities shall be required to submit proof of their statutory
registration/ incorporation as per their respective governing statutes/ acts.
iii. The Bidder shall not have a conflict of interest (the “Conflict of Interest”) that affects the
Bidding Process. Any Bidder found to have Conflict of Interest shall be disqualified.
iv. The Bidder shall meet the financial requirement criteria.
v. The applicants need to submit tax related documents (GST, PAN etc.) and up-to-date
Income-Tax Return proof as per the relevant Act of the individual in case of sole bidder
or for every member of the consortium in the case of JV.
vi. Applicant(s)/JV members should not have been blacklisted by any Central/ State
Government/ Public Sector Undertaking.

vii. Applicant(s)/ JV members should not be involved in any litigation that may have an
impact of affecting or compromising the delivery of services as required under this EOI
and subsequently during the tendering and procurement stage.

B. Request for Proposal (RFP)

at their own cost, based on the TOR of OB&CC.

7. Submission of EOI

7.1 The EOI application (As per the format given in Annexures) shall be submitted
in hard copy having the title “Expression of Interest for Shortlisting of
Consultants for the Preparation of a detailed development plan for the Dedicated
Growth Corridor between Bhubaneswar (Biju Patnaik International Airport) and
Puri (Proposed Shree Jagannath International Airport). The applicant shall send
the documents only by Speed post/ registered post/ Courier Services (No hand
delivery allowed) to the address mentioned herein below before the submission
due date as mentioned in this EOI document.

7.2 Applicants shall submit the EOI in the prescribed formats in English language only
and in case of documents and certificate in other language the same shall be
supported with translation in English language.
7.3 The EOI shall be submitted along with a covering letter together with the desired
supporting documents and proof on the letter head of the Applicant and each page of
the Document should be duly signed by the Authorized signatory of the Applicant
under a common seal.
7.4 The page numbering of each page of the EOI application should be done correctly.
7.5 The EOI must be inserted in sealed envelopes, along with applicant’s name and
address in the left-hand corner of the envelope and superscribed in:

8. LATE BIDS

EOI Proposal received after the deadline for submission prescribed by OB&CC will not
be entertained and will be rejected.

9. MODIFICATION AND WITHDRAWAL OF BIDS:

No modifications to the EOI Proposals shall be allowed once it is received by OB&CC,


Bhubaneswar.

10. OPENING OF THE BID:


A. Bid opening date is specified during tender creation or can be extended with
corrigendum. This date is available in tender document as well as the home page of
portal. Authorised representatives of the bidders are eligible to witness the bid opening
process as per the schedule opening date.
B. In the event of the specified date of bid opening being declared a holiday for the Officer
inviting the Bid/Engineer-in-Charge, the bids will be opened at the appointed time on
the next working day.
C. In case bids are invited for more than one package, the order for opening of the “Bid”
shall be that in which they appear in the “Invitation for Bid”.

11. Amendments of EOI:

11.1 At any time prior to the Application Due Date, the authority may, for any reason,
whether at its own initiative or in response to clarifications requested by an Applicant,
modify terms and conditions of EOI through issuance of corrigendum and addendum.
11.2 Any Addendum or Corrigendum of reply to queries thus issued will be available only
on the website of the authority.
11.3 In order to afford the applicants a reasonable time for taking an Addendum in to account
or for any other reason the Authority may, in its sole discretion, extend the Application
Due Date.

12. Fraudulent and Corrupt Practices:

If an Applicant is found by the Authority to have directly or indirectly or through an agent,


engaged or indulged in any corrupt practice, fraudulent practice, coercive practice, undesirable
practice, or restrictive practice during the EOI Process, his bid will be rejected and such
Applicant shall not be eligible to participate in any tender or EOI issued by the Authority for
next 3 years.

13. Right to accept or reject:

The Authority reserves the right to accept or reject any/all applications without assigning any
reason or incurring any liability to the applicants.

14. EOI Processing Fee:

14.1 The Applicants are required to submit INR 11,800/- (Inclusive of GST) (non-
refundable) in the form of a Demand Draft / Pay order in favor of Odisha Bridge and
Construction Corporation Limited Payable at Bhubaneswar.
14.2 The EOI processing fee shall be submitted as Part of Application in the time of EOI
submission. Any Application not accompanied with EOI Processing Fees in the
acceptable amount and form will be summarily rejected by the Authority as being non-
responsive and Applications of such Applicant shall not be evaluated further.

15. Number of EOIs:

An Applicant is eligible to submit only one Application for the shortlisting process, this
includes both Lead & Consortium members.

16. Validity of EOI:

EOI Proposal shall remain valid for 120 days after the date of opening of the EOI. Any request
for EOI Proposal valid for a shorter period shall be rejected as non-responsive.

17. Disputes:

All legal disputes are subject to the jurisdiction of courts at Bhubaneshwar only.

18. Acknowledgement by Applicant:

It shall be deemed that by submitting the EOI, the applicant has:


A. Made a complete and careful examination of the EOI, general condition of contract,
submission formalities and evaluation mechanism;
B. Received all relevant information requested from OB&CC;
C. Acknowledged and accepted the risk of inadequacy, error or mistake in the information
provided in this invitation document or furnished by or on behalf of OB&CC;
D. Satisfied itself about all matters, things, and information necessary and required for
submitting the proposal and performance of all of its obligations there under;
E. Acknowledged that it does not have a conflict of interest with any other Applicant; and
F. Agreed to be bound by the undertaking provided by it under and in terms hereof.
OB&CC shall not be liable for any omission, mistake or error on the part of the firm in respect
of any of the above or on account of any matter or thing arising out of or concerning or relating
to this invitation document or the selection process, including any error or mistake therein or
in any information or data given by the OB&CC.

19. Right to Reject any or all Proposals:

Notwithstanding anything contained in this invitation document, the OB&CC reserves the right
to accept or reject any Proposal and to annul this EOI Process and reject all proposals, at any
time without any liability or any obligation for such acceptance rejection or annulment, and
without assigning any reasons thereof. OB&CC, also, reserves the right to reject any Proposal
if:

20. Language:

The EOI and all communications in relation to or concerning the Selection Process shall be in
English language and strictly on the formats provided in this invitation document.

21. EOI Submission Due Date:

The EOI proposal from the applicant filled in all respect must be uploaded on the, time and
date specified in the invitation letter and Schedule of EOI Process.
