MEMORANDUM OF AGREEMENT

BETWEEN CAPIZ STATE UNIVERSITY AND


THE DEPARTMENT OF EDUCATION
FOR THE PROJECT
"PRE-SERVICE TEACHER EXCHANGE IN SOUTHEAST ASIA"
(SEA-TEACHER PROJECT)

Know all men by these presents:

This Memorandum of Understanding is made and entered into this _________ day of April
2023 in Capiz, Philippines by and between:

The FIRST PARTY, CAPIZ STATE UNIVERSITY (CAPSU), with office


address at Fuentes Drive, Roxas City, Philippines, hereinafter referred to as the
“CAPSU”, represented herein by DR. EDITHA C. ALFON, in his capacity as
UNIVERSITY PRESIDENT;
and

The SECOND PARTY, the DEPARTMENT OF EDUCATION –Schools Division of


Roxas City, a government entity mandated by law under Batas Pambansa Blg. 232,
otherwise known as the "Education Act of 1962”, as amended by Republic Act No.
9155, otherwise known as "Governance of Basic Education Act of 2001”, with office at
Banica, Roxas City, Capiz, represented herein by ROEL F. BERMEJO, PhD, CESO
V, hereinafter referred to as the SECOND PARTY.
Recognizing the mutual benefits of collaborative activities in promoting international
understanding, the Department of Education and Capiz State University, Philippines agree
to:
1. Host the students for a month long exchange depending on the agreed dates with the FIRST
PARTY’S partner universities in Southeast Asia.

WHEREAS, the First Party and the Second Party, in this effort to are concerned in
realizing their respective objectives and goals on internationalization of educational
delivery, aims to realize the following SEA-Teacher Program objectives:
a. To enable pre-service teachers to develop their teaching skills and pedagogy;
b. To encourage pre-service teachers to practice their English communication skills;
c. To allow pre-service teachers to gain broader regional and world perspective; and
d.To expose pre- service teachers to diverse teaching and learning situations and
opportunities for personal growth and development.

2. The SEA- Teacher Student Exchange Program shall include classroom observation and
practicum (teaching experience) in the SECOND PARTY.
3. The exchange period is subjective to the agreed schedule between the FIRST PARTY and its
international partner institution.
OBLIGATIONS AND RESPONSIBILITIES

The FIRST PARTY shall be responsible for:


i. Coordinating responsively with SEAMEO Secretariat and the international partner
institutions/universities for the programme implementation.
ii. Determining the practicum schools that will provide opportunities for students to do
assisted teaching, teach (minimum 20 hours), and other arrangement as required by
SEAMEO Secretariat.
iii.Coordinating with the international partner institutions/universities for the
arrangement of the online interview, letter of acceptance, and the pickup schedule of
the inbound students.
iv. Providing accommodation for inbound students.
v. Providing transportation service for the inbound students from and to the nearest
airport.
vi. Providing mentor(s) and buddy(ies) for the inbound students.
vii. Ensuring that the inbound students apply international health insurance from
viii. Ensuring or providing support in student visa / education visa / special student
permit (SSP)(if required).
ix. Providing the educational/cultural activities or trips preferably during the weekend
time.
x. Creating Program Plan for the month- long exchange.
xi. Ensuring the eligibility of the inbound students .
xii. Ensuring that the students submit the required documents to SEAMEO Secretariat
at the end of practicum.
xiii. Awarding of certificates of Recognition to participating Cooperating Schools,
School Heads and Cooperating Teachers.

THE SECOND PARTY IS RESPONSIBLE FOR:


i. Receiving inbound exchange students endorsed by the FIRST PARTY.
ii. Providing opportunities following the Program Plan provided by the FIRST PARTY
and provide the following for the Pre- service teachers:
 classroom teacher who will serve as cooperating teacher of the inbound
student.
 Teaching and learning materials (i.e books, learning guides, teaching
guides,etc)
 safe and secure academic environment
 formative assessment and feedback session
iii.Conducting evaluation after final demonstration of the inbound student.
iv. Conferring with the assigned coordinator of the FIRST PARTY.
v. Ensuring that the inbound students will be able to comply all the requirements related
to teaching assignment, a week before the end of the exchange period.
vi.Participating in the orientation, programs and activities pertaining to the SEA- teacher
Exchange Program.
4. The budget for the exchange depends on the cost-sharing agreement between the FIRST
PARTY and its international partner universities/ institutions. The SECOND PARTY has no
financial obligation to the said program.
This Memorandum of Agreement will be effective from the school year 2022-2023 to
2026-2027 and is subject to change, renewal, and termination by mutual consent. Termination
may be made by either party, giving the other party three months’ notice in writing. The parties
further agree to consult periodically concerning the status of the above explorations and other
relevant matters of mutual interest.
