- The consultancy will have two stages: first, the presentation of the
overall structure of the policy brief and second the presentation of
the final document.

Methodology
- This is a desk-based poly analysis research.

This activity will be implemented in Maputo City without any field trips
October – Contract and Validation study tools

(draft and finalization)
- December: validation workshop and dissemination of the study
report
HELASIA Project/HI, FAMOD and member OPDs working on mental
disability, Ministry of Health, Ministry of Gender, Children and Social Action
and Ministry of Education.
 The revision and selection should be done at national level;
 The consultant will be chosen on the basis of the technical proposal
and previous experience and similar studies. The study findings will
serve as a source of evidence to influence policy makers on the need
to promote human rights standards in mental health law and policy;
 Follow-up and sharing of investigation process and results sessions
will be organized by the project, FAMOD team and the consultant's
team;
 The reports will be presented and validated by HELASIA national
team, HELASIA coordination team and the FAMOD team. The overall
quality of the work will be assessed after submission of the Final
Report. The results of the study will be shared with the Public Health
Directorate of the Ministry of Heath, the Social Protection
Directorate of the MGCAs, OPDs and other relevant actors.
- The consultant is expressly required to conduct a gender relevant
policy analysis, meaning that whenever relevant the finds should be
able to explain the differentiated impact on women and men.
- Researchers must sign and adhere to the institutional policies of the
HI, with emphasis on the code of conduct and policy on protection
of beneficiaries.
- An environmental sustainability approach will be used during the
study to reduce the minimum use of paper. Surveyors will be

allowed to use tablets for data collection provided by HI.
