MINUTES OF THE 1ST MEETING OF THE LOCAL YOUTH DEVELOPMENT COUNCIL HELD ON SEPTEMBER 12,
2021 (SUNDAY) AT THE SANGGUNIANG BAYAN SESSION HALL, BARANGAY POBLACION, MUNICIPALITY OF
SAN JOSE, PROVINCE OF NEGROS ORIENTAL.

I. Call to Order
The meeting was officially called to order at 10:30 AM by Mr. Emmanuel M. Bacay (LYDC
President)

II. Invocation
An AVP was played for the opening prayer, this was followed by the singing of the Philippine
National Anthem.

III. Roll Call

The roll call of the Local Youth Development Council Members that were present in the 1 st
meeting was performed by Ms. Chariza Fe S. Bacay (LYDC Secretary). There were eleven (11)
LYDC member including the president and two (2) members were absent.

IV. Calendar of Business

The motion to open the agenda listed below was moved by Mr. Rejan F. Remoticado
- Formulation of the Local Youth Development Plan for CY 2022-2024
Seconded by Mr. Rustom G. Ubas with no objections raised and was approved.

FORMULATION AND REVIEW OF THE LOCAL YOUTH DEVELOPMENT PLAN

The Sangguniang Kabataan Federation President took the lead in the initial drafting of the Local
Youth Development Plan (LYDP) and finalized by the Local Youth Development Council. The SK
Federation President made sure that the Local Youth Development Plan (LYDP) gives the priority
to the programs, projects and activities for the youth, especially, anti-illegal drug abuse programs,

as well as those that promote meaningful youth participation in nation building, sustainable
youth development and empowerment, equitable access to quality education, environmental
protection, climate change and adaptation, disaster risk reduction and resiliency, youth
employment and livelihood, health, gender sensitivity, social protection, capability building and
sports development.

A motion was raised by Ms. Rona Mae T. Salvoro that the project details enlisted in the Local
Youth Development Plan will be submitted to the Municipal’s Chief of Executive. Unanimously
seconded and was approved.

V. Unfinished Business
There being no unfinished business, let us move on to other matters.

VI. Other Matters

There being no other matters to be discussed in this body, upon the motion to adjourn made by
Mr. Jocel S. Rama and duly seconded by Mr. Junel S. Ruales, the motion is hereby carried and
approved. The meeting was adjourned at exactly 2:35 PM.
