RESOLUTION CONGRATULATING THE PROVINCIAL GOVERNMENT OF LA UNION HEADED BY THE HONORABLE GOVERNOR MANUEL C.

ORTEGA, HONORABLE VICE GOVERNOR AUREO AUGUSTO Q. NISCE AND ALL SANGGUNIANG PANLALAWIGAN MEMBERS FOR BEING CITED AS ONE OF THE TOP TEN HIGH PERFORMING PROVINCES IN THE PHILIPPINES for 2010 AND FOR A JOB WELL DONE Author: Hon. Reynaldo M. Mosuela Co-Authors: All Sangguniang Panlalawigan Members WHEREAS, DILG Secretary in a press statement on September 4, 2011 announced that the Department of Interior and Local Government has cited 30 provinces and cities as top performing local government units (LGUs) for 2010 based on the areas of good governance; WHEREAS, DILG Secretary Jesse Robredo said these 30 LGUs, composed of 20 cities and 10 provinces, garnered high scores in the departments Local Governance Performance Management System (LGPMS), a web-based, self-assessment tool that measures LGU performance in key governance areas and provides information on the status of LGUs in terms of local governance and development; WHEREAS, the LGPMS, which is managed by the DILGs Bureau of Local Government Supervision Unit, assesses LGU performance on the areas of: administrative, social, economic, and environmental governance, including local legislation and fundamentals of good governance which include transparency, participation and financial accountability; WHEREAS, the Province of La Union, which garnered a score of 4.9115 ranked second from the top ten list of provinces; re: Bohol (4.9370); La Union (4.9115); Bulacan (4.8628); Negros Oriental (4.8331); Pangasinan (4.8185); Ilocos Norte (4.8185); Albay (4.8064); Cavite (4.8031); Compostela Valley (4.7812); and Tarlac (4.7773); WHEREAS, the Sangguniang Panlalawigan deems to recognize the unceasing efforts of the men and women of the Provincial Government of La Union who served to pursue the provinces mission, vision and goals resulting in systems that are more efficient, effective, innovative, and flexible;

Whereas, the recognition is indeed a great feat, however, this will also serve as a reminder not to rest but to be better in serving our constituents; NOW, THEREFORE, on motion of Hon. ______, unanimously seconded; THE SANGGUNIANG PANLALAWIGAN IN SESSION DULY ASSEMBLED: RESOLVED, as it is hereby resolved, to EXPRESS HEARTFELT CONGRATULATIONS TO THE PROVINCIAL GOVERNMENT OF LA UNION HEADED BY THE HONORABLE GOVERNOR MANUEL C. ORTEGA, HONORABLE VICE GOVERNOR AUREO AUGUSTO Q. NISCE AND ALL SANGGUNIANG PANLALAWIGAN MEMBERS FOR BEING CITED AS ONE OF THE TOP TEN HIGH PERFORMING PROVINCES IN THE PHILIPPINES for 2010 AND FOR A JOB WELL DONE; RESOLVED FURTHER, that a copy of this resolution be furnished to the Office of the Governor, all Department Heads and Chiefs of Hospitals and the same be posted in conspicuous places of the Provincial Capitol together with the citation so that the people of the Province of La Union may know.

GUALBERTO AND ALL SANGGUNIANG PANLUNGSOD MEMBERS FOR BEING CITED AS ONE OF THE TOP TEN HIGH PERFORMING COMPONENT CITIES IN THE PHILIPPINES FOR 2010 AND FOR A JOB WELL DONE Author: Hon. Reynaldo M. WHEREAS, the Sangguniang Panlalawigan deems to recognize the unceasing efforts of the men and women of the City Government of San Fernando, La Union who served to pursue the citys mission, vision and goals resulting in systems that are more efficient, effective, innovative, and flexible;
