Reason for Canceling: 

Our recent search for a Police Chief was an abysmal failure and colossal embarrassment,
to say the least. The position was offered to and accepted by an internal candidate,
only to later be revoked by the Mayor after objections by some members of the Common
Council. We have an NCP exam scheduled for March 25, 2023 for the candidate who was
initially selected and is no longer a candidate. We also have an open-competitive exam
scheduled for March 25, 2023. To no one's surprise, it has generated little interest.
As a result, the City has hired an executive search firm to assist with recruitment for a
Police Chief.

Just following up here regarding my questions highlighted below that have gone unanswered.

I also want to stress something concerning that came to my attention today: Is it true that we've been
accepting applications locally for eligible officers to sit for a Police Chief exam since December? I understand
that by the middle of last month we had at least 5 applicants, but the exam has now been inexplicably
canceled.

This revelation is of concern to me because I don't believe it was common knowledge among colleagues that
the offering of this test was already attracting applicants locally late last year, or that it was even scheduled to
take place. Instead, we were blindsided at our January meeting by the Mayor's last- minute "urgent" request to
authorize funding for an executive search firm to step in and steer our approach on this issue. At the time, I
assumed this political maneuver was designed to close debate on the previous search which the Mayor has
deemed "failed." Now it appears other motives may be guiding this public expenditure.

Canceling the Police Chief exam only further undermines IPD morale. Why are we consistently telling local
candidates who aspire to leadership that they cannot be successful or even fairly considered for this role?
Each interested individual who responded to our call for applications deserves a shot at taking the exam,
otherwise we have once again violated the public's trust with our police chief search. Likewise, everyone on
this thread deserves an explanation for why we are spending tax dollars recklessly on a search firm when a
decent pool of candidates appears to be emerging.

Just a quick line here.

Tom, thanks for making clear how serious these staffing shortages are. Laura, Thanks for looking into the
circumstances of 2/17 further. While I'm glad we were able to patch together a patrol in the end last week, it
is the frequency with which these staffing situations take place that is of real alarm. This one occurred on a
Friday night, no less, when we should expect the full spectrum of possible emergencies in a college town. I
also believe we admit a profound level of dysfunction when we are routinely relying on specially trained
officers in this way. Their intensive, detailed work is essential to the speedy provision of admissible evidence in
support of the justice system, and should not be interrupted. It is simply not healthy for morale to stretch
resources so thin. Across the department, these are the kind of situations in which dire mistakes can be
made.

A couple of questions for clarification:

Laura, when you say "one officer was held over until 11:00" did this officer receive overtime? Were they
pressed into service that night?

I'm pleased to hear that meetings are taking place between the key Chiefs, top level administrators and the
working group you mention, but I do not believe Tom would write to the Council with the urgency he did last
week if he felt meaningful progress had been made at any of these sessions. Can you describe what specific
steps have been outlined or agreed upon by our colleagues that you believe will be impactful improving officer
recruitment and helping IPD rebrand / rebuild as the envied force we've "Reimagined"?

Meetings are time-consuming and not always productive. What policies can we implement directly, and what
can be said publicly to help bolster this department? I know Tom has offered several ideas during public
comment and in previous letters to Council. Is there a particular reason we are not embracing what he has so
earnestly suggested would make a difference?

Thank you for your concern and your patience as I gathered information in order to respond to your questions.

In terms of staffing levels today, 2/17, it’s my understanding that last night one officer scheduled on day shift called in
sick and another called in sick earlier this morning. These were unexpected and unplanned absences. This did result in
the staffing level dropping to two briefly and with little notice; howev er, one officer was held over until 11:00 am and by
1:00 pm we were staffed with three officers. At 3:00 pm this afternoon we were back to four officers on duty.

It’s also my understanding that there were several others on duty at IPD today, for example in investigations and
elsewhere who could cover incidents in an emergency.

To respond to your broader concern, there is ongoing work being done and discussions in which you and others at IPD
have participated regarding the issue of recruitment and staffing. Members of the City administration, including myself,
are supportive of these initiatives including:
 Meetings between the Chief of Staff and Acting Chief Joly regularly to review potential staffing strategies;
 Meetings between the HR Director, Chief of Staff, IPD staff, and PBA members to discuss potential staffing
strategies;
 The HR Director, Chief of Staff, and IPD staff have met with the consultant to review recruitment efforts and to
discuss renewing the contract for recruitment and marketing efforts;
 The recruitment working group that is meeting as one aspect of the Reimagining Public Safety initiative.

Let me say that I appreciate the work of our IPD officers, especially during periods when we are short-staffed. Staffing
shortages in many industries, including policing, are a national concern and present a challenge for us to address
together. I look forward to continuing the efforts we’ve begun to meet this challenge for our workforce and our

There are currently only 2 police officers on duty in the entire City of Ithaca which underscores all of the concerns I
raised in my previous email.

What are you doing to resolve this staffing emergency at the Ithaca Police Department?

In 2011 the Ithaca Police Department was staffed with 71 sworn members. Currently, we have about 44 sworn police
officers actually working.

The patrol division alone should be staffed with 45 police officers. The patrol division is currently staffed with only 23
police officers.

Our preferred minimum staffing per shift is 6 police officers working at any given time. Currently, we are struggling to
field 3 police officers per shift. We oftentimes need to mandate already overworked and fatigued police officers to
work overtime to even staff 3 patrol beats.

As the President of the Ithaca PBA, I am extremely concerned about the safety of my members given the increase in
workload per officer, mandated overtime, lack of backup on calls for service, increase in violent crime in the City of
Ithaca, and overall lack of support from City Hall.

What are you doing to remedy this situation?

What steps is the City Administration and HR Department actively taking to help ensure the safety of the few remaining
Ithaca Police Officers?

What steps is the City Administration and HR Department actively taking to help recruit police officers to alleviate our
dangerously low staffing levels? The current $20,000 hiring incentive has yet to attract a single experienced lateral
transfer police officer.

Good evening, I'm reaching out from CNY Central in Syracuse.


I'm reaching out to ask about the claim being made by the Ithaca PBA that the Mayor has
cancelled the upcoming police chief civil service exam. The Union President sent along a typed
note he says applicants received on city letterhead to back that up. We wanted to confirm that
this is what's happening and hear more about the public information sessions the city is holding
in the coming days as part of their recruiting efforts to fill the job.

We would like to talk with the Mayor on camera if possible, but for now want to make sure we
