A law titled "An Act Providing for the Modernization, Regulation and Standardization of
the Government's Procurement Activities and for Other Purposes".

Application and Scope

Utilized for all government of the Philippines procurement activities.

GENERAL PROVISIONS PRINCIPLES OF TRANSPARENCY IN GOVERNMENT

PROCUREMENT
- Extensive advertising of bid opportunities and involvement of relevant non-
governmental groups.
- Appropriate record-keeping and documentation.

COMPETITIVENESS
Public Bidding; other forms of procurement should only be used in cases where
competitive bidding is not an affordable alternative.
Simplifying processes and utilizing technology in procurement
It must be straightforward and flexible enough to accommodate technological advances.

SYSTEM OF ACCOUNTABILITY
Public officials are accountable and liable for their conduct related to the procurement
process, whether they were directly or indirectly involved.

PUBLIC MONITORING
Submission of reports to the GPBB; participation of NGOs, POs, and other public and
private sector observers.

PROCUREMENT ORGANIZATIONS COMPOSITION

- Created by BAC from a pool technical, financial and/or legal experts.
RESPONSIBILITIES of TWG
- Assist BAC in preparing bidding documents
- Assist BAC in eligibility check/short-listing
- Assist BAC in bid evaluation and preparation of
reports
- Assist BAC in post-qualification and prepare
the post qualification summary report
- Assist BAC and BAC Secretariat prepare
Resolution Recommending Award, regarding technical aspect, if necessary
