Head of Welding, NDT and QC
• Degree in any engineering discipline (preferably welding or mechanical or materials
or metallurgy)
• International Welding Engineer or AWS Certified Welding Engineer certification or
Chartered Engineer in Welding Engineering or equivalent
• 8 - 12 years of working experience in welding, NDT and QC
• Welding, NDT, destructive testing (including corrosion and fracture mechanics), line
pipe and fitting manufacturing, Engineering Critical Assessment, inspection for oil
and gas industry
• Pipeline (carbon steel and CRA including deepwater, SCR) and structural offshore
/ onshore installation
• Project bidding / tendering (technical and cycle time)
• Worldwide experiences in managing key clients (TOTAL, ExxonMobil, ENI, Shell
etc.…)
• Sound welding, NDT, metallurgy and QC knowledge
• Good communication and leadership skills, able to manage team
• Fluent in English (written and spoken)

activities as part of project’s / department’s core group and technical lead for project

• Review contractual document, welding / NDT / line pipe / FJC specification, and
drawing. Provide relevant technical evaluation / deviation / clarification for project
execution and bidding / tendering
• Prepare / review project specific welding / NDT program, execution plan, method
statement, schedule, weld map, Welding Procedure Specification (WPS) and
relevant documentation (qualification and installation)
• Involve in client and bidding / tendering meeting
• Liaise with client’s welding, NDT, QC representatives or Third Party / Certified
Authority appointed by client on project specific requirement, discussion,
clarification, exception, approval of document, and non-conformance
• Liaise with external party on welding / NDT qualification or permit e.g. Certified
Authority etc.…
• Work closely with welding, NDT, QC and operation teams to select the most
suitable welding and NDT method / process in order to optimize installation
productivity
• Develop / review QA and QC documentation associated to welding, NDT and QC
• Manage Welding Procedure Qualification Test (WPQT) / Welder Qualification Test
(WQT) (including welder training) / AUT and PAUT systems validation or
demonstration / development of Engineering Critical Assessment (ECA),
submission and approval of associated documentation. Ensure the approved
documents are maintained, catalogued, filed, preserved and distributed as required
• Advise project specific NDT requirement / acceptance criteria and review NDT
procedure
• Perform welding consumables estimation for qualification and installation
• Prepare material / welding consumable / welding equipment requirement for
welding activities
• Develop / review scope of work and technical requirement for procurement of
service / material / welding consumable / welding equipment
• Prepare / review Technical Bid Evaluation (TBE) and recommend suitable
subcontractor / vendor
• Liaise with purchaser / expeditor / logistic / warehouse on the provision and delivery
of material / welding consumable / welding equipment
• Perform periodic site visit / audit of subcontractor’s / vendor’s facility
• Evaluate welding personnel / QC personnel selection and ensure allocation of
adequate experienced personnel for qualification and installation
• Liaise with crewing team on the movement and working document of welding
personnel / QC personnel for multi-vessel / multi-site works
• Evaluate quality / competency / performance of welding personnel / QC personnel
/ material / welding consumable / welding equipment
• Liaise with subcontractor / vendor and review their procedure / documentation
• Verify subcontractor’s / vendor’s invoice upon work completeness and address any
observation / deviation
• Provide technical resolution for any qualification / installation operational issues
related to welding, NDT and QC. Put in place associated preventive / corrective /
improvement actions
• Support / coordinate with operation team on installation welding sequence
• Supervise pipeline and structural offshore / onshore installation
• Perform failure analysis
• Perform / update production follow up and prepare installation alignment / recap /
analysis and project close-out
• Maintain welding, NDT and welder performance / continuity records from
installation
• Monitor installation’s cycle time (station or activity wise) / weld cut-out / weld repair
/ downtime. Perform related analysis and propose improvement plan for affected /
concurrent / future project
 • Prepare / review deliverable and provide support for project bidding / tendering
(technical and cycle time)
• Witness metallurgical and destructive testing
• Provide technical support on metallurgical analysis including technical solution as
required
• Provide technical support to welding, NDT and QC operations as required
• Provide technical support and feedback to project management, project operation,
project installation engineering, project procurement, QA, HSE
• Ensure compliance with applicable technical and QHSE standard including ISO
3834-2
• Ensure Head of Welding, NDT and QC is kept apprised of key issue, current status
and outstanding action related to welding, NDT and QC
• Ensure consistent implementation of quality and continuous improvement process
which includes improvement of Welding, NDT and QC department quality system
• Ensure schedule, cost, quality, and HSE objectives are met through the
coordination of the project’s engineering, procurement, quality, and operation
teams
• Ensure all site welding and NDT related activities to be within estimated budget /
schedule / targeted objectives through consistent project tracking / monitoring.
Highlight any deviation / poor workmanship / required improvement / lesson learnt
• Promote an active interaction with project team’s key function
• Involve in every aspect of deliverable with excellent appreciation of client’s needs
and proper submission in timely manner
• Ensure procedure / deliverable / reporting / analysis / final documentation are in
good quality and up to date
Minimum Job Function • Ensure accuracy and completeness of welding documentation / record before final
submission
• Evaluate subcontractor’s / vendor’s performance. Ensure subcontractor’s /
vendor’s supplied service / product (including documentation and technical support)
is in line with agreed terms and conditions
• Mentor / develop welding, NDT and QC team to meet international client
requirements and expectations
• Involve in internal and external quality / operation meeting or discussion as required
• Involve in development of new methodology / technique / process related to
welding, NDT and QC
• Involve in standardization of documentation related to welding, NDT and QC
including template / form and procedure
• Participate in safety campaign / training and quality program
• Participate in technical seminar related to oil and gas, welding, NDT and QC
• Adhere to policies and Management System Operating Procedures of SEB Group,
SEB Corporate QHSE, Operating Company, and Department at all times. Meet
KPI’s / deliverables / initiatives set by management
