OBJECTIVES

 To promote balanced and compatible land use relationship within the locality
 To provide adequate and suitable areas for burial lot and other facilitates for memorial park.
 To develop memorial park in accordance with the rules and regulation
 To integrate climate change adaptation and risk reduction in land use / development
planning through policies, actions, and tools for implementation over the long term that will
result in a reduction in vulnerabilities and hazard impacts.

MEMORIAL PARK - A cemetery with well-kept landscaped lawns and wide roadways and footpaths
separating the areas assigned for ground interments, tombs, mausoleums and columbaria, with or
without a mortuary chapel; and provided with systematic supervision and maintenance and where
park-like atmosphere is an outstanding quality. (NBC p.194)

General Classification of Use: Division E-2 (Business and Mercantile in nature)

SPE (Special) – other vertical facilities not mentioned under regular uses/occupancies of
buildings/structures such as cemeteries, memorial parks and the like.

2. Protective Enclosures

a. The cemetery shall be totally enclosed by a perimeter fence/wall of strong material, and
all gates shall be provided with a strong door and lock. Perimeter wall shall not exceed 3.00 meters in

height.

b. Where a cemetery is enclosed by a solid reinforced concrete wall at least 2.00 meters high,
it is allowed to construct tombs, vaults, mausoleums or other types of sepulchers for the dead up to
the walls. Otherwise, a clearance of 5.00 meters shall be maintained between the perimeter fence
and the nearest interment plot.

3. Interments, Burials and Entombments

a. For ground interments, there shall be a minimum depth of excavation of 1.50 meters from
ground level to base of excavation. However, if concrete vaults are used, the minimum depth of
excavation from base of vault to ground level shall be 1.00 meter, depending on the depth of ground
water table.

b. Ground interments shall be allowed only in designated graveyard areas of the cemetery
and may be provided with suitable markers, headstones or memorials.

c. Vaults for tombs and mausoleums for aboveground interments shall be of solid reinforced
concrete. Concrete hollow blocks or any unit masonry construction of ceramics, adobe or the like
shall not be allowed for the construction of above-ground vaults; tombs or mausoleums.
Mausoleums may be provided with ossuaries and/or cineraria along the interior walls.

d. Multi-level interment niches shall only be of solid reinforced concrete construction, of not
less than 150 millimeters thickness in which case they may be allowed to abut walls of the cemetery,
provided, the walls are of solid reinforced concrete construction. Concrete hollow blocks, or any unit
masonry construction of ceramics, adobe or the like shall not be allowed.

e. Before construction is started on any mausoleum, canopy over a tomb, or multi-level


niches, a building permit shall be secured therefor from the OBO.

f. Horizontal divisions of columbaria shall be of reinforced concrete of at least 50 millimeters


thickness. Vertical divisions may be of concrete hollow blocks of at least 100 millimeters thickness, in
which case, cement mortar shall be applied evenly to present a non-porous surface. Minimum
dimensions of individual cinerarium shall be 300 millimeters by 300 millimeters by 460 millimeters.
Cinerary remains shall be placed inside tightly sealed urns.

4. Accessory Structures

a. A chapel with a floor area of at least 50.00 sq. meters shall be constructed at a convenient
location within the cemetery where funeral ceremonies may be held, and incidentally serve as haven
for funeral participants against sun and rain.

b. Wake chaplets with a minimum area of 50.00 sq. meters for thirty (30) persons and at
least 1.60 sq. meters for each additional person may be provided.

c. Administrative Office - a 64.00 sq. meters lot shall be allocated for an administration
building office for memorial parks with an area of above one (1) hectare.

d. Electrical Power Supply - Distances of lampposts for street lighting shall be placed at a
maximum of 100.00 meters or as prescribed by the power firm servicing the area. Utility poles shall
be installed along sides of streets and pathways.

e. Parking Area - Parking area equivalent to a minimum of five 5% of the gross area of
memorial park/cemetery shall be provided over and above the required parking area/facility for any
structures to be constructed within the premises of the memorial park/cemetery.

f. Comfort Rooms - Adequate and clean comfort rooms with facilities for disabled persons
shall be provided in properly located areas.

REVIEW OF RELATED LITERATURE

Golden Haven Memorial Park (Local)

Golden Haven is not only a memorial park that prides itself in beauty, aesthetics, and seen all around
the Philippines. Right now, Golden Haven is the only Eco-memorial Park in the Philippines.

As seen through the modern design and structure of the parks, Golden Haven is one of the more
beautiful memorial parks in the Philippines. Also, with the 35 and developing branches located in 32
locations nationwide, Golden Haven will be found everywhere and will be very accessible to
everyone around the country.
In addition to the visually pleasing memorial parks, these memorial parks take into account
sustainability and environmental-friendliness into account. To further fit the bill of “eco-memorial”
Golden Haven Memorial Parks is a 100% open or green space.

West Kelowna Memorial Park Plan(International)

Memorial Park (formerly Westbank Community Park) is a community park in the Westbank Centre
Neighbourhood. The park is located adjacent to Johnson Bentley Memorial Centre (JBMAC) off West
Kelowna’s Old Okanagan Highway. The northwest corner of the site is former Westbank Irrigation
District (WID) property that is now owned by the District of West Kelowna (DWK). (District of West
Kelowna, 2013)

Memorial Park is one of the few flat, open field spaces in the community. It is adjacent to Johnson
Bentley Memorial Aquatic Centre (JBMAC) and the Westside Skatepark. Currently the park is used for
soccer, casual field activities and Music in the Park. In addition to providing recreational
opportunities, the future Memorial Park will be a space to recognize and commemorate members of
the community. This plan will also consider the future of the existing skatepark on the north side of
JBMAC

Park Concept

 Public input indicated the following priorities should be the focus of improvements to
Memorial Park:
 Develop tiered seating in front of the stage;
 Improve safety and security;
 Provide a new bike skills park;
 Provide a new skate park;
 Provide an improved and expanded stage;
 Develop a playground; and
 Increase and formalize the parking.

GENERAL LAND MAP USED:

1. Location of Cemeteries/Memorial Parks

a. Cemeteries and Memorial Parks shall be located in accordance with the approved land use
plan of the city/municipality concerned. Prior clearance shall be obtained from the Department of
Health, the National Water Resources Council, the Department of Environment and Natural
Resources and the Housing and Land Use Regulatory Board

SITE LOCATION: Lalaan 1, Along Emilio Aguinaldo Hwy, Silang, Cavite

DEMOGRAPHIC

• The latest NSO Census on Population in 2010 recorded a total population of 213,490 and

utilizing the growth rate of 3.68%, the projected total population for 2012 is 229,492.

• Female population is generally higher than the male population, the former having a
population of 112, 119 and the latter totaling 109,942.

• As to density, gross population density is fourteen (14) persons per hectare.


• The child and youth group, whose age brackets are from under 1 to 10-14, has a population
of 71,632 or 32.26% of the total population. The old dependents with ages 65 years and
above constitute 3.36% of the total population or 7,467

Age Ratio

Age dependency ratio indicates the extent to which those who are too young or too old to earn a

living depend for support on those who earn. In Silang, total dependency ratio is 35.62%. Young
dependency ratio is 50.10% while old dependency ratio is 5.22%. 54.36% is employed while 45.64%
is not. Of the total labor force: 73,251 are males while 77,178 are females

Mortality

The crude birth rate of Silang has been very stable in 3.0 level in the past five (5) years. However, an
increase in mortality was recorded in 2011 and 2012 with 6.24 and 9.4 respectively. The increase in
the number of death records can be attributed to the increasing young child mortality rate which
leaped from 0.73 to 3.8 in four year time frame.

NATURAL AND PHYSICAL CHARACTERISTIC

Silang is geographically located at 120° 58’ North latitude and 14° 13’ East longitude and bounded on
the north by the municipalities of General Trias, Dasmariñas, General Mariano Alvarez and Carmona;
on the west by Amadeo and General Trias; Carmona and the Province of Laguna on the east; and City
of Tagaytay on the south.

Majority of the municipality is classified as other lands mainly annual and perennial crops such as
pineapple, coconut, banana, coffee and vegetables.

The large and small patches also represent other lands which are built-up areas such as settlements
including institutions, industries and subdivisions. Located in Barangay Cabangaan is the remaining
forest in Silang, Cavite, classified as open forest, mixed. This is characterized by discontinuous tree
layer formation with coverage of at least 10% and less than40%

STATUS AND INVENTORY OF PRIVATE AND PUBLIC CEMETERY

At present, there are eleven (11) cemeteries/memorial parks catering to the burial needs of
the municipality. Out of these eleven cemeteries, only 3 are operated by the local government while
the remaining are privately owned. These public cemeteries are all congested, thus, there arises the
necessity of opening up more of these to accommodate the increasing need for burial sites.
SWOT ANALYSIS

Strength

• The property is located outside of Central Business District.

• Besides the major road there are existing Right of Way within the perimeter of the property
making it more flexible when putting entrance and exits.

• Silang is located 45 kilometers south of Metro Manila which makes it an ideal destination for
weekenders.

• It has a cool and invigorating climate ideal for short outdoor activities.

Weakness

• There are domestic waste scattered around the property.

• Some vacant properties has informal settlers.


Opportunity

• Out of eleven cemeteries, only 3 are operated by the local government while the remaining
are privately owned. These public cemeteries are all congested, thus, there arises the
necessity of opening up more of these to accommodate the increasing need for burial sites.

• There are only 2 existing memorial park in Silang, Cavite namely: Divine Mercy Memorial
Park and St. Joseph Memorial

• The municipality has several potential tourist destination which include natural sites, culinary
establishments, resort, seminar houses, and religious/cultural landmarks.

• proximity to popular tourist destination sites

Threat

• There is one competitor. An existing private cemetery called Abraham’s Bossom in the same
Barangay which is not congested.

• There are some existing structures in front of the property like café and stores.

LOCAL AND INTERNATIONAL MEMORIAL PARKS

Manila Memorial Park

Location: Parnaque, Metro Manila

The Manila Memorial Park in Parañaque was established in 1964 when the city was still a
municipality of Rizal province. In August 1985, it became the first cemetery to host a modern
crematorium in a memorial park setting, having been established a year after Pope Paul VI lifted the
ban on cremation for Catholics. The cemetery became part of a larger network of burial sites of
Manila Memorial Park, Inc. with five other cemeteries under the Manila Memorial Park brand
opened in other parts of the Philippines.

From December 2016 to August 2017, the Rizal Premier Chapel, a new funeral venue was built.[6]
The cemetery hosts a second older chapel.[4]

Hillside Memorial Park

Location: Culver City, CA United States

Planned in 1941 by Harry and Robert Groman as the final resting place of Southern California’s
Jewish community leaders, this 45-acre wedge-shaped site in Culver City was designed in 1945 by
Ralph Cornell in collaboration with architect Arthur Froehlich. Taking advantage of the naturally hilly
location, Cornell gracefully located vehicular circulation on roads that meandered around the site.
Though not built when the Park opened in 1946, the design team proposed a mausoleum at the crest
of the hill, from which a 120-foot waterfall would cascade dramatically down the hillside, terminating
in a reflecting pool.

CONCLUSION
The spatial development concepts identified for the municipality of Silang are the linear
urban form and multi-nodal form. The linear urban form, also known as the ribbon or strip
development is characterized by concentration of development along both sides of major
transportation routes. The multi-nodal urban form re-directs development away from the urban core
toward identified urban growth areas or nodes

The commemorative monuments at memorial parks consist of similar flat flush plaques or
markers. Because these cemeteries lack vertical monuments, the burial grounds develop park-like
rolling lawns within which landscape features delineate the rows of plots and the larger sections of
the cemetery.

Expanded Parking

 Positive support for increased parking


 Good for improved accessibility
 Vehicle access to the stage along the toe of the slope is desirable

Safety and Security

 Lighting is highly recommended especially in the skate park, bike park and parking lots
 Thinning or limbing-up of vegetation around the proposed playground is recommended for
improved visibility

Parking space (a minimum of five 5% of the gross area of memorial park/cemetery): 79, 883.50 sq.m
x 0.05= 3, 994.175 sq. m

Land Allocation (Underground Interment-50% of Saleable Lot): 49, 534.71 x .50= 24, 767.355 sq. m
