1.0 INTRODUCTION

This document describes the Design Criteria set forth for the design, detailed
engineering, fabrication, installation, testing and commissioning of SPM & PLEM piping
and Floating & Underbouy Hoses handling sour crude. Procurement and supply of all
the items shall be as per Scope of Work included in the Bid Package.

This document shall be read in conjunction with the Scope of Work of SPM System and
Specification for SPM System and other documents, drawings, specifications etc.
enclosed with the Bid Package.

In addition, the relevant Specifications, P&IDs, Data Sheets, Drawings and survey
reports etc. enclosed with the Bid Package shall be strictly complied with.

In case of conflict between the requirements of various codes and standards referred
above and the requirements of this specification, the requirements of this specification
shall govern.

This document shall be applicable for all works related to design, engineering,
procurement, fabrication, inspection, load out, transportation to site, testing and supply
of complete SPM (N1) system including PLEM (N1 & N2), floating and underbuoy
hoses, as per Scope of Work for SPM and PLEMs indicated elsewhere in the bid, to be
awarded to a contractor herein after referred as “SPM System Contractor (SPM-C)”.

The handing over of complete SPM system with PLEMs & hoses including witnessing
unloading and supervision to separate Installation Contractor at installation site is in the
scope of SPM-C. Assistance during installation, testing and commissioning of SPM and
PLEMs shall also be provided by SPM-C.

3.0 DESIGN PARAMETERS

SPM piping, PLEM piping and Floating & Underbuoy hoses shall be designed as per
following requirements and relevant specifications of the bid-package.

3.7 Oceanographic Survey and Geo-Technical Data

4.0 DESIGN STRESSES

SPM / PLEM Piping and tie-in spool piece (between PLEM & Submarine Pipeline)
Design shall be as per design criteria specified in DNVGL-ST-F101.

5.0 PLEM & SPM PIPING

5.1 Pipeline End Manifold (PLEM)

5.1.1 The Pipeline End Manifold (PLEM) shall act as a junction for transmission of crude oil
from SPM to Submarine pipeline. The PLEM shall be secured on the sea-bed by
suitable PLEM skid sized to prevent sliding, lifting, tilting and bending when subjected
to anticipated loading conditions. The basis of PLEM skids design shall be API Std.
RP-2A. Due consideration shall be given to pipeline expansion / contraction for the
design of PLEM skid. Spool Pieces connecting PLEM to the main pipelines shall be
designed in a way that the pipeline expansion / contraction shall be absorbed in the
spool itself without transferring any load to the PLEM skid.

5.1.2 Location

The exact location of PLEM and orientation of PLEM piping connections for hoses shall
be finalized by contractor based on finally selected underbuoy hose configuration. The
orientation of PLEM & Piping shall be such as to match the approach / alignment of 42”
dia. submarine pipelines. The Proposed Offshore pipeline routing drawing (Drwg. No.
B291-000-83-41-10001) has been attached with the Bidding document for bidder’s
information. Design of spool piece configuration shall be such that it matches the
pipeline approach as well as expansion requirements stated in clause 5.1.4.

5.1.3 PLEM Piping Components

The entire PLEM piping shall be provided as per approved Piping & Instrumentation
diagram (P&ID). All PLEM piping components including pipe, flanges, fittings,
valves, fasteners, gaskets etc shall be of NACE complaint material suitable for
handling sour crude oil as per applicable specifications attached elsewhere in
the bid document. All scrapper traps (launchers and receivers) are located onshore.
All pigging operation shall be done from shore to shore via subsea PLEM. Therefore,
PLEM piping and valves (piggable section) shall be designed for handling all types of
commercially available in-line inspection tools including intelligent pigs and spheres
suitable for 42" dia. pipeline. Accordingly, PLEM shall be sized to take care of above
requirements.

The PLEM piping shall permit hook-up as and when required. Unless shown otherwise
in approved P&ID, all valves on PLEM shall be hydraulically operated. The hydraulic
power unit (HPU) for valves’ actuator shall be located on buoy & the umbilicals for
operation of valves shall be provided from HPU to the PLEM valve actuators. For
details of umbilicals and HPU, refer applicable specification enclosed elsewhere with
the bid document. PLEM skid (complete with PLEM piping & valves etc.) shall be
designed, engineered and supplied by SPM / PLEM Contractor. The design and
engineering of tie-in spool is also covered in scope of SPM / PLEM Contractor
(Refer Para 7.0).
Entire PLEM structure shall be provided with a suitable protective cage to avoid
damage to PLEM piping & valves. The protective cage shall be designed to have
access for diver inspection, maintenance and operation of PLEM components as
required.

All tie-in spools for PLEM (N1 & N2) shall be designed in such a way that no expansion
/ forces are transmitted to the PLEM piping. For the design of tie-in spool pieces,
maximum pipeline expansion shall be considered as given in clause 5.1.4. A
Preliminary Piping Arrangement at PLEM (Drwg. No. B291-000-83-41-30006)
indicating arrangement of tie-in spools connecting PLEM piping with 42” submarine
pipelines is enclosed with the Bid Document for Bidder’s information and reference
purpose only. However, detailed design of all tie-in spools for PLEM - N1 & N2 shall be
performed by SPM Contractor.

Piping design conditions for PLEM N1 and PLEM N2 are as follows:

- All piping, fittings, flanges and valves : 300 # Class


- Internal design pressure for piping : 19.0 kg/cm2
- Test pressure (Pre-installation) : 28.5 kg/cm2
- Test pressure (Post-installation) : 28.5 kg/cm2

All flanges used in PLEM Piping shall correspond to ANSI Class 300#. Flange
connection to tie-in spool of pipeline shall be with RTJ groove of ANSI rating 300#.
Ring groove of all flanges shall be overlaid with inconel 625. Hardness of Inconel 625
overlay on the flange groove shall be more than 200 BHN. Ring gaskets shall be made
of Inconel 625 having hardness less than 160 BHN.

Flanged end reducing spool piece of size 24” X 20” (ANSI rating 300# RTJ X 150#
FF) shall be provided for connection between PLEM and underbuoy hose. E

Additionally, 02 (two) nos. of 24” – 300# RTJ flanged end hydraulically operated
ball valve shall be supplied to SPM-C as free issue item, for installation at PLEM -
N1.

5.1.4 Maximum pipeline expansion to be considered for the respective pipelines is as


follows:

- Main line from LFP N1 to SPM N1 : 100 mm (at PLEM N1 end)


- Main line from LFP N2 to SPM N2 : 100 mm (at PLEM N2 end)
- Loop line from SPM N1 to SPM N2 : 100 mm (at PLEM N1 end)
: 100 mm (at PLEM N2 end)

5.1.5 Stress Control

The design for the PLEM piping shall be such as to provide a safe and functional piping
design. Stresses during installation, operation and testing shall not exceed the
allowable limits as per the requirement of clause 4.0.
Expansion of the connecting crude oil pipelines shall be considered in design of tie-in
spool ensuring that no movement / forces are transferred to PLEM Piping. For stress
analysis of PLEM piping, design temperature of pipeline, expansion from connected
pipeline and forces from the under buoy hoses connected to PLEM piping shall be
used. The expansion of pipelines shall be as per clause 5.1.4 and considered for
design of tie-in spool.

Flexibility analysis shall be carried out for installation, testing and operating conditions.

5.1.6 Piping Supports and their Locations


The piping supports spacing shall be such that the piping is safely supported and that
calculated allowable spans are not exceeded. Number of supports and their location
shall be selected to prevent the piping from becoming over-stressed during all design
conditions. Spacing of supports shall be based on piping withstanding storm conditions,
temperature stresses and vortex shedding criterion specified in DNVGL-ST-F101 for
submarine pipeline system. Where adjustable supports are provided, electrical
continuity for cathodic protection of supports shall be provided between PLEM skid and
supports.

All bolting on the piping supports clamps shall utilise fully tightened double nuts on
each end of the struts. All nuts and bolts used for clamping the supports to piping shall
be PTFE or XYLAN coated.
5.1.7 Coating of PLEM piping

Entire PLEM piping, including supports etc., shall be painted in accordance with the
applicable specifications included elsewhere in the Bid package.

5.1.8 Cathodic Protection of PLEM piping


Entire PLEM structure including PLEM piping shall be cathodically protected in
accordance with the applicable specifications contained elsewhere in the Bid package.

5.2 SPM Piping


5.2.1 Fluid Transfer / Product Piping System
The details mentioned below are based on turn table type SPM. In case turret type
SPM is proposed, equivalent piping arrangement shall be provided. Contractor shall
prepare and submit all details, designs and drawings to Company to establish the
suitability of proposed system.

SPM Fluid transfer system shall comprise of piping in two sections as defined below:

On turntable / Buoy : 2 nos. 24" dia. piping runs from overboard platform to
rotating swivel.

In centre well : 2 nos. 24" dia. pipes extending from bottom of fixed
part of product swivel up to underbuoy hose
connection.

The fluid transfer piping including valves, pressure / temperature indicator etc., shall be
provided as per approved Piping and Instrumentation diagram (P&ID). All SPM piping
components including pipe, flanges, fittings, valves, fasteners, gaskets etc shall
be of NACE complaint material suitable for handling sour crude oil as per
applicable specifications attached elsewhere in the bid document.

The piping system shall be designed & tested for conditions defined below.

Piping design conditions are as follows:

- Internal Design Pressure : 19.0 kg/cm2


- Flange ANSI Class rating : 150# / 300 # (Refer P&ID)
- Test Pressure (Pre-installation) : 28.5 kg/cm2
- Test Pressure (Post-installation) : 28.5 kg/cm2

Unless shown otherwise in P&ID, two (2) connections (size 2”) with ball valves shall be
provided (one on top and one on bottom) on product swivel for filling and draining
purposes. In addition, two (2) number 2" tapping with ball valves shall be provided (one
on top and one on bottom) for fitting pressure gauges on the product swivel.

Additionally, 02 (two) nos. of 24” – 150# RF flanged end ball valves shall be
supplied to SPM-C as free issue item, for installation at pipe arm of SPM - N1.

Both turntable and centre well piping shall connect to a single central product swivel.
Leak Detection System for Swivel flange shall be provided. The product swivel shall
also be provided with bypass lines to the hose strings on upstream and downstream of
fluid swivel to facilitate flushing of the hoses.

Flexible joints shall be used to connect product swivel and turntable piping to allow for
slight misalignments during fabrication.

 Connection between centre well piping and underbuoy hoses shall be made through
spool pieces fitted with fixed flanges as enumerated below:

- For new SPM (N1):

 Two nos. of 24” X 20” (ANSI rating 300# RF X 150# FF) reducing spools for
connection to underbuoy hoses.

 Additionally, two nos. of 24” X 20” (ANSI rating 300# RF X 300# FF) reducing
spools shall be supplied loose for future connection to underbuoy hoses.

- For existing SPM (N2):

 Two nos. of 24” X 20” (ANSI rating 150# RF X 300# FF) reducing spools shall
be supplied loose for future connection to underbuoy hoses.

 Overboard piping shall be provided with spool pieces for floating hose connection as
enumerated below:

- For new SPM (N1):

 Two nos. of 24” X 24” (ANSI rating 300# RF X 150# FF) spools for connection
to floating hoses.

 Additionally, two nos. of 24” X 24” (ANSI rating 300# RF X 300# FF) spools E
shall be supplied loose for future connection to floating hoses.

- For existing SPM (N2):

 Replacement of two nos. of 24” X 24” (ANSI rating 300# RF X 150# FF) existing
“L-shaped” flanged spools with two nos. of 24” X 24” (ANSI rating 300# RF X
300# RF) “L-shaped” flanged spools.

 Two nos. of 24” X 24” (ANSI rating 300# RF X 150# FF) for connection to
floating hoses.

 Additionally, two nos. of 24” X 24” (ANSI rating 300# RF X 300# FF) spools
shall be supplied loose for future connection to floating hoses.

The pipe swivel shall have two main parts i.e. top rotating half and bottom fixed half.
The top half shall be mounted on a roller bearing. The top and bottom halves are bolted
together against the roller bearing.

5.2.2 Stress Control

The design for the SPM piping shall be such as to provide a safe and functional piping
design. Stresses during installation, operation and testing shall not exceed the
allowable limits as per the requirement of clause 4.0. For stress analysis of SPM
piping, forces from floating & under buoy hoses (connected to tanker & PLEM piping)
shall also be considered.

Flexibility analysis shall be carried out for installation, testing and operating conditions.

5.2.3 Piping Supports and their Locations

The piping supports spacing shall be such that the piping is safely supported and that
calculated allowable stresses are not exceeded. Number of supports and their location
shall be selected to prevent the piping from becoming over-stressed during all design
conditions.

All bolting on the piping support clamps shall utilize fully tightened double nuts on each
end of the struts. All nuts and bolts used for clamping the supports to piping shall be
PTFE or XYLAN coated.

5.2.4 Coating of SPM piping

Entire SPM piping, including supports etc., shall be painted in accordance with the
applicable specifications included elsewhere in the Bid package.

5.2.5 Corrosion Protection of SPM piping

Entire SPM piping shall be protected in accordance with the applicable specifications
contained elsewhere in the Bid package.
5.3 Non Destructive Examination

All welds shall be 100% radiographically examined. For Fillet welds where carrying out
radiography is not possible, magnetic particle test or dye penetrant test shall be carried
out on 100% of such welds.

6.0 FLOATING & UNDERBUOY HOSES

6.1 Floating Hose System

6.1.1 The product from tankers shall be transferred by means of two (2) numbers of floating
hose strings of 24" diameter each. Floating hoses shall be suitable for handling sour
crude oil under conditions as defined in this design criterion and other applicable
documents included in bid package. Overall length of hose string shall be determined
by the Contractor so as to meet the requirements of maximum tankers sizes and
pumping capacity as mentioned in Bid Document.

6.1.2 Hose string shall be equipped with marker buoys and obstruction lights. Spacing of
lights shall be approximately 30 meters. The lights shall have minimum 2 Nautical miles
range in clear weather and shall flash 50 times / minute.

6.1.3 Each hose string shall have following make up:

- One off buoy fully reinforced half float type hose.


- One off variable reinforcement, integrally floating hose.
- Sufficient number of (as may be required to make up total length of hose string)
integrally floating hoses.
- Tanker end of each hose string shall be of 16" size. The last hose in the string
shall be a rail hose. Other hoses shall be tail hoses, light-weight, fully integral
floating type.

6.1.4 A double closure type breakaway coupling in accordance with applicable specification
shall be incorporated in each hose string (16” size) near tanker end in order to
minimise oil pollution. The breakaway coupling shall be designed for automatic
simultaneous closure of fluid flow through both ends of separated hose strings.

Each hose string shall be provided with butterfly valves (16” size). Tanker end of each
hose shall be provided with QCDC coupling (camlock type) of applicable size and
rating.

6.1.5 Hose duty conditions are as follows:

6.2 Under Buoy Hose System

6.2.1 Two (2) numbers underbuoy hose strings shall be provided to transfer product from
SPM buoy to Pipeline End Manifold (PLEM) located on sea bed. The size of each of
the underbuoy hose string shall be 20".

6.2.2 Chinese lantern configuration is envisaged at this stage for underbuoy hose strings.
The Contractor shall, however, design and provide the most appropriate configuration
for underbuoy hose strings based on his design.

6.2.3 The design of the configuration shall be such that hose strings are never over stressed
and kinked or damaged due to buoy excursion under various environmental and
loading conditions. At no stage shall the underbuoy hoses touch the seabed.

6.2.4 The string shall incorporate a leak detection system to display in the buoy to detect
leaking / damaged hose.

6.2.5 Hose duty conditions are as follows:

- No. of Hose strings : 2 nos.


- Size of Hoses : 20" diameter
- Type : Double Carcass
- ANSI Flange rating : 150# FF
- External design pressure : Capable of withstanding 4 bar, without loss

7.0 TIE-IN OPERATION

The tie-in between submarine pipelines and PLEM piping shall be with flanged spool
piece connection. SPM Contractor shall be responsible for design of tie-in spools
including CP design, flexibility analysis and shall provide General Arrangement
Drawing with Bill of Material of Spool pieces. Tie-in spool configuration and design shall
be such that no movement / forces are transferred to the PLEM piping. Concrete
weight coating shall not be provided for LR bends of tie-in spools.

Additionally, tie-in spool design shall take into account the pipeline approaches while
firming up the bend angles. Based on design / drawing and Bill of Material of spool
pieces provided by SPM Contractor, the installation contractor shall fabricate and install
the tie-in spools.

The tie-in spools shall be terminated with swivel-type flanges for connection to
PLEM piping and pipeline. Flange connection to tie-in spool shall be with RTJ groove
of ANSI rating 300#. Ring groove of all flanges shall be overlaid with inconel 625.
Hardness of Inconel 625 overlay on the flange groove shall be more than 200 BHN.
Ring gaskets shall be made of Inconel 625 having hardness less than 160 BHN.

- The SPM Contractor shall terminate all PLEM and SPM piping end flanges with
blind of corresponding size and class rating.

- Separate Installation Contractor shall perform installation of SPM system complete


with PLEM and submarine pipeline alongwith applicable tie-in operations including
fabrication of tie-in spools as per design by SPM-C.

For performing installation and tie-in operations, following items shall be supplied by
SPM Contractor as loose material to Company / Installation Contractor:

 04 nos. (i.e. 2 nos. each for PLEM-N1 & N2) mating swivel-type WNRJ flanges
(42” size x ANSI Class 300# Rating), surface finish of 32-63µ inch AARH - to be
installed on PLEM side of tie-in spool. The tie-in spools shall be fabricated by
Installation Contractor based on design / drawing furnished by SPM Contractor.
Bends fabrication for tie-in spool from pipe (free issue by Company) shall be in
Installation Contractor Scope.
Note:
a) 04 nos. (i.e. 2 nos. each for PLEM-N1 & N2) mating swivel-type WNRJ
flanges (42” size x ANSI Class 300# Rating), surface finish of 32-63µ inch
AARH - to be installed on pipeline side of tie-in spool shall be supplied by
Installation Contractor.
b) 4 nos. WNRJ flange (42” size x ANSI Class 300# Rating), surface finish of
32-63µ inch AARH, to be installed on the pipeline ends at the location of tie-
in spools shall be supplied by Installation Contractor.
 1 no. spare swivel-type WNRJ flange (42” size x ANSI Class 300# Rating),
surface finish of 32-63µ inch AARH.
 Applicable gaskets, nuts, bolts, washers etc. for performing installation activities
complete with spares.

- All the WNRJ flanges (42” size x ANSI Class 300# Rating) indicated above shall be
connected with connecting pipe of material API 5L Gr. X-65 and thickness 24.0 mm.
- Pipes for fabrication of bends for spool piece shall be arranged by Company based
on SPM Contractor’s design, engineering, drawing and bill of material.
